Ladies and gentlemen,

Welcome to the International summit on the Typhoon that struck the Ang Phillepines, in the city of s'Gravenhage in The Grand Duchy of Noordeinde. All delegations have the oppertunity to fly-in at our International airport in s'Gravenhage, they will be received by a representative of Noordeinde.

If it is impossible to come by air, you can always come over by boat/ship and sail to the port of the city of Scheveningen, at the port you will also be received by a representative from Noordeine. This representative will accompany the delegation to the train station from where they will go by a special "Diplomatic Train" (http://www.nicospilt.com/dia/dia7974.JPG)(interior here (http://www.koninklijkhuis.nl/dsc?s=obj&c=getobject&origin=minazintra:17312)) to our Capitol city of s'Gravenhage, were the conference is held" Afther arrival at the Main Station the delegation will be picked-up by a Diplomatic convoy (http://i727.photobucket.com/albums/ww278/Haagsallerlei/blogafghaansedelegatie.jpg) and will be driven to the conference.

All delegations will be brought to the Conference Hall (http://images.theage.com.au/2009/04/01/445606/W_HAGUE-420x0.jpg) by an arranged vehicle. we've arranged the following vehicles:
* 1 armoured Mercedes S-class (http://i31.tinypic.com/4ue8hc.jpg) (for the head of the delegation)
* or 1 armoured Peugot 407 (http://www.motornews.at/cms/upload/berichte_auto/peugeot/peugeot_407_limousine_2.jpg) (that can also be used by the Head of the Delegation)
* 1 armoured Ford Econoline (http://image.dieselpowermag.com/f/8565892/0612dp_12_z+2007_Diesel_vehicle_news+ford_econoline.jpg) (for the other delegation members)

ofcourse your own vehicles would be accepted as well.

All Diplomatic convoys will be conducted by our police (http://i727.photobucket.com/albums/ww278/Haagsallerlei/blogafghaansedelegatie.jpg), so please don't worry about your safety, everything has been arranged to make your stay as best as we can offer you.

IC: The Prime Minister, as host arrived first wit his Cabinet Bus (http://www.mp-produktie.nl/images/kon-bus-15.jpg) at the conference hall (http://images.theage.com.au/2009/04/01/445606/W_HAGUE-420x0.jpg). He and several important Secretaries stepped out and were lead around to see if everything was as okay with them.

Everything looked great, afther half an hour a special agent of the secret service came up to the Noordeinde's delegation. "sir it's time to receive your first guests, please follow me to the entrance, the first convoy may show up here quite soon"

The Prime Minister and the "official Noordeinde delegation" followed the special agent to the entrance. At the entrance the Prime Minister and the Secretaries of State and Defense formed the welcome commitee as hosts of this conference...

Our Country is willing to distribute first aide as long as the Ang Phillepines needs this first aide. We are willing to keep our 2 Navy Vessels in your area. One of these navy vessels, The Hr.Ms Johan de Witt, has up to 600 marines onboard who will help with re-developing the country. And my country is willing to offer the Ang Phillepines already 5,000,000 (million) USD for rebuilding and redevelopping the country.

The taxi stopped in front of the entrance of the conference and the cab-driver opened the door.

Well sounds good to me, just something like the international Red-Cross but than between countries. And wel this time it is really an honor to organize such a conference, today the Secretary of State wired a telegram to all embassies and nations we have relations with to join this conference, so hopefully they do.

"We Fatatatutians think of ourselves as one big, happy family - even if brothers and sisters fight sometimes," she smiled. "And we think of other nations as our cousins, so we don't like to see them suffering either. I think most nations feel the same way. We just don't always have the organization in place to help when we need to and want to. I hope this conference will help in that direction. I don't think we need a formal organization - we don't want to spend all our time arguing over rules and regulations so we have no time to help people. But we need to be more organized in knowing when and where help is needed and in knowing what each nation can contribute."

A Secret Service Agent walked up to the Prime Minister, "Mister Prime Minister, The President of the Republic of Eeri will arrive soon! Please follow me to the entrance to receive the President" The Prime Minister friendly excused himself by the Motokata delegation and followed the Secret Service Agent.

