The sun raised itself lazily over the Pastel Coast of south-west Sarrowquand, its early morning rays passing through many of the coloured glass statues of Tranquillity City and casting shifting blends of coloured light over streets and buildings. By virtue of its position as the main city of Sarrowquand’s tourist region TC possessed only low levels of industry and only a medium population density with few high rise buildings and a firm green belt: filled with parks and gardens, and ringed by forests the city was including the green belt at least forty percent green space and was built around the Sarian idea of a garden city. It was further beautified by pastel coloured buildings that reflected the out-of-sight beach’s mineral stained sands that the coast was named for and cobbled streets that had not seen automobiles, except for emergency vehicles, in thirty years.

Although never truly at a standstill this time of day was the quietest for the city, in a few hours the many tourists staying in the city would rouse themselves from their hotels and begin about their leisure. As Tranquillity City was a city at play TC bureaucrats rarely had serious issues to stress over but today was different, today was the first day of the CAN conference for the promotion of nuclear peace and safety.

Tomas Coin had arrived by train a few hours earlier to take charge of conference preparations and to relieve the now stressed out local bureaucrats. An international conference on this scale was already a high stakes affair but with some of the dubious practices already applied by the more radical members of the coalition and the threats issued against the conference the dangers of failure had been escalated.

Tomas knew that the First Speaker had gained initial support across the board for involving the Dominion in CAN but with the growing controversy and danger that extra support looked set to cave in, should the conference fail to produce results then the best case scenario would be that the Speakers party would be weakened whilst the worst case would be the triggering of a vote of no confidence against the Rebecca Silinky: By virtue of his position within the Grey Bureaucracy Tomas didn’t need to worry about such shifts in politics but as a good citizen of the Dominion he naturally craved stability and disliked the idea of the long peaceful reign of the Speaker’s party under Rebecca Silinky coming to such an ignoble and abrupt end.

After arriving at TC Hall, the bureau’s local headquarters he began looking over arrangements. Landing schedules had been worked out for CAN members wishing to attend; invitations had been issued to reputable press agencies. Security procedures had been arranged for both. ZMW Royalles had been dispatched to TIDoS, the cities airport to pick up arriving delegates, the press had been directed to use trains.

Security was in place at Serenity Dome the venue for the conference and the conference itinerary and after party had been arranged. Now he just needed to wait for the representatives to arrive.

One of the aides to the Supreme Chancellor handed Nikitin an official notice during his evening cocoa. It announced that CAN was to meet in Sarrowquand to finalize their beliefs. Oscar Nikitin smiled to himself. He wondered how interesting it would be to throw a wrench into the gears by attending. Xult was not on good terms with Sarrowquand. But perhaps if Hierphil had allowed Xultan diplomats to enter, Sarrowquand would consider similar action. Supreme Chancellor Nikitin reached for his phone and dialed his chief secretary who patched him through to Tomas Coin, the man in charge of the meeting.

"Mr. Coin, this is Supreme Chancellor Oscar Nikitin of the Supreme Dominion of Xult. I have recently received an official notice claiming that you are holding a summit of the Coalition for the Abolishment of Nuclear weapons. I would like to request personal attendance at this meeting."

"Supreme Chancellor, you are welcome to join the conference, for the security of our guests you may be required to limit any guards or weaponry that you bring with you."

Whilst speaking he typed a message to Ipson Grass to keep tabs on what Xult was up to in Hierphil, he smirked a little, Ipson worked for the New Foreign Office and there was no love lost between the two foreign offices, had Ipson not left without the BFA Grey Bureaucrats then he would have had to assign this potentially dangerous task to one of his own people. Instead if a Speaker’s appointee messed up and came home in a box he would be able to use the incident as ammunition for disbanding the NFO.

