Rogue Nation of Sutufinai

Due to the new rather large, or small depending on how you look at it, place Sutufinai is putting itself in modern worldwide affairs the Government has decided to open a Ambassadorial Sector in each of the three Major cities within Sutufinai. The Sutufinai Government reserves the right to refuse any and all Embassy requests at it's leisure, it also reserves the right to cancel and declare any embassy Null and Void. Any Embassy registered Null and Void in a time of war will result in the arrest of the Ambassador and Embassy Staff. Any Embassy registered Null and Void in peacetime will result in the paid expense of returning the Ambassador and his Embassy Staff to their home country.

The use of Embassies within the Rogue Nation of Sutufinai is to facilitate Import and Export Trade and National Relations. The use of any Embassy as a staging area or a reconnaissance area against the Nation of Sutufinai will register the Embassy Null and Void under counts of Wartime.

Embassies, unless registered Null and Void, are to be understood as Sovereign territory of the Embassy's Home Country. All rights and Rules of the country thereof are to be Observed.

Embassy Possession Nuclear or Weapons of Mass Destruction be they Chemical, Biological or Otherwise of that Nature are ground to declare a Nation's Embassy Null and Void under counts of Wartime. Included in these counts are possible terrorist or Militaristic attacks on Sutufinai soil.

Each city in Sutufinai has 8 Embassy openings, giving a total of 28 Embassies within the nation of Sutufinai. Due to the cloud layer over the rainforests and mountains No helicopter pads or Aircraft will be allowed to Embassorial Staff in the Cities of Hadrian (Mountain City) or Port Haven (Oceanside City), Helicopter Pads and access to the Embassy Airstrip are allowed for the Embassies in the City of Centuria (Plains/Riverside City). If you plan on having an Embassy at Port Haven or Hadrian you may request either a dock against the River or a Rail spur be connected to your Embassy.

No more than 10 more weapons than Embassy Personnel. All forces are required to have at least one type of Non-Lethal Armament. Emplaced weapons at an embassy must not include Explosive weapons or Missile Based Weaponry. Heavy Machineguns are Allowed. Armament for an Embassy other than Personal Sidearms and Vehicle Guard weapons (Such as assault rifles, Submachineguns, or Shotguns) must stay within the Embassy Compound. No Anti-Tank Weapons or Anti-Material Sniper Rifles are permitted within your Embassy.

No tanks, Combat Helicopters, Armored Personnel Carriers, Infantry Fighting Vehicles, or Missile Armed vehicles are allowed in Embassies. Armed Vehicles such as Convoy escorts (Humvees, Unimogs, Land Rovers, ect.) are allowed to be armed with a General Purpose or Heavy Machinegun. All Convoy Escorts or Convoy vehicles are permitted to be Armored, Up-Armored, and carry Personal weapons onboard.

Again, Possestion of Anti-Tank weapons, Rocket Based Weapons, Explosives, Explosive Based Weapons, or Long Range Anti-Material Rifles of or over the bore of .50 Inch/12 mm are banned from Embassies.

Assault rifles and Submachineguns mounting Silencers are banned from being used outside the Nation's own Embassy.

No more than 100 Embassy Personnel are allowed, Ambassador Families must not exceed 9 Persons, Embassy Security must not exceed one company of troops (50 Troops). Special Forces Personnel within Embassy Security must not exceed 10 Troops.

No more than 12 Vehicles are to be permitted in an Embassy, No more than 15 Large animals (Cavalry mounts or Beasts of Burden) are to be permitted in an Embassy. Heavy weapons such as Howitzers, Mortars, Recoilless rifles, Cannon, or Rotary weapons are banned from Embassy Use.

Surveillance Equipment is hereby Banned from all Embassies within Sutufinai, if Surveillance equipment is found on Embassy Property it is considered an act of terrorism or militaristic attacks on Sutufinai Soil. It will render your Embassy Null and void under conditions of war.

The Ministry of Defence of I Eldalante believes that both our nations can benefit from the establishment of diplomatic relations. To that end we put forth the following request for an Embassy within your borders:

City Requested: Port Haven. We would prefer to be located as close as possible to access to blue water, however we will adapt to any circumstances available.

Transportation Arrangements: We would like a dock facility capable of handling 2 relatively large vessels, if at all possible. The primary dock should be capable of mooring a 55 meter (180 feet) vessel with a draught of 2.5 meters (8 feet). The second birth should be capable of accepting a 46 meter (150 foot) sailing yacht of similar draught requirements. The Eldalantean government is willing to fund additional construction costs that exceed your nations usual and customary expenses regarding embassies to meet this request.

(Please note, that while these are administered as part of the division of special forces, we believe their training and purpose does not place them within the definition of Special Forces employed by your nation in its list of restrictions. Police action outside the embassy and military protection in the event of armed invasion of your nation, insurrection within it or other violent actions directed against the embassy from within your borders is expected to be provided by the host nation, coordinating with the chief of the Ambassador's guard.

Security armaments: Each member of the guard is trained in unarmed combat techniques to non-lethally subdue persons. If deadly force is necessary, the Pink Legion carries Magnum Desert Eagle semi-automatic pistols as well as a standard short sword.

Heavy weaponry and fixed emplacements are believed inappropriate within an embassy compound by the Eldalantean government.

Special requests pertaining to the Embassy:
Staff Arrangements: The Eldalantean Government, in the interest of fostering ties with the host nation and city would like to request to be allowed to hire citizens of the host nation to fill the majority of staff positions within the Embassy proper, subject to reasonable limitations (IE while we have no problem with employing your citizens as translators, state secrets of either nation should be handled by as few and as high level staff members as possible). Additionally we would like permission to offer 3 internships to students within your nation, 2 reserved for University or Equivalent students (paid positions at 1/2 the customary rate or at the legal minimum, whichever is higher for job done with room and board provided at no cost) and one summer position for the secondary or equivalent level (unpaid, room, board and reasonable personal expenses covered).

Communications and information technology: Uplinks and connections to the domestic electrical, telephone, internet and waste management systems are requested, to be compensated at the usual and customary rate for the level of service needed. Additionally, we would like express permission to use a secure uplink to the Eldalantean home government for the secure transmission of sensitive information.

Matters of Customs and Law: Eldalantean Ambassadors submit to the reasonable and justifiable body of law of the host nation. To this end, they will make every effort to assimilate to the laws and adopt the customs of the host nation to a degree so as not to be offensive or cause undue strain, so long as such compliance does not unduly burden the staff. We request the temporary assignment of a protocol officer from the host government to brief the Ambassador on the body of laws governing the host nation and customs and practices of which he, his family and the Eldalantean staff should be aware.

Other concerns: The Ambassador would like to inquire about available education options for his children. He would additionally like to know the locations of points of cultural or historical significance, significant religious denominations and houses of worship and other such conveyances of normal everyday life within your nation.

Also, the official language of I Eldalante is Quenya, but given the difficulty of the language and its current lack of widespread use and popularity, business is also conducted in French by default, and will be conducted in any language that is customary for the host nation, after allowing for the time for the necessary instruction of staff.
