A Shepherd in a Drug War (OPEN)

Motokata
17-03-2009, 23:54
Up in the canyons in Northern Motokata up the winding canyon roads a small farm sat nestled on the peaks. Clean air, away from the major cities and crime, it was always the ideal place to have a family. Still isolation can take a toll, especially for a 16 year old girl. Hikaru Okawa, like her family was charged with the daily upkeep and that included herding the sheep.

They farmed Cocoa which besides chocolate was the main ingredient on Cocaine. But this family had nothing to do with the drug war, or trade. They were honest people making honest days work. In addition to cocoa they also had sheep. Wool and other byproducts helped in production for many things. Harvesting came, besides cocoa they also had several spindals full of sheep's wool. The father loaded it up and was quickly greeted by his oldest daughter.

"Hi Papa."

"Hi sweetheart. What is it this time?"

"What I can't say hi to my dear pa with out wanting something?"

"With you...no."

"Oh okay, I was hoping to drive the truck in my self."

"I don't know sweetheart."

"What it's easy. I go to the city, I put everything on the scale, they hand me the cash. I've seen you and Ma do it a trillion times now. I can do it. I really want to go into town and blow my allowance. Please please please?!"

"All right. All right. Okay, you can go, BUT be back no later than 7, if you are running late, you call right away."

"Okay." She kissed his cheek. "Thanks Pa." She hopped into the beaten up pick-up truck and began the long drive down the windy canyon roads. It was really risky to drive them, they were dangerous. And some like the truck behind her, had no courtesy. "I'm not going any faster." She uttered

Soon the truck began bumping her. "All right. Jerk." She pulled off the side and let the truck speed by. "Kill your self for all I care." She began the decent once more. A bright sunny day it was perfect for the harsh drive down the "Hell Road" so referred to by locals. Overhead she could see a large Black Hawk Helicopter fly over. Likely the Motokatan Drug Agency watching for unlawful activity.

About midway down there's a port of entry. Where the road gets even more challenging the Government set up a checkpoint to prevent easily preventable accidents. In addition it controlled the flow of drugs in and out of the cities.

"Okay you are good to go. Drive carefully, miss."

"Thanks."

She began the drive soon pulling off onto a rest area. This would be the last area to relive her self before the road became really narrow. When emerging from the vault toilet she could hear arguing.

"I was guaranteed at least 40 kilos. What am I suppose to tell my clients all over the country and overseas."

"Look we had to bust out of there in a hurry the Feds were on our tail."

"You weren't spotted were you?"

"No, no we got out before they got in. We were able to torch the place as well."

"Very well, but you still came out short."

"Tell you what, you can pay us half."

"Sure, no problem."

Hikaru couldn't help but look, she was a real simpleton not used to this kind of action in her usually uneventful life. She knew if she was spotted she could be killed so she just kept low and quiet.

"I've got your payment right here." The man pulled out a machine gun and blasted the maker away. Hikaru hit the horn in her terror, bringing the others to attention.

She started her truck and began speeding down the road. It was horribly dangerous to go this fast but she had to or she would likely be killed. Before too long the truck who was insisting to pass her earlier was on her tail again. He bumped her off the road and sent her careening down a steep hill and smack into a tree. She stumbled out slightly battered. With the cartel catching up to her.

"Well well, a snoop."

"Hey, I'm just a teenager. I'm a farmer."

"Are you?"

"Yeah."

"You know Drug Dealers run a high-bounty, now what makes me think a poor dirt rat wouldn't want to turn us in."

"I won't I swear."

"Boss! We have Feds inbound. Helicopter patrol is rounding the peak."

"Let's kill her now!"

"No. If we do than we have a body."

"Christ man, it will look like a friggin accident. She was going to fast and ran off the road."

"Better make a decision quick."

"Well we need a delivery mule don't we? Since Conway got snuffed. Why don't we keep her boss. She's rather cute."

"All right. Night, smash the windshield open. That way when they come to investigate they'll think her body flew down into the ravine."

The sound of a helicopter drew close.

"Wait, boss, I've got an idea."

The chopper was soon on top of them. Two agents roped down.

"You okay?"

"Oh she's fine, she lost control and careened off. Thank god it was with a hill huh?"

She silently nodded as he held the gun into her backside. "I don't have insurance, so please don't report this. We're too poor to afford the insurance and we'll never be able to pay the fee for this."

"All right. But we're still going to have to radio this in. Some people will be here shortly to help deal with this."

Soon the Agents were gone and the chopper had moved on.

