The Consular Meritocracy is a Democratic Republic consisting of two parliamentary houses, named The Senate and the House of
Representatives.
The Senate is open only to those with Political Science and/or Philosophy degrees, and is elected by the populace. The First Consul is elected from this house, also by the populace, for two year terms. A First (or Second) Consul may hold as many terms as he or she is elected to, but never two in a row, and may be stood down by a vote by their respective house. The First Consul has absolute power in foreign and military affairs for his/her term of office, but is subject to the veto of the Second Consul.
The Senate has the power to legislate alone, but is subject to a veto via vote in the House of Representatives.
The House of Representatives is open to anybody from the populace, and the Second Consul is voted by the populace from this house. The Second Consul has absolute power in affairs concerning the building of roads, schools and hospitals for his/her term of office. Education and health policy itself is formulated jointly by both Consuls, and must be ratified by the Senate. The Second Consul is subject to a veto by the First Consul.
The House of Representatives may vote to put forward legislation to the Senate, which must vote on the legislation in its turn. It also has the power to veto legislation ratified by the Senate via a vote.
We believe strongly in humanitarianism, and frown on ecologically naive environmentalism, often chiding that the whales have themselves driven some other plankton eater to extinction in their rise. And the story is similar for all endangered species, as it will be for us. Alea iacta est.