While on his way to the entrance the Prime Minister got briefed about the President of Eeri and his daughter who would accompanny him.

The President, Mister Daichi, stepped out of the Mercedes, and shaked hands with Prime Minister Jonathan Roosevelt.

"Mister President, how nice to see you, welcome in Noordeinde but most important of all welcome to this International Summit on the typhoon that struck the Ang Phillepines, I see you are accompanied by your lovely daughter." the Prime Minister sad.

The NFGA extends it's condolences to you over your great loss of life in this tycoon. We hope for a recovery in the areas of the disaster. If you would accept, the NFGA offers to send 3,000 doctors from the National Department of Medicine along with the appropriate accompanying personal and equipment.

Also, your embassy confirmation has not been confirmed because of a lack of information.

They are delayed due the typhoon, it seems to be that they cannot take of until the typhoon is over or at least weakened in strength. but 1 thing is certain they will come! Well let's get something to drink shouldn't we?" Jerry smiled to Harmony, hoping that she would accompanny him to the bar.

"I'm not much for alcohol, so you don't have to worry about me overdoing it," Harmony smiled. "The hardest drink we make in Fatatatutti is pineapple brandy and that probably isn't in the same league. But I'll try your whiskey.

"I really didn't plan to stay that long," Harmony said thoughtfully. "I want to meet the Ang Phillipines delegation though. I'd like to hear first-hand where they think we can help the most. If I do leave before the conference is over, you can always inform me of any developments by email."

She sniffed the whiskey and then sipped it cautiously. She made a conscious if not completely successful attempt not to cross her eyes. "Whoa... that isn't made of pineapples, is it? I bet it keeps you warm on cold nights though."

We offer to deploy elements of the 2nd fleet, including two destroyers and three frigates which can deploy their desalination plants to distribute water in disrupted areas. We can provide food aid sufficient to give ten thousand filipinos three meals each day. We are additionally willing to supply ten thousand first aid packages, and 200 liters of medical morphine. Additional supplies may be negotiable.

While the present head of the interim government is unable to attend in person, he nonetheless affirms Létatian commitment to help in the recovery efforts. Afther Ambassador Ryan Keeling of greater Americania was inside the conference hall, The Secretary of State welcomed a new delegation to the Conference, this time Mister Levi Smith from the United States of Penssylvania.

A motorcade existing out of 3 police motorcycles and an armoured Peugot 607 (http://farm4.static.flickr.com/3045/2892455413_dc6ce01d5e.jpg?v=0) with onboard mister Smith arrived at the entrance. The driver opened the door and mister Smith stepped out and walked over to the Secreatry of State.

"Welcome mister Smith, how are you doing, I hope you had a good flight and enjoyed your ride to the conference? It's great that your nation wanted to be represented here as well. The guests of Honor, the Delegation of the Ang Phillipines will arive soon, but they are delayed due the Typhoon"

Afther mister Smit, a quite big delegation from Létat arrived at the entrance. Out of the Mercedes-benz S class (http://i31.tinypic.com/4ue8hc.jpg) stepped the head of the delegation, madam Christelle la Boétie. Out of the van several other delegation members stepped out, including their Ambassador to The Grand Duchy of Noordeinde.

The Secretary of State greeted and shaked hands with all of them and welcomed them to the Conference. The whole delegation made a little conversation with the Secretary and were lead inside by him, where a special agent took over to bring the delegation to it's place in the conference hall (http://images.theage.com.au/2009/04/01/445606/W_HAGUE-420x0.jpg).

When the eye began it's passage over the country the King and his wife took the opportunity to get out and get the conference.

"Take good care of our children." She said.

"Don't worry madam, the Prince and Princess are in good hands."

She felt uneasy about leaving her children in the middle of a natural disaster but their attention was needed.

A C-130 screamed from the airport and began passing through the eye wall. The turbulence was beyond terrible. Jozefo kept his wife's hand in a firm squeeze as they passed through from the storm into calm and stars. Looking back at the storm behind them was awe inspiring. The complete separation of violence and calmness.

