Any member of the CIN is presumed to have an Embassy, or to be able to send a Special Representative without having to go through much bureaucracy first.
If BC is still a member of the Corporate Alliance, members may send representatives with the GC contingent and get them involved. Be warned, such representatives will not be Ambassadors, and will not have diplomatic immunity applied to them if they get caught intriguing against the Empire.

The Imperial Senate was having one of its more stormy sessions. A proposal had been put forward by the Crown which various Senate factions found objectionable, and they were using every rule in the book (or, rather, the Constitution) to prevent the Crown acting without their support. The liberal Senator Marcello was the latest Senator to speak against the idea, and he did so with his usual eloquence.

"And I say again, colleagues, the Empire of New Chalcedon cannot deal with these people. The so-called "Griffincrest Corporation" has engaged in so many acts of piracy, trade blockade and systematic disposession that to deal with them is tantamount to dealing with the Devil himself!" His anger exhausted after his half-hour-long diatribe against Griffincrest, corporations and globalised capitalism generally, Senator Marcello sat down heavily. The next to speak up was his polar opposite, Senator Janiveris, the leader of the New Chalcedon Conservative Party.

"It is unusual indeed, but I find myself in total agreement with my colleague form the left wing, albeit for different reasons." The stick-thin, graying man held himself with the air of the aristocrat he was: naturally superior to those around him. "Ignoring the moral dimension of Griffincrest's activities, the fact remains: they are devoted to the destruction of existing political orders wherever they operate. We do not feel that it is in the best interests of the Empire to permit the Corporation to operate withing our borders."

A sour-looking man in traditional Senatorial robes was quick to interject. "What you mean, Michael, is that Griffincrest threatens your own comfortable position. At least have the grace to say so." The room exploded into recriminations and counter-recriminations at this blatantly personal attack by the Senatorial leader of the Imperial Party.

***The next day, Mangana Palace***

"Dear Lord, Andras! You look like you've been put through the wringer!" The handsome young man got up from behind the desk and personally escorted the older, frail-looking one to a pile of cushions in a solar nook of the office.

"You bet I have, boy. And it's all your fault." The old man's response was sour.

"My fault?"

"Your fault, boy. Whose idea was it to approach Griffincrest, again? You're pushing your limits with this one. The Senate is not happy with your idea."

"About what we predicted, Andras?"

"Mostly, my boy. The Liberals are horrified at allowing a corporation with Griffincrest's record to operate in Imperial territory. The Conservatives are aghast at the thought of allowing anything in that could conceivably threaten their nice, safe, stable system. The Nationalists don't want us to deal with anyone, least of all an armed megacorporation that could obliterate the Empire if it was willing to absorb the losses it's incur, and the Environmentalists detest an oil-trading company on principle. The Centrists are wary, but willing to at least talk, while the Social Democrats.....don't get me started on the Democrats."

"The Centrists are willing to talk, you said?"

"I did. They ended up compromising. We won't have a free hand in this, but the Senate has agreed to receive a delegation from Griffincrest to explore the possiblity of opening our borders to them."

"Well, that's half a cake, I guess."

OFFICIAL COMMUNIQUE FROM THE OFFICE OF HIS IMPERIAL MAJESTY

To Whom It May Concern,

It has come to Our attention that the corporation known as Griffincrest has announced an intention to find a new, and better, way of doing business in this unstable world.

By ruling of the Imperial Senate, the current Imperial embargo against Griffincrest products is to stand. However, the Imperial Senate cordially invites the Griffincrest Corporation to send representatives to appear before the Senate to argue Griffincrest's case, should the Corporation wish to expand its markets into the Empire of New Chalcedon.

Further, by Imperial decree, as a sign of the great respect held by the Crown toward the United Allanean States, said Nation is invited to send representatives to the Imperial Senate in order to provide verification of evidences presented by the Griffincrest representatives. Both the UAS and Griffincrest can contact Andras Lasarkis, Secretary to the Crown, to accept or decline the invitation and arrange any necessary details.

Jack Phoenixclaw, the chairman of the Griffincrest Board of Directors, was once again being sent to another corner of the globe to speak on behalf of the Griffincrest Corporation. He sent back a quick letter of acceptance, packed his bags, and headed for the airport. He had his usual schtick in mind for this meeting, no more piracy, helping people with every barrel, yada yada yada. The more nations he got on the Griffincrest customer list, the more money he got paid, and that was the first thing on his mind.

The young, attractive news reader was a familiar face to the public of the Empire - she had been reading the evening news and special bulletins for over a year now, on the most popular broadcaster in Imperial territory.

"There has been an announcement from the Senate Office regarding the Griffincrest case. The Senate has announced that the Griffincrest Corporation's Chairman of the Board, James "Jack" Phoenixclaw, has accepted His Majesty's invitation to appear before the Senate in two weeks. No word has yet been heard from Allanea, and the Senate Procedures Committe is working through the night to come to an agreement on the composition of the board that Mr. Phoenixclaw will face."