"We would expect you to limit the number of guards entering the state and the amount of hardware they have, we will set up a tent at a section of Tranquillity airport and search any guards that you wish to take with you to the city proper. You yourself will also be required to pass through a metal detector. The guards accompanying you through the city, we ask that you limit there equipment to non-lethal or ceremonial weapons, if you feel the need for stronger security then we will be willing to assign Dominion forces to protect you. You will also be under the observation of our security forces. Whilst present you will receive diplomatic immunity befitting your station. We will also not permit other representatives from unduly harassing you. Is this acceptable?"

Coin didn't know much about Xult. He knew that whilst they may be a new and relatively minor power that they were considered dangerous and that the hatred between Xult and Hierphil ran deep. The First Speaker appeared to be courting Hierphil as an ally and friend which might strain any relations that Sarrowquand might develop with Xult in time; still she was only one power in the Dominion's politics and thing might change to a more neutral footing sometime in the future.

Coin was surprised, no objections. Perhaps he was mistaken about Xult. The Dominion of Sarrowquand was a place of great ethics and low morality and his people had served the Nerontire Empire, who at times had been as bad as you can get, for almost two thousand years before the empire's decline had brought Sarrowquand peaceful independence, the War of Dominance had also been a bloody affair. So maybe he was too quick to judge. After all his own nation's past was hardly squeaky clean. Doubts rolled through his mind before he refocused on his goal: To ensure the conference continued without a hitch and however he looked at it Xult being present could cause just such a hitch.

Ambassador Jacobin Rousseau, being a couple of minutes late, was apologising profusely as he entered the conference room. "Good evening gentlemen, I hope we can right on with the conference.", He took his seat and began quickly looking over his notes.

OOC: I suggest we ignore any attacks by 1010102 (Binarian Empire). It is unprovoked and illogical in any diplomatic mind. Besides, its understood that WE (as "attacked" nations) declare how much damage took place.

In a sense, an invasion from Binaria could be ignored if your motives and rationales are adequete and supportive.

Diplomat Connor Aksel from Jacobiania basked in the sunlight of Tranquillity City. Being it was the winter months in Jacobiania, he had not seen the sun for almost 3 weeks now. "Alright, to business..." he whispered to himself as he put on a smirk. He calmly walked into the conference room. "Now gentlemen i believe we ha-" he paused. A representative of Xult? he thought. what on earth... Xult's presence here would certainly reduce power given to the CAN, this will get interesting.... Connor sat in the chair furthest from the Xultan, put on a smile and started fiddling with his thumbs waiting for the other members to arrive and to see their reaction.

Serenity Dome: Main hall conference day 1

The Dome was quickly filling with people and bureaucrats and general staff scrambled to keep everything orderly whilst Yellow Jacket and DSSF guards moved about with an air of tensed calm. The main hall of the building featured a stepped pyramid like design under the domed ceiling that it was named for. Each tier was set aside for a different purpose; the floor around the pyramid was filled with information stalls, T.V stands and food stalls and was open to members of the public who had gone through adequate security checks. The first tier had been set up with lounge furniture and was divided by light screens, it was reserved for guests specifically invited to the conference and provided space and opportunity for representatives to unwind during breaks should they not wish to leave the main hall. The second tier was crammed with hard foldable chairs and provided space for journalists to listen to the conference; the Dominion had announced that it would be responsible for filming of the meeting and would allow free access to an uncut tape to interested media groups, as such journalists and reporters had been unable to bring filming and recording equipment beyond a pencil and paper into the hall. The third tier was divided up into sections that accommodated some comfortable seating and space for non-CAN delegates to relax in with their entourage; each section enclosed on three sides with bullet proof glass and plastic to safe guard the representatives leaving the side facing the fourth tier open, a bureaucrat waited at each of these booth’s along with two members of conference security and a member of the Dome’s service staff, ready to attend to representative’s needs. The fourth tier held the conference table at which CAN representatives would sit down and attempt to find a balanced and practical way to reduce the nuclear dangers of the world; behind each chair was a trap door capsule elevator that should the need arise would allow delegates to rapidly escape to the subbasement of the building, where members of each nations security service had been placed along with a way to exit the building without exposing delegates to danger.

