3,100 dead after 7.6 earthquake mauls Amalfia
Death toll updated, expected to spike as 15,000 still missing; authorities acting swiftly

Figaro Braccio Serra, Puntafora

Thirty-one hundred people are now confirmed dead as of Wednesday afternoon, but, with over 15,000 declared still missing by regional and national authorities, the death toll is expected to jump dramatically after one of the most devastating natural disasters to ever strike Pacitalia.

An earthquake measuring 7.6 on the Richter scale and centred in the Massopra channel, just 20km west of the Puntafora CBD, struck early Tuesday morning at 3.21am (AOTC+3). The earthquake cut a swath of destruction through the Amalfian aperture, felt as far north as Lucifora and as far south as Tivuntamo in Menguante—Dossavora.

Most of the 1,400 deaths recorded so far are from collapsed buildings and homes on the western side of Puntafora, Pacitalia's seventh largest city. This is despite a wide-ranging public-private partnership over the last 17 years aimed at retrofitting any buildings erected before the Seismic Structural Standards Denomination Act, 1992. Authorities say it is already clear nearly all the collapsed structures were built before 1992.

The death toll had risen to over 300 by Tuesday morning, but in the hours that have passed, another 1,100 bodies have been recovered from the rubble in and around Puntafora and sanctified by a team of chaplains. Recovered bodies will be taken to a warehouse to be identified and so that relatives may claim them. Authorities say autopsies will be performed if the family requests it.

Timiocato responds
Pacitalian archonate Dr Timothy Ell announced late Tuesday afternoon he has declared a national-level state of emergency for the Amalfian aperture as well as the Ligurian departments of Treminalte and Fidegunà, which border Amalfia to the north. The state of emergency decree will expire in one week.

The prime minister called a press conference Tuesday morning to express "profound sorrow for a devastating and shocking loss".

"This tragedy is one we could not predict, but it still tugs at our heart-strings and strains our resolve," Archetenia Nera said. "But we will be united by our shared belief in compassion, charity and co-operation, and we will emerge from this crisis a stronger people."

She added "while I say we could not have predicted this tragedy and this disaster, we certainly could have planned for its inevitability, and thankfully, we did."

Otherwise, the prime minister noted the consequences for inaction would have "made the numbers much less tolerable, and much more unacceptable."

Ms Nera was joined by her Agustinate of Public Safety and Security, Izaskun Arrúnategui.

"I just want to express to those living in this nightmare that we are doing everything we can, acting as swiftly and as efficiently as humanly possible, to limit the further loss of life, keep people safe and restore normalcy in the region," Ms Arrúnategui said. "We have endured this type of crisis before and I am confident there will be a great reward for our determination and perseverance — a strengthening of the bonds between Pacitalians."

Three years ago, a 7.4 earthquake hit near Timiocato. Damage and casualties were both less in that disaster as the epicentre was further from the Pacitalian capital but a state of emergency was declared in that situation as well. Several countries provided aid teams, medical personnel or bottled water. In the end, about 127 people died.

After the last major quake, Timiocato coordinated its emergency response efforts into a new interagency fusion centre called the National Agency for Crisis Management and Resolution (NACMR). Ms Nera lauded the NACMR for "responding promptly and orderly" to the crisis.

PBC News can report that the NACMR has been coordinating intensively with the Pacitalian Defence Forces' Emergency Task Force to ensure that clean water, food and medical supplies are making it through to the devastated areas. The Central Amalfian Health Region and the Directorate of Public Health and Wellness both confirm all area hospitals are open and unaffected, and running on emergency power supply. Many roads remain open and free of debris but residents are being asked to stay off routes designated as "emergency right-of-way".

The NACMR and ETF have opened public schools and community centres as shelters for those whose homes have been destroyed. The NACMR, in particular, has also advised people that they may stay with relatives if the situation permits.