"Let's go. I'd rather not wait around." He urged everyone into their trucks and jeeps.

When evening fell tow crews were working to pull the wrecked truck onto the road. Detective Kawasaki part of the Drug Squad was on scene. It wasn't suspected it was a Drug Call but because Drug Agents called it, he decided to check it out.

"DEA called it in." A CSI tech told him.

"Yeah so where are the good Samaritans?"

"Sir, down the road about 5 miles we found evidence of another possible crash. Unfortunately it's at the Death Drop. 850 feet, not likely we'll ever find them."

"Well makes sense they were probably rushing to get her to a hospital and went off the road themselves. Did anyone get an ID on them?"

"No sir."

"Careful, careful!" The tow cable snapped causing the truck to roll down the hill and deep into the canyon.

"Idiots! Now we can't identify who ever the hell was driving this truck, well done!"

"Sorry sir."

"Oh sorry, NOT AS SORRY AS I AM! Get the hell out of here all of you."

"Relax. It was probably someone driving to fast. Doubt it was of any interest."

"Yeah well I have three girls of my own, I just feel for the parents probably going insane about wondering where there daughter is right now."

In fact they were. "She left over 8 hours ago. She's not in school right now."

"Well that is true, but we can't declare a missing person until 24 hours. Your daughter is a teenager therefor she's not in the high-risk."

"She's a 16 year old!" the mother cried. "How is she not high-risk?"

"Well compared to a 4 year old or something, she can defend her self and easily run. In addition there is the possibility she ran away."

"Why would my daughter runaway from home?"

"Well Mr. Tsumoto, a lot of these teenagers isolated in the mountains or on the plains for so long tend to grow cabin fever. An argument or something can easily spark it off."

"We had a small argument a few days ago," Her mother continued "But nothing to make her runaway. She must be missing."

"Yeah, or hurt or something. What if she went off the road somewhere?"

"Possibly. But we have had no reports matching the vehicle you found."

"Listen we'll do all we can. Just remain patient."

The police left.

"Takumi?" She asked.

"Bull. I'm hiring talking to the sheriff. I'm calling for a cab to go down, I'll look for her along the way."

"You won't find anything. Wait till morning. Go into the city then and look into getting more help."

The nearest police station was miles away.

"We dropped the car."

"How did you drop a half-ton truck?"

"Well the cable snapped sir. The DEA Agent didn't make it easier."

"Oh the DEA Agent. Well if I get an angry call it's on your heads. And guess what, I'm also up for election as Governor. What kind of car was it again?"

"It was a white pick-up. Old, at least 10-15."

"Christ, it was probably some duche not wanting to pay the fine for no insurance. These dirt rats that litter the mountains are all dirt poor, and no body was found at the scene. The way I see it, there's nothing for us to look into."

"Sheriff." the radio crackled.

"Go ahead."

"We have a possible MT, 16, female."

"24 hour rule, you told the parents that right?"

"Affirmative."

"Than why are you telling me now? Call me tomorrow evening when it's been 24 hours. Anyway."

"Woah Sheriff, Missing Teen? What if it was the driver of that truck?"

"Again, she'll probably turn up in the morning."

The following day Takumi made it down the road to talk with the Sheriff.

"Listen, until..."

"I know the damn 24 hour rule but my daughter is missing. I want someone to start looking."

"Sir, there's a good chance your daughter has gone off the road and is at the bottom of that godforsaken canyon."

"My daughter is a very safe driver. She's even timid to go 15 on that road. Have you found the truck or any thing?"

"Well...No. We haven't sir. Nothing at all."

"Than she could be alive. I mean if you've found nothing to indicate she could have gone off the road she could be alive."

"We'll look into it sir. I promise." He urged him out of the room.

"You know, if you don't help them they'll go to the media."

"I don't need the Executive Committee to see this. I need to do something about it." He grined as an idea sprung to mind.

In the evening Takumi and held his wife as they hoped and prayed for their daughter's safety. The sound of knocking made them rush to the door.

"Yes?"

"Mr. Mori, your and your wife are under arrest for the murder of your daughter."

"What?"

Cuffs were slapped onto them as they were taken to the police station. The sheriff had the media on them right away.

"Why did you kill your daughter?"

"We didn't." They were processed.

"Well after a short investigation we quickly discovered there was a substantial life insurance placement on their daughter so the parents sabotaged the truck causing her to go off the road."

Later on the local Judge sat down with the sheriff.

"Well I can understand you wanting to cover but I can't forgo a criminal trial. I'm also eying a seat on the High Bench in the Capitol."