"To remind our viewers, the Senate Protocol Office has determined that in a general Senate session, feelings among the Five Hundred may run high enough that Mr. Phoenixclaw will not have a fair chance to present Griffincrest's statements and points of view. The Protocol Office has therefore decided to create a temporary committee for this case, which will meet Mr. Phoenixclaw behind closed doors. Whilst any ambassadors who wish to view the proceedings may do so, and the media will record the event, the general Senate - as well as the public - will be denied access to the room that the hearings will be held in."

"We expect news on the composition of the committee in the morning. I will be presenting the late-night bulletin at nine-thirty p.m. Until then, goodnight."

(OOC: BC, bearing in mind that the Empire has a skilled intelligence service and has kept better tabs on GC than I have OOCly, what will the Senators know before Phoenixclaw arrives in C.S. to make his case?)

A representative of the Village Green Preservation Society, which held the controlling stake in a conglomerate that included Deserted Territories Land Reclamation Services (an old ally of Griffencrest since DTs membership in the CA) traveled via private supersonic passenger jet to New Chalcedon.

If nothing else, the presecene of DT's premier environmental preservation organization at Pheonixclaw's side would give merit to his defense of Griffencrest's 'new image.'

Top Secret Report from the Allanean Central Intelligence Agency to the Emperor of New Chalcedon

Dear Friend!

We see that you are interested in our opinion regarding Griffincrest, Incorporated. As such, we are hereby referring to you a detailed report on Griffincrest's current activities.

It is to be understood that Griffincrest has not yet become a regular corporation in the sense in which Allanean Arms or Pink Bunny Cola are corporations. They are still heavily involved in several minor world governments (in the new Allanean province of Kergolastan, we have found that the previous government has been heavily influenced by Griffincrest agents), and maintain a large arsenal of warships, aircraft carriers, etc.

However, that said, we believe that Griffincrest is committed to improving their international image. They have realized now that piracy is not profitable and, additionally, is liable to provoke nations such as ours to provide negative feedback on their customer service by sinking their ships and setting their employees on fire.

A corporation is not to be expected to be 'nice'. Corporations – like Griffincrest – are to be expected to provide a profit to their shareholders. That is but rational. However, in a free market, being decent to your clients and even engaging in acts of charity is extremely profitable when compared to acts of piracy. It appears that Griffincrest management had apparently gotten that message.

We in the United States have provided the proper incentive – if they attack peaceful shipping again, they will be subject to our military retaliation. If they act like a decent company, their goods are welcome in the United States of Allanea. As a matter of fact, our military is contracting Griffincrest, Inc. for fuel and other supplies. Their products we find to be of a high quality and acceptable price.

The newscaster was different to the woman who had read the previous update on the story - presumably she was on vacation or some such.

"The final composition of the Committee has been announced. In sum, the eleven members are comprised of three Imperials, two Centrists, three Liberals, one Social Democrat and two Conservatives. In related news, the Emperor has asserted Crown privilege to take a place on the committee. This right, although not invoked for over a century, is clearly within the Crown's rights under the Constitution, and under the Constitution, the Crown representative is entitled to two votes on any matters of substance."

He turned ashen as, presumably, someone from outside of the camera's field of view pointed out an error, then resumed. "I have just been reminded - the Emperor is not sending a representative. His Majesty is sitting, personally, on the Committee for as long as the matter takes."

"Whilst the Crown seems likely to be a powerful ally for Griffincrest - viewers may remember that it was at His Majesty's urging that the Senate had agreed to consider the matter at all - the situation is still not settled, for reasons that are too complex to explain in the time allotted to this newscast."

"If you wish an analysis of such intricacies, our veteran political consultant, ex-Assemblyman Kenneth Schafer, will be on air in approximately ninety minutes. Until then, goodnight."

The Hotel Iena was the place of choice for foriegn dignitaries to stay. It combined moderate prices with outstanding service, on the thesis that even in bad times, diplomats needed somehwere to stay. Each of the participants had been granted, at Imperial expense, a suite at the Iena until the Committee made its ruling.

In Jack Phoenixclaw's suite was a piece of paper, laid on the bed.

Guest of the Empire,

I will not waste words. Below is a list of the Senators on the Committee, as well as a few notes on their likely policy stances and motivation. Please do not allow others to see this note - the Crown is theoretically apolitical - but I felt it fair to make sure that you had access to this information. The first session is in two days - I suggest that you familiarise yourself with this list and start meeting the Senators personally.

The list, and notes, were as follows:

Senator Ludovic Marchielo - Liberal Party. Marchielo is renowned for suspicion of corporations. However, if you can convince him that GC's humanitarian activities are genuine (if not selfless) in nature, he may come around, due to his streak of compassion.

Senator Michael Janiveris - Conservative Party. Janiveris is a thoroughgoing nationalist, and wary of Griffincrest's reputation for interference in national affairs.

Senator Marcus DiAntonio - Centrist Party. DiAntonio has what he considers to be the best interests of the Empire at heart. If you can convince him that trade with Griffincrest is good for the Empire, he will vote you the contracts with his blessings.

The Imperial Party members are, of course, important, but they will follow my lead, and I am willing to give Griffincrest the benefit of the doubt.

One last note, Phoenixclaw. I don't want bribery -of any kind - in my Empire. And especially not in the Senate.