Lillian Silinky greeted various representatives as they entered the Dome’s main hall, as a conscripted member of the bureau she was one of lowest ranked bureaucrats, fulfilling her two year required service to complete her political citizenship, being here at this historic event even in the capacity of a glorified errand runner was incredible and surely more then just coincidence given her mother’s position; she had watched as Xult’s supreme leader had strolled past her maintaining perfect poise and grace and taken his seat on the third tier of the hall. She had seen the nervous looks that other representatives had cast him as she had directed them up past the Xultan booth to the fourth tier, just as she had observed the refreshing and genuine enthusiasm of other delegates who had come here hoping to secure their people’s future against nuclear terror and make a genuine difference to the world. She hoped that this could be done and that this alliance would take the world one step closer to her mother’s dream of peace.

Tomas had just got of the telephone from General Gaunt of the Wolf’s hold, having thanked him for his declaration of support, when he was handed a telegram from Hierphil, an elegant way to communicate he thought to himself and began drafting his reply. He sent his nearest aide down to the TCGHQ communication room with his reply.

TELEGRAM TO HIERPHILIAN MINISTRY OF FOREIGN AFFAIRS

Xultans welcomed due to official policies STOP Will not be allowed in conference armed STOP Dominion asks for patience from Hierphil will keep groups separate should need be STOP Please come STOP Please feel welcome and safe STOP

ooc: To Shakal and Falkasia, et al; thanks for the offers of support, as far as repeated warning goes for legitimacy I don’t think it counts if you just repeat short barely explained threats. If there is an RP reason for an attack then it won’t be ignored but seeing a nation invade another nation that they have had little contact with and attempt to execute all of the delegates of a non-military alliance that hasn’t done anything yet is way over the top. It needs to be an appropriate response to be legitimate maybe strike up a little foreplay in another thread about seizing DoS ships or kidnapping vacationing citizens or accidentally sinking a navy vessel. Right now it just seems as though the Binarians are bored. Issuing threats isn’t to terrible but they don’t explain the source of Binarian angst, theirs no dialogue only an official statement feel to it.

The Supreme Chancellor marched into Serenity Dome with a number of soldiers trained in hand to hand martial arts. He doubted that he would be permitted much further with his men. They would likely have to disappear somewhere. But no matter. He doubted anyone at the meeting would dare to fight him physically. As he found his seat, he had a perfectly clear reason for personally attending the meeting. I need to reestablish Xult as a world power. I need to gain the respect of ignorant, shallow-minded fools who believe in democratic rule or the imaginary virtue of peace. I need to gain their confidence so that I can gain influence, he thought.

Gunter Faust was delegation from Grammaria, being deployed in a Tupolev Tu-154 jet of the Reich's state-owned airlines. The aircraft displayed a large red flag with the stylized letter "G," the national symbol of Grammaria adopted after the rise of the fascist government.

Faust had his two aids with him in the plane, who had some paperwork with them in order to enter Sarrowquand and participate in the CAN conference. And of course, there were two guards in the field grey uniforms and their stalhelms, armed only with ceremonial K98k rifles.

"So, we are heading to the Caribbean I take it?" asked Faust, shifting in his seat to face one of his aids.
"No sir, not at all," replied the first aid.
"Oh really? Are you sure now, I'm pretty sure that-"
"No sir," interrupted the second aid, laptop in hand with a map of their destination, "Here is a Google map, you can look it up sir we aren't heading anywhere near the Caribbean."
"Hmm... So many countries, our intelligence needs some more funding I think," remarked the delegate.

Their plane entered Sarrowquand airspace and was heading to their destination airport, with only several minutes left until their arrival.

As the Grammerreich plane approached Overwatch Isle it was hailed by the island airbase's traffic control and asked politely to land for inspection before continuing on to TIDoS airport.

ooc: feel free to say that you stopped got inspected, landed at TIDoS, went through inspection there and just rp your arrival if you'd like, Dome security will be watching you carefully if you take guards with rifles into the main hall, very carefully from several angles.