"Right well the media has already convicted them. All we have to do is put on a nice trial show and throw them in a cell forever. More than likely their daughter is dead anyway."

"Well considering I'm letting you hold them with a bogus theory executed by you I can only play along or risk my position on the Bench."

"And think about it, the Sheriff who solved the case. I'm tough on crime. It will hold me in the polls real well."

"What if they ask for an attorney?"

"Can't you deny them one?"

"At present no. Unless handed to me by official Executive Order from the State Holder down. We only hold people with out trial for treason and terrorism. BUT considering these two are farmers I can appoint them a law-school rookie. They get an attorney for free, they'll never be able to hire one."

"Exceptional. Judge when I'm Governor I will personally write your letter of Recommendation to Miss Oda. You'll be on the High Court in no time."

OOC-yes!
IC-Mizawa Takani was one of the largest drug lords in the area. He was considered untouchable by many, and had managed to weasel out of no less than 14 trials. Often because the key witnesses, or the prosecuting attorneys, kept winding up dead in back alleys. The police had simply stopped trying, and had concentrated on actually stopping the drugs themselves, rather than the supplier.
Mizawa was getting impatient. Two of his runner were supposed to have been back here a while ago with 40 kilos, which would have gone a long way towards buying that new villa on the coast. They were late. Mizawa was contemplating whether or not to shoot them both if they ever showed up, when he decided to contact them. He motioned to one of his secretaries. "Get me (insert names here) on the phone. I want to know what's up."

"Boss, it's Takani."

"Akira here. Yeah we're fine, we had a little delay in the Cocoa canyons. We're taking care of it as we speak. We'll be down in the harbor in another hour."

When the hour passed they dragged her out of the car.

"If you don't want your precious mommy and daddy to be burned alive in their sleep you will keep your mouth shut. You here?"

She silently nodded.

"Not a word, not even a prayer."

He yanked the cross necklace from her and tossed it into the water. Hikaru felt bad it was a gift from her parents.

"Sorry we're late." He tossed her to the floor. "This was our delay. She spotted us taking care of Mr. Tanaka in the canyon. We managed to make her conveniently disappear."

-------------------------------------------------------------------

Over her morning coffee Attorney at Law Yuki Aihira spotted the grapevine story of the parents.

"What the hell? Koh, listen to this. Takumi and Aa Mori, two farmers in the North Canyon commonly known as Cocoa Canyon have been indicted on charges of murdering their daughter for life insurance topping $250,000 Dinars."

He whistled "Damn, another insurance killing."

"There's some bull to that story. Think two farmers having a 250 grand life insurance on their daughter? That's even more than what my own children are insured for, and I'm a lawyer. This isn't right, I'm going up there."

"You know Mr. Takagi won't like that. He said for you to stop taking Pro bono."

"We represent CyberLink3, MediTech, and several white collar trash who embezzle their client's money, between them we're pulling down 5.12 million Dinars a year. Surely I can take a free case every now and again."

"I know your the idealist."

"Hey I worked my way through law school, rich boy." She whacked him with a newspaper. "Ow. Good luck."

She peered into her bosses office. "No." He said.

"Come on, you haven't even heard me ask you anything yet."

"No."

"Come on. Mr. Takagi..."

"Your coming to me with yet another sob story you want to take pro-bono. If you want to keep working for free you can resign and go work for the Public Defenders Office."

"Come on, you know I'm your best attorney here."

"You've got two minutes."

"A farm family is being accused of murdering their daughter."

"Of course, we all know farmers don't kill their children."

"Let me finish. The Local Authorities claim it was for life insurance. But the sum of her insurance is far to high for a family of this income."

"You know, I happen to know some poor people who have insurance."

"Yes, but they farm cocoa and wool. At most they pull down 150,000 Dinars a year. Breaking down the average cost of living in this country, half goes to mortgage, health, bills, and basic living needs."

"Right."

"I'm sure if I get a look at there records, I can prove they could never have had such money and get the case dismissed, no trial, no headaches."

"All right, all right! I swear if you weren't one of my best attorney's--"

"Thank you boss."

(INSERT LARGE MOTOKATIAN CITY) was home to The Merchants of Death, named so for the many tonnes of cocaine and heroine produced and sold in (CITY). But sales were going down, and many of the Merchants officers blamed a drug baron by the name of Mizawa. Naturally, he would be taken care of. But other matters were more important. Like a large deal going down in one of the abandoned warehouses tonight. Mizawa's turn would come...