Local law enforcement and the Republican Police Service have urged people to remain in their homes and wait for assistance from ETF troops. They also announced a strict curfew of 9.00pm local time that they report "has been adhered to without any major exceptions".

Millions without electricity, natural gas, rail service
Electrical service has been down for nearly 24 hours in Puntafora and the Central Amalfia metropolitan region. Currentà d'Amalfia estimates that nearly seven million in the area are without power, and that about 5.3 million of those customers are without natural gas service. The earthquake ruptured a trunk line about 70km east of Puntafora, causing a minor explosion and sending fire spiking into the night sky. CdA says it has shut off supply on the line and will be able to repair it "within 72 hours".

Road and rail infrastructure in the region is largely unaffected but Pacitalia's largest national railway company, Società Ferroviaria della Repubblica, says it has suspended its operations in Amalfia until it "can ensure all lines are ready and safe for the resumption of service". Directorate of Transportation officials closed the landmark Satagunia-Femira bridge after they discovered large cracks in the concrete. The bridge is a crucial link between Puntafora's central business district and the affluent Southern Axis.

Puntafora

Pacitalia's head of state told the international community that their humanitarian aid packages were "deeply appreciated" but advised them to "leave the troops at home".

Dr Timothy Ell, Pacitalia's archonate, said Timiocato felt the need to clarify sending troops or money was "not the answer" to help bring the Puntafora region back from the brink after a devastating earthquake.

In the wake of the 7.6 tremor that struck early Tuesday morning, some foreign governments have gone a step further than just a statement of condolence. A handful of allies and some other countries and private entities with which Timiocato has never previously liaised have offered everything from medical supplies to ration kits to bottled water. One private corporation offered to send paramilitary forces to "restore order".

But the archonate insisted that, despite the tragedy and the shock from the strongest earthquake to hit Pacitalia in 121 years, the situation was far from tense.

"Our concern is not with public order," the archonate said at a press conference in Puntafora Wednesday. "People are respecting the curfew put in place, there has been no looting, no theft and no rioting. People still have the same access to health care that they did before the crisis because our hospitals and clinics are running normally and fully staffed. The main concern for us is limiting casualties and ensuring that basic human needs are met over the next 72 hours, the next 96 hours and beyond."

Bringing in more troops, Ell said, "will only show Pacitalians that we don't trust them to respect the needs of the whole society during this crisis, and, in fact, the opposite is true. I cannot thank the residents of this region enough for remaining calm, rational and respectful during this tragedy. It really has made the recovery process a lot easier."

He lauded the work of search and rescue teams coordinated by the National Agency for Crisis Management and Resolution.

"What a shining example of brave, resourceful, honourable people," Ell said. "I am more than happy in the knowledge that these men and women so deeply embody the Pacitalian spirit. Their leadership and determination has been invaluable as we recover from this disaster. We cannot and will not be able to express enough thanks."

The archonate said he wanted to ensure people know that some teams have been working around the clock without breaks, determined to find survivors in collapsed buildings.

"There are some people that have been out here for 24, 36 hours straight, combing through rubble, trying to find people. I know how happy it has made them, how relieved it has made them, to find even one survivor, even when our people might not have made it there in time to save more. It justifies everything to be able to save even one life in this tragic nightmare."

Dr Ell said he had telephone conversations with Sarzonian president Jay Tyler and Kelssekian prime minister Peter Coakson. Both offered combined aid of 30 billion NSD in official statements released Wednesday. Bostopia is sending 50,000 day-use ration kits; meanwhile, Bohovia has pledged to send 70,000 metric tonnes of food and water to the affected areas.

Several countries have also sent teams from their national Red Cross or humanitarian agencies to help assist in search, rescue and medical efforts.

Major Bazalonian Search and Rescue operations are now on the Ground in Pacitalia, over 7,000 volunteers from various state emergency services primarily Ambulance, Fire Brigades and State Emergency Services from all over the nation. Frederick Gilliam, Chief Emergency Services Co-ordinator of Kotara State, answered questions as to how the Bazalonians will aid the Pacitalians to find survivors.