Minister Richard Way walked calmly into Serenity Dome. He felt little need for guards. Sarrowquand was friendly to Hierphil and their relationship was growing rapidly closer. His guards had departed him some time ago and were now apparently in some hidden room. Way found his seat in the Dome then noticed the Supreme Chancellor of Xult calmly waiting in his seat. Odd. Why would Xult want to attend this conference? I highly doubt that they are planning to follow any laws limiting nuclear weaponry. And in any case, why would the Supreme Chancellor PERSONALLY attend the conference? Something about the Xultan's presence made him feel uneasy. He looked around for the master of ceremonies for the conference. Noticing Coin walking frantically around making sure everything was in place, the Foreign Affairs Miinster calmly approached Coin. "Have you spoken with Supreme Chancellor Nikitin yet?"

High Councilor Marshall stepped off the plane, flanked by his two Takaram Guard in dress uniforms and ceremonial rapiers. He quickly stepped into the waiting limo and rode to the Serenity Dome. He looked around seeing many familiar faces, including one who he was very surprised to see, Supreme Chancellor Nikitin. Marshall knew he was up to something, wanting an end to the use of nuclear weapons was about the last thing Nikitin would want.

IC: The Commonwealth Kingdom of United Earthlings will be sending John Hull, Secretary of Foreign Affairs along with some of his staff to be our representatives at the CAN conference. They should arrive within a day and in closing we would again like to express our thanks to the kindness various members of the Coalition have shown our government over the past few days.

Coin turned and realised that this was the delegate form Hierphil speaking to him, "ah ha, I spoke with him on the phone before he arrived, I was asked to leave him be unless he causes trouble, my superiors said something about someone coming down from Sarrowquand City to speak with him. Are you worried?" Coin sweated a little, he'd only dropped by to see if everything was in order. He needed to get back to TCGHQ to coordinate things properly and answer any telegrams; still he couldn't just blow of the Hierphilian delegate.

Richard Way didn't know if worried was the right word. "I'm...concerned. I highly doubt that the Supreme Chancellor would attend this meeting himself unless there was some sinister motive behind it. I don't want to hinder you, I'm sure you're quite busy. But whom may I speak with at length from your government?"

Coin looked around for another senior Grey to take over but he couldn’t see any, or think of any that weren't already bogged down in conference work. Then out of the corner of his eye he spotted a low level Grey showing someone to their seat; one he recognised. "Lillian" he called "come over here" turning back to Richard he addressed the Hierphillain apoplectically "I'm afraid my staff is largely tied up until this evening but the young miss Silinky here can take a note of your concerns and relay any messages to me directly. I also suspect that she'll be a good ear to talk to. Again I apologise for not being able to stay"

I was wondering: what do you know about Xult and the SCAR terrorist organization and is there anything you were delibrately told not to know?"

Lillian blushed a little as she thought about the delegate's question, she was in the spotlight now. "I know that Xult caused a stir and is considered a problem for Hierphil's security. You seek to pain each other wherever you walk. I know that SCAR claimed that they had nuclear weapons and that the Xultans say they have shed SCAr like a snake shed's its skin. Other then that I don't know a great deal but they seem dangerous" she remembered what he had said at the end of his sentence, told not to know, told not to know. "Oh, she said I've not been briefed, I'm too low ranking to have officialy learned any secrets, so my information is my own to share"

Richard chuckled a little. "Well, we certainly don't like each other but Hierphil wouldn't be opposed to peaceful negotiations. But aside from that, you must have had some education in political analysis to have reached your position. And surely your training has taught you that it is customary to send a delegation to such meetings as this one. Therefore you must understand why Hierphil is suspicious of Xult's motives at this meeting as their Supreme Chancellor is attending himself. If you are educated in the history of the Nikitin dynasty you would realize that the Nikitin rulers are ruthless, selfish, and deceptive. Oscar Nikitin must be up to something. How can you help me find out what it is?"

Ambassador Jacobin Rousseau had been sitting at one of the nearby conference tables, reading debriefing papers on SCAR and Xult, as well as the Binarians. He overheard the two delegates talking and walked over.

