THE NATION OF GARMIDIA is looking for potential negotiations for a Free Trade Agreement. The negotiations will include:
Negotiations for Free Trade
Negotiations for the establishment of a Trade Bloc
Negotiations on the strengthening of Bilateral relations
If an Agreement is signed: Meetings will be held every few weeks to discuss respective economies and the Trade Bloc as a whole.
Negotiations will begin in this forum.
Garmidia is looking for 4 other potential members to join the Trade Bloc, which will be named when a consensus is reached between the nations.

Communiqué to the relevant authorities of Garmidia,
Currently, the Second Empire (The Macabees) is going through a period of market "liberalization"; that is, the mercantilist war-economy is transitioning into a "true" free-market (as true as it can get with an Imperial government). This isn't something new and radical, mind you, given that the Empire remains the founding nation of the Fedala Accord (http://forums.jolt.co.uk/showthread.php?t=554863), which strives for the creation of a completely free-market between member states. Given this, the Second Empire of the Golden Throne is obviously interested in helping the propagation of the free-market. The Empire does not believe in tariffs (even in retaliatory tariffs), and so there must already be a degree of free-trade between Garmidia and the Second Empire (unless Garmidia has tariffs raised against nations by default until eradicated through diplomatic measures). But, we are not interested in joining another "free-trade" bloc, unfortunately (as, already stated, we already have one of our own).
However, any negotiations for bilateral free-trade, unless we are already partaking in free-trade, must require talks not only about the tumbling of tariffs and obvious protectionist walls, but also of government subsidies in your country. Obviously, government subsidization of a particular sector drives foreign goods out, if local industries cannot provide the good with as much quality or as cheap, and therefore is just another form of tariff. These protectionist measures hurt your own local economy, as well as the foreign economy, and the world economy as a whole (since it's a form of destruction of wealth). And so, we wish to discuss the extent of free-trade in which we will be partaking in. Obviously, there will be no retaliatory measures taken if there is some protectionism in your country, but nevertheless it gives an idea of how our industries should speculate when it comes to trading with Garmidia. Furthermore, it gives us an idea about what we will be discussing when it comes to "bilateral relations" with Garmidia.
In short, the Second Empire is interested in entering negotiations, although we hope it's clear that in regards to our compromise we are already trading from the standpoint of free and unrestricted trade (our government does not subsidize any particular industry, either).

Negotiations for Free Trade Agreements with THE SECOND EMPIRE
It is of interest to the Democratic States of Garmidia to begin negotiations with The Second Empire. As to your queries about government subsidization in Garmidia: Subsidization in the Democratic States of Garmidia is at a low point, however, there is small subsidization in the Logging industry. Recent economic woes (and public protests) against Logging in Garmidia have meant the almost complete fail of the Logging industry of Garmidia, therefore the Government subsidization stopped the industry from going haywire and failing. We hope, however, that this does not affect our relations in effectively beginning negotiations with the Second Empire.
As to the tariffs, although there is some form of protectionism in Garmidia at the moment due to an economic collapse of one of our trading nations due to a credit crisis, this should not affect the overall falling of tariffs. Garmidia and The Second Empire will strive to eliminate quotas, tariffs and preferences on most of the services, and goods that will be traded between the two nations.

As I said before, whichever the terms are they are "accepted". The Second Empire does not subsidize, nor does it impose tariffs, and therefore is open to all free-markets. Our purpose here is less to negotiate and more to persuade other nations on the virtues of a completely free-market. Unfortunately, I am not a professional economist, and so all "negotiations" should be left to my team of economic advisers. Perhaps we can set up some kind of meeting, along with other interested nations, and fester a discussion between national representatives on the merits of furthering the free-market is relevant nations.
Direct talks, such as these, will be far more productive than discussion between national leaders through messages.

The Order believes that free trade is a necessity towards the advancement of any nation. Our nation does not impose tariffs, and the only real hindering of any products coming into our nation is inspection by customs officials. That's a common thing, of course. Unfortunately, trade to our capital city is currently impossible as it is an active war zone. The Communists and the pigs of ODECON have decided to work together to destroy what we have accomplished. However, trade to our other regions is still unhindered, though Naval Security has been stepped up.

We generally avoid subsidizing businesses, unless such a business is necessary to the economy. There has not been a major bail out in the history of the Nationalist government.
Government intervention is generally moderate. The government intervenes when it needs to and without hesitation.
Tariffs are placed when necessary although do not expect much so long as your companies do not harm our economy.
The NFGA encourages international trade, but as stated above will intervene should foriegn companies begin to harm our economy or if our economy becomes to entangled with foriegn economies (dependant).

Free Trade Agreement Treaty
The Following Treaty is for use between the nations of the ELVEN EMPIRE and the DEMOCRATIC STATES OF GARMIDIA for as long as the nations see fit.

The nations, GARMIDIA and ELVEN EMPIRE, agree to the first condition of the bilateral FREE TRADE AGREEMENT (FTA):
1. That Tariffs and Quotas of trade between the two respective nations shall be reduced over a period of 10 years.
It is agreed between the two nations that both Tariffs and Quotas on all trade, goods and services between the two nations will be reduced, if not eliminated gradually over the period of 10 years. This is submitted under ARTICLE I of the Free Trade Agreement and has been negotiated between the two respective states between all rounds of negotiation.
ARTICLE II
The nations, GARMIDIA and ELVEN EMPIRE, agree to the second condition of the bilateral FREE TRADE AGREEMENT:
2. That Government intervention in foreign business and trade is a condition in which the integrity of the FTA can be breached, thus it can be terminated if these terms are not met with full co-operation.
It is agreed upon by both nations, that if Government intervention, such as Subsidization (which ultimately drives out foreign trade and goods) is harmful to the FTA in which both nations have agreed and negotiated on. Under this Article, the FTA can be terminated if these conditions are breached by either nation.
ARTICLE III
The nations, GARMIDIA and ELVEN EMPIRE, agree to the third condition of the bilateral FREE TRADE AGREEMENT:
3. The two nations agree to talks about the growth of the free market in the world.
The Two Nations shall hold annual talks on the growth of the free market in the world, discussing economic policies of the home nations and other nations. Other nations shall join the talks.
ARTICLE IV
The nations, GARMIDIA and ELVEN EMPIRE, agree to the fourth condition of the bilateral FREE TRADE AGREEMENT:
4. The two nations shall work towards a strengthened policy of bilateral relations.

Greater Americania will agree to a similar treaty to that of above so long as Article III is edited to state that the term "free market" does not exclude mixed economies or Corporatist economies and so long as the following is added:
Article VI
Potential economic dependance upon one nation unto the other, economic dependance, and economic harm done to one nation's economy as a result of the treaty are all three considered to be justifyable reasons to terminate this treaty.