Each dignitary's suite had a similar note, minus the cautionary final passage, within it, detailing the composition of the Committee.

(OOC: A few points, people. There will be a couple of days (ICly) for various members to attempt to influence Senators, and, of course, the sittings of the Committee are not twenty-four hours in the day. But any remarks from this point on must be clearly marked OOC or they will be interpreted as having been made ICly.)

Jack read over the note and took it all in. He sat on the bed for a bit after reading it and looked around, nodded a bit, and layed back. He had awhile before the meeting, he might as well get some shut eye until then.

Hotel Iena looked out over the Golden Horn, that magnificent bay that served as the port of Constantinopolis Secundus.

In the lobby, a significant number of people waited for certain guests, namely Jack Phoenixclaw, Maverick Monningham and David Charon, to wake from the previous night's sleep - hopefully, not too jetlagged.

With cigar in hand, he entered the hotel lobby, filled with people. He gave a wave to the reporters, and then made his way to the people waiting for him.

It turned out that Mr. Phoenixclaw had received an invitation from Senator Marcus DiAntonio, of the Centrist Party, as well as from Marissa Lestartia, the leader of the Liberal Party in the Assembly, the Imperial Estates' lower, popularly-elected house. Each of them assured Mr. Phoenixclaw that they were at his disposal.

The third person awaiting his notice was an Imperial undersecretary, who, he said, had been sent by Secretary Lasarkis (Mr. Phoenixclaw knew that Lasarkis was effectively the Empire's Minister of Foreign Affairs) to guide Mr. Phoenixclaw and give him a cultural background of various people on request.

The aide guided Phoenixclaw to a side corridor.

"This way please, Mr. Phoenixclaw. Assemblator Lestartia is waiting for you in the Silver conference room."

When Phoenixclaw got to the room indicated, one of the two expressionless men outside nodded to him and opened the door.

At one place from the head of the table in the well-appointed room, a trim and attractive woman sat. Her long brown hair had been carefully styled to give a somehwat windblown appearance, suggesting an outdoors lifestyle that no practising politican could have the time for. She rose and extended her hand to Phoenixclaw.

"Jack Phoenixclaw, I presume? A pleasure to meet you. I am Marisa Lestartia, the head of the Liberal Party of New Chalcedon. I understand that you are here for the purpose of opening new markets. If this is so, then we have much to speak of."

"I propose, as an opening, the following. First, Griffincrest will agree to pay taxes on all locally-generated profits, as well as abiding by standard Imperial corporate law within our borders. Don't worry, Mr. Phoenixclaw - the imperial Corporate Code is simple enough and not exactly onerous to follow. Second, Griffincrest Corporation will undertake a variety of charitable activities within the Empire amounting to not less than five percent of its pre-tax profits, bearing in mind that charitable activities' expenses are tax-deductible."

"Third and finally - and this does not leave this room, Mr. Phoenixclaw, whether you agree to it or decline it - elections are held throughout the Empire, for the Imperial Assembly, every four years. If Griffincrest wants the Liberal Party's support, then it should be prepared to show us some. To wit: I want Griffincrest, every four years for the elections, to donate via suitable cutouts and bagmen, at least ten million denarii to the Liberal Party's election funds. I should point out that this will be a fraction of the profits to be made in the Empire each quarter, so it will hardly bankrupt your subsidiary. Also bear in mind - the more you donate, the more we will listen to you when drafting laws between elections."

"How does the saying go? You scratch my back......" Lestartia's voice trailed off as she waited for Phoenixclaw's response.

(OOC: Yeah, the Liberal Party is pretty corrupt. But meh - that's why they lost half their seats in the last two elections, although barring a huge scandal, they've lost all they're going to, and remain a formidable presence in the Senate. Also, I wasn't especially interested in letting this become a "Me & BC" thread. Can others who have indicated interest please start particiapting too, with my characters or each others'?)

Jack was led into the room with Miss Lestartia, and the first thought in his head was "I was hoping she would look like this..very good."

He then sat at the table and listened to the young woman speak. He was rather satisfied with the corruption factor in the area, a sector in which both he and the company he represented thrived.

Once Marissa finished speaking, Jack cleared his throat a bit, and began.

"Well, of course we would abide by your rules here and pay your taxes, just like any other corporation would. Also, I'm not sure if you know this or not, but a portion of every barrel sold goes to Griffincrest humanitarian missions around the world. I'm sure that some of these funds could be redirected to serve charities in this nation as well.

And about those election donations, we would be more than happy to fund a friend."

The Emperor's tone of voice indicated suspicion - he was wary of left-wing parties allying with corporations ever since his father had been overthrown and murdered by NCA Inc. The person at the other end of the link responed immediately.

"That's all I know, Majesty. The Assemblator's attendants insisted that Lestartia wanted to meet with Phoenixclaw privately. I am currently in the bathroom whilst Mr. Phoenixclaw is still meeting with Lestartia - I thought it best not to let anyone else know I was reporting."

"Well done, Marcus. Continue to report, please." Michael cut the connection, thought a moment, and then activated the intercom to his secretary.