OOC: Can somebody be some random buyers or cops for this deal?
Comorostan

"Enter." The doors to Mizawa's private office opened and a lone man entered. "Ah, John Black. My favorite hitman." "What you want now, Takani?" "I've got a little info on a Merchants of Death meeting going down tonight. I want it scrapped. However you want, I could care less. Just wreck the meeting, and try and get any of the drugs you can." "Got'cha. Wreck meeting, salvage drugs. Any means." Mizawa nodded. "Now get going."
As Black left, Mizawa leaned back and folded his hands. The loot from the meet would make up for at least some of the stuff lost from Tanaka. And setting the Merchants of Death back a bit wasn't bad either...

The Merchants were waiting for their contact. They'd anticipated a possible raid by the police, and were armed accordingly. The dozen men who were security were all armed, and positioned on the catwalks, patrolling the building. The thirteenth man (PR, you could say) wasn't armed, but he wasn't afraid, either. The table with the duffel bags of drugs was in the middle of the large, one-room building, with a large field of fire for the guards. And if the cops showed up, who would be better armed and trained than drug dealers and thugs, well, to be honest, it would be every man for himself. Not the best contingency plan...

John Black went up to the side of the warehouse. He has scoped the place out from afar, and figured out the best idea was to start a fight between the two sides. A little C4 on the walls, and some convenient automatic weapons fire, would start off a brawl. Then it was a little matter to inform the police and the whole deal was scuttled. John set the last bits of C4, then unslung his AK47 and went to wait nearby.
---
Some Time Later
As the other party's car drew up, Black out his call in to the police. They would be there in about 15 minutes. Plenty of time. As the last person entered the warehouse, Black hit the detonator, and the C4 on two walls of the building erupted in explosions. A heartbeat later, Black went through one of the holes in the wall, and, obscured by smoke, opened up blindly with his AK.

The assassin had been caught on camera long before he'd placed his explosives, but alas, the cameras were unmanned due to the lack of personnel. So the explosions were a complete surprise to both the dealers and the buyers. The blast threw a guard into the air, and another was hit with a stray bullet.

The man at the table hit the deck as the guards fired at both of the holes. The buyers ran back through the front doors and back to their cars. The table man shouted, barely audible above the gunfire, "It's a fucking raid, everybody get out!" He produced a Glock 18 pistol from his waistband, grabbed the heavy duffel bag, and scrambled to the back of the warehouse, which had become a trap.

All the while the major bust was going down somewhere else yet another drug trade was commencing. Hikaru walked out of the car with the duffel bag to the guys.

"It's 200 k. That's uhh-50 dinars a piece so...."

"I know what it is, bitch. Just give me the damn bag and you'll get the money."

She handed it over and she was given a bag load of cash.

"Tell your boss, he may have some new customers. I've got pals interested."

"S-sure." She quickly returned to the car.

"Good job. You might do all right in this biz."

"How long do I have to do this?"

"Until we decide you can stop. But your a perfect mule. You see Cops usually look for the large thug, or someone you know, like me. An old guy with nothing to lose. Teenagers are usually hiding in the back of stall shooting up dope into their veins. That's why your so valuable to us."

"I'm only doing this to protect my family. We have a deal. Don't forget I'm a teenager, I can run fast. I'm captain of my track team, so I know how to run jump and climb. You break our deal, I'll run to the cops with a bag of evidence. You can kill me later it won't matter but I will do it."

"Take it easy. We're not going to kill your precious family."

"They will wonder where I am."

"Not the way we did it. We staged your death. Let's go."

The car drove off.

In the jail the parents sat in anxious wait for their fate.

"Hey your lawyer is here."

"Lawyer? Did you ask for one?"

"No. They must have appointed one."

"Great, that means we're getting a rookie. This sheriff is more crooked than our fence post."

But it wasn't it was Yuki.

"Good morning. Yuki Aihra, Attorney at Law for Takagi, Ito, and Uchiya."

"That's one of the most regarded firms in the country. We could never afford you."

"You won't have to. I'm doing this pro-bono."

"The State didn't appoint you?"

"No. I did. I think something is up, and you'll need a good attorney to help you over a law school rookie. Not only will I get you out of here, I'll get that sheriff of yours and judge stripped of their right to practice law anywhere, ever again. Now what happened to your daughter?"

"We don't know. Hikaru asked me if she could take the crops and everything else into town, she was going to get the money and also take a day and buy some things for her self. But she never made it, and no one will listen to us."

