The Hierarchy decided to establish relations. Their motives were as yet unclear and perhaps never really clear even to each other within the Hierarchy. Certainly the AI had plans of its own while at least one brain was plotting a coup. None of this was common knowledge to the citizens of the Imperionicron, who went about their duties in an orderly, silent fashion. But some kind of contact with the outside was needed. Hence, the machinery designed to transmit radio waves was activated, it being determined that more exotic forms of communication may not be picked up.

We desire relations with those of a friendly nature.
We are not hostile.
The message would loop continuously and if an answer was received, then a different message would be sent. This was decided to be the least intrusive method, albeit the transmitter was extremely powerful and could likely cause an annoyance with some of those the Imperionicron is intending to meet.