"Bazalonia has always had a regional reputation of compassion and respect for those within not our region but in the larger world as well. Bazalonians will be working along side Pacitalians under a Pacitalian Command structure. This isn't about whos from where or what alliance some belongs to. This is about a tragedy of fellow human beings and we will do whatever we can to help and improve the chances of anyone buried under the rubble that is still alive."

One can't mention this terrible tragedy for Pacitalia without noting the increidble work performed by humanitarian organisations within Pacitalia, and elsewhere. Over 10 Million Bazes have already been donated jointly to the Salvation Army and Red Cross Appeals.

The money being raised is being used to provide shelter and comfort, food, water and medicine to those that have literally managed to get out with just the clothes on their backs. As the death toll rises, so does the number of survivors, there is still hope of many more survivors being found while still so many more are missing. These agencies are operating in Pacitalia now and lets hope and pray that more and more people will need these services and those like them.

Novus Prosperitas sends plane to earthquake stricken Puntafora

The Prosperitan government is defending itself against accusations it has been slow to react to the crisis in Pacitalia. A single C-130 Hercules aircraft carrying emergency supplies was dispatched to the south overnight. A team of humanitarian aid workers is also being sent to assist recovery efforts in the Puntafora region.

On Friday, two days after an earthquake measuring 7.6 on the Richter scale struck Pacitalia's seventh largest city, acting Prosperitan prime minister Simon Dwyer described the tragedy as "devastating". Mr Dwyer, who has been leading post-election negotiations with his party's potential coalition partner, rejected criticism that his response had come too late.

"There's a time for politics, and there's a time for politics," Mr Dwyer said in a media conference Friday morning. "Now is not the time for politics."

1,400 have been confirmed dead and thousands more are missing in what is considered Pacitalia's worst natural disaster in history. Novus Prosperitas' southern neighbour is urging the international community for humanitarian support, though it has rejected offers of military intervention.

Prime Minister Dwyer said Novus Prosperitas' contribution was generous given its relative size to Pacitalia.

"We are a small nation with stretched resources. Thus there are greater constraints on what we are able to offer our Pacitalian friends. Nevertheless, we stand shoulder to shoulder with them in their time of need."

On Thursday evening, a Prosperitan Air Force (NPAF) Hercules set out from Saint George's Air Force Base in Asta. The plane, laden with food and medical supplies, was also flying a team of search and rescue specialists. However, the plane was forced to make an emergency landing shortly after takeoff, when a bird flew into one of the aircraft's propellers. A second takeoff attempt four hours later also had to be aborted when another bird hit the plane. A NPAF spokesman said the incident was "not abnormal". The plane eventually left Novus Prosperitas at 01:00 local time, having sustained no serious damage.

On Friday, foreign secretary Melissa Aurelia encouraged Prosperitans to donate to clothing and food banks being set up across the country.

"The Pacitalians are dependent on our generosity," she said.

A second plane was on standby and could be dispatched at the request of the Pacitalians, Prime Minister Dwyer confirmed. Mr Dwyer hailed Prosperitan aid workers as "national heroes".

Puntafora

Search and rescue is "essentially complete" save for "a few outlying towns and villages near Puntafora", according to officials with the National Agency for Crisis Management and Resolution (NACMR), after the worst natural disaster to strike Pacitalia in its modern history.

According to NACMR figures released Saturday, 5,065 people are confirmed dead from the magnitude 7.6 earthquake, which struck early Tuesday morning. Of the just over 22,000 people initially missing after the quake, the NACMR says 14,855 have been rescued from the rubble of collapsed buildings or accounted for elsewhere. With over five thousand dead, that leaves around 2,200 — or ten percent of the initial count — still missing.

