Negotiating a defense pact (Closed, Attn. Noordeinde).

The room was of medium size, round, and elegantly furnished. The walls were lined with panals of expensive wood, the floor covered in a rich red and blue carpet. At one end was a long, curved desk, framed by a large window through which the early eavening sun shone. Facing the desk were three chairs, belonging to Secretary of the Economy Henry Wu, Secretary of Foreign Affairs Alan Val, and the new nominee for Secretary of Defense Sarah Anderson. Across from them sat the man who had called this meeting, Republic President George Hernandez.

"First of all, I'm glad you're all here. I'd especially like to welcome Miss Anderson, our new Defense Secretary nominee, though not yet officially confirmed by the Legislature."

The new Secretary of Defense was a short, dark haired woman with a generally unremarkable appearence. However, she was considered in circles who knew her to be one of the sharper minds in the Republic beurocracy. Hernandez had nominated her not merely on the recomendation of an old and trusted friend and advisor, but also on her reputation as someone who could manage the political and logistical side of her job, which would grow massively with the planned restructuring of the Republic military.

"Thank you Mr. President. It is an honor to have been nominated for this position. I will endevor to serve the Republic to the best of my abillities. I was sorry to here about my predecessor's illness. He was a friend and a mentor."

Hernandez nodded.

"Yes. And this meeting is part of his legacy to the Republic. As I trust you are all aware, the Republic has been attempting to build up diplomatic and military powers with other democratic nations.

Recently, we established an embassy in the nation of Noordeinde. Now, we have requested that they consider a defensive pact with the Republic, and as they have shown themselves willing to consider this, we have forwarded a request that preliminary talks be held in our new embassy on their soil. Alan, how are the arrangements proceeding?

"So far we're still in the preliminary stages. Remeber that our embassy is not yet fully constructed. However, we should be ready in time for any talks that will occur there."

Hernandez nodded, then turned to the other two Secretaries.

"Obviously, this meeting will have three main dimensions: political, economic, and military. As such, a high-ranking representative from each of your Departments should be directly involved in breifing our ambassador on the talks. Given the nature of the discussion, I would recomend a level four security clearence, and a high level of access to policy making and opperational control. As the meetings progress, they should also require more direct involvement from your offices."

Wu merely nodded, but Sarah raised her hand.

"Mr President, would I be correct in assuming that my own department will be handling these talks?"

"Correct, Ms Anderson."

"You understand that, presuming my confirmation, it will be dificult to coordinate these directly while adjusting to my additional responsibillities?"

"Yes, Ms Anderson. Which is why it is critical that you appoint a delegate who can coordinate the negotiations effectively. In the meantime, however, consider these negotiations your department's top priority. Now, I would like to discuss the specifics of our Administration's agenda for this meeting, and request any input from your respective departments. Hopefully we'll have a time and place for the talks arranged by tomorrow, so I want your departments ready in 48 hours."

During these 48 hours, the Mayor of s'Gravenhage, The city where the Embassy is build, made sure everything was ready for both high delegations to have their meeting.

The Mayor himself wanted to do this checks personnaly, to meet with the Embassy staff, to show goodwill and to promote his city.

All Embassies, included the Romulan Repuplics Embassy (http://wibiti.com/images/hpmain/933/207933.jpg), were build out of town, in the beautyfull natural surroundings of the countries great nature.

While the mayor drove to the Embassy he passed beautyfull lakes and woods (http://www.coloradogeographic.com/Images/Features/Spring.Woods%20Lake.0010.JPG). Afther like an hour the Mayor arrived at the Embassies gate and waited to be let in.

Now already everything looked fine, extra police (http://politievoertuigen.nl/Regiopolitie/FotoRegiopolitie/03192.jpg) men and women to secure the Embassy. They opened the Gate and the Mayors vehicle, a Mercedes-Benz (http://farm4.static.flickr.com/3209/2938105726_1d47bc1f6f_b.jpg), entered the Embassies soil. The car pulled up and stopped for the Entrance of the Embassy, the Mayors driver opened the door, and the Mayor stepped out and walked to the welcome commitee.

The small government jet bearing the colors of the Republic slowed as it moved down the runway, before finally coming to a stop outside the terminal. Five minutes later, the door opened, and Thomas Morrison got his first good look an the country of Noordeinde. He was a young man for his rank at 33, but he had plenty of experience and training in the realm of international politics. Nonetheless, their was some anxiety over this trip. It was a major negotiation, and his superiors in the Department of Foreign Affairs had made it very clear how important this negotiation was to Republic Foreign Policy. The personal message from the President, which was essentially a more political way of saying "don't screw this up," hadn't helped either.

