It was another clear afternoon in the Community of Isle Vanderheusen with giggling children running in the streets while fashionable women swarmed the clothing stores in pursuit of the latest fashions. Secluded away for the remainder of the last century after the French withdrew their forces, the Community was founded by a group of intellectuals calling themselves the Council Anarchists who believed in a mixture of different philosophies such as anarchism and the thoughts of Ayn Rand. Government was scrapped in favor of these directly elected councils - hence their name - and each council was told to send two representatives to the National Council which had been bestowed the powers of a normal government - dealing with foreigners and so forth. You have probably never heard of the Community because it hardly appears on any maps.

Katherine Gauthier stood at the podium while the members of the National Council were discussing various things amongst themselves. Miss Gauthier was blessed not only with the looks of a supermodel but with the intelligence and determination all politicians desperately needed. She was calm, graceful, and able to make and defend her point. With a wave of her hand, she calmed down the masses and then she spoke to them. "Men and women of the National Council, I am honored to be here among you after you chose me to be the head of this prestigious group of citizens. We, indeed, are blessed to have such a lovely nation for ourselves. Our citizens reap the benefits of liberty and freedom unseen in many parts around the world, our children are instilled with the benefits of using Reason in their lives, and every local council is productive and energetic - surely we have done well. I wish, today, to bring up my proposal to the National Council. This, indeed, is unveiling our nation to the world."

The members of the Council were silent at that moment. It had always been debated about what the outside world would think of the Council Anarchist movement with some fearing attacks by foreign powers. There were heavily equipped militias - with tanks and the like - but it was unknown if they could fight off invaders. Katherine understood this. She had been raised, though, by the chairman of her town's council - he had believed in diplomacy with other nations and instilled this belief in Kitty - that was her nickname - when she was a child. "My friends, it is essential that the Community learn about the outside world. Remember the motto on which this nation was built upon. Liberty, Equality, Fraternity. As we all understand, we have successfully secured the benefits of each in Isle Vanderheusen. Yet, indeed, we should expand these benefits. Fraternity with the whole world should be our aim. It is essential that our children - our future - learn all they can about the world around them. Of course, all things harmful to our beloved philosophy - Council Anarchism - shall be repelled at first sight. Many of you know of the ignorant Communists who spread their vile words along with the rest of the wannabe tyrants...."

The members of the National Council clapped while Katherine just stood there - smiling - remembering how her schoolteachers always emphasized devotion to the French Revolutionary motto - the foundation of the cirriculum - while condemning ideologies such as Communism which would overthrow the liberty and freedom built by the Council Anarchists. "Citizens, it is essential that our nation open a district in our capital city - the gracious city of Belleville - for foreign ambassadors to be stationed. Our students should be permitted to expand their horizons by visiting the educational institutions of the other nations. Our children should learn all they can about foreign nations in their studies - all of them know about our own. I say to you, for their sake, to accept my proposal!"

The National Council was soon adjourned with all the members walking out of the room - some of them talking amongst themselves - all of them preparing to vote upon Katherine's proposal in their private discussion periods. Once they returned, Katherine noticed, they had all ended up voting unanimously in favor of her proposal. Since the head of the National Council was given the right to twelve associates, one of them had been named the person in charge of foreign affairs. His name was Jean Marchand. He was handsome, dashing, sexy and generally a ladies' man underneath his seemingly professional exterior and, as he walked by, Katherine grinned. She knew how it felt to have men look at you in that way - the way suggesting they wanted to get some action - the way which had the usual response of a sly grin, or a smirk, or even a firm slap to the face.

Marchand's message wasn't anything special. What he had typed up was the usual formula of how the Community wanted peaceful relations with the nations of the world, how embassies were being accepted, how trade would be a splendid thing to have and so on in that fashion. Marchand wrote the message up and sent it away before he noticed his wife had came to visit him. His wife was aesthetically perfect. Like he was. Like many island women seemed to be - including Katherine. This was not to suggest that the leaders of the Community were all perfect looking people because not all of them were.

As Katherine walked out of the headquarters of the National Council - the sun shining down upon her fair skin - she wondered how the world would react to the existence of the Council Anarchists - to the fact that they had built a nation for themselves - to the fact that Council Anarchism was nothing more, though, than a merger of different philosophies. Katherine had taken an interest in one of its philosophical foundations: the thought of Ayn Rand. If there was any dead person who had a voice in the Community, it was Ayn Rand. Specifically speaking, her political thinking was the only thing the Council Anarchists loved along with her emphasis on Reason. Children were constantly bombarded with messages reeking of Randian thought and Katherine was a product of such things. As she headed off to her chateau, Katherine pulled out her copy of Atlas Shrugged and began reading away while Jean Marchand - the ever romantic gentleman - spent his time going to a cafe with his wife who had left the children back at their own chateau.