"This SCAR group has been a bit of a puzzle for me as well, have the Xultans severed all ties with them, or are they still affiliated?"

"Actually, Richard, I'm fulfilling my required two years conscription in the bureau right now, I've not decided what to do with my life after that, politics appealed during my undergraduate general education..." she trailed of "...how to find out what Xult is up to, you could confront the Supreme Chancellor yourself, otherwise there are so many things. He could be a passive element, he could be drawing eyes to him or trying to get some kind of response. Maybe leaving him alone is the right response."

She used Richard's reaction to this statement to think things over, how far should she go to help this man, messing with the Supreme Chancellor of a feared nation could be very dangerous indeed.

Officially, Xult has claimed that they do not associate with SCAR nor monitor their actions. However, we believe differently. The current Supreme Chancellor Oscar Nikitin, that man sitting over there, is the leader of Xult and brother of Ivan Nikitin, the founder of leader of SCAR. Nikitin has 'gone into hiding' but he is likely within his old motherland, Xult. Likewise, SCAR has been gaining weapons including, alledgedly, nuclear weapons but their purchases have been charged to the Xultan National Defense Fund. Naturally, we distrust both entities. "Indeed, they can be cordial if they want to or if they're apathetic. But if they want something, they'll be very deceptive. It may interest you to know that SCAR actually began as a respected alliance. So Nikitin was able to hide his motives. But eventually his motives were displayed in a near nuclear encounter."

The Grammarian aircraft had landed safely in Overwatch Island, passing inspection by Sarrowquand customs officials. The plane promptly took off yet again, and in short time landed in the TIDoS airport.

Delegate Faust and his two aids were escorted off of the plane and entered a ZMW Royale SUV. The two guards also entered the vehicle, and then they drove to the conference in Tranquility City.

My how these streets are empty of traffic, thought Faust to himself while traveling through the city, such artwork too. These people have had much time of peace to themselves, and a lot of devotion to the arts. This country is nothing like what I've seen in our country, or even our neighbors...

The SUV had arrived at Serenity Dome, and the delegate and his aids got off the SUV, followed by the guards, who all were checked by security. Faust walked into the conference room, and took a seat with his two aids by his side, and the two guards standing behind them.

"Guten tag," said the man in German, "in other words, hello."

Unsure what to do Lillian discreetly opened her PDA whilst the two diplomats talked with each other, she drafted a note to Coin, and sent it along with copies to a couple of her mother's friends in the New Foreign office, she hoped she could get some advice, still there wasn't much time until the conference began, only about half an hour and the Speaker for Sarrowquand was yet to arrive.

Lillian was running out of time, she could see the Xultan leader was speaking with another delegate, perhaps if she walked over… she began to edge away from Richard Way’s side and then walked down too where the master of Xult was speaking with a handsome man.

Although the conference was set to start in a few minutes the hall remained open for late arrivals, the casual sense of hospitality that ran through most of Sarrowquand meant that no complaints would be raised either by the organising staff or security as long as guests seeking to enter had gone through the proper security checks.

The seats around the fourth tier conference table still had some openings including the seat marked Sarrowquand: Loudspeakers announced throughout the lower tiers of the hall that the conference was about to begin. A party of six soldiers entered through one of the three double doors escorting the representative for Sarrowquand who would attempt to negotiate a safe and secure foundation for CAN; the soldiers were dressed in yellow coats, there outfit tailored in blue, each carried a quarterstaff length pole and flanked the representative. A buzz began amongst the Dominion citizens, the one who would take the conference seat on behalf of Sarrowquand was none other then the First Speaker, Rebecca Silinky.

A person who rarely left here administrative base in 1st Town, Sarrowquand City to see the official leader of the Dominion was a rare sight. Silinky, still flanked by her guards began to walk up the stairs past the reporters and past the observer delegates, a she passed the third tier she looked over to where Supreme Chancellor Nikitin was engaged greeting another delegate; she continued on to the conference table and took her seat.

