King Harold Wallace III officially ordered today that the Lantol Accords be struck from law, and the institution of slavery be reinstated by royal decree 6020.

Under the new system all prisoners of war will be taken as slaves, with the first choice among them belonging to the victorious Field Marshall or commander.

All those convicted of crimes are currently being placed for auction, with the exception of murders, rapists, and those convicted of crimes against minors.

These select individuals are set to form penal battallions for the Reich's armed forces to be used as mine clearing personnel. Rumors suggest IG Inc. The largest entertainment network in the Reich is seeking to establish fights to the death amongst these select convicts.

Already a new prison dubbed Keine Hoffnung is currently under construction with the ability to house 70,000 occupants complete with auction house, railway for transportation and housing/training areas as well as medical facilities to ensure stock does not become too unhealthy to sell.

Currently under the new law some 430,000 slaves are expected to be available for sell in the following week.

Once again, slavery rears it's ugly head to the international stage. Slavery as an alternative to incarceration or rehabilitation is nothing short of barbaric, and we hope that this law was passed in a moment of madness and will be repealed with all due haste.

We had placed a level of trust in Unkerlantum and King Wallace III, to uphold a level of civility and honour in their dealings. It is with worried eyes and ears that we watch and listen for news of this unexpected and disturbing turn of events.

The news of the re-institution of slavery in your nation is deeply, deeply troubling. In a time where the few nations who still have involuntary servitude are slowly abolishing it, you have actually brought it back. This is a horribly blatant violation of human rights that all people are entitled to. Yes, even prisoners. The fact that you are enslaving prisoners from other countries that you gained during war is especially apalling. These are people who are trapped in your nation whom you are now forcing to do labor too horrible for any free person to voluntarily do. These are people with souls and emotions that you are destroying.

It is, in the opinion of myself and the people of Vaarshire, inherintely wrong to treat any human being as if they are not a person, in the name of improving the economy, the State, or anything else. Nothing should cost that much. No person should be subjugated to such horrors as to be forced to do grueling, back-breaking labor without pay or any rights. Not when it is just breaking rocks or making license plates in prison, and especially not when it is pure slavery.

Until slavery is abolished in your nation, the Principality of Vaarshire will not enter into any diplomatic relationship with your nation, nor will we import from or export to your nation.

Press Release from the Crookfur Foreign Office

This most recent news from Unkerlantum is most troubling.

The insitution of slavery, the glorification of enforced inhumane death and indeed blood sports are all things abhorant to any decently minded person or nation.

As such the nation of Unkerlantum has been provisionally added to the proscribed trading list pending further confirmation of this news.

Keine Hoffnung, just outside South East Unkerlantum

The clanging of electric hammers, and buzzing of saws filled the hot desert air.

Here thousands of convicts now slaves toiled in the mid-day sun building what was to become their new place of anguish and torment.

Camps of tents stretched in every direction, surrounded by row after row of razor wire, attack helicopters and military patrols with watchdogs walked the perimeter of each separate camp.

Here in the Assur desert valley escape would be fatal, no water or form of civilization for miles. The desert heat would almost certainly kill off any of the over worked and underfed men who labored here for 18 hours a day.

Already several trenches had been dug to fill with the bodies of those who had not been strong enough to withstand the elements or their taskmaster's whip.


Keine Hoffnung was to be massive, the originally leaked plans to house 70,000 was nothing but pre design talk. The complex, when complete would house up to 200,000 slaves. As well as an arena, to be constructed in Himmel and connected to Keine Hoffnung by way of specialized railway. the Himmel arena was set to seat 108,000 where select slaves would fight with an assortment of ancient weapons to a bloody death.

This was not to be the only entrainment venue at Keine Hoffnung. A smaller arena complex where unarmed cage fights to the death would be held was also planned for construction. As well as other venues for public executions.

Plans to build other arenas and smaller slave complexes were also planned. As a new company, Teufel Corp or T-Corp. headed by a mysterious businessman going only by the name of Pastor from the capital set about building a business to buy and sell slaves internationally. Working with IG Inc who would act as the entertainment venue broadcasting the fights and executions to the world.

Four other railways were to be built to act as shuttles bringing slaves in from port cities across the Reich. As well as a royal palace where the King could entertain special guests or view matches at one of the many arenas.

Your threats fall on deaf ears, as the Reich will most anxiously await the opportunity to paint our shores red with the blood of your soldiers.

Condemn me if you will, but if shall not put your words into action then I say to you, be mindful of your tongue.

Not even the alliance of ODECON, the self proclaimed bastion of freedom, liberty, and democracy for all, dare speaks against the Reich. As it is they have shown their true worth, and have been found wanting.