"Aphorissa? It's me. Inform the Madam Director that I wish to see her at her earliest convenience. Also, can you please inform Mr. Phoenixclaw that he is invted to dinner at the Palace tonight? Thank you."

While he waited for responses to his various communications, Michael Doukas-Palaiologos started brooding.

Hotel Iena,

Lestartia leaned back contentedly.

"A pleasure doing business with you, Mr. Phoenixclaw. But I am given to understand that others want your valuable time as well. So, I bid you farewell, unless you have another matter to bring up."

She rose and escorted her visitor to the door, which she personally opened for him. His assigned Imperial guide awaited his pleasure outside, precisely where Phoenixclaw had left him.

Foreign Affairs Minister Terrance stepped off of the aircraft onto the tarmac of the airport. He was flanked by five members of the 1st Company, 95th Division, 142nd Fire Team of the Shazbotdom Marine Corps[1]. As he approached the greeting party he extended his hand as a show of respect for a firm handshake.

"Greetings, I'm Kennith Terrance, the Minister of Foreign Affairs for the Shazbotdom Empire. It's always nice to meet those who are fellow members of the Commonwealth. Is there a car waiting for us?"

[1] -- During the passing of Parliamentary Bill #15-2519, the 1st Company, 91st through 95th Divisions of the Shabzotdom Marine Corps were reassigned into a specialized group called the "Marine Corps Dignitarial Protection Task Force". They are armed with XR-02 "Magnum" Handgun loaded with non-lethal rubber bullets and have been trained in more than 15 different forms of hand-to-hand combat, including 3 different forms of Martial Arts.

He realised he was arriving late to the party, but delays on the way to New Chalcedon couldn't be avoided. Richard Hardy's plane vectored in for its final approach as Mr. Pheonixclaw's and Miss Lestartia's meeting ended.

Richard was hardly a figurehead or powerful man in the Society, but was almost a professional representative or press officer. He was well versed in the Society's ideology, projects, alliances, issues, etc. and was experienced in spinning this to the benefit of the Society's many interests.

The Village Green Preservation Society was hardly a grassroots naturalist organization, but teetered on the edge of being a corporation itself. Long ago wise management and some lucrative investments had seen the Society grow into more of a share holding company than a non-profit organization. However, that's not to say the primary goal has stopped being the protection of the environment. Needless to say, the Society's reach spans the globe, making it a driving force in environmental reform and influential enough in other areas.

Through a series of connections, the Society's interests included the Griffencrest Corporation's continued prosperity.

I believe that the equivalent rank in the Dark Empire would be under-Minister of Foreign Affairs. Your transportation to the Hotel Iena is this way, with a second vehicle for your guards. His Imperial Majesty has expressed an interest in dinner with you when you have fully recovered from your journey."

The two of them began walking to the opulent limousine waiting to transport Minister Terrance to the hotel.

"That she is, Mr. Phoenixclaw. It has been frequently remarked that the Assemblator is worth ten million votes to the Liberal Party, just for her looks. The other person who expressed a particular interest in meeting you was Senator Marcus DiAntonio, the leader of the Centrist Party. His aide informed me that he could be found at the Party's HQ, and I have taken the liberty of arranging transportation. If you will please come this way?"

Shortly, the limousine pulled up in front of the Centrists' headquarters. The building was large, but decorated in good taste, as well as being laid out in a carefully logical order.

Phoenixclaw was greeted in the lobby by an old man who was almost stooped double with his vast age.

"Mr. Jack Phoenixclaw, I presume? I am Marcus DiAntonio, leader of the Constitutionalist Centrist Party of New Chalcedon. It is a pleasure to meet you at last. Shall we retire to my office?"

Tzantes smiled ruefully as the limousine started. "Trust the Fifth Bureau to fall behind the times."

En route, he made various small talk with his guest, pointing out some of the more interesting sights of the Imperial capital, but taking care to avoid the appearance of patronising his Emperor's guest. Shortly before they arrived at the Hotel Iena, he handed Minister Terrance a card with his name, cellphone number and official email address on it.

"These are my details, Minister. The Emperor expressed a wish on the part of our department to give you time to relax after the journey - simply call me when you are ready to start the business portion of your visit, and we'll arrange a guide, as well as, hopefully, that dinner the Emperor was interested in."

When they arrived, he saw to the Minister's needs - getting past the front desk and suchlike - and then discreetly withdrew to allow Terrance a chance to rest.

Senator DiAntonio started slightly at Mr. Phoenixclaw's familiar address, but took it in stride - after all, different peoples, different politnesses. He decided to be as direct as his guest was.

"Since you've asked, Mr. Phoenixclaw, I must confess that I am highly wary of your corporation. You must concede that Griffincrest has earned every bit of bad publicity it's gotten over the years."

"However" - raising a hand to forestall any objections on Phoenixclaw's part - "I fully understand that people can genuinely want to change their ways. Whether it's from altruism, practicality or simple lack of choice, it is certainly possible."

"I am prepared to lend my support to your bid to enter the Empire's markets, if you can answer just one question to my satisfaction: How can we really know that Griffincrest truly has changed? I don't refer to publicity stunts or the like - that's no indication."