The plane landed in Noordeinde before too long.

Their guards entered first and announced their presence. "King Jozefo Yamashita, Minstrel Anaru Yamashita from Ang Philippines!"

Colonel Bauer was covered head to foot in mud and was rather pissed off. He had just got back from the forward HQ on the Ang Phillpines, the storm was still passing over the island and many needed help. He would much rather of been helping the populace then attending some meeting or committee yet central Command had ordered him to attended so he would. After having a quick shower he through his uniform on which was covered in dried mud and formed up with his HQ section there own uniforms covered in mud. After taking a brief trip by UH-60 to a makeshift landing strip they boarded a C-130 and flew out to the Nooredine, avoiding the main airport they set down on a small dirt civilian strip near the meeting.

Boarding the two RG32Ms they had brought with them they drove off towards the meeting. Arriving at the building Bauer wondered what the leaders reactions would be when his dirty men wandered into the room. Slinging there weapons on there backs, they snuck in from a side door and stood around the sides off the meeting room. Wondering when they will be noticed.

Prime Minister Roosevelt immediatly made a step towards the high delegation that just arrived.

"King Yamashita, what an honor to finnaly meet you, welcome at the conference, I still hope you had a good flight althoug you must have had a rough take-of with such a typhoon going on. And if I may as host, should we walk to the conference hall and call this meeting to order"

While the Prime Minister spoke with the Ang Phillepine delegation, the Secretary of Defense, a former Army General, walked over to the Penssylvania and Wolfhold delegation with several Secret Service agents.

"If I may, this is a formal international donor conference, and on you don't need any guns, I hereby order you to hand over your guns to these Special Agents of the Secret Service, you will get it back when you are leaving"

The Secretary of Defense was quite furious, he couldn't believe that 2 delegation heads dared to bring a gun with them to a peaceful conference, that was also heavy secured by the Noordeinde's security forces. The 2 delegation heads surrendered their guns, and the conference could go on.

The Secretary of Defence approached Harmony Chang: "Misses Chang isn't it? Collin Powel, Secretary of Defense of Noordeinde. How verry nice to meet you, I heared a lot of good things about you of the Prime Minister" The Secretary of Defense smiled.

"And I'm verry glad you informed the Secret Service about mister Smith and Bauer who brought their guns with them, I just ordered them to surrender their guns, what they did, so that we can call this conference to order because our guests of honor arrived.

Colonel Bauer smirked to the Penssylvanian delegate and then nodded to his men. The HQ section consisted of six men, Colonel Bauer’s 2iC Major Hawthorne, A radio operator, 1st Wolf Carlson, his Medical Officer, Captain Fleming, chief of logistics 2nd Leftenant Fairborn and two guards Staff Sergeant Glliott and Gaunt. Each one of them un-slung there MAC-303 battle rifles and unclipped the magazines. Handing them too the security agents, the officers all pulled out side arms and passed them to the agents as well. As the hardware was passed over Bauer looked over his men and nodded.

Turning back to the Secretary of Defence he smilied, "I do apologise for the miss-understanding, we have just come from the Ang Philippines as you can probably tell by our uniforms, we came in through the side door over there and we couldn't find a place to store our weaponry. I do apologise"

"Ladies and Gentlemen, now our Guests of honor arrived, the delegation of the Ang Phillepines with as head of their delegation the Honorable King Jozefo Yamashita, I hereby call the official Donor Conference on Typhoon Akiko that struck the Ang Phillepines to order! I request all delegations to take their seat at their desk with their countries name on it."

The Secretary of Defense and misses Chang still stood outside the hall and heared the announcement of the Prime Minister, Jerry, the Personnal Assistent of Prime Minister Roosevelt, runned toward them.

"Mister Secretary, Madam Harmony Chang, the conference is called to order as you might have heard so please follow me, we really have to start."

"Well it seems to be we are late." The Secretary smiled while he and misses chang followed Jerry to the Conferce hall where te meeting would officially start.