Taking a breath she said, “We will begin with our initial review of proposals submitted for the formation of CAN, delegates should find that they have received papers detailing the proposals of Sarrowquand and United Earthling as well as the initial documentation laid out by Daiwiz. I would like to hear each representative’s interpretations of these plans as well as any other proposals. Please be aware that this conference is being recorded as well as being broadcast live, any delegates arriving late should be able to remain in the loop as it were by watching the broadcast. Let us begin.”

Ambassador Demetrios Aëtius was in an irritated mood. He had been abrupty informed that he was to be sent to the CAN conference as an observer and given a very short time to prepare for the trip, which required appropriating one of Osea's supersonic transport planes in order to make it on time. After that, he quickly got into a car which rushed to the Serenity Dome. It arrived just on time and, after going through the security checks, he quietly took his place in the conference room.

One of the aid bureaucrats circling the conference table attracted the First Speaker’s attention and gestured in the direction of the Xultan. Silinky looked down to the next tier where the Supreme Chancellor was standing patiently. She had intended for the first round of discourse be that of CAN delegates but it seemed they were still looking over the proposals, or waiting for someone else to speak. She smiled at Nikitin “Supreme Chancellor of Xult, the floor is not yet open but neither have I said that it is closed, you are polite and pay us a courtesy in your personal visit, if you wish you may speak your peace however we may need to move on depending on the length and content of your speach. I assure you though that the time will come in this conference when observers will be welcome to level all the criticisms they like, within reason.”

Hearing this an unseen bureaucrat overseeing the broadcast flicked some switches altering the camera display for the live broadcast, and microphone to Nikitin. Suddenly the large monitors throughout Serenity Dome and the rest of the 'watching world' showed the face of Oscar Nikitin, Supreme Chancellor of Xult. Viewers throughout Sarrowquand held their collective breathe as they waited to see how he would use this opportunity. They had heard rumours of him and of his people but reporting on Xult was still a minor affair within Sarrowquand. For the majority of the public this was their first contact with Xult beyond gossip; what would he say?

Supreme Chancellor Oscar Nikitin smiled kindly at the cameras. He knew this was his big opportunity. Another like it would not come. First impression were created once.

"Thank you, Madame Silinky. Ladies and gentlemen, for those of you who do not know, my name is Oscar Nikitin and I am the Supreme Chancellor of the Supreme Dominion of Xult, a medium sized ice covered nation in far northeast Asia. In the past, the international community has not held Xult in the highest of esteems due to rumors regarding our relationship with a terrorist organization known as SCAR. The Socialist Countries for the Advancement of Rebels began as an alliance of countries of which Xult was a part that pushed for reform in the international community. However, when the motives of SCAR became unclear, the international community rejected SCAR and reclassified it as a terrorist organization. Because the founder of the group, Ivan Nikitin, is indeed my brother, certain nations have declared that we must support SCAR and all of their actions. This is a lie. I am very close to my brother because we are family. Family is most important to a successful community. But Xult neither endorses not rejects SCARs actions. You may ask 'Why have you come to this meeting today, Supreme Chancellor?' The answer is simple. I long to reestablish my beloved motherland on the international stage. I long to gain the recognition, no, the respect of the international community. It is wrong to label a country based on its history. No, a country should be judged on its present and presently, I am here, a humble diplomat, asking for your respect. Will you allow the cold ice of old prejudices to estinguish the fire of an open compassionate heart? Or will you soar above history books and instead look past history to the horizon in the hope for a new future? Some people, some nations, may try to destroy the Xultan name in a vile and purely evil attempt at raising their own reputations. But will you look above biased speech and focus the eyes of your wise minds on the international, interracial, interreligious equality that is humanity? Do not let lies corrupt your beautiful nations.


