Why would Alanea be interested in having 300 of its citizens shift to foriegn lands under refuge status? What crime/s has these 300 committed (if any)? What reasons are you doing this? Making a short statement lacking details won't get you anywhere in this world.

Jakra would be willing to hold these persons, but you must specify why they are refugees and no "undesirables" (Jakran Immigration Code, definition 16) will be allowed within the country.
Dear states of interest,
The Alanean government has had to make this appeal in light of an attack on one of our ethnic minorities. They resided on the most northerly Alanean island of Ingyeong, however we have had to plan an evacuation to a safer place. A foreign security service is attempting to steal information some or all of these 300 citizens may hold, information regarding Alanea's national defence developments. For more details please ask.

We understand why you want to send them away but this may also be a critical act depending on why they want to do it. For this, we'll need an identification on the foreign security service/s attempting to steal this information from these 300 people. In order for something to happen between Alanea and the Vamperial Order of Lynion & the League of Wolves, we'll need a detail report on Who, What, When, Where and Why.
