MOD anounces first Naval fleet, seeks advisors[open,mt-pmt]

VEBLENSK [NTV] - Late this afternoon, the Ministry of Defense announced the formation of a new naval fleet, to be stationed near the newly constructed city of Lemensk along the southern peninsula of the Ceres Sea. The fleet is to be completed within 10 years and fully operational, allowing the nation to participate in foreign affairs effectively. The 37th Motor-Rifle Division, stationed based in the city of Lipany is to be renamed the 1st Naval infantry Division and will be the first unit to be retrained for maritime operations. It is expected that a number of aircraft carriers will be either constructed, so an appropriate number of aircraft squadrons will be trained on simulated carriers using modified Su-30 aircraft. Because Military command has limited operational knowledge of naval matters, they seek to hire foreign advisers concerning the procurement, organizational and tactical means of such equipment.

After much examination, the decision was passed that the first navy in SRChP history be constructed and deployed within the decade. Federal funds have been arranged for the procurement or construction of ships over that time period, alongside the joint training program for it's crews. In exchange, it was said that a second naval facility to be constructed at a later time would be used as a jointly owned base located at the SRChP sector on the Drakovian coastline, after negotiations with it's occupational government have commenced. We have examined your products, have been interested in the Phase 3 & 4 augmentations. While modifying our entire force would be extremely costly, it would greatly benefit our Naval Infantry special purpose troops. 750,000,000 [750 million] is the expected cost for 1,500 soldiers, however it would prefer if they are modified in batches of 100 over the next few months.

We have reviewed your catalog, and at the present time would like to purchase 2 AS-709 Omega submarines, and 4 SS-13 supply ships for a total cost of 4.4 Billion. There will be further purchases of the SS-13 in the future.

OOC: I would highly recommend going with Eastern-only if that's what the rest of your military is, and vice-versa if your military is mainly Western. It just makes everything click logistically.

The Commonwealth would like to lend it's own military designs for consideration by your government. First for consideration is the CV-30 Vogel and E-5 Darkeye (http://forums.jolt.co.uk/showpost.php?p=13857787&postcount=1)*. Secondly is the KC-30 Horizon (http://forums.jolt.co.uk/showpost.php?p=13915973&postcount=2), a refueler variant of the Vogel. Now, those are aircraft to be used by naval forces. Our ships include the Frigga-class escort carrier (http://forums.jolt.co.uk/showpost.php?p=13964813&postcount=23) and Gibraltar-class carrier (http://forums.jolt.co.uk/showpost.php?p=13973436&postcount=29). VEBLENSK [NTV]- Continuing on the story of the first Naval fleet, several contracts were procured for the production of 2 submarines, of which have yet to be disclosed along side several transport ships. 2 ex-Russian navy Borei and a single Akula class submarines were purchased, and a Kuznetsov class aircraft carrier, to be used with the X-02A fighter craft. Zubr class LCAC's previously used by the coast guard will be integrated with the Naval Infantry forces. It is expected that several Neustrashimy class frigates will be purchased in the coming years.

OOC: You might want to look into the Ulyanovsk (http://en.wikipedia.org/wiki/Soviet_aircraft_carrier_Ulyanovsk)-class fleet carriers the Soviets were designing.
As for organization - what are your needs? Do you need this fleet to harass enemy shipping and defend your seas, or do you need it to actually go out and attack enemy navies? If you're leaning towards the former, organize your fleet into small raiding forces and perhaps don't go for fleet carriers but instead for aviation cruisers like the Kuznetsov (which has a good-sized ship-to-ship missile battery, like an ordinary Soviet cruiser, in addition to its modest aviation wing).
If the latter, organize it into carrier task forces on the lines of the US Navy (http://en.wikipedia.org/wiki/Carrier_battle_group#The_U.S._Navy_carrier_strike_group).
