Ending his reign of fascism and superiority in Leocardia, Justin Morales made the last executive order in the National Congress before he became the lame duck in his presidency. The last executive order was to enhance national defense, counterintelligence network, and security forces; As he expected political instability after he left.

The new president, Amid Hazara, was elected under the Progressive Party. His intentions were to start the new Leocardian image, one that can make everyone in the world look at us with a friendly ego. The mission was set, and the aggressiveness of Leocardia began to dwindle. A pro-International Relations speaker, he served as the man that had always opposed the intervention in many conflicts Morales had forced Leocardia into. Through his acts and character, Hazara had only promised the success in the image of Leocardia. The Progressive Party had finally lived up their name... progressing Leocardia toward a positive future.

His first objective is to set relations with Greal, a long and brutal enemy that Leocardia considered hostile. Under Morales, Leocardia ruled in an iron fist, and had military factions active inside the 'enemy'. Hazara declared that in the first day of presidency, Greal will no longer be Leocardia's enemy, but newest friend. It was set forth to what his wishes shall commend...

foreign embassies scattered all over Greal, as well as the same in Leocardia.
Through the National Congress, I have struck the agreement that Leocardia
will allow up to 2,000 Greali soldiers, total, stationed at each of the embassies

port sector of Leocardia's only international port city, Maliko, with your
control at tariffs and rates.

I accept accept your gift with delight and excitement. Now, I must admit, I'm a bit surprised at your proposal, which I have discussed with my cabinet. We find no problems with it other then the fact that we will most likely deploy considerably less then 2,000 troops at each of the proposed embassies. In return, Womer Port authorities wish to grant you a sector in our largest port which receives more shipping traffic then any other port in Greal combined. Currently the Foreign Affairs Ministry is in discussion on who will be appointed ambassador to Leocardia for the first time in ten years.

We understand your concerns in terms of borders
and ports. I want to increase security for our
trade ships; This can be done through extensive
hard work by both our navies. I want to destroy
the Loyalists that once stained our nation and
has given bad looks by the Grealis; This can be
done by simply handing all our records of known
operatives in Greal. I want to find any Greali spy
networks that may have close connections to
criminal organizations within Leocardia; This can
further stamp our organized crime and prostitution.

In response with such perfect benefits for both our
great nations, it would rather be enticing that we
should maintain closer military relations. For far too
long our militaries have killed and battled each other
for the uselessness of imperialism. Lives, ammunition,
years of training, and money to fund the war had gone
to waste. Had I be given the chance to rule Leocardia,
our path would have not gone to such a waste.

I propose a mutual-security pact. Whoever shall invade
the Imperial Republic is considered an invasion on the
Dynastic Republic. Whoever shall invade the Dynastic
Republic shall be called for invasion on the Imperial
Republic...
