As you all know, the Allaneans seek land – always, and everywhere. Now, here is the question: does your nation have land that it doesn't need, or a budget deficit to cover? Does it have some deserts, or some irradiated nuclear testing grounds? Prairies? Islands? If you can build on it, we will be happy to get it – in exchange for money, favors, or military support.

We are prepared to negotiate for any islands, subcontinents or peninsulas, mountain ridges or any other kind of terrain, however, we are more interested in sheer size of the land rather than any other qualities. Please supply a map or coordinates of the location. Land in active regions preferred.

OOC: Shandong and Liaodong are peninsulas in China. The Shandong peninsula is part of Shandong province, and the Liaodong peninsula is part of Liaoning province. Both of these areas straddle a border with the GWO. Estado Centro is Guatemala, and the Dominion of Mesopotamia is Iraq, along with all of its farmland and oil that gets EC so rich.

The United Kingdom Of Ustio North wishes to offer the United States Of Allanea the Spike Islands, a group of small island located off the northern coast of Ustio. These islands, comprising about 20 islands and around 382 square miles (990 km²) have long gone uninhabited by the general population. There have been rumours of a smugglers base on one of the islands, but Naval Forces have swept the area several times and found nothing, so we must presume they are safe. They are also within the Liberty Defence Perimeter.

We wish to offer these islands to the United States free of charge, as they currently have no value to the government of the United Kingdom - with their lack of natural resources and the like. However, we must ask that anything that the United States does there will not endanger the lives of people living in the towns and cities along the Ustian coast.

OOC: Islands are located off the Northern Coast of Ustio. There is a very general map in my PMT Factbook, but the islands aren't actually shown on it. The size was based on the Orkney Islands, and are in roughly the same place as they are in RL. Also, they're named after Spike Milligan in RL, but for what reason I decided to name them after him is beyond me.

The colony that the Allaneans purchased from Anghele had few natural resources, but some amounts of gold had been found in the south of the area. Therefore, the colony had been named “Aurum.” A port city had rapidly been established on its Western coat, and named Free Leipzig – after one of the Emperors of Greater Prussia. Upon the entrance to the Free Leipzig harbor, a massive statue would be implanted, depicting the Emperor himself. Forged from a single East Congarese battlecruiser, it stood over two hundred meters tall, gleaming in the beams of the setting sun as it welcomed freighters and Navy cruisers into the city harbor.

A military base was also put on the coast, and named Fort Harris, after the legendary military commander. An air defense division would be headquartered there.

Though most of the Allaneans prefered to settle out in the open, trade communities emerged on the borders between Anghele and the new Allanean colony – Goodkind in the North, Gorrento in the East, Sangor in the South. Yet the majority did not dwell there. Thousands of Allaneans spread out through the area, hauling Airstream wagons and portable homes behind them, establishing homesteads and retreats throughout the colony.

Allanean hunters, too, frequented the near-pristine land. Armed with .308 rifles, they went after deer. With .458's , they chased down mountain lions. With .50 BMG rifles, they shot prairie dogs.

The new province recently purchased from Augmark was now known as New Ithilien. The Allanean had built the capital of the new state near the coast, and named it after Curtis LeMay – a saint of one of the Allanean religions. Thereafter, upon the coasts of the river approaching Port-LeMay, statues were built – gigantic, spanning sixty-four meters in height, of the Saints of that faith – Ted Taylor on one shore, Freeman Dyson on the other. Each statue was forged completely from a Congarese battle submarine.

In the meanwhile, the jungle proper was the location of several hunting farms, wherein .incredible animals would be bred – dinosaurs, once imported from MassPwnage, now bred for hunting in Allanea. Some, of course, would soon escape into the wild – but such was the cost of doing business, was it not?

We ask one thing, however, and this is merely a suggestion. Please, do not use this island to create, store, deploy or research WMDs of any kind.

Very soon, the first Allanean settlers began arriving on the island.

With the victory in the Allanean-Orderite War, the United States was in possession of an inordinate amount of new colonies – and an inordinate amount of new prisoners. Though about 250,000 of Orderite troops had escaped across the border to their country to avoid surrender, the rest of them had turned themselves in to the Allanean government – and they would be dealt with appropriately.

The Allaneans announced that fair and honest trials – by a court of three military officers – would be held for the Orderite troops and government officials. This was true – and for a many former Orderites, this was a symbol of hope.

But they were wrong.

The trials admitted the military records of the former GWO troops, law enforcement personnel, and others as evidence of crimes against humanity – and in most cases, even serving in a particular unit was considered a crime against humanity.