Now, some may say, 'Supreme Chancellor, what does your international goal have to do with this coalition?' Another simple answer. The history of my country is one of corrupt leaders and poor conditions who favored a strong military for the sole purpose of war. I, like my predecessors, believe in a strong military. However, my army is one of protection and dignity in the international community. No matter what your nations choose to believe, it is widely agreed that a military is vital in becoming recognized on an international level. And, as you know, military is not built solely on man power. Technology and weapons are also very important in order to receive recognition from foreign powers. Sadly, this quest for technology has brought our era to nuclear weapons. Unfortunately, nuclear weapons are often proof that a nation is advanced. Nuclear weapons gain nations a certain respect from other nations. A respect I long for Xult. I chose to personally attend this meeting because, as Xult's history has involved a near nuclear attack, I realized that if Xult began raising nuclear facilities, the remainder of the world would be alarmed. I assure you this day that my missiles will not be for unprovoked attacks. So as you write the constitution of this coalition, remember the respect that accompanies these deadly weapons. Remember Xult and all the nations like it who are striving to reestablish themselves on a world stage. We need nuclear weaponry. For respect. Not for war. For this reason, Xult will not lay down our arms. I thank you, Madame Silinky, for this time. Thank you people of Sarrowquand and people all over the world who are wtaching on television. Thank you Government of Sarrowquand for your hospitality. Thank you members of the Coalition. Thank you all members of the international community for this opportunity to fairly plea my case and the case of the millions of people who live in my beloved Xult. We will not forget this." Supreme Chancellor retook his seat.

Reasonable thought Silinky, more focused on the Xultan situation then the international stage or the direct effect of CAN but it still included the concerns of nuclear powers. Of course those powers that can rely on robust conventional forces and alternative WMDs would have different concerns to states that were in danger of being swallowed or brought down. It was interesting though that the Xultans seemed to have such a fortress mentality, it was almost a shame that she would never be able to see foreign soil for herself, to learn of the attitudes of another people directly.

Silinky refocused herself; Nikitin has made good use of his time to promote his cause which was deep down not the cause of nuclear powers but of Xult. It was time to get back to CAN issues and if the other delegates were unwilling to open debate then she would begin.

“Thank you Chancellor Nikitin, we will be sure to address your concerns when we reach day two of the conference.”
The cameras returned to the conference table for a moment before refocusing on Silinky.

“I would like to begin with the discussion of CAN members and the level of interventionism that CAN should practice. I know that some prospective members of this coalition have thus far been very gung ho over chasing down leads on nuclear threats as well as issuing some threats of their own. My own position on this should already be quite clear but I will restate this.

Personally I feel that challenging nuclear states, particularly stable sovereign states head on with the threat of military action is at best a foolhardy course of action. A course of action that can only increase the chance of nuclear disasters in the future; Sarrowquand, under my leadership, will not support such confrontational tactics. I believe that this is also the view of United Earthlings and Daiwiz.

If we were to go down this road not only would we irresponsibly place the world in great danger for very weak reasons but we would also grind down our forces or worse face retaliatory strikes that would leave our nations but piles of ash.

I do not see CAN as a military alliance, I feel that CAN must not be a military alliance. Let interventionist powers like Zinaire and Leistung swim this riverl; it is their natures to get their feet wet: Let us of CAN build the levies to resist the flood, let us canalise the stream that it flows more easily.”

Silinky fell silent and awaited a response from the table; she heard a murmur amongst the third tier delegates and hoped that they were reassured. She could see tightly packed journalists on the second tier scribbling away at their notepads, or typing on their laptops. Easiest to read though were the assorted crowds at the base of the hall, a slight tension ran through the air. Everyone wanted to know how this would turn out.

OCC: A small IC bump as it seems this thread has been forgotten about.

IC: As one of those late arrivals, John Hull entered the small meeting hall in the nick of time, considering the long distances he had been required to travel he wasn't in the best of moods. Being the Secretary of Foreign Affairs for a nation completely isolated for the most part from the international world had it's draw backs, one of which was the need to travel long distances to far flung areas. However, he along with his staff were here and he was going to make the most of it, whether he was happy about it or not. His personnel feelings would have to take a back burner to the affairs and interests of the Commonwealth he was sent here to represent.