Behind Thomas came the other members of the delegation: Leane Mclane, an official from the Department of the Economy, Johan Dean, a short, and in Thomas's opinion somewhat undiplomatic man rep. from the Department of Defense, a secretary, and two members of Republic Federal Security.

As soon as they had cleared customs, they headed directly for the limo sent out from the embassy. Thomas had planned to invite the other members of the delegation to lunch before heading out, but since they were running nearly an hour late already, they agreed to head directly to the embassy.

The drive through the country side gave Thomas and the others plenty of opportunity to view the Noordeinde country side, but their attention was more focussed on reviewing their information and instructions for the coming meeting. After a while, the car pulled up out side the embassy and the group got out to be welcomed by the new Republic Ambassador to Noordeinde and the mayor of the city.

"On behalf of the Republic, I thank you for your consideration and your government's. However, it is not our expectation that security will be a problem. On the contrary, your nation seems remakably peaceful and prosperous. It is my government's hope that these negotiations will be a step towards ensuring that such a state is maintained, for both our nations."

Then, if you don't mind, I'd like to go over some of the plans for tomorrow's negotiations, but perhaps we could invite you to remain for dinner at the embassy, providing you have no prior engagements elsewhere, of course.

Incidentally, I'd be interested to know more about this Summit you're government is hosting. Is it something we might discuss, or is the nature of this meeting classified?"

And so far it's seems to be great, a lot of nations are sending help, money, doctors, first aide packages, militairy transport planes, we have several Navy vessels their one with full hospital onboard, and up to 600 marines who will help with rebuilding and redevelopping the country.

And I guess it would be great if you would find some time to attend the conference as well"

"Of course I would gladly attend. I'll have to consult with the Department of Foreign Affairs first, but it should be possible for me to visit the conference, perhaps tomorrow.

As for details pertaining to the relief effort, perhaps you should discuss that with Ms. Mclane and Mr. Dean here; they are from the Departments of Economics and Defense, and the practical side of relief efforts are more in their area of business."

The embassy was only a few days old, and most of the staff were still new at their jobs. Which made that evening, and the following day, all the more difficult for Alice Norman. But she understood full well the importance of these negotiations, and also the prestiege of her new position, which made it all the more essential that she got the job done and did it well. Making sure her clothes were straitened and neat, she walked through the doors into the dining hall and held out her hand in greeting.

"Hello, Mayor, and welcome to the Romulan Republic Embassy for Noordeinde. My name is Alice Norman, and I am the chief Republic Ambassador to your nation. I see the other delegates from the Republic have arrived, and dinner shall be served shortly. But first, I would like to drink a toast." She took her seat and poured champaign for each of those seated.

"To our mutual cooperation and understanding, and peace and freedom for all."

The Dinner was a great succes and the Mayor left quite late at 11.00 PM.

The next day at 10.00 AM the first convoy (http://static.panoramio.com/photos/original/4105412.jpg) arrived with an unexpected guest onboard of one of the armoured vehicles, The Secretary of Homeland Security, had made some time to join the meeting, because his department would also have to do with a defensive pact.

The quite old armoured Merceded-Benz 500 SEL (http://cache.gawker.com/assets/images/jalopnik/2008/09/1985_Mercedes-S-Popemobile.jpg) was escorted by 8 Marrechaussee Motorcycles and stopped in front of the entrance of the Embassy where Ambassador Alice Norman stood to welcome the Secretary of Homeland Security, Mister Jerry Giuliani.

Alice reached out to shake Mister Giuliani's hand.

"Welcome, Secretary Giuliani, to the Republic Embassy to Noordeinde. My name is Alice Norman, and I am the chief Republic Ambassador to your nation. These are Thomas Morrison, Leane Mclane, and Johan Dean, representing the Departments of Foreign Affairs, the Economy, and Defense. They will be sharing their expertise and representing the goals of their specific departments during these negotiations. Now if you'll follow me, we've set up the main conference room for these negotiations, and I hope you'll find that the setting satisfactory. Right this way, Mr Giuliani." So saying, she gestured for the Secretary to enter the Embassy.