"I know that all of you have already contributed to the disaster relief. To be honest, I've been out of the country for quite a while, so I don't even know what Fatatatutti has contributed. I'm sure that every contribution, no matter how big or small, is appreciated by the people of Ang Philippines.

"I came to this conference for two reasons. First, to hear first-hand from the Ang Philippines representatives what kind of help they need. It's their country and we should help them in the way they want.

"Second, as I've already mentioned to some of the other delegates, I think we need a more permanent solution to the problem of international aid. It's fine for every nation to provide tons of food but what if there's no water? Or no medical aid? Or no search and rescue to find the victims who need the medical aid?

"For example, I heard that one nation - I don't remember which - provided desalinaization plants on their naval vessels. That's something that Fatatatutti can't do. Our naval vessels are too small - and usually too far away. But somebody else can do it. Another example, one of our delegations would not have been able to attend because they have no air transport. Fatatatutti has air transport.

"So, I'd like us all to think about what our nations can provide and also about what other nations can not provide. And I'd like to see some kind of central clearinghouse where nations in need can go to get what they need most. I propose a s'Gravenhage Accord, an agreement that we will always be ready in our areas of speciality.

I can't actually remember if I have seen any of the attending nations personnel on the actual islands, but that is probably down to the fact that we all look the same in the mud" Smirking slightly "As you can probably tell and as miss Chang has already pointed out that for the past few days, I have been working alongside my troops and other organisations trying to deliver aid to the outlying settlements that are unreachable other then by helicopter"

"The Wolf Hold has deployed elements of the 15 Marine Infantry Division, The 15th and 21st Military Police Group and the 4th Crisis Response Group. We also have naval support from the Task Force Savage. This has given me 8,000 troops, 4,000 military police and 2,000 AID Workers alongside a large helicopter force and aviation force. All of the forces under my command have just recently come back from exercises in which we trained in dealing with situations just like this.

We have established several field hospitals in key locations of the Ang Philippines as well as our forward HQ and airfield near the capital. At the moment we have focused are efforts with search and rescue, distribution of aid to outlying settlements and medical evacuation. My Medical officer can tell you more on that, Captain Fleming" Colonel Bauer nodded over to Captain Fleming who continued.

"So far we have three major field hospitals set up by the personnel of the 3rd Crisis response group. These field hospitals can provide initial triage, intensive care and if the need be surgery. However there are only six beds available for critical casualties, meaning that as soon as the casualties are stabilised we can fly them out to the hospital ship WHS Larka's Blessing which has pulled up near to the coast. We also have triage centres set up in various locations, generally in the hard to reach locations, these centres are only to try to attempt to stabilise the casualties until one of our choppers can fly them out to the field hospitals.

This system is working so far, however are helicopters are tied up transporting troops and casualties and our resources are spread thinly. We need extra supplies for the triage centres and we need more hospitals. Sadly I must admit that the size of this disaster has spread are medical resources very thin. I'll hand back to Colonel Bauer" Taking his seat again, Bauer continued.

"Alongside the medical problems, my men have found that the countries infrastructure has been hit hard with several roads completely washed away and the rest damaged, rail links and bridges are gone or damaged. We are finding it very hard to transport material and personnel around without using are helicopter force.

We have an effective air delivery and evacuation system, are military police and marines are experts in these kind of situation, we have experienced pilots for C/SAR operations and hospital facilities for the casualties. However are supplies are running low, if other nations can provide, we can supply.

"Unfortunately, Mr. Morrison is not currently present. However, I am authorized to speak in his place until he arrives. My name is Alice Norman, chief Republic Ambassador to Noordeinde.

First, I wish to begin by offering my government's sincere condolences to the people of The Ang Phillepines.

Secondly, I wish to assure everyone present that the Republic pledges its immediate and continuing support. Our military is currently at a peacetime status, and at such times the main use of our defensive forces is to engage in development, foreign aid, and disaster relief. As such, we are more than able to provide substantial material support. At present, our government will pledge to deploy a hospital ship, and four large transport aircraft for the delivery of aid. Greater War Hound (http://byowt1125.deviantart.com/art/Fenrir-Wolf-88813970): The Greater War Hound is a Giant Canine, roughly as large as a Clydesdale or Percheron Horse. As Sutufinai has no horses or motorized vehicles, the original "Hounds" were bred for size until they reached this current size (Some breeders still breed for size, but the overall consensus of the citizens of sutufinai is that they are big enough.), they are used as Cavalry Mounts and pretty much anything a horse was/can be used for.