It has been brought to our attention that the Reich of Unkerlantum has decreed that slavery be institutionalized within its borders; and that this act has been perceived as a breach of human rights and international law by the community of nations.

While Saevitians may not trade in slaves (as per the Human Servitude Act of 1687), and would never establish a policy such as this one in our own nation, we urge the international community to look more closely into the situation before pointing fingers. In nations with a long history of human servitude, the society may become economically dependent on slavery; remove it and the nation could collapse, causing food shortages, internal unrest, failures of large corporations, et cetera. The psychological effects of long-term slavery on the indentured should also be researched more fully before blanket condemnations are issued. In nations where slavery has only recently been made legal, ask why it has been done. Has it been done because the economy is failing? Has it been done because a large invading army has just surrendered to the government, leaving the prison system insufficiently equipped to deal with the situation? Has it been done simply for attention from the international community due to slavery being a "hot button" issue? Intelligence is what is lacking here, and not necessarily moral fibre.

Finally, we would issue a word of warning against attempting to change the policies of a government not one's own -- especially one supported by a majority of the population. Despite what many seem to think, just because King Harold Wallace of the Reich is a monarch does not imply that his rule does not reflect the will of the average citizen, nor does it imply that he encounters no support amongst them. Indeed, it suggests the opposite; our sources have found no evidence of massive protests against this new pro-slavery policy, nor of rebellions against the Unkerlantian government, nor even of moral outrage in newspaper editorials or talk radio channels. All this would suggest that the idea of forced servitude is not one which inspires harsh condemnation in the average Unkerlantian -- after all, if he really disliked the nation's policies, he would attempt to change them, or depart the place. And if a policy is democratically supported, there is little the international community can do short of shrugging its shoulders and moving on with its life.

Of course, we of ODECON are constantly concerned with the opinion of Unkerlantum, as they are so preeminent in world affairs and a large issue unto themselves.

Sadly, as we are a democratic alliance, I cannot simply wave my wand and have the ODECON member-states conform to my master plan. Our alliance has already put to vote the idea of an embargo against the Unkerlantian Reich much in the same way several members have chosen to place an embargo on the nation of Anghele--however, as this matter has only just arisen, our members have not yet had the time to vote on a proposal.

If it is mere empty rhetoric you are looking for from the alliance, quick and meaningless, let me assure you that we have none of it. When we move, we move decisively, and move we shall against the gross human rights violations seemingly undertaken for the sole purpose of agitating the world.

Only a fool would fail to see that ODECON's response is nothing more than a pathetic attempt to save face and hide the fact that you will do nothing more than place sanctions or impose a trade embargo amongst ODECON members involving the Reich. This serves to isolate ODECON more than it does the Reich.

You're Embargoes will do little to effect the Reich as the number of trading partners the Reich has within the alliance of ODECON is minute and we are already receiving offers for our newest export.

The warmongering nature of the announcement -- and why, I ask, would Unkerlantum be so very interested in changing the course of their nation purely in an attempt to force the hand of an alliance which cares very little about it -- is quite clear. It is difficult to dignify such an outreach for attention with a response of diplomatic nature. Nevertheless, I shall endeavor to do so.

Santheres is henceforth cutting whatever trade ties we formerly had with Unkerlantum. This should not be difficult.

We hope this response meets with your approval. When, in the future, your slave-based economy fails as they always have and always will, we will be sure to gather the pieces of Unkerlantum and rebuild her into a successful state, perhaps one as great as she may have been years and years ago, perhaps when she was more than a footnote in the world to the vast majority of nations with which we associate.

We are, of course, quite aware that the Reich is unfamiliar with us. The Reich has clearly much better things to do with the Reich's time. Indeed, Santheres has been quite isolationist in the past. So, of course, this is quite expected.

It is, therefore, also expected that we do not ourselves assume the world at large would immediately react within moments of any announcements made any member of our government structure. And we do not. Unkerlantum, on quite the other hand, does and therein lies the distinct difference.