He waited for his guest's answer attentively.

"Griffincrest has been helping to halt piracy across the globe, and we also have dispatched carrier groups to provide humanitarian in some of the hardest hit places on the planet, be it civil war or a natural disaster" Jack said. He was pretty sure this wasn't what Marcus was looking for, but he wasn't really sure what else he should say.

"While this is all well and good, Mr. Phoenixclaw, it is no concern of ours, nor does it prove that Griffincrest has changed its ways. We've had experience with mercahnt states undermining our politics - it happened in the Old Empire when the cities of Venice and Genoa competed for influence in the last centuries of the Empire. So, I will be more specific: how can we know that Griffincrest won't use its position within the Empire to undermine our political institutions and independance?"

"For instance, last I was aware, the Liberal Party was dead against you - so why, for instance, did the Assemblator want to meet you? That, for one, has made me very curious. It's an open secret among the powerful of the Empire that Marissa Lestartia is eminently corruptible - did she offer the Liberals' support in exchange for something from you? If so, I counsel you not to accept. The moment that Lestartia gets a better offer from someone else, you'll be gone."

"Mr. Phoenixclaw, I have received communications from the Mangana. His Majesty has expressed interest in dining with you tonight. I have intercepted an aide of Senator Ludovic Marchielo, of the Liberal Party. He wishes to speak with you, if it is convenient and I have received requests on the part of several press outlets for a conference."

OOC: An explanation of the Senate in the Empire.

- The Imperial Senate is not an elected body - half of the Five Hundred are appointed for life at the pleasure of the Crown, and the other half hold their seats by right of nobility. This lack of need for re-election means that many Senators can buck their party's lines with little to no consequence. As a result, "party-line" votes are very rare in the Imperial Senate, and party discipline generally is weaker than in most legislative bodies.

- The Imperial Senate has the sole authority to ratify any of the Crown's dealings with foreign entities. Via several precedents, this includes corporations. Hence the current situation.

- Currently, the Imperial Party (a party dedicated to expanding the Crown's role in the Empire) has a plurality, but not a majority, in the Senate. Other significant parties include the Conservative, Liberal, Social Democratic, Nationalist and Constitutionalist Centrist Parties. Their ideologies are fairly well reflected in their names.

- Overall, the Senate is considered the more powerful of the two houses of the Estates (the Imperial Assembly being the lower, elected house), although this has started to change over the last twenty or so years.

Ludovic Marchielo's personal residence was a stately mansion, the architecture deliberately remniscent of vanished Empires and lost glories. The well-proportioned entrance hall was liberally decorated with expensive and tasteful artwork, at least if one's taste ran to classical oils.

Whatever else he was, Senator Marchielo was apparently not impoverished nobility. He greeted his guest with Old World courtesy, graciously welcoming Phoenixclaw to his home and introducing his wife, Arianna. After a brief social interval, Lady Marchielo excused herself to deal with business elsewhere, and the Senator got down to it.

"Mr. Phoenixclaw, I received a communique from Assemblator Lestartia, requiring that I vote in favour of allowing Griffincrest to trade within the Empire's borders. And while her email includes several salient points as to why she would, I am still curious. You see, Lestartia's instructions constitute a direct reversal of standing Liberal Party policy, and I would like you to persuade me to follow the Party line in this."

"Why should the Empire allow Griffincrest to operate within our borders?"

"Well ya see Mr. Marchielo, Griffincrest sells its oil for cheaper than any other company out there, and that's a guarantee. Not only that, but you will be helping the world. A percent of every dollar Griffincrest makes goes into humanitarian aid. And this is quite the house you have here" Jack said. He was clearly no aristocrat himself, coming from a half Texan American half Blackhelm Confederate backround, and having spent most of his years on his families oil fields in Texas. However, it was just that which had helped him win many of his friends, and hopefully it would show here, as he repeated his sales pitch once again.

Mr. Terrance picked up the telephone within his hotel room after a while and dialed the phone number on the business card that was given to him by the Imperial Officer. He waited while the phone rang and when the other end was picked up he began to talk.

"This is Minister Terrance. I'm ready for whatever meetings you have planned for me. Will there be a car to pick me up from just outside of the lobby of the hotel?"

"You see, you're fairly lucky in the composition of the panel - if Lucius Marcello was one of my party's representatives, you'd be guaranteed one vote against - no matter what Lestartia had to say on the matter. However, I try to be fair-minded, and have, therefore, a proposal. I propose a simple trial of your assertion of humanitarian aid. What percentage of Griffincrest profits does Griffincrest assign to humanitarian aid?"

Markos Tzantes picked up the other end of the connection.

"Certainly, Minister Terrance. The Imperial Chamber of Commerce and Senator Janiveris would both like to speak with you - which would you like to see first? And His Imperial Majesty has requested your presence for dinner later, of course. Also, I am in the lobby at present, and a limousine is awaiting your pleasure."

Marcus DiAntonio leaned back in his seat. He was troubled, and over more than the recent illness of his longtime friend Andras Lasarkis. He worried about the presence of a foreign corporation in contact with the beautiful, but eminently corruptible, Marissa Lestartia.