For Military Service as specialized Ablative/ceramic plate and Kevlar suit of armor has been developed (Think Horse armor in 17th century). It can take anything up to a .50 BMG round, Anti-Material rifles have been known to penetrate the armor at it's weak spots. Combat trained War Hounds are known to use every weapon in their physical arsenal from teeth to claws.

Of course, the Revolution had shifted the ground a bit, and she had found herself suddenly running the town. Apparently she had done a good job to get mentioned in a Republican Front Council and was called up to be the Dirigeante of the Front's Normalization Task Force, on a whirlwind tour trying to restore life to bombed-out villages and cities.

So now she had been sent here, to help restore life to a nation beset by nature rather than war. But at heart, she was still a humble laborer who hated speaking in public, and it always took her a minute to settle in.

She leaned towards the microphone, took a shaky breath, and began:

"Th- the state- the People's Republic of Létat offers its sympathy and condolences to the people of the Ang Philippines. I add to that the personal condolences of myself, my colleagues, the interim ministers, the Chairman of the interim government, and many of our political leaders.

"The People's Republic believes the most important thing is to stop the suffering now. We have ordered our second fleet to the Ang Philippines with a simple mission: ensure food, water, shelter, and security for as many as possible. It is our intention to deploy the on-board desalination plants aboard our naval craft to provide fresh water for the Filipinos, to ship food aid to ensure people have enough to eat, to assist the Filipinos in rebuilding shelter, and to deploy marines and military and national police to ensure that in the strong do not prey on the weak in the aftermath of this tragedy.

"Unfortunately, ourselves recovering from a long period of civil war, the People's Republic cannot offer enormous amounts of monetary aid for long-term reconstruction. However, the interim government has agreed to grant the Ang Philippines $100 million in reconstruction aid and to purchase up to $100 million in government bonds. Additionally, the People's Republic will finance the creation of a Fund for the Ang Philippine's Typhoon Recovery to permit private citizens to donate what they will.

We hope that this will ease the burden of suffering. Thank you."

"Ladies and gentlemen of the Summit, there are many of us here from many types of governments. We have put whatever political differences we have aside for the sake of humanity.

Ang Philippines isn't more than 8500 nautical miles from Motokata, but since Typhoon Akiko left Motokata those 8500 miles made all the difference for them. It went from a weakened storm into a monster again. The aftermath of Akiko was light for us. But still nations have come to our aid to help us out. Now we must do the same for Ang Philippines. An island state is the most vulnerable to these storms.

We are ready to do what is needed, we have kits to purify water, we have the tools and technology to rebuild homes and buildings. And we have the respect to honor those who wish to maintain their life style. But AP has great opportunity now to expand it's economy. We want Motokatan business to invest in their fine country. More jobs for the now hundreds of homeless can be created. New investments can build their economy and raise the standards of living. We know what to do to clean up, now let's also look to their future. With AP's cooperation we will make a business culture to help their economy and respect their laws and culture. If there are any questions, I will gladly answer them, if no questions, I conclude my time."

"I believe, at this point, it is Morning back home... But, Good Evening. The rather appalling natural disaster that affected these good people, has even reached my small nation's people. These circumstances could be no worse, and my people... and of course myself, would like to offer our condolences. While my own nation may not be a superpower or a world leader in technology... We believe it is the correct thing to do for a neighbor to stand up when things go wrong and to help you when you are in trouble or going through hard times."

Nathaniel Looked across the room and centering on the Camera (Unless the person from Ang Phillepinne was actually here, then he would look at him/her.) "I believe, that while we are not a neighboring country, that idealism still applies. We are all neighbors, in a way, and like in any community there are good and bad neighbors. The Nation of Sutufinai however, seeks to be a good neighbor and foster good relations."

