The charter of Jennings & Rall was originally written and adopted in 1780 during the merger of Jennings Shipbuilding and Rall Armaments, during the era in which J&R was strictly a corporation. Over the years the charter has been amended and rewritten to modernize the company, eventually forming the charter of the nation created by Jennings & Rall.
The charter outlines and defines the internal structure of Jennings & Rall, both as international conglomerate and government body, and sets forth the rights and privileges granted to citizens residing in company controlled territory.

Structure:

The Jennings & Rall education system is highly focused on teaching students in the area of science and mathematics, due to the nature of the corporation. Educational facilities are entirely equipped with wireless network access, and students are provided a laptop computer able to access online information sources, continually updated and maintained by the Jennings & Rall Office of Education. The classroom revolves around hands on activities, simulations of real world situations, and the demonstration of knowledge through projects.

Students attend the levels of schooling, elementary school, junior high school, and high school, divided into 12 grade levels which progress by the average age of children. Elementary consists of grades one through five, the student starting their education upon their fourth birthday; junior high school contains grades six through eight, and acts as a buffer between the basic curriculum of the lower schools and the advanced education of high school. High school is made up of grades nine through twelve, and highly focuses on the studies of science and mathematics.

Upon graduation, the average student has progressed to and completed Calculus alongside Discrete Mathematics, as well as Advanced Physics. Students from the J&R school system are highly competitive in the fields of medicine, engineering, and mathematics.

Description:

The network infrastructure of Jennings & Rall is highly advanced, and wireless internet connectivity covers nearly 98.236% of the nations total land area. The availability of the internet has lead to a revolution in everyday life, as more and more information and services become reliant on the high speed internet provided by the government. Long distance data transmission is handled by a network of MASER facilities, or by fiber optic cables that are constantly maintained by the nation.

The Jennings & Rall Office of Electronic Surveillance is responsible for monitoring and maintaining the countries internet services, as the Office of Communications, Network Security, and Data Management are contained within the organization. Internet activities are heavily monitored, however, users enjoy nearly unlimited freedom while using the service.

Immigration, Travel, and Customs Restrictions:

ALPHA

Passports with photo identification are required to travel between foreign nations and Fells Point, and restrictions are few on who can and can not enter the country. Fells Point Citizens may travel to any country and return with only proof of citizenship.

BRAVO

Passports are required to travel between foreign nations and Fells Point, however baggage is checked more frequently, and government agents may accompany international flights to and from destinations. Fells Point Citizens may travel between any country with valid photo identification and passport, citizens bags may be checked while departing or entering the country.

CHARLIE

Passports, additional photo identification, and proof of citizenship are required for travel between foreign nations and Fells Point. Citizens may only travel to neutral or allied countries, and will be subject to security checks, required passport and proof of citizenship.

DELTA

Do you mean 5,234.262 meters? Your original number would equal 5,234.262 kilometers, which is thousands of miles high.