In the end, he came to a decision and picked up the telephone on his desk.

"Amphirissa? Send for Marius at once, please."

(OOC: Yes, I have finally decided to replace my long-suffering Secretary to the Crown. He's now 85 years old or so, and deserves some rest.)

As the limo started the trip, Tzantes began to explain a short history of the Empire.

"The Empire was founded, in point of fact, by refugees fleeing the fall of Constantinople in 1453. In the confusion attendant on the siege, they fled south, eventually reaching Egypt. They then continued further south, travelling into unknown lands. Eventually, the refugees - led by the Emperor, who had abandoned the city when it was clear the Turks had won - reached the coast. The records are fragmentary at best. After all, the refugees had better things to do than keep diaries."

"Such records as there are disagree on what happened next, with some stating that we attacked a tribe of natives on the coast, took their fishing vessels and headed to sea. Others - which are generally considered more credible - hold that the tribe was impressed by our sense of community, and took us in, eventually converting to Christianity peacefully. Then we and they built a fleet of vessels, sailing here, where we re-founded the Empire."

"There were people already here, of course. Some of them intermarried and eventually joined the new Empire, while some were more aggressive, and were eventually conquered. But one thing the Empire always was good at was incorporating other peoples of fairly equal terms."

"Over time, the political system evolved from the autocracy that we started as, into a constitutional monarchy. It's been a roller-coaster ride, but the Empire's fortunes are on the rise again, it seems."

"As to landmarks, let me think. We have vast numbers of buildings - elaborate architecture has always been a passion of our people. The Cathedral of Divine Wisdom is almost five hundred years old, having been one of the first buildings constructed after arrival, and on the high holy days, attendances of over a hundred thousand citizens are common. The Hippodrome is another place - sports are another field in which the Empire invests heavily, although we have shifted from the blood-sport aspect our ancestors favoured. But almost every building here is built with beauty in mind - construction is one of our more lucrative industries."

"Art is another area you may wish to search in. The Empire's people specialise in an unusual form of it, in fact: mosaics, although we also practice more common forms of artwork. One of the great works is the walls and ceiling of the State Room, in fact - the place you will be dining tonight with His Majesty."

"If it's more natural diversions you seek, there is a large nature preserve to the west of the city, and the beaches of the region are considered to be spectacular. But I see that we have arrived, Minister."

The limousine arrived at a building which, although ornate, was actually fairly nondescript by the standards of this city.

The steady tap of shoes counter-pointed with the 'click' of a cane hitting the pavement was a sure-fire signal of one of Hotel Iena's regulars arriving. Dressed in clean whites, from shirt to trousers to the loose jacket, Johannes Silander had accustomed quite well to the warmer climate of Constantinopolis Secundus over his two years as an ambassador. Despite the nature of his employment, he still enjoyed some of the simpler pleasures in life as well, and one of them were his afternoon walks and sitting down for a drink at Hotel Iena.

As the tall, balding Northern Rangerian in his early fifties stepped inside, he sighed calmly with relief when he felt the cooling touch of the air conditioning greet him. He pulled his cane under his arm and looked around, seeing if there was anyone of note currently lounging in the lobby and bar of this "clandestine" meeting place of diplomats, bureaucrats and other government personnel that seemed to make up a large proportion of the imperial capital's residents.

"Very well. If you want my vote on the Committee to support you, then here are my terms:

One. Griffincrest will abide by all pertinent Imperial rules and regulations, including taxation law. In exchange, Griffincrest will be granted a special dispensation from embargoes. When the Senate declares an embargo, normally every corporation that trades in the Empire must abide by the embargo. However, we understand the Griffincrest has too many, and too diverse, trading interests for this to be realistic. So we are prepared to make an exception in this case.

Two. Griffincrest will allow the Senate to audit the money spent on charitable donations and humanitarian projects from profits made here. Your statement is admirable - we just want to be sure that you'll follow through.

Three, and final. Griffincrest's local subsidiary will take no part in Imperial politics, including but not limited to endorsing candidates, donating or providing other services to political campaigns.

If you can agree to those terms, then I will vote for you, and I think that I can sway one of my Liberal colleagues, and possibly a Centrist. The other Liberal will vote the way Lestartia tells her to, however."

A veteran political observer of the Empire, Silander was well aware that the Empire was in a state of unrest. The Empire was at war (http://forums.jolt.co.uk/showthread.php?t=589862), the longserving Secretary to the Crown (Andras Lasarkis, yes) was critically ill, perhaps dying, the Emperor had twice defied the Senate, and he was childless, leaving the Empire without a clear successor in the event of a tragedy. And as a result of all of this, the mood in the Senate was definitely on the ugly side.

Still, the saying about fishing in troubled waters still held true - Silander had received two lunch invitations today, one of them from no less an institution than the Imperial Press Club.

Minister Terrance listened intently of the history of New Chalcedon from his guide as he looked outside the vehicle to the buildings and other monuments that passed by the limosine. It didn't raelly look like the citizens even cared about the limo passing by them as they drove through the city. He didn't really mind if they noticed him or not though as he was just staring up at the various buildings.

