Parilisa is a productive nation with a strong economy and as such we produce a large sum of unused money each year. This profit, which has not been sucked up by our extensive and expensive social projects and expansions, has no obvious benefit and the Government have decided that it would be in the interests of the nation to put it to use elsewhere. A large proportion of the money will be saved in a secure fund in case of emergency, and another part will be put into benefits and charitable work. The remaining excess, $297,486,739,828, will be invested into foreign companies and foreign banks in the hope of earning a profit. We are open to all offers and suggestions related to shares, investments, accounts and funds and we will obviously need concise details in regards to the profits we will make and when we will be earning them. This is a large amount of money and will not be spent solely on one company, but distributed amongst several. We will be reviewing all offers carefully.

We are interested in cooperating with your military to design a new product for it. You would earn a small percentage (say, 5%) of profits on our sales of the design, while also retaining unlimited domestic production and export rights. This would be a joint project; you would contribute as much money as you feel appropriate, along with your military's expertise, while we would contribute additional finances and our technical and engineering expertise.

I am very interested in discussing the production of a new piece of military equipment with you. We would be very glad to help fund this enterprise in return for a sum of the profits and rights to manufacture and produce the armament in Parilisan factories, and to use it to equip Parilisan soldiers. My knowledge of this particular industry is limited and Parilisa has very few people who could be considered experts in the field, so we would be prepared to cover most of the funding if you would be prepared to do most of the creative and technological work involved.

I hope this idea may bring increased prosperity to both Parilisa and your company.

We are prepared for the creative and technological work. Our chief concern, however, is that the equipment we design actually is militarily useful, and for that, we'll need your troops to test out the equipment in field exercises. We are in the process of developing a number of new vehicles:
*ICE-34 ekranoplan (a type of plane that uses the wing-in-ground effect to maintain high lift) for delivering a complete naval infantry company to shore
*ICV-8 family of wheeled vehicles (including an APC, an artillery tractor, an air defense vehicle, a mobile field kitchen, a cargo vehicle, a mortar carrier and a command vehicle)
*RD-17 and RD-17N recon/naval recon drone helicopter
*LAC-51 light aircraft carrier
*ICV-22 family of tracked vehicles (including an APC, an artillery rocket platform, an IFV, a light tank, a bridgelayer and a mortar carrier)
*T-49 series of tanks (including the T-49, the CT-49 command tank, and the T-49R ARV).

Let us know which project (or projects) you are most interested in. As noted, we will give you 5% royalties on the final design, along with unlimited production rights, in exchange for the funding you provide.

The question of fundings is still to be debated, but we will be happy to grant you a large donation in return for what you are offering us.

Re: T-49 Design Concept

First off, welcome to the T-49! We greatly appreciate your willingness to invest in our project. The T-49 is intended to be a lower-cost, light-weight main battle tank, relying more on speed, stealthiness and information warfare than on armor. The name comes from the ideal weight - 49 metric tonnes - which would make the T-49 an astonishingly lightweight tank. It's unlikely to achieve that weight, but we expect to achieve a weight below 60 tonnes.

Key features of the T-49:
Combat weight below 60 tonnes
Low profile - in particular, height below 2.25m. As such, to ensure the easy creation of hull-down positions, a dozer blade will be fitted.
Low signature - measures will be taken to reduce the detectability of the T-49, from passive measures like the furnishing of multi-spectrum camouflage nets, the ability to 'run silent' (shutting down the main engine and running other systems off hydrogen fuel cells) and reduced engine noise, to active measures like advanced multi-spectrum jammers and the provision of SAMs to attack UAVs and recon helicopters.
Armament - Main gun in the 115-130mm range, coaxial Mk.123 22mm chain gun, roof-mounted RWS with MG-6 6.8x43mm GPMG, Mk.300 LML with 3 SAM-12V short-range IR-guided SAMs.
Target detection - a passive radar will be fitted, along with IR detectors and a laser rangefinder
Information warfare - the CT-49 company command tank will be fitted with the BR/GCN-1, while T-49s' radars, combined with advanced encryption technology, will allow for secure reception of data from the CT-49s. Further, the CT-49 (and possibly the T-49) will be fitted with small, lightweight drones for reconnaissance.
Protection - mainly based on profile, low signature, etc., but will also include an APS (probably a soft-kill, though perhaps a hard-kill for the CT-49), reactive armor, and armor protection equivalent to a third-generation MBT.

The natural gas deposits are offshore, and are estimated to have over 97 years worth of natural gas available for extraction. Exact estimates on pricing are reliant on the current market price, but at this time we would estimate a potential profit of 7.3 billion USD. The main barrier is a lack of sufficient capital to construct/purchase the platforms necessary for offshore drilling.

The coal fields are in a belt in the northern part of our nation. The are incredibly rich, and are not expected to run dry within this century. Current profit is put at 5.6 billion USD. The main problem is the lack of a large transportation infrastructure in the area, hampering rapid shipping of the coal.

The bulk of Parilisan investment would be in the purchase and maintenance of offshore extraction platforms for the natural gas and the construction of infrastructure in the coal-rich area. The remainder would supplement Telviran capital in the actual extraction and refinement of the coal and natural gas.

At current estimates, we believe that at 10% of all profits going to Parilisa, you can be expected to make approximately 129 million total. In addition, the 10% of all extracted coal and natural gas can be sold at your leisure, providing another 30 million. So the total profit is 159 million USD.

With Parilisan investment, we can expect to have the extraction facilities and infrastructure up and running within 2 months. From there profit can be expected immediately.