President Hernandez and the Department of Foreign Affairs heavily condemned the plan, sentiments also voiced by all parties and independents in a rare display of solidarity and bipartisanship. The following is a transcript of the government's statement to the government of Unkerlantum:

"From the Department of Foreign Affairs of The Romulan Republic to the government of Unkerlantum:

We are deeply disturbed by your intentions to reintroduce slavery for convicts and prisoners of war. This is a profound violation of the inalienable rights of all human beings, and a crime against the most basic principles of a free society. It is also the position of this administration that the Justice System of any nation should be built around the principles of restitution and rehabilitation, as well as public safety. The ASoGM does not approve of the latest legislative action taken by Unkerlantum, although we are not going to attempt military action to stop it. We will however, pass our own legislation preventing the ASoGM government or any ASoGM business from trading with the nation of Unkerlantum, until such time as your policy of slavery changes. Also, any trading ships of Unkerlantum that breach ASoGM territorial waters are subject to boarding/seizure, while military ships of Unkerlantum in ASoGM territorial waters will be sunk. Any citizen of Unkerlantum that wishes asylum in the ASoGM need only to make it to the ASoGM, and apply for asylum.

"Recently, the nation of Unkerlantum declared its intentions to institute slavery as a sentence for criminals and prisoners of war within its borders, in violation of the basic principles of human rights, and to deliberately expose slaves to life threatening situations as fodder to clear mines in wartime, and they have chosen to respond to the condemnation of this government and others with defiance.

Our nation adheres to the principle that Human Rights are inalienable and universal, despite the fact that many nations routinely flaunt these principles. And while we will not attempt to enforce our laws within your borders, we felt it prudent to warn the Reich that, should a state of armed conflict ever occure between our nations at any point in the future, abuses of our soldiers will be prosecuted, and the verdicts enforced to the fullest extent of the law once hostilities have concluded.

It is regrettable that the Reich has chose to pursue a beligerent course, and abandon there obligation to uphold human rights. While our legislature is still debating the best response to this situation, the Department of Transit and Public Safety has issued a travel advisory to citizens of the Republic traveling within, or considering traveling within, the borders of the Reich. While we regret any negative impact that this advisory will have on the tourism and service industries within the Reich, we cannot expose our citizens to needless risk until we have received garuntees from the Reich that none of our citizens accused or convicted of violating the law will be subjected to a sentence that violates there human rights."

Keine Hoffnung

After months of labor, the rows of tents and razor wire had transformed into hardened structures of concrete and steel, many of the housing blocks were now four tiers high and filled with 8x8 holding cells consisting of a bed, built in counter, and small area for disposal of waist.

Large swaths of the growing facility were now lined with crops, as slaves would grow and harvest their own food. Despite cries that slaves would be severly mistreated T-Corp had in its best interest to keep slaves healthy, and as such medical vaccinations and screenings were frequent.

New arrivals from the first and currently only working railway were segregated for three weeks in camps similar to the original construction camps. The based on country of origin they were moved into selected housing units. Each unit housed roughly 1600 slaves and were segregated by way of fences and razor wire into groups of 4 units each.

In all 125 housing units would be built with medical facilities in the center of the complex.

The military presence was still strong as the third wall now under construction with a forth and fifth wall being planned out, as well as a moat to be 100 feet deep in order to thwart any attempts at tunneling escapes.

At other areas more appealing structures were being built, this area segregated by two parallel running large walls, inside this separate complex the auction house and kings palace as well as a large multi helipad zone would reside. Here officials and investors from other countries would arrive to look over their product before making their purchases.

A show room with platforms much like a car showroom would present slaves to buyers. The auction house was set to seat 150 buyers and hold 450 slaves at a time.

In Himmel, the arena and a separate temporary holding area were also well underway with a massive Colosseum like structure rising on the eastern end of the city. The housing area consisted of three blocks, with larger holding cells, an area for weapons storage and several guard towers, as well as a double concrete wall with razor wire extending along the bottom of the interior, as well as a moat and razor wire extending along the bottom of the exterior wall

The young man sat in his hotel room, running through a mental check list of what he would do when he went to the auction. He checked the tiny camera hidden inside his coat, the miniature recording device inside his pen. All working. All set to go. Now he just had to get in, get out, and get a report back to the Republic.

...and so we can demonstrate that slavery as an economic institution is regressive and backwards, which is the reason that historical cases of "slave economies" almost uniformly have fallen into economic stagnation and decay. Slave labor is antithetical to the institutions of the free market which are the foundation of prosperity. Where slave labor is widely available, it stifles the drive for innovation and the incentives to increase individual productivity that would otherwise motivate economic growth, since the motive to save on labor costs is deadened; simultaneously, institutional slavery has a withering effect on consumer markets (due to the removal of the slave from most of the spheres of economic consumption) that only compounds the economic retardation introduced in labor. While we appreciate your report and research, we find that perhaps you are mislead on how the Reich is implementing slavery.

The Reich is not using slavery as a new economic system or as a means to provide a cheap workforce Slaves are to be used as either entertainment, via arena matches, sold as an export, used as military/medicinal experimentation subjects, used in other military applications, and as an alternative punishment to imprisonment.