Through the main front doors flanked by Republic security officers the party turned left, crossing the entrance hall and turning right to enter a medium sized room which had been designated as the Embassy's main conference room. A long, polished wood table ran down the middle of the room, lined with tall chairs and fine crystal glasses of water. A bottle of wine and bottles of imported spring water sat in the middle of the room. The curtains were drawn over the rear windows, but the lamps overhead gave plenty of light. A second pair of uniformed security stood outside the doors, but the room itself was empty save for those taking part in the negotiations. In addition to the Noordeinde delegates and Ambassador Norman, these included the three Department representatives from the Republic, and the secretary that had accompanied them. When every one was seated, Ambassador Norman cleared her throat and began to speak.

"First, I want to again welcome the esteemed delegates from Noordeinde to this embassy and these negotiations, and thank them and their nation on behalf of the Republic and President Hernandez for establishing these diplomatic links and hosting these negotiations.

Second, I have received an official comunique from the President's office expressing his condolences to Noordeinde and their allies in The Ang Phillepines in light of the disaster they have suffered, and pledging to send an envoy to the relief summit to offer the Republic's support.

Third, if it is agreeable to all, I would like to proceed with the first steps of these negotiations. If no one has any objections, Mr. Thomas Morrison of the Department of Foreign Affairs will elaborate on just what sort of treaty we are proposing, after which we can discuss any questions or points of interest your government might have."

Secretary Giuliani wanted to make one little point. "it seems to be the vice-prime minister and 2 under-secretaries are late again, I do apologise for that, they are such bussy on the moment with all these conferences and meetings going on downtown, so would it be a problem to wait for let's say half an hour, so that I can give them a call."

On the same moment 3 Mercedes-Benz limousines conducted by a police escort (http://i727.photobucket.com/albums/ww278/Haagsallerlei/blogafghaansedelegatie.jpg) entered the premisses of the Embassy.

All 3 cars stopped in front of the embassy and 2 Under-Secretaries,the ones from State and Defense stepped out and walked into the embassy. Out of the last car the Vice-Prime Minister stepped out, he walked to the trunk to get a suitcase full with papers and forms. Afther that he as well walked into the embassy.

"Mr. Vice-Prime Minister, secretaries. I'm glad to see you have arrived. I hope your trip here was not difficult? Now, allow me to welcome you to the Republic Embassy to Noordeinde, and thank you on behalf of the Republic and President Hernandez for the diplomatic relations you have worked to establish between our nations, and for hosting these negotiations. My name is Alice Norman, and I am the chief Republic Ambassador to Noordeinde. If you'll follow me, you'll find the other members of both our delegations waiting in the main conference room."

Ambassador Norman reached out to shake the hands of the two Under-Secretaries.

"Welcome to the Republic's Embassy to Noordeinde. The conference room is right this way, and the delegates from the Republic are most eager to meet with you to discuss this treaty." The Ambassador turned and lead the way back to the conference room, where she reintroduced the delegates from the Republic before taking her seat.

"Now that we're all here, I will reiterate the message from President Hernandez, offering his condolences to Noordeinde and their allies in The Ang Phillepines, and pledging to send an envoy to the relief summit to offer the Republic's support." Alice smiled sadly, thinking, though no one else new it, of her own memories of such a disaster.

"No nation suffering from a natural disaster should have to suffer it alone. We have suffered our own tragedies in the past, as have all nations, and we will always support efforts to assist nations afflicted by adversity.

Now, let me introduce Mr. Thomas Morrison, of the Department of Foreign Affairs, who will present the basic outline of the treaty we are proposing. If you please, Mr. Morrison."

Thomas Morrinson got slowly to his feet for the most important part of his career to date. He felt tense, on edge, and despite his experience tried not to glance to much at his notes as he spoke.

"Welcome, Ladies and Gentlemen. Before we begin the negotiations in ernest, my government wishes for me to present an outline of the treaty we are proposing. While the details of a mutual defense pact are always open to negotiation, the basic outline is as follows:

"All parties agree to provide military, political, and economic support, within the specific parameters of the treaty, to any other party who is subject to an attack by, or involved in a conflict resulting from an unprovoked armed violation of its territory or sovereignty by another nation, or which is subjected to preemptive attack with weapons defined by the Republic Department of Defense as WMDs under any circumstances.