NACMR director Michelangelo Ferigossa said the two thousand still unaccounted for are in outlying towns and villages near Puntafora. While emergency needs teams have swept the entire region delivering clean water, food, first-aid kits and blankets, search and rescue teams, most of which have not stopped working since the earthquake, are just beginning to reach these villages.

"We said before it's a race against time," Ferigossa said. "Now it's a race against our own resources, to put it one way. It's not an issue, by any means, of not having the manpower to deal with the situation. It's just that, naturally, we have to coordinate our response to rescue the greatest amount of people with what we do have, and regrettably, that has meant that some of these smaller villages have had to wait longer for help."

Pacitalia's heads of state and government both joined the search and rescue efforts on Friday. Having set up temporary executive operations in Puntafora, archonate Dr Timothy Ell and prime minister Archetenia Nera surprised search and rescue teams. The pair donned heavy-duty gloves, helmets, doctor's masks and work suits, and assisted in pulling around 10-20 survivors, barely clinging to life, out of the remnants of a collapsed apartment block.

"It's hard to see these people like this," Dr Ell said Friday, commenting after the team pulled an 87-year-old woman, miraculously still alive, out from under a heavy chunk of concrete. "But it's even harder to see the search and rescue teams working on pure adrenaline. They are just exhausted. We all just want it to be over for them, so they can rest."

But now that search and rescue operations have largely concluded, the archonate and prime minister concurred that the time to start the recovery process had dawned. Ms Nera announced an infrastructure and essential services investment package for the Puntafora region estimated at around Đ 11,5-billion, that if passed in parliament by the end of this upcoming week, would have immediate effect.

Government Announces Aid Package to Pacitalia
Georgetown—The Foreign Office has announced its plans to offer Pacitalia an immediate aid packaged priced at approximately £77 million. According to a written release, the United Kingdom will begin purchasing emergency supplies from suppliers in the devastated Amalfia aperture and distributing them through local relief agencies. The supplies include basic essentials, such as food and water, to items whose purposes better fit the need for recovery, such as construction equipment.

The Prime Minister's Office also released a statement detailing that further Oceanian assistance shall be forthcoming after consultation with Timiocato. The Prime Minister, while attending a luncheon in Amptehaven, publicly reaffirmed the bond between the Oceanian and Pacitalian peoples and that the people of the United Kingdom stood united with Pacitalians as they start to rebuild.

Meanwhile, the Foreign Office will not confirm that up to 37 Oceanians are missing in the disaster area. When pressed, the Foreign Secretary clarified that the Government was working closely with Timiocato to account for those missing Oceanians. The Foreign Office has, however, confirmed that 12 Oceanians are now confirmed among the dead.

The Sutfien government and it's people would like to convey our deepest and most heartfelt regrets at your National Loss. We are a poor, and small country. We regret we cannot offer more monetary donations to your nation. However, a small relief convoy of roughly 180 ships is en-route to the nearest water based point at which you can receive the supplies. They are Primarily Grain and Fruits, however there are a number of ships transporting coal. We realize here in Sutfien that many nations look down upon coal, but I am sure at some point your nation would like coal burning stoves or a quick coal-burning power plant while you get the newer and cleaner plants up and running.

In total we are shipping roughly 50,000 Metric Tonnes of Grain, 23,000 Metric Tonnes of Fruit, and 30,000 Metric Tonnes of Coal. We have heard of your plight of unavailable rail travel and a small number of steam, coal burning, locomotives have been donated by our small rail system, as well as the best ties we could cut from our forests. In addition we have included Four hundred miles of Railroad trackage.

We would offer the use of trained Greater Hounds for traversing places vehicles cannot traverse. However the well-trained Hounds are in the Military Logistics division, and we fear that may be akin to sending troops into your country.

Best and Heartfelt regards,
Sutufinai.