"Well it makes sense to me, there was a recent accident on the road into this canyon, they lost the evidence before they could examin it. I don't know where your daughter is, but I'm going to help you find her. But you can't do it in here. I'm going to the Attorney General and having this case bared from the bench and your officals blocked."

"Can you do that?"

"Trust me. I also know some resources you can go to to help find your daughter. All right, I've got work to do. Trust me, I'll save you both from a hanging or firing squad or whatever they do here. I'll need to do some snooping, but I will get back to you."

The Merchant fell backwards as the large bullet ripped through his skull. He didn't feel any pain. He didn't feel anything. The fact that he'd been shot and paralyzed didn't even register. There was nothing but emptiness for him.

The intruder had taken the drugs and vanished. The deal was ruined. Half a million was gone. The cops would be hear any minute. The surviving guards rushed out the back door, when one of them checked the pulse of the Merchant-officer. "Jesus Christ, Joey, Willinger's not dead!"

"You didn't let them see you?" "No," John gasped, "they saw nothing." "Good. You did good." With that, the man pulled out a Desert Eagle and fired two rounds into John Black's skull. "I dont know, Boss didnt say, he just gave the file." Archie said with a shrug. "Just look at it." He said as he strided out of her office.

The plan was simple: destroy a few of Mizawa's various fronts, and maybe even steal some of the cash to make up for the half-million lost. Mizawa had a (GENERIC SMALL BUSINESS/FRONT), and it was the first target. The four Merchant enforcers staked the (GENERIC SMALL BUSINESS/FRONT) out for days in a black Crown Vic, and decided to strike. The men left their car, shotguns and molotovs at the ready. (OOC: This is actually against Hikaru's captor's business, the attackers just think they're attacking Mizawa .)

The ploy to kidnap the cop was working as planned. The Merchants of Death had broken into the building, and set their ambush. It was a small team, only four men, but they were some of the best soldiers any army had ever seen. Well, they were the best before they were dishonorably discharged for various charges of rape and misappropriation of the military's equipment. After that, nobody would hire them for anything other than menial labor, and they had their skills had mostly atrophied away. But they were still strong men, and when they cut the power to the police station, after the cop came in, they were completely confident.

Hikaru wanderd deeper into the jungle. It seemed no end. Unknown to her, she was in the middle of Kyoshi National Park, the largest tropical jungle in Motokata. Thunder rumbled as heavy rains flooded the path ways, tredging through the thick mud and nearly knee deep water was tough even for this farmer. She stumbled upon a seemingly abandoned hut. She knocked with no answer she forced her way inside. It was abandoned likely. Old, decaying, but it was shelter. The pounding rain echoed though the small cabin. The cabin had two levels. Stacking old crates she climbed up to escape the flood waters.

"I had a feeling she was...'special'. And let me guess, you want me to help you find her? Seeing as I was probably the last to see her."

"Yes ma'am. Did you talk to her?"

"Yes ma'am. Did you talk to her?"

"Well, not really. Although, I do know which way she was headed when she drove off. Doctor, are you done?"

"Just about; there. I wouldn't recommend leaving though."

"I know, I wont do too much. I just want to help this officer find that girl." Nagase turned back to Kawaski, "Shall we?"

"Let's go." He lead her out to his car. As they drove back to the spot he briefed her on the situation.

"About three days ago a jeep was reported off the road in Hell's Canyon. Now everyone knows it's the most dangerous stretch of road in the country but what is strange about that is we didn't find a body. We lost the jeep while trying to pull it up. Earlier that day one of our Hawk Agents reported seeing a teenage girl with several strange men. The very girl fits your description. And to add to this mystery, the parents attempted to report their missing daughter, but were blown off and falsely arrested to be silenced. Whatever is going on recently, it involves her somehow. She must of exceptional value to cause this much commotion. "

That's quite interesting. I last saw her driving toward the forest.

That's quite interesting. I last saw her driving toward the forest.

He stopped. "Towards there? I was afraid of that. That is the most dense and deadliest jungle in the nation."

---------------------

Hikaru woke to find a snake on her. She was startled but after a good look at it it was a harmless native. "Hey there fellow, you all alone too huh? You're kind of cute."

The snake gently wrapped around her hand and continued extending and retracting it's forked toung.

"All right here you." She let it go free. What a miserable night it was, rain wind thunder and lightning.

"Where am I, it's a very good question now."

"Yeah, you think she's still in one piece?"

"Yeah, you think she's still in one piece?"

"Maybe. If she's strong enough she'll endure. I need to get Search and Rescue ops going."