When the limo arrived at the building that his first meeting was to take place at, he put on his suit coat, which was tailor made by some of the best clothing designers within Shazbotdom and buttoned the front two buttons. As the limo driver opened up his door he stepped out and began briskly walking towards the building enterance.

"Do my guards have to get rid of their weapons at all?" He asked the atache from New Chalcedon.

The decor in this building was cool and tasteful - a visito could almost feel the heat of the climate being soothed away from them.

Tzantes checked his notes, and then responded to Terrance's question "No, Minister. Given your rank and the status of your land as an ally of the Empire, there is no legal need for your guards to surrender their weapons, save in the Emperor's presence. Some may ask you to, but that is entirely within your discretion."

After no more than a minute in the foyer, the doors leading further into the building swung open, and a matronly woman entered to foyer. Curtsying to the Minister, she introduced herself as Maria Delkanta, and informed him that the Imperial Commerce Council waited upon his pleasure. Did he want a moment to prepare, or would he do straight in?

Gathering his breif case, Minister terrance replied, "Oh, I would rather get this done as soon as possible. I don't really like 'preparing' for anything if there is nothing really to prepare for." He then began to walk into the chamber while three marines waited outside and two more entered with him. So they did not look too suspicious, they were all wearing civilian suit's, just not as expensive ones as Minister Terrance himself had on.

"Greetings, Minister Terrance. I am Basil Onkaletes, the head of the Imperial Chamber of Commerce. You may be wondering why we requested some of your time today - the reason is simple. The Empire of Shazbotdom, as a longstanding ally and friend of the Empire, carries significant weight in our government's policy deliberations. We were hoping to persuade you to use that weight in favour of Griffincrest's request, for the sake of the Empire's economy."

Kennith smiled at the group. He kinda knew that this had something to do with Griffencrest when he was asked to have people from an economic group such as a Chamber of Commerce. As he sat down he set his briefcase on the table and gentally cleared his throat.

"With all due respect. The Shazbotdom Empire has no reason to feel that Griffen crest is as decent a company as they are attempting to prove here," He gentally stated, with some emphysis on decent. "In the past they have threatened Imperial interests of Shazbotdom across the world, including a full blown conflict between their brainchild, the Corporate Alliance, and a now debunked alliance that Shazbotdom was once a part of, the Global Alliance of Soverign Nations."

He reached over and picked out a bottle of water from his briefcase, took a swig from it then put it back down. "Since those days we have considered the Corporate Alliance a terrorist organization and all members have been barred from opening up business or establishing relations with the Shazbotdom Empire. We are not yet at a point in which we feel that that Griffencrest, nor the Corporate Alliance, are still anything short of terrorists."

He leaned back slightly in his chair. "Although with how the Shazbotdom Empire feels about this, we will not force our allies to bow down to our wishes. If you want to establish relations with him, we will not stand in the way. Just note though that we will not allow anyone from your nation that is a Griffencrest Employee to travel into the Empire without express written concent from my offices. It's an applicable saftey measure that we have adopted in reguards to the Corporate Alliance and her member's."

Onkaletes smiled politely, although it was clear that he hadn't liked the Minister's response.

"I see, Minister. Fortunately, the Emperor does not believe as you do. Thank you for your time and candor."

He rose and began to walk slowly to the door, clearly indicating that the meeting was at an (abbreviated) end - apparently, he had not expected such a definitive opposition from the Minister, and clearly sensed the futility of attempting to change Terrance's mind.

As Silander sat down with a glass of Jameson on the rocks, he considered the present situation with the tactical mind of a soldier. The Empire was rumbling beneath the surface, and Silander knew well enough what such political rumbling might cause. He had been thrusted in the middle of such events during the brief but destructive Aho Rebellion, which had left much of the southern cities of the Principality in ruins.

Still, there had been some benefits of the conflict as well: it had served to cement the alliance and friendship between his homeland and the Empire. There was even talk of a war memorial as part of rebuilding the bombarded capital, with New Chalcedon's casualties carved in stone alongside Royalist casualties.

Still, those were only symbolic concerns, and Silander cursed himself silently for not keeping abreast of the Empire's concerns during these past months. In his mind he opened the two invitations again, one from the Imperial Press Club and the other... Hmm... Who was behind the other invitation again?

Ah yes, Notaras, Silander thought to himself as he swirled the ice cubes in his drink, watching how small tendrils of melting water drifted up from the cubes' surface, gliding through the alcohol like whisps of liquid smoke. He tried to remind himself if this was the same Notaras that had once served as a New Chalcedoni delegate in a border-land free-town along with His Majesty's cousin, Lord Pieter Halsar. The name could be just a coincidence, though. From Silander's point-of-view New Chalcedon certainly lived up to her predecessor's name vis-รก-vis its Byzantine scheming and the importance of noble families in politics.

Still... they had proven to be staunch and trustworthy allies, and as a soldier ambassador Silander could only admire them. Silently he empties his glass and stood up, leaving the hotel to prepare for the appointments ahead.

Ambassador Silander was well-known to the guards here - he had frequently been invited by the ex-Emperor or one of the many flag-rank officers to lunch in the Flag Officers' Club, or to some military function, or to a briefing relevant to Northern Rangeria's interests, and so would ordinarily have little trouble getting through the gate.

