Telviran Broadcasting Corporation: Today, several units of the Telviran Royal Army were dispatched to the city of Farnorth, in northern Telvira, to aid police and EMTs in quarantining the Immigrant Quarter of that city. The government has not yet gievn any information as to why the troops have been dispatched, but we will continue to keep you updated.

Immigrant Quarter, Farnorth
The reason given to the public was that the immigrants were being given vaccines to prevent outbreaks. While that was true, what they were being immunized for was very sinister. Several cases of H5N1, also known as bird flu, had been reported as originating in the immigrant quarter. The Army was moving in to assist the police in insuring that everyone got immunized. The government knew that if H5N1 got spread, then the Kingdom would be forced to deal with a plague greater than anything seen before.

Recently, we have been made aware of an outbreak of a disease in our northernmost city. Following official procedures, we have been forced to announce the following measures:
-All international travel will be stopped immediately
-All foreign citizens in Telvira will be subject to quarantine measures
-Full, forced immunization will be introduced, including immunization of foreigners
-All internal travel is to be stopped
These measures will be in place until the disease is no longer a threat.

Farnorth
The outbreak of H5N1 was centered on the Immigrant Quarter, where the bulk of the low-income/unemployed immigrants lived. A combination of several factors, including cultural barriers, local government incompetence, and a lack of the more effective Type 2 vaccine, meant that a lot of the immigrants died before they could get government help. Meanwhile, the Telviran Transportation Authority was dealing with the task of directing a total shutdown of all transit, both internal and international.

While the government kept up the "in control" face, the reality was different. Army units were no longer worrying about the Immigrant Quarter; they were worrying about the whole city. H5N1 was spreading. The Type 1 immunizations were ineffective, because the local government had been using it on animals and H5N1 had developed a resistance. Type 2 immunizations were still scarce, and were being prioritized to the Army. Slowly, the plague was spreading.

The situation in Telvira, was Edwardo's first big crisis in office. He was not going to mess it up. However, intel was scarce. All that they did know, was that there were approximately 459 Beatusian tourists and businessmen reported to be in Farnorth. The Telviran government wasn't any use, they simple said that they had the situation in control, and that it was an "outbreak." Edwardo questioned the validity of their claims. The time had come to play hardball.

It has come to my attention, that your nation is suffering a medical crisis. Sever enough, to require the implementation of restrictions on foreigners, and foreign travel. As the situation appears, serious, I wish to offer medical support personnel, to aid in your treatment efforts. It would be quite helpful, if you could inform me of the specifics, so that such medical personnel could be of the proper field, and have the proper equipment.

[OOC: H5N1 is the proper name of the virus strain, commonly known as the "Bird Flu."]

The catch had been slim that day. Only fifty pounds. The crew sat down to eat that night with long faces. The crew had taken their pick of what they'd managed to snag, and they had baked the fish with a bread crumb and cracker crust.

"At least it's good." one of the men said.
"Makes it worth coming all the way out here to Telvira for this, at least." another commented.

The skipper wasn't all that hungry, he decided not to eat right then. He figured he'd have himself some wine and rack up for the night. Telviran fish was good, yes, but he wasn't in the mood for it all of a sudden...



-Two days later-

At Beth Harbor, fourteen days later, a twenty-eight foot fishing trolley limped into the docks. Broken windows, torn fabrics, ripped floorboards, and bloodstains could be easily seen as the mates cast the lines to dock the boat.

One of them must have called someone, because not long after they had it tied down, two police officers came down the peer to check things out.

"Good Lord." one of them said.
Then there was a ruckus. It startled the officers, and they drew their handguns.

"Capitol Police! Come out of there with your hands up! All of you!"

There was a pause, then a loud series of banging sounds from inside the little cabin. The officers grew tense.

The door flew open and a single man literally fell out of the doorway and onto the deck. He didnt say anything, he just laid there. The two officers approached the boat and stepped over onto its deck. He was breathing, they saw.

"Sir?... sir are you alright?"

"Dead." he whispered just loud enough for them to hear. "I killed them all."

He rolled over onto his side to look up at the officers. It was the skipper. In his memory was a horror story, and by the end of the day, the entire Empire would hear of it.

This man would bring the Colonial Empire of The Royal Code into it's second international virus containment campaign in two years. It wouldn't be long until the pieces began moving.

This situation has our own people concerned that the virus could spread to our own nation, and so, as a result of pressure from our own people and a wish to minimize suffering for all those around the globe, we are willing to offer personnel from the Federal Medical Corps (properly vaccinated, of course) to help in fighting the outbreaks, as well as donations of medical equipment, medicine, and, if you deem it necessary, peace keepers to help maintain order (in case of riots). In Farnorth, a crowd of people attempting to get Type 2 vaccinations swarmed a police and military guard around the main city hospital. 13 people were injured, and another 17 were arrested. Several parts of Farnorth were under the control of gangs who had taken control in the absence of the Army. Suburbs had been drained of people, either by deaths or movement. With only one rail line out of the city and a lockdown of transit, the Army and police units if Farnorth were on their own, against gangs wielding military-grade weapons.

Due to the Recent Report, which my government finds very alarming, we would wish to deploy 120 HAZMAT Equipped soldiers to make certain that you do have things under control.

Across the Nation of Sutufinai today the government has begun it's "We can overcome" campaign. While many Sutfen are sketchy about how badly H5N1 will effect this nation, on the other side of the world, the "We will Overcome" campaign reinforces the idea of just how simple and easy it is to get an injection and continue life. That has overall been a success as Vaccinations have been spread all across the nation. Type 2 Vaccinations can be had everywhere from corner stores to the Coal-Mine entrances. President Nathaniel Zanzibar has reinforced his backing for the campaign by going to a Port Haven Vaccination site and getting a public Vaccination with the people of his Country. Many laughs were to be had as the President revealed his dislike of Needles and Syrettes, but even then he offered the comment; "Needles have proven to scare my tail off. But I'm sure if I can get one of those things put into me, my nation can as well, We -can- overcome this." An overwhelming response to this remark has caused shortages across the Nation.
