War - it never changes.
The powers that be of Earth could have ended the wars that existed for years upon years culminating in the fighting of 2040 that would ultimately redefine fate as we know it. In the darkest of hours, when war consumed the very heart and soul of humanity across the vast kilometers and sprawl of the increasingly black planet, it was then that every soul - whether the commoner, the warrior, the diplomat, or the leader - could have stepped forward to stand together against the tide of evil that had consumed the planet. The single-minded set that had destroyed countless dreams could have been averted, the wars that plagued very life as we knew it could have ended in a cascade of friendship and unity.

Unable to resist the killing power of technology's arms any longer, man took it upon himself to unleash the full destructive power of the atom and bring Lucifer's cradle to the green slopes of nature. Within mere weeks, Earth was thrown into a hell of dust, ash, radiation, and silence. Blackness took over for light, life itself was forced to change its very thinking or fall a victim to the ashen remains, and the Earth itself as we knew it died.
But even as Earth died, humankind did not. What nature could not survive could not even stymie the fires of hate and revenge that persisted through the great wars of the planet. While the navy of water, the yellow of sunshine, the green of life, and the carolina blue of the skies gave way to a planet cast in shades of gray, the red of blood and emotion drove through the fire. Humankind had managed to end the wars of nations, the tolls of millions and the massive weaponry of countries that unleashed hellfire - but what could not be stopped were the smaller wars. Battles persisted - soul against soul, mind against heart, blood versus blood - the double-edged sword of human emotion could still harm and do quite a good deal of damage, even without the tokens of war that had been all humanity had known.
The future damage had been halted, at least temporarily, by the evacuation of what little of humanity was able to survive the catastrophic tools of mankind. The leaders of man across the world had either been eliminated or disappeared to secret locales, but the common of man was more resourceful than even Earth was. For a price, the rich, the intelligent, the gifted or the privileged of man had fled to the Crypts - a network of self-sustaining catacombs and vaults that had been bored into mountainsides, canyon walls, or straight into the hard flesh of the planet. Each Crypt, isolated from the others and able to preserve humanity at least until the threat passed, was equipped to handle the problems of five to six hundred humans each in relative comfort - potentially indefinitely with the use of the tool of destruction - technology.
Each Crypt was scheduled to open after 30 years had passed - enough time for a potential and very real global fallout to pass enough to permit human survival. The survivors of the Crypts, however, met death and destruction topside - the ruins of humanity omnipresent for the splinter in the mind's eye. The former greatness of mankind stood shattered and ruined, but still available for the resourceful survivors of man to utilize in their effort to force humanity to fair better than the planet had.
Those without privilege or simply unlucky or unintelligent had not realized the same luxuries throughout the satanic touch of global fallout from the all-inclusive radiation and fire, however - mutations sprung out within months, life found itself pushed to the brink, and species adapted to critical scenarios or died. Adaptation, indeed, was drastic - so drastic that the first survivors walked out from Crypts to face an alien world, one sharply veering from the verdant lifegiver of before to an inhospitable, chaotic planet of turmoil. The hardy, the resilient, the strong could find ways to survive - but only the strong.
Even in these times when the unity of mankind was needed more than ever, however, the good and the idealistic fell victim to the primal urges of man. Need overtook ethics, and the unholy planet of sin erupted into the tiny wars of man vs man, soul vs soul, rather than between the armies of nations...and the dim prospects for survival, where only the best could go on to continue hoisting the flag of humanity, drove the weak to drastic limits.