HRH Prince Raymond tours Puntaforan relief zone
The Duke of Guildford praises Pacitalian efforts in immediate recovery after devastating earthquake struck

PUNTAFORA, PACITALIA

His Royal Highness Prince Raymond the Duke of Guildford toured the disaster site with Pacitalian Archonate Timothy Ell. The Prince attended the wounds at a Royal Pacifican Red Cross Centre and bandaged the wounds. He passed out bottled water to the families devastated from the disaster that has claimed over 5,000 lives after a 7.6 magnitude earthquake rocked the aperture.
“I'm pleased to see the strong sense of community here in Puntafora. They are bringing the homeless into their homes, providing them shelter if they're unable to make it to a centre,” the Prince continued, “this is what a community does. Give, and that's what Puntaforans are doing in their state of need.”
His Royal Highness the Prince of Pacifica made a donation on behalf of the Royal Family to the University of Amalfia's religious humanitarian order, The God's Salvation Agency of 50,000 doura. The Prince encouraged others from across Pacitalia and Pacifica to donate generously to the GSA's cause.

HM King Raymond III commits to sending assistance

His Majesty King Raymond III promised the Pacitalian government earlier in the week to send humanitarian works, engineering and service professionals to assist Pacitalians in a national recovery.

Pacifica's Prince Raymond, the kingdom's envoy to the republic, spent Sunday touring the disaster zones of Puntafora and the outlying areas with Pacitalian archonate Dr Timothy Ell.

The prince, who, a day earlier, was named the successor to his father, King Raymond III, told assembled news agencies that he was "pleased to see the sense of community" among residents of Puntafora, Pacitalia's seventh-largest city.

"[Residents] are bringing the homeless into their homes and providing them shelter if they're unable to make it to a centre," the prince said, speaking in Pacitalian. "This is what a community does... give. And that's what Puntaforans are doing in this time of need."

Dr Ell said he was "honoured" to have the soon-to-be Pacifican king join him in touring the areas hardest hit by the magnitude 7.6 earthquake, meeting with victims of the devastating tragedy and hearing their concerns.

"Tomorrow night, we will be holding a town hall convention at the Conagresso d'Amalfia, and I will be listening to people as they verbalise their concerns and tell us their stories from this tragedy," the archonate said. "It's a good way for me, personally, and for my government to keep that direct connection with people that have been most affected by this crisis, so we can work together for a solution."

Dr Ell said Prince Raymond will attend the meeting as a guest. "He has been a very good friend to Pacitalia in his lifetime, not to mention the last two years as an envoy, and it showed today. The prince has understood deeply what has happened here and has graciously offered us anything he can give. He is more than welcome there tomorrow night."

The Pacifican prince handed out bottled water and helped tend to wounded victims that had just been pulled from a collapsed daycare building. With the official death toll now at 5,391, the prince said he was "obliged to help in some way".

Later Sunday, he presented the University of Amalfia's Catholic charitable organisation with a Đ 50,000 cheque. The prince said the university's God's Salvation Agency was "indispensable during the crisis" and that he wished to reward "a great faith-based organisation for their hard work".

HRH Prince Raymond departs Pacitalia on Tuesday for his home of Pacifica. He has been called back to New Bristol to speak with his ailing father about the details of his accession to the throne. King Raymond III has announced he is abdicating in favour of his son following a grim diagnosis of pancreatic adenocarcinoma, which is fatal in over 85 percent of cases.

The prince has served as Pacifica's official envoy to Timiocato for just over two years and has deep ties with the republic, having completed some of his schooling in Pacitalia.

Pacitalian insurance provider ACR-Salia has released preliminary claims-and-charges estimate reports on the devastating 7.6 earthquake that struck the Central Amalfia region on 24th March.

The company, which is Pacitalia's second-largest residential and commercial insurer, estimates the clean-up process, and claims on insured property, will cost the public sector and insurance providers a combined Đ 20-billion ($67.8-billion) or more.