Which itself is ineffective as the cost of maintaining a prisoner is far more than that of a slave.

Slaves will be used, to some extent in labor forces mainly as house servants for the upper class and as assistants in harvest gathering or mining and construction operations.

However under the current system slaves would be a secondary option requiring provincial level government approval before slaves would be allowed to harvest a crop, citizens would have priority on all available jobs.

Our studies show the market for the selling of slaves to be a good one, and polls show that once arena matches begin they will be very well received both locally and internationally via internet broadcasts thus generating large amounts of revenue.

Not only for the companies involved with staging and broadcasting the events but which the government gets 1.5% of all profits regarding slaves due to the fact they are housed in government owned but privately ran facilities.

Further the amount of jobs in terms of guarding, medically treating and maintaining the new slave population is creating thousands of new jobs, this of course is not counting the jobs that will be created as slavery housing complexes and arenas spread across the Reich from the current centralized Southeast location.

We sincerely hope that you rethink this provocative, and morally dubious position, and urge you to rethink the most constructive use of the investment that each citizen represents, and whether this is truly the most worthwhile course of action.

While this situation continues, as a matter of course, trade between our states is suspended. Given, of course, the limited interaction we have on a national level, this probably will not be onerous for either of us, but will, we hope, serve as an expression of our strong distaste with your course of action.

Keine Hoffnung 95% Complete

The new slave prison Keine Hoffnung, is at 95% completion reports Teufel Corp, who has now taken over complete security for the complex, spending an additional 2.6 million dollars on the construction of a last outer ring wall, some 3 feet thick and 14 feet high with towers boasting automatic gun turrets and spotlights every 15 feet.

The railways of which all but one are now completed have already shuttled in some 85,000 slaves from various prisons around the Reich. Of these currently 5,000 are set to become arena combatants or be displays for public executions by choice of the crowd.


The Auction house and King's Palace sub complex is nearly complete with the last bit of security for the King's compound being added.

While I must apologize for the Interior ministry's involvement currently by law T-Corp can not make deals with foreign markets without government approval. As the amount of communiques received at my offices condemning the latest actions of my most beloved and great king. I have been asked to officially offer a response to clarify parts of the new law, which seemingly has been misunderstood by the international community.

Firstly I would like to restate the fact that the Unkerlantian government is not openly seeking tribal groups, natives, or 3rd world citizens to force into slavery as a method of providing a cheap labor force.

All slaves within the Reich are firstly former citizens of the Reich, there right to citizenship is lost following their conviction. Which leads me to my next point, all slaves currently residing in the Reich are criminals, found guilty through trials by jury, and handed down sentencing by a royally appointed judge. Further slavery, under the current law, only exists as an option for punishment in cases involving rape, murder, crimes committed against children along with other capital offenses or against repeat offenders, repeat offenders.

Minors are currently not legally allowed to be sentenced to slavery, although if their previous jail sentence extends past the time where they would be considered adults, their sentences may be changed pending Royal High Court approval.


In regards to foreigners selling slaves to the Reich, these transactions will take place at a private sector level, of which the government will not interfere nor have any dealings.

Although several statutes have been implemented to ensure that imported slaves are at least in good enough health and will not pose any threat of spreading a pandemic into the Reich.

Further as previously stated, the government has no desire to transform the Reich into a slave based economy,instead the government views slavery is a new market amongst others already established. Currently entertainment, medical and military research programs will benefit from the slave market.

In regards to foreigners committing crimes within the Reich. As is standard crimes committed within the Reich will be tried and judgment given within the Reich.

However slavery is currently not a legal judgment in cases involving foreigners found guilty of committing crimes within the Reich. They will be jailed for a time, and following this deported immediately to their country of origin, unless extradition terms are found satisfactory.

The only exceptions are those prisoners of war, and foreign nationals whom are found guilty of espionage.

Cases involving those with dual citizenship shall be handled on a case by case basis.

I would like to take the opportunity to clarify my and my colleagues' position on some of the points you brought up in your reply.

While we at the Institute were aware when we wrote our letter that Unkerlantum is not going to transform into a slavery-dependent economy overnight, we remain concerned that the potential is there. Several of the proposed uses for slaves that you mentioned - agriculture and mining chief among them - are in fact prime examples of the danger we cited with regard to slavery distorting the labor supply. The agricultural sector is in fact one of the sectors in which the distortionary effect of slave labor is most easily visible in many historical slave societies. So while we hardly expect your economy to stagnate overnight simply because of an initially minor change in these sectors, the effects we mentioned will be present and will grow more significant the larger the labor force of slaves in question. And since the Unkerlanti law was not limited to only the enslavement of small numbers of hardened criminals, but also opened the doors to unlimited importation of foreign slaves of any origin, we cannot expect the economic effects to remain limited in the long term.