Backstory
In the hypothetical world of tomorrow, the organizations and countries of NS have driven one another to global war. Technology's rapid rise through two decades of strife through the 2020s and 2030s led to the massive proliferation of atomic weaponry through the ranks of the lesser-off nations - and the greed and technological prowess of the well-off countries, as well as sociological breakdown and political upheaval, led to the one thing that mankind can always fall back upon to settle disputes - war.
In this case, War settled the dispute thoroughly - as the technological armies, high-tech aerial and drone forces and satellite-based weaponry of the higher-level nations plowed through each other's forces, the lesser-off countries reacted to the turmoil with all they had - total nuclear annihilation. Several nations had established backup shelters for just the possible scenario - and the well-off, those deemed "important," or the gifted had found spots in such shelters and fled when the time came to evacuate or face total death. Forces clashed as the future of humanity retreated to the last safe place they could - underground.
Above ground, civilization as people knew it was wiped out. The crusades of the high-tech countries bombarded one another and smaller nations were eliminated, going out in bang with the release of countless atomic warheads. The nuclear stockpiles of high-tech nations followed suit in reaction, and mutually assured destruction evolved in several weeks from a threat to a harsh and grim reality. Most of those who could not flee underground were entirely wiped out - most instantly as war consumed and ended the globe.
Those who survived - as well as other surviving life - quickly realized that life would never be the same. Mutations spiraled out of control with the omnipresent heavy radiation as the few surviving planets, animals, and even people began experiencing mutagenic effects. With the sheer quantity of radiation from the massive quantity of nuclear weapons deployed, as well as effects from biological agents from bioweapons that had managed to mutate and survive the worst few years of fallout, new, bizarre species erupted overnight from the effects of the wars.
The refugees from the Crypts, the underground facilities meant to hold enough population to save humanity across several of the largest and most powerful nations across the globe, began to emerge thirty years after the ending of the wars and the Earth in the year 2070. They found a vastly changed world - but the hardiest traits of humanity began to show as the survivors worked through it all to start to form what they could amidst the challenges of survival in such a hostile climate. In addition to this, some of the worst of humanity (and best) showed up in the forms of personality, of leaders who rose and criminals to take advantage of situations. Government never showed up again, and pockets of human life popped up through the years and decades at various points from those who had emerged to Earth.
Crypts opened from time to time to expose more and more of humanity to the changed world - and the vestiges of human civilization now, in the year 2200 in this bizarre and dangerous, radioactive, and biologically unstable planet have formed the cornerstone of rebuilding small settlements across the globe. Humanity, however, will never be the same - and yet, will always be the same.

Summary
This is my stab at a massive interaction of characters in an RP, derived in a setting overall based on the world of Fallout adopted to NS. After nuclear, biological, and technologically-improved warfare pretty much ended the hypothetical future world of 2040, humanity is forced to pay for the actions of warfare and violence and rebuild from the bottom up in the midst of mutated survivors, plants (rare), and animals, radiation virtually everywhere in varying quantities from the massive atomic fallout directly after the war that still persists, and from various hardy bacteria and viruses originally utilized as biological weapon agents but, after slipping into the air, still present a threat as either plagues or "other dangers." Behind it all, there's the most dangerous threat of all - each other.
This is solely a character RP, but how it runs is very freeform. I'm looking for a lot of freedom here - the setting is set, now it's up to your mind and your creativity and imagination to play out your character(s) in the changed world. Limitations are few, and I'll cover them in later updates to this main post (that will also highlight some key features about the new world before the IC part gets started and all).
The one thing I do ask of you is to make your characters an extension of your imagination - flesh 'em out, make 'em real, incorporate emotion, action, and humanity into 'em. Not everyone wants a supersoldier (though they can be interesting), but how can a common thief or doctor or wandering irradiated and mutated descendent of a topside survivor play in the new world? How can they survive? What will they do?
Technical things now - you can have one character, two, a family, whatever you really want, though for ease of use and flow/detail it's probably better if you don't have a hundred guys wandering around. I'd prefer it if you kept your number of characters small (ie, a small family, two characters or just one). For the purpose of *fun* encounters and all I'll be incorporating a lot of NPCs into the RP (some big players, some not so much) but I'll have one main character as well.
Besides that, it's up to you how you really set your characters up. Once you make 'em, I'll list 'em here so we have a database. Since this is the hypothetical NS world of tomorrow, it'd definitely work to have your characters be descendants from your nation. You can have 'em from somebody else's nation too I guess, if they're ok with it.
Tech level is roughly MT-PMT. Parts of both. Once again, if you find something else interesting you can play around with it - it's not strict.
How you list their details and all is up to you (I kindly ask that you do provide a decent amount of detail into your initial character creation here in the OOC/Sign-up), but if you want a template, here's one I often fall back on.

June woke up a hundred years later, her early wounds largely healed though she still has a slight limp. She has been seeking information as to what happened to her team and what has happened to Earth and Chazaka.
Psychological State: Is sane(for now), has early signs of depression and other psychological diseases.