"We are facing our biggest test yet as insurers," ACR-Salia chief executive officer Saul De Montello wrote as a foreword to the report. "This tragedy has opened up a very real possibility of high numbers of claims. Insurance providers could handle over ten million claims from this disaster alone."

The report pointed out that insurance providers handled 28.7 million standard reimbursement claims (SRCs) in the ten inclusive years between 1999 and 2008. Dealing with ten million SRCs in the aftermath of a crisis, the same amount that were matriculated in an average three and a half years under normal circumstances, is "incomprehensible and unprecedented", according to the report.

The news of the financial toll of Pacitalia's worst-ever modern natural disaster, stemming from the strongest earthquake to hit the country since 1888, came at a psychologically stressful time in the recovery stage. The official death count from the earthquake has now passed 6,000 according to statistics released by the National Agency for Crisis Management and Resolution. As of Wednesday morning, 6,019 deaths have been attributed to the magnitude 7.6 quake. Markedly more promising was the news the NACMR also estimates the number of people still missing has fallen below 1,000.

The report's contents also helped to depress the stock markets. The PAX800 in Mandragora fell 181.12 to 24,918.58, marking the first time in three months that the country's largest stock market was below 25,000 points. The douro also fell against the USD, closing down 1.17 cents to $3.3897 at Wednesday close. The currency's decline was slowed by the rise of the price of gold Wednesday, up Đ 1,87 to Đ 311,21 per 28 grams.

The report's estimates include repairs to critical infrastructure components in the region, including road works. The Amalfian apertural council's transportation and public works committee estimates infrastructure servicing, safety checks and repairs will add an additional strain of Đ 3,1-billion ($10.51-billion) on the region's transportation budget.

Timiocato says a bill will be presented to the Constazione in Thursday morning's session authorising prime minister Archetenia Nera to dip into the country's massive rainy-day fund, which itself is estimated to hold over Đ 3,32-trillion in monies and bullion. The move will completely cover any public sector costs from the cleanup and recovery process without incurring debt or crushing back-payments to private sector contractors.

If the rainy day emergency fund is tapped to provide public sector funding for the recovery, it will mean only the second time in the 21 years since it was created that this has happened after a disaster. In 1995, a Grupo de la Liberación Marqueriana bomb exploded in a crowded Monterio square, killing 1,293 and injuring 11,000 more. It caused an estimated Đ 2,3-billion in damage to public works (including three subway lines intersecting under the plaza, sewage, gas and electric lines, roads and surrounding buildings). The government eventually drew almost Đ 3,5-billion from the fund to pay for clean-up.

Coakson leaves on visit to Pacitalia quake zone

THURSDAY, APRIL 2, 2009 | NATIONAL | by Karen Ettiter

Prime Minister Peter Coakson has left on an official visit to Pacitalia, accompanying a shipment of supplies, including water and temporary shelters, in what the government is portraying as a show of support to the Pacitalian nation.

The trip, reportedly at the invitation of the government of Pacitalia, will likely centre on the recent earthquake in Puntafora, where the confirmed death toll has now reached six thousand. Mr. Coakson is expected to visit the disaster area together with high-ranking Pacitalian officials, but details on the rest of the trip are not known.

It will be Mr. Coakson's first foreign trip in an official capacity since he was affirmed as Prime Minister in December, and comes after plans for a visit to several neighbouring East Pacific countries was shelved following the outbreak of the Listonia Crisis.

Mr. Coakson is travelling on a multi-purpose Kelssek Forces transport jet, the interior of which can be configured depending on the uses, and is sharing the aircraft with 25 tons of supplies which have been sent as part of Kelssek's humanitarian aid operations since the disaster last week. Speaking to the press before boarding the flight, Mr. Coakson said the trip was more for the benefit of Pacitalia than of Kelssek.

"I believe that if you are going to build strong partnerships and international cooperation, then when your friends have suffered a tragedy like this it is important to show your support. And when you act in this manner you will get it back in return. I hope to build goodwill between Kelssek and Pacitalia."