This treaty is considered null and void with regards to any party that engages in armed military action or any armed violations of territory or sovereignty against another party to the treaty or against any nation with which the Republic has a mutual defense pact or military alliance, or which engages in genocide, slavery, warcrimes, mass murder, other large scale human rights abuses, or preemptive use of WMDs, as defined under the laws of both parties.

Parties may withdraw from such a treaty at any time provided they give one month's notice, immediately should the conditions of the treaty be violated, or immediately upon the date at which the treaty expires." Thomas put down his paper, took a deep breath, and looked up.

The Vice-Prime Minister looked the Under-Secretary of Defense, she putted her thumb up.

"I see that we actually agree on the proposed threaty, if I look to my collegues and if I may say, it actually sounds verry good. I would agree on it. But it is not officially up to us to decide. I have to take the proposal with me to Congress and let them decide!"

Thomas nodded in surprise and relief. This was going better than expected.

"Of course we understand, however before you present this treaty to your Congress their are a few matter that must be discussed. One of these is the possibility of making changes to the treaty at a later date should the need arise. That's my department. Another is what level of military assisstance each of our nations would be obligated to provide the other under the treaty. That is Mr. Dean's department."

Johan Dean cleared his throat.

"When it comes to military matters, the treaty is clear: no assistance is obligated should one party start or provoke a war. If, however, they are the victim of unprovoked aggression, the other party is obligated to come to their aid. So it becomes nessissary to discuss what form that assistance would take.

The Republic is currently in the process of restructuring its military, partly by prioritizing air and navel superiority and counter-insurgency warfare. Our annual military budget runs into the hundreds of billions. As such, provided that we are not engaged elsewhere in large-scale operations, we would be able to provide significant reinforcements in the event of an unprovoked attack on Noordeinde.

However, should our forces ever be engaged in joint military operations, it would be well to have developed the nessissary procedures in advance, and it would be advantageous for both our nation's officers to have a good understanding of how the other force operates. To this end, and in the interests of improving trust and cooperation between our nations, my department wishes to propose some sort of officer exchange program in addition to the treaty itself.

Furthermore, in order to facilitate rapid troop deployments in the event of an activation of the treaty, we request permission to build a military base on Noordeinde's territory, and invite your nation to do the same on our territory. In addition, we request permission to dock and resupply ships at Noordeinde ports. However, the success of the treaty is not contingent on your government agreeing to any of these other proposals.

Finally, we wish to know as much as possible about the state of Noordeinde's military, and any past or present conflicts in which you may be involved. Obviously, we don't expect you to divulge anything classified, but anything you can tell us would assist us in the aforementioned restructuring of our armed forces and in future military planning. In exchange, I am authorized to provide certain basic information about the Republic's Foreign Affairs and military policies and capabilities."

The Under-Secretary of Defense took the stand " First I like to say welcome to Noordeinde, it's an honor that we had the oppurtunity to receive you here."

"But to bussines, I absolutely support your plans for further development of joint forces, an officer exchange programm sounds good. But I guess it might be even better when we really let our troops train together, here in Noordeinde but as well in the Romulan Republic."

"Further I would support your plans to build or develop a base here, within a year a Militairy Academy (http://www.dhr.virginia.gov/registers/Counties/Augusta/007-0241_Augusta_Military%20Academy_VLR_4th_edition.jpg) will shut down, and we can keep it open if you would like to make use of it, but just as the whole threaty it's not up to me on my own to decide, here as well Congress has to vote for that request. As well with the fact that we may build an army base/compound in your country."

"About re-supplying, every sovereign country has the right to sail to our docks if they have to re-supply of re-fuell their ships, that means the Romulan Republics Navy is always welcome in our Ports."

"And about the militairy, Noordeinde has the largest Navy Drydock and the largest Aircraftcarrier in the world, as you might have read in the ViZion records book, we can quite say that our Navy is very important to us. Therefor it's one of the most modernized navies, and it keeps on developping it's technologies."

"Our Airforce is very important as well. Or country has over 1000 planes, and we keep on developping planes with the United States of America, the f35 or Joint Strike Fighter (http://en.wikipedia.org/wiki/F35) is one of those planes. Actually all of our Airforce planes are American build planes. And Noordeinde is very proud as well on the fact that is has a big "Intelligence Squadron" this exists out of SR-71 Blackbirds (http://en.wikipedia.org/wiki/SR-71), Lockheed U2 (http://en.wikipedia.org/wiki/Lockheed_U-2)'s and Global Hawks UAV (http://en.wikipedia.org/wiki/Global_Hawk)'s. All can gather intelligence from high alltitude to support our troops on the ground."