Similarly we would stand by our earlier statement that slavery requires a far larger economic investment in coercion than imprisonment, and must disagree with your assertion that a slave will be cheaper to maintain and guard than a prisoner. As an example, the ratio of guards on duty to prisoners in a prison in the Greater Economic Union is approximately one to eighteen averaged across the prison system (excluding low-security prisons and youth detention centers). However when work gangs of prisoners were still commonly used in the Union - in the 1950s - guard to prisoner ratios in gangs outside prison grounds were rarely lower than one guard per ten prisoners and often higher - sometimes ratios of up to one guard per two prisoners were required. And the demands on a coercive apparatus designed to support permanent slavery must be, for obvious reasons, more sustained and larger than those on a coercive apparatus merely designed to oversee prison labor during limited time-periods.

Finally, with regard to the jobs created in maintaining the slave system, this is actually an example of the economic distortion our earlier letter warned against. It is always trivial for a government program to 'create' jobs by spending money or otherwise intervening in the economy, but the resources to do so do not come from nowhere after all, and in the absence of the distortionary effects of slavery they might have been invested elsewhere for the greater benefit of the economy as a whole.

However under the current system slaves would be a secondary option requiring provincial level government approval before slaves would be allowed to harvest a crop, citizens would have priority on all available jobs.

Our studies show the market for the selling of slaves to be a good one, and polls show that once arena matches begin they will be very well received both locally and internationally via internet broadcasts thus generating large amounts of revenue.

Not only for the companies involved with staging and broadcasting the events but which the government gets 1.5% of all profits regarding slaves due to the fact they are housed in government owned but privately ran facilities.

Further the amount of jobs in terms of guarding, medically treating and maintaining the new slave population is creating thousands of new jobs, this of course is not counting the jobs that will be created as slavery housing complexes and arenas spread across the Reich from the current centralized Southeast location.

It wasn't even an official statement, just a plain civilian, private message sent to Unkerlantum's government. However slavery is currently not a legal judgment in cases involving foreigners found guilty of committing crimes within the Reich. They will be jailed for a time, and following this deported immediately to their country of origin, unless extradition terms are found satisfactory.

In response to the New Manth economic studies institute.

While we acknowledge your findings, the Reich is not foolish. As stated slaves will only be used as a secondary workforce, and only used after the citizen workforce is exhausted, or over stretched. Further industries seeking slave labor may only do so after approval by the ministry of commerce, and Interior ministry.

As you can see, the government is going to great lengths to prevent slaves from ousting the everyday Unkerlantian from their jobs, or allowing slaves to fill job slots instead of free citizens.

The only exception will be that of house servants, which may be privately bought from Teufel Corp by private citizens, both Unkerlantian or Foreign.

Because of the fact that slaves, apart from fighting to the death, or being used as test subjects will not leave the confines of their holding facilities, Slaves will not require much more manpower than a prison would and consume far less. There will be no "chain gangs" except when approved for labor, which is temporary.

Slaves are fed less, and have smaller accommodations than those of a standard prison, further Teufel Corp privately operates security of holding areas, and is in the process of purchasing full operations of Keine Hoffnung from the government.

Slavery in general within the Reich is structured to be vastly different from that of the standard institute of slavery. The Reich views slaves as an exportable commodity like oil, natural gas or an automobile, as well as a form of entertainment and as a path for progression in the fields of science and medicine nothing more.

While we share your concerns on the effects slavery may potentially have on the Reich's economy. As you can see measures are already in place to counter-act the many economic perils of slavery. The arena teemed with anticipation as the one hundred and eight thousand sell out crowd prepared to partake in the first gladiatorial games in over one thousand years. Along with millions of paying viewers watching via satellite and cable tv, millions more watch via internet broadcasts.

The facility in Keine Hoffnung had been constructed, it's containment and research facilities checked by it's own staff and then subject to a period of inspection by the Keine Hoffnung staff; it passed it's inspection being of satisfactory standing. Once that was out of the way however the selected staff of Clinix who had been specially selected for this facility got to work with a sadistic or uncaring vigour on their various test subjects. They had a large stock of various shampoos, conditioners and other healthcare products that various companies across the world had contracted them to test; they had a main headquarters that engaged in the long method of bacteria and cellurlar testing, but it was known only to a select few that the only things they tested there were bacterial agents.