It never did, eventually TN-2 could not wait any longer and began to seek a way off the hell hold that was the Planet Earth, hoping to return back to its Sphere somehow...
Psychological State: Cut off hundreds of years from its kind, TN-2 had become completely insane then it regained its sanity and it is now currently in another circle into instantly.
Weapons/Skills/Abilities/Items: The shields of an Alpha have long failed TN-2 along with most of its other implants from which it has either discarded(integrated plasma gun and other weaponry) or salvaged replacements for(motion trackers). It still has a fairly accurate universal translator though its error rate has steadily increased over the years. While not as fast as a fully refreshed and new Technonaut, TN-2 is still faster than a normal human.(reflexes and top running speed)
TN-2 is currently 20% mechanical(various brain implants, and cybernetic arm with fake skin that has slowly peeled off and has not been replaced) and 80% organic.

Granted, if your character isn't human (some mutated or infected descendant you want to mess around with, heck you can make a dog if you really want to, or even an alien visitor/observer if you find a creative way to get him into the storyline without going totally uber), you'll probably want to change that template up. Also, it's just a sample - feel free to make your own if you'd prefer. That's just one I like.

Bio/Background: Back in the Hydrosteria of the 21st century he was labelled either as a mad scientist, evil genius, or just a rather erratic eccentric. Causing havoc throughout his homeland and then apologising for it profusely repeated times he was eventually captured and diagnosed as suffering frommultiple personality disorder or powerful mood swings. Attempts to hold him failed when he escaped from prison using a spoon and a straw.

Bio/Background: Having taken shelter in the only place he could: a small basement in his neighbour's house (his neighbour had long since abandoned the area), Ronald was amazingly spared by the ravages of the biological doom that swept across his country. He now lives in the streets, nothing to his name but the clothes hes wearing and a small badge saying "Don't worry, be happy." pinned to the front of his jacket, he lives off his neighbourhood.
Having a tendancy to laugh at innappropriate moments, smoke and doing hoedowns whenever he can, Ronald is probably utterly mad, and can sometimes suffer from severe mood swings. But nevertheless, he'll help out a buddy in a chrisis, and is by no means a push over.

Bio/Background: The great great granddaughter of the (in)famous general Gopher. June joined the Chazaka Army like her forbears and was eventually ordered to guard the Chazaka Vaults as long as she could, she did so holding off several enemy waves of robotic enemies before being injured and put in one of the pods by her teammates, they hoped to take care of her later but where soon overrun... June woke up a hundred years later, her early wounds largely healed though she still has a slight limp. She has been seeking information as to what happened to her team and what has happened to Earth and Chazaka.
Psychological State: Is sane(for now), has early signs of depression and other psychological diseases.
Items/Weapons/Etc: She still wears her standard issued armored vest though it has lost effectiveness over the years of her hibernation, she also was able to find a working pistol stored in stasis and three clips of ammo. She also has a (semi) working universal translator.

Bio/Background: When Sphere 42 suddenly left Earth when tensions started to rise(and there were several near attacks in low earth orbit), TN-2 was accidentally left behind deciding it was best to hibernate, TN-2 found a secluded cave far from man and waited confident that the Sphere would eventually return. It never did, eventually TN-2 could not wait any longer and began to seek a way off the hell hold that was the Planet Earth, hoping to return back to its Sphere somehow...
Psychological State: Cut off hundreds of years from its kind, TN-2 had become completely insane then it regained its sanity and it is now currently in another circle into instantly.
Weapons/Skills/Abilities/Items: The shields of an Alpha have long failed TN-2 along with most of its other implants from which it has either discarded(integrated plasma gun and other weaponry) or salvaged replacements for(motion trackers). It still has a fairly accurate universal translator though its error rate has steadily increased over the years. While not as fast as a fully refreshed and new Technonaut, TN-2 is still faster than a normal human.(reflexes and top running speed)
TN-2 is currently 20% mechanical(various brain implants, and cybernetic arm with fake skin that has slowly peeled off and has not been replaced) and 80% organic.

Bio/Background: Joshua's family tree originated in ViZion. His family had been in Amazonia at the time of the nuclear war, and two of his family members had managed to get into Crypt 1-Ω. Joshua knows very little of his family history beyond the fact that his nationality doesn't come from the same place as anyone else here. But that didn't matter since they were all nationals from something completely different... Crypt 1-Ω.