But today, the sentries were being far more paranoid than usual, and took almost ten minutes to pass the Ambassador through to the great structure that was the nerve center of Imperial military operations.

Once Silander got inside, the reason became apparent: the building had served as a battleground, and dead bodies - and bloodstains - were much in evidence throughout. After asking a harried aide where the Grand Admiral was, Silander was directed to the main infirmiary.

Upon arrival, he saw that indeed, the Grand Admiral could be found here - in a bed, with multiple gunshot wounds. Having been a military man, and received basic first aid training, Silander could tell at once that the wounds were bad to a strong young man, and most likely fatal for the sixty-eight year old, lightly-built Admiral, who was still conscious.

The normal radio transmissions were all over-ridden by a strident voice, which erupted from every speaker in hte city at once:

"Now hear this! Now hear this! The city has been placed under martial law and a curfew! All citizens are to remain in their homes between the hours of sunset and sunrise unless in emergency. All military and reserve personnel of any age and status are to report for duty at once!"

"To all people from foreign nations, be aware: the Empire is in a state of civil unrest. We advise that you cancel any non-essential travel plans within the Empire, and under no circumstances are any to travel east of the city by land, sea or air!"

"Good God", the Northern Rangerian ambassador gasped at the sight before him. Without invitation or leave he grabbed his cane tighter and approached the Grand Admiral, pushing past the nurse who tried to stall him.

"Old friend... who did this to you? Who shot you?" he asked, worry in his voice when he looked the dying man in the eye. "Who shot him?" he continued, turning his demand to the nurse.

It was then that he heard the radio chatter, the news of the Empire under civil war. He had been on his way to the High Command when the dire news had been broadcasted by the deposed Emperor and then by his newly-crowned sister. True, he had feared of consequences following the Emperor's empeachment, but to hear of civil war... it cut him deep, bringing up memories he had hoped silenced for so many years.

Andronikous smiled painfully. "Some rebel bastard with a gun, what does it look like? Ah well, at least I'll learn how to duck in my next life, right?"

"Johannes, I would ask of your people a favour. Michael.....we had such high hopes for the boy, he had such promise, such charisma, but he's...gone mad. Please, for the sakes of all of our people who died for your nations, please help Eirena, both now and later. I know I ask much, but she's not ready for this burden.....poor little linoa......"

A moment later, the nurse reverently pulled the sheet up over Notaras' head. The Grand Admiral of the Imperial Navy, the hero of the Battles of the Aegean Sea and the mastermind of countless campaigns, had breathed his last.

Johannes Silander, Captain of the Defence Corps, Knight of the Order, and His Majesty's ambassador to the Empire of New Chalcedon could feel tears well up in his eyes when he heard the old war hero's plea. Those tears were tempered and held back by age-old prejudices against public tears, but also by the swelling rage he felt at seeing the handiwork of such traitorous fashion.

"I... I will do my best, old friend. I promise you", he answered, swallowing back his tears and looking straight into the old man's eyes. "I will pay you back that drink in the next life."

With silent reverence, he then watched as Notaras slowly slipped away from this world, and he whispered a small prayer to speed the old officer on his way.

"Sir? Sir, we must leave."

And that broke the silence. Silander turned to look at the bodyguard, who tapped on his ear plug, apparently receiving some jamming from the Imperial signal. "It's the embassy, sir. The captain has ordered the men at ready, and Halsanki is demanding a response."

"Very well. Very well, Jakob, we'll go", the ambassador nodded, stepping back into the hallway and following the young Jaeger out.

Tzantes frowned upon seeing the borderline chaos that had engulfed the streets of the capital. "I'm afraid, Mr. Terrance, that I'm going to have to introduce you to retsina at the Mangana Palace, not a cafe. I think it would be better for you to be somewhere safe in all this chaos - the ex-Emperor's speech specifically targeted foreigners, and you are visibly foreign, Minister."

He ushered his Empress' guest to the limousine, appearing slightly rattled by the idea of violence in the capital of the Empire.

The marines drew their XR-02 Handguns as Minister Terrance entered the limosine, then one by one they climbed in too and shut the door. They each pulled off their suit coat and draped it over the windows so no one could see any shadow's through the already tinted windows. One kneeled down right below the sun-roof in case he needed to stand up and use it as a perch to fend off hostile's.

"So how come the former Emperor started this madness? I mean wen't we not his guest when this all started?" Minister Terrance asked his guide.

Tzantes thought for a moment.

"No one's really sure, Minister. He was much beloved earlier in his rule, and still is among a large minority of the population. He had had a very hard ascent to the throne, and I'd say, as someone who spends a fair amount of my time at the Mangana on duties, that his lifetime of personal tragedies simply overwhelmed him."

The limousine pulled up in front of the Mangana without incident other than a few rocks thrown at the bulletproof glass, and the functionary ushered his Empress' guest into the secure zone.

(OOC: There is a thread for the civil war - it is here (http://forums.jolt.co.uk/showthread.php?t=590114), although I'm not sure how to disentangle the threads. Hmm - I shall haveto think on that.