"As such," He continued. "As the figurehead for my people, I was sent to offer our assistance to the people of Ang Phillepinne. We have ship sitting off our coast as I speak, loaded with all the nessasary building materials to construct a coal powerplant. Also offshore is a veritable Armada of ships carrying Hundreds of millions, if not billions of tons of Coal to fire that Powerplant." Nathaniel gave a smile, closed mouth as is Sutfen custom.

"We realize that there are 'better' forms of power out there, and that many nations do not agree with the use of coal as a power source. But please regard this as a stepping stone, one of the first in a bridge to recovery over the violent waters before you." Nathaniel nodded to the world, and possibly himself, "Sutufinai will also offer a unit of specially trained Greater War Hounds. These Hounds have been trained in search and rescue, however they are also trained as Beasts of Burden to assist you in areas where vehicles cannot go."

Nathaniel paused before shaking his head, "It pains me that the tides of fate have caused the need of this assistance, however Sutufinai will step forward to fight the tides of fate to assist your people." He gave a closed mouth smile again as his ears went forward, "As such, Sutufinai bids the people of Ang Phillepinne goodluck, and Godspeed."

"Thank you," Harmony smiled. "I've been sitting here while everybody talked about what they've already done and what they're going to do - and that's great. I'm sure all the help will be appreciated by Ang Philippines.

"But frankly, it's been a waste of my time. We don't need a conference to tell each other what we're doing unless we use it to co-ordinate what we're doing.

"We all have our strengths and weaknesses. Some of our delegates here don't have air transport, so they couldn't even get here without help , yet they can contribute in their own way. Fatatatutti is strong in air transport but we have no means to get helicopters to a faraway nation - and helicopters are so important in this kind of work.

"I've been saying all along that we need some kind of central organizastion to co-ordinate these strengths and weaknesses, to make sure we have everything we need and that everybody isn't bringing the same thing. Fatatatutti doesn't like joining formal organizations - mostly because too much time is wasted in organizing the organization instead of doing what the organization is supposed to do. So I've been suggesting an informal organization.

"But nobody seems to be interested in that. So, instead of listening to you all drone on - no offense - I've been thinking about what Fatatatutti needs to do to improve our own capabilities. I guess we'll just have to let the rest of you fumble on the same as you always have.

She waved the steno pad that she had been writing in. "For a start, I'm going to propose to my government that we buy two cargo ships and convert one of them to a hospital ship and one to a helicopter carrier. I'm also going to propose a permanent, all-volunteer relief organization, with training provided as necessary.

"I don't like the idea of sending soldiers to do overseas relief work - even if it was legal in Fatatatutti. It's too much like sending the fox to guard the henhouse. Any yahoo who brings guns to a conference - or even to a relief mission - has much different priorities than Fatatatutti has.

"So, I guess we'll go it alone. Thanks for listening to me, even if you ignored what I said. Saying it out loud helped me to clarify my thoughts.

"Unless anybody has anything to say directly to me, I don't see much point in staying for the rest of the closing statements. I have things that need doing."

And Madam Chang, if other nations arren't interested The Grand Duchy of Noordeinde is still intersted to have some sort of threaty with Fatatatutti about this issue."

"Miss Chang I sincerely do hope you do not mean to insinuate that soldiers deployed overseas can not be trusted to do aid work. My troops have been in the area since the beginning of this and have been dispensing aid and medical attention from that point, some of my personnel have even lost their lives in the endeavour to provide aid and assistance, so quite frankly I find your comment insulting to their sacrifice.

"And now, just when we do get down to the best way to deliver aid, you shut down the conference. I wish we could have continued the one thing I came here for."

"The Delegates of Fatatatutti were quite rude and inappropriate. Honestly I think AP should simply block their aid. Lousy Commies."

"No ma'am, mostly with Wolf's Hold. And Chang basically called the thing a waste of time. I don't know what is so important that she feels she could have spent better time with."

"Hate to talk about someone behind their back. Maybe I should have told it to her face. But we're on her way to the airport now."

"Well just have our troops watch for any slip-ups to arrest them. Show here why military are deployed to disasters."
