History

Avenio was administered as the Kingdom of Tikal for approximately 2200 years by island locals until the late 1740's, when a French colonial force from India siezed the majority of the islands in the Kingdom, excluding the northernmost of the islands, Acadia,which was colonized by the British East India Company. When the French Revolution began in the 1790's, the colonies on Chamomile and Canto Island were largely abandoned by royal authorities. The colonies reacted by unifying to better stave off British aggression from the trading post at Fort Thalassa, and on July 21st 1822, a raiding party of islanders attacked and burned half of the British fleet at anchor. The indigenous Acadians rose up against the colonists and drove the British out of the harborage. The islands joined together in a Republic on the 2nd of July, 1842, adopting the local French name for the islands, Avenio. The Serene Republic went largely ignored during the succeeding centuries, until Imperial Japan annexed the island in 1936. Several airstrips and deep ground bunkers were built throughout the volcanic Canto Region, and Japanese troops killed entire villages for resisting taxation. By 1945 however, local sentiment was turning against the invaders, and the Japanese troops retreated under increasing pressure from American counter invasion.

The Avenese island chain is an unsubmerged portion of the Zealandia microcontinent, and has its highest point at Mount Aeolia on Canto, 3756m above sea level. The Chamomile and Arcadia island groups were formed during volcanic events 10 000 years ago, and are a collection of atolls and small extinct volcanoes. The interior of Canto consists of rolling highlands leading to a small range of tall mountains in the centre of the island.

Avenese government is organised into three main branches, Executive Council, National Assembly and Local Legislature.

The Executive Council

The Executive Council is an assembly of the Ministers of the branches of government,( ie Minister of Humanities, Minister of Science) and is chosen by the winning party upon ascending to government. Each Minister is set opposite an opposition party Exarch, which assists the government in making agreeable legislation, or in the case of a quorum (minority) government, can vote to take down a government that doesn't have the will of the people. To propose legislation or a yearly budget, an individual Ministry proposes a bill to the Executive Council, (which passes by vote or is adjusted to meet the Council's standards) and is passed to the other two branches of government to meet approval. Avenian constitution states that any bill or budget must be accepted by the opposition parties, or is sent back to be rewritten.

The National Assembly

The National Assembly is filled with Members of the Assembly (MA)s, which are elected based upon parties, and the party with the most seats in the Assembly selects a President from their party, and the oppostion selects a Proctor, who acts as their leader, and in the case of a vote of no confidence, is named President. If the majority of MAs do not support the government, the Proctor can call a vote of no confidence against the Prime Minister. The National Assembly is attached to the Special Interests Councils, which are further divided into Business and Municipal Committees. The Municipal Comittees are a group of MAs that handle citizen petitions for political action (ie, a petition against development). The Business Comittee is a collection of MA officials and the CEOs of all the businesses in Avenio, and is used as a regulatory body for businesses in Avenio, and has put forward legislation such as 10% of all profits made in the Republic must be donated to a Humanities Ministry-registered charity.

Local Legislature

The Local Legislature is headed by the Regional Council, a committee of the District Commisioners, a non-elected position at the head of the Mayoral Assemblies of each region, a collection of the Mayors of each Municipality. The Mayor is in turn elected from a local Council for each Municipality, and is the spokesperson for each Municipality, and presents yearly budgets to the District Commisioner. If the Proctor feels that the ruling government does not represent the will of the people, he will call upon the District Commisioners to hold a referendum on the state of government. If the government is seen as unfit to rule, a Vote of No Confidence will be set forth in the Houses of Government. If the vote passes with two out of three of the government houses approving the Vote of No Confidence, an election will be called to select a new Prime Minister, with the current Proctor acting as interim leader until an election can be held.

Avenese Military and Science

The Avenese policy of diplomatic, rather than military engagements reflects on its current armed forces, which are currently used only for peacekeeping and patrol missions. The Avenese Science Ministry is currently researching nuclear capabilities for research and power generation, and is seeking international approval before beginning uranium enrichment and the refinement of deuterium for fusion power research. The Avenese Science Ministry operates a large radio, infrared and optical observatory that is partnered with the Avenese military to launch and maintain its small group of communication and observatory sattelites.

Culture
Avennese culture is centered on French and Polynesian cultural traditions, with native dances and operas going hand in hand on the national radio channel Avenio National Radio being by far the most popular. A tradition hailing back to the 18th century entails the Avenio Opera Company and their weekly performances every Saturday night. In early 20th century, the company began broadcasting on Avenio National Radio, and has become such a popular event that the Prime Minister has begun adding an Address to the Republic at the beginning of every month. Many festivals are celebrated throughout the year, such as the Harbor Festival, when the harbor is plastered with hundreds of pleasure boats of every size and shape sail out into Azure Harbor in Bella Insula festooned with lights and bright fabrics and celebrate with music, food and at the end of the night, a grand fireworks display.