" Than to our Army, exact numbers of how many soldiers our Army has is classified, so I can't tell much about them. But I can say that our soldiers are very good, and should cooperate very good with the Romulan Republics soldiers while in the field. And our army has an International Intelligence Service that provides information as well to the government and soldiers on the ground to support them while maybe in battle."

" And finnaly conflicts, we haven't been in conflict yet, and we like to keep it that way. The only operations going on are at the Ang Phillepines as your delegate at the conference might have heard. And Noordeinde has 3 Naval Patrol Vessels and an aircraftcarrier in International Waters near Kardekonian waters because of the situation there, due an opposition journalist that they have executed, And since then we have an Embargo against Kardekonia that we give strenght by blocking, boarding and seizing all ships with destination Noordeinde."

Mr. Dean nodded thoughtfully.

"It seems that our militaries will be optimized towards the same types of warfare in many respects, specifically navel and air superiority. While this may make it easier to combine and coordinate our forces, it will also leave certain gaps in our defenses should we be forced to engage in large scale joint operations. I will forward a recommendation to the Department of Defense and the President's office that we make more of an effort to improve land warfare capabilities. And in the meantime, I should thank you for your support regarding the establishment of a base on Noordeinde territory, and express my hope that your Congress will ratify both such a base and one of your's on our territory. In the meantime, it is good to here that our ships can resupply in Noordeinde's ports. This will likely expedite overseas operations in the future. In fact, we have a couple destroyers that could use some shore leave right now.

As far as the situation in Kardekonia is concerned, I believe our government has been monitoring the situation, though we have refrained from active involvement. However, your nation's involvement in the situation will make things more difficult. I assure you it is with the greatest regret that I must acknowledge that your involvement in a potentially volatile situation may endanger this treaty's passage when it goes before our Legislature. Our government currently maintains a rather tenuous majority on Foreign Policy issues.

Which raises another interesting point which I suspect Mr. Morrison here is more qualified to discuss. Namely, weather a hypothetical resulting conflict with Kardekonia would activate the defense pact."

Thomas shrugged awkwardly.

"Its unlikely. A blockade could easily be held as a provocation, in which case Noordeinde would have initiated the conflict. However, it is possible that our government might still choose to back Noordeinde in such a conflict, given the presence of close diplomatic ties."

The Vice-prime Minister took the stand over of the Under-Secretary of Defense.

"Well I can report to you that we are going to withdraw these vessels within a few weeks, the Kardekonian now know how we think about the situation and of what we're capable. And because it seems to be that free trade and international trade is important for Kardekonia were talking to them about improving their human rights situations because now they have seen what we can do to disturb that process."

"Human rights are very important to our country." The Secretary of Homeland Security sad to assist the Vice-Prime Minister.

The Under-Secretary of Defense took over the Stand again. "Mr Dean, I think you are right, air and naval superiority are indeed very important to us, and what seems to be also for the Romulan Republic. And indeed we have noticed the gap in our defense forces and to be more specific, in the army. Dean took up the dialog again.

"I hope you won't take offense at our government's concerns. The Department of Defense fully recognizes that it is sometimes nessissary to take a strong and decisive stand on matters of Foreign Policy.

Regarding the issue of ground forces, our government is considering the purchase of some M1 Abrams as well, to compliment our ground forces. Unfortunately, their will likely be real difficulty in passing the Military Restructuring Bill through the Legislature. However, the addition of heavy armored support should greatly enhance our military capabilities.

As far as training our soldiers together is concerned, that will be both difficult and expensive to implement on a large scale, though it is possible that such a program can be considered as a long-term goal as circumstances warrant. I'm really not qualified to speak for my government on such matters. However, I am authorized to suggest on behalf of the Republic armed forces that we engage in some sort of joint war games at some point in the near future. In fact, the Republic's military forces have been considering the advantages of hosting a multi-national series of war games at some point in the near future. Details are sketchy right now, but consider this an early invitation."

"Well Mister Dean, it seems to be that you can read my mind." The Under Secretary laughed.

"I was thinking of going on such a joint "war-game training" every year, one year in Noordeinde the other in the Romulan Republic, and if we keep doing that for a few years all soldiers learn to know the regions and areas in both the countries."

(ooc, I was thinking about the joint exercises such as the US had with South korea and several other countries last year near North Korea)