When every citizen turned on their televisions - or radios - that night to watch their favorite programs such as the latest soap opera or the latest teen's show, the newscasters revealed Katherine Gauthier's plans to them. They would soon see a world filled with welcoming people or they would hear tanks rolling down their streets while militiamen struggled to fight back.

OOC: Council Anarchism is the political philosophy which was formed when a group of French intellectuals combined libertarianism, Objectivism, Anarchism and Soviet/direct democracy together to form their own system. Isle Vanderheusen is basically a Council Anarchist nation which seeks peace with the outside world. All invasion attempts will be ignored. Please welcome the island to the world. Unfortunately, while His Majesty's Government is not currently establishing or accepting new embassies at this time, the Commonwealth would be honored if you would allow a vessel of the Royal Navy to make a port call in your nation to foster closer ties between our peoples. The cruiser HMS Redoubtable is on routine patrol in the region and can arrive in your nation in just over three days if you so wish.

Edmund Edison walked into the office of Rebecca Silinky, First Speaker of Sarrowquand, who was sitting behind her large oak desk silently working through a giant stack of paperwork, he coughed lightly and she looked up.

“I thought you might like to look through the file for a new nation ‘Isle Vanderheusen’ it seems an interesting place, the kind you might be interested in.”
He handed her the file, a photo fell from the pages. The picture was of Katherine Gauthier and the first speaker stared at it,
“Who is this Edmund?”
“Her name is Katherine Gauthier and I believe she is your counterpart on the Isle”,
“She’s beautiful, she seems so young; I feel as though I come of poorly by comparison if this photo is all I have to go by. What sort of a leader is she?”
“Ah” said Edison with a wry smile, “we don’t know, but look here at our notes on there political philosophy, interesting isn’t it?”
The First Speaker nodded, “perhaps we should send an appointee, not a Grey, to see if we could get along”,
“I’ll draw up the paper work, did you have anyone in mind?”
“Ipson is still in Hierphill and Harp is in Osea, Morgan is too inexperienced and Felicia isn’t right for this at all: How about Wesley Camomile?”
Edmund paused, “Yes he’s free, I’ll offer him the position”, he turned to leave but the Speaker’s voice halted him at the door,
“Was I that beautiful, when I’d just started?”
“Sirrah Silinky” he replied, “If you would only reduce your work load a little you should become that beautiful once again, it pains me to see such lines on your face.”
“Oh, go off and get to it Edmund, you know I can’t take a break until Palm gets back.”

Indeed, it must be seen in some sense as an affront to reason itself, or to logic itself, when a breach of those values must endured. Likewise, it is intriguing and immensely gratifying to see those communities where such reason, logic, values, and morality are honored with such vigor as yours and ours. It is in this manner of common grounding that Gesford welcomes your community onto the international scene.

It is also in this spirit of common ground that I will am including a short documentation of our country's history and summary of our organization.

The land now called The Objectivist Region of Gesford was originally bought by venture capitalist and banking magnate Daniel Ryan in the early 1940s. Kabavian sold the land and its sovereignty to help pay off the debts of a recent large-scale war. Ryan proceeded to set up a skeletal government tasked only with preserving the freedoms of those who lived in the region. Immigration is strictly controlled (as all of the real estate is essentially private property), and all large-scale infrastructural building is commissioned to whatever company can do it (usually one of the competing entities of Venner Incorporated and The Kane Corporation though there are many exceptions) by voluntary contributions by the citizens of Gesford. Ex. You don't pay your share of the road construction and maintenance fees, you don't get a road near you and you don't get to use the ones that already exist. The same goes for emergency services, hospitals, and security(police). This has in effect wiped out lower classes before they could even come into existence.

As part of Ryan's plans to first get the infrastructure up and running, he granted portions of his new country's land to VI and TKC, in return for soaking up some of the costs of getting the country's infrastructure running. These zones are completely under the rule of those corporations.

The only political office is the unpaid office of Volunteer Controller. Every 7 years (and as many times as the person is willing to run), an individual is elected by asset vote (where you vote the total sum of your assets) by the citizenry of Gesford. The VC is tasked with evaluating the performance of the two contracted corporations and acting as a link between them and the citizens of Gesford. He is also the de facto head of state for the purposes of conducting relations with the leaders of other nations. His administration is drawn from and salaried by the citizens of Gesford. The current Volunteer Controller is Edward Lemuel Welter, who is 4 years into his second term.

