A ship was pulling in at Salisford Harbour, Jackson Bryce could see well. It was a cargo ship, probably containing some natural resource which the Southampton Isles needed for one reason or another. He was overlooking the entire city of Salisford, the capital of the Southampton Isles and its successor state, a union of fourty-five Pacifican states. He could see the Pacifican Stadium, the 90,000 capacity football stadium in which all of the nation's home football matches were played. In the distance, he could make out Oceanic Park, the 70,000 strong football stadium home to Salisford City Football Club, SCFC, the football club his two sons, Alexander and Philip, played for. There was a match being played there right now, against City's local rival, Salisford FC, who were on the verge of relegation. SCFC were, however, were chasing Sanford United for the last Salbank League trophy, only a few games from ending. Its successor would be the Lloyds Bank League, a large league of 30 teams from ten nations of the new Pacifican Commonwealth.
Of couse, there were 45 nations in the Commonwealth, but only ten had teams worthy of the Lloyds Bank League. It would start late in August, and would probably be one of the closest leagues in football history.
He turned the flat screen television attached to the white wall in front of him. Salisford City were beating SFC by two goals to nil, adding to the clean sheets of the goalkeeper Matthew Walker.
He would keep the match on for its last half an hour of it. He would have to sort through all the documents on his desk, along with sending out the message to the international leaders, just a few hours after the state had been created.
He would send it out now.

Subject: Creation of the Pacifican Commonwealth.
Dear all,
I wish to announce to you all that the Pacifican Commonwealth, a new state founded between 45 islands in the Pacific Ocean, has been founded today, with the leaders of many Pacifican nations signing the Pacifican Accords, the documents which founded the democratic state of the Commonwealth.
The Commonwealth is a diverse and young nation, which shall be founded on the principlies of democracy, freedom and liberty. All former nations will be given a large degree of autonomy, with each island electing a Member of Pacifican Parliament soon. Each former nation will be given its own Council, such as 'Southampton Islander Council', which will control internal afairs of the former nation.
The Pacifican Commonwealth asks of all nations to recognise us as a free and democratic state, and the Commonwealth hopes that all nations will enter prosperity very soon.