Gesford does not pursue "policies" per say. The government takes action (orders the corporations to act) when the material interests or freedoms of the citizens are threatened. Gesford maintains no federal army. VI and TKC maintain a very large (on the order of 2 billion mercenaries) defensive force called "Malleovic", though because Gesford does not pursue military policy abroad except under extreme circumstances, these forces are almost always stationed at home or on the border.

Economically, Gesford operates on the principle of free association. There are no taxes, tariffs, regulations, or restrictions of any kind on commercial activities. This makes Gesford a prime spot for international investment and hi-tech research, even though the natural resources present in Gesford's geography are nothing above the ordinary. This is also the reason why the two resident corporation-states (VI and TKC) can undertake large-scale public work and still turn a profit. The country has been powered since the 70s by fusion generators run by private individuals or energy corporations. All industries and services are private.

As you can see, our nations share many of the same values and standards. It is true also that the most influential person in Daniel Ryan's vision of our nation was Ayn Rand. Everything has been tailored to respect the value of reason and rational self-interest. We take great care to respect the right of the individual to work for their own personal gain; private property is sacrosanct.

In this spirit of kinship with what we see of your community that our citizens have willed my office to extend to yours every kind of diplomatic and economic friendship. I hope that this will signal a new era of trust and cooperativeness between our two very like-minded nation. The fervent interest in the Community of Isle Vanderheusen within the ranks of the outside world had been quite inspiring - to say the least - as Katherine Gauthier read over the messages she had recieved. It was heartwarming, she thought, to know that Isle Vanderheusen wasn't going to be hated, that it was going to be warmly welcomed into the world. The letter of Edward Welter - out of them all - had been what Katherine considered to be most interesting, considering her own nation's Objectivist influences, so she made sure to single them out for some sort of in depth communication. As she read - and wrote - letters, the people of the Community learned about the warm reception through their free news sources - television, radio and the internet - and were hopeful that this wouldn't be a brief moment of goodwill, no, it had to be prolonged.

The HMS Redoubtable is welcome to make a port call in Isle Vanderheusen, provided that its crew - should they disembark and choose to explore - are respectful of the customs of our beloved homeland. Should a crew member be inclined to harass or attack a citizen of our nation, we will not hesistate to arrest him but, we hope, that we need not deal with things like that. I am truly hopeful that Tolvan and Isle Vanderheusen can be good friends.

The philosophy that we believe in - Council Anarchism - was influenced by the beliefs of Ayn Rand for its founders believed in the natural freedom of the individual to pursue his own path, the sacrosanct nature of private property and so on but, indeed, Council Anarchism has also recieved influences from other philosophies. We are a nation of councils, each fully composed of citizens rather than representatives. The councils function as governments would - as normal governments - in other nations and, indeed, I am the Head of the National Council which generally functions as a national government, the representative body of citizens which deals with the outside world.

The existence of a system such as your own has certainly perked the interest of many citizens in our beloved homeland - their minds stimulated by the constant contemplation of what they deem to be political Objectivism, of its similarities with our way of thinking, Council Anarchism, which has, so far, only been established in Isle Vanderheusen. Yet, I, nor the masses, see any reason to export our system. We do not force our beliefs onto others. It is the choice of the people that will lead them to some set of beliefs like our own. Sadly, it can lead to the rise of things such as Communism, a horrid ideology, which I have always regarded as being nothing more than theoretical utopianism exploited by tyrants to oppress the masses. Indeed, Volunteer Controller, I am sure you know of this.

Should any Gesfan ambassador desire to take up residence in Isle Vanderheusen, we would certainly allow him - and his family - the opportunity to do that and, indeed, we would hope that it would only lead to the full and unconditional creation of diplomatic relations between Gesford and Isle Vanderheusen. Perhaps we may meet - in a conference - to discuss such things further? I am deeply interested in learning more about the Gesfan system as, I am sure, you may be about learning all there is to know about Council Anarchism.

I wish to inquire about the possibilities of your fine island joing the Blackhelm Confederacy as a protectorate. Another group of islands, the Timor Leste Islands, have joined us long ago, and that nation prospers today as a result. As a protectorate, your naton can continue to operate in the same manner it does currently, but it will also recieve military protection from the Blackhelm Confederacy. All that we ask in return is the rights to a small part of your national resources, and the ability to use citizens of your island in our military, but only if a draft calls for it. Citizens are welcome, however, to volunteer for any branch of the Confederate military at any time, and will be granted Confederate passports to allow easy travel to and from the Confederate mainland.