“Handling camps” dotted the landscape, where the former troops of the Orderite Army awaited their justice. To speed up the process, 'priority personnel' – the most obviously guilty' - were dealt with first...

“Officer Ragus!” - Special Attorney Nielsen looked with the utmost disgust at the uniformed CCU police man standing at the center of the courtroom. - “Is this your service record?”

“Yes, Colonel.”

“Are you certain, Officer Ragus?”

“Quite so.”

“And you have been an exemplary police officer throughout your service? Even participating in several operations against Cazelians, yes?”

“Yes, but...”

“Have you, or have you not, on February 15th, 2028, participated in a raid against a Cazelian family, and shot a father of five in the face?”

“I am done here. Time for the defense to speak.”

The defense attorney provided by the Allanean government was tired. He had seen ten men pass through his hands today, and eight of them had been ruled guilty. He could see where this was going.

“Officer Ragus, these acts you performed, were they legal in the GWO at the time?”

“Objection, your honor!” - Nielsen interrupted. - “Ex-post-factum provisions specifically do not apply to the Human Rights Enforcement Act, neither does sovereign immunity or national sovereignty. If we get them, we get them.”

“Objection granted... proceed.”

The defense attorney's shoulders sagged. He saw where this was going. And he saw now that his only line of defense had just collapsed in upon itself.

“Very well. I have no further question.”

The presiding judge whispered something to one of his subordinates, and the man nodded.

“Very well. This trial is over. I have consulted with my colleague here – we have the requisite two votes. This man is guilty of three counts of crimes against humanity, three countrs of murder, one count of genocide. Private Bernadotte, Sergeant Limonov, take this man outside and carry out his sentence.”

The wheels of justice turned slowly. Ten courts were at first set up, and in the first week they handled over eight hundred people – of whom over seven hundred were executed, and only fifty released. During the same time, six thousand prisoners were killed during a camp riot. Two thousand more died during transport on an overcrowded Ouroboros strategic cargo aircraft. Three hundred died while attempting escape.

Clearly something had to be done to speed up the process. A means both fair and rapid had to be devised to take care of these people.

In the meanwhile, reorganization efforts were making short work of the old naming schemes and rule systems. The Latin American colonies were brought together under the name of Kurzweil Territory, and Lead Territory renamed Greyland, after Aubrey de Grey. Thosands of miles of highway were being planned for the new territories, and other forms of progress were now in store.

Official Message from the General-Secretariat Confederacy of Sovereign States

Given the fact that the United States of Allanea, a key member of the Confederacy of Sovereign States, has just annexed a large swath of territory of the Grand World Order, and that the Confederacy currently operates on a 4-trillion budget surplus, we wish to fund infrastructure development in the new Allanean colonies by the Rothstein and Lange.

The primary project will be the Sterling Memorial Highway, to run the length of the East Coast of Kurzweil territory. This Highway will be 24 lanes wide, and will be the biggest current-construction Highway in the United States, and will be approximately 8,000 kilometers long, which will cost us 672 billion dollars.

Secondary to the Sterling Mememorial Highway will be a system of 25,000 kilometers of tributary lines around the area of former Technitium Province (Brazil), to provide optimal transportation solutions for settlers in the area. We expect this to cost around 187.5 billion dollars.

Tertiary is the laying of 50,000 kilometers of tertiary lines, which will be varying in quality and will cost us approximately 125 billion dollars, to cover all the area of Kurzweil Province.

The Empire has recently become involved in an altercation (http://forums.jolt.co.uk/showthread.php?t=589862) with the Grand Duchy of Volzgrad. Being as the USA is a trustworthy nation with an excellent history of standing by her agreements, we are prepared to offer the island of New Cyprus in exchange for an assurance of military support in this conflict, should we need it.

There is one condition: the transfer must be secret until the conflict with Volzgrad has been dealt with, either by an Imperial victory, or with Allanea entering the war as an Imperial ally. The Allanean Ambasssador to Constantinopolis Secundus should have informed you as to the reason why: the Senate is on the verge of rebellion against the Crown, which would be disastrous in the middle of a war whose outcome is uncertain. However, once the war is done with, the Crown will have the necessary support to push the matter through the Senate.

Please advise of your decision on this matter.

(OOC: Since my nation is essentially a knock-off of the Byzantine Empire, it should not surprise you that New Cyprus is essentially Cyprus in dimension, climate etc.)

We are considering this option. Five cruiser strike groups are en route to cross-train with your navy while it is being considered. While they're en route, we would like you to give us information regarding the nature of Volzgradian society.

OOC: In other words: Is Volzgrad evil/communist/oppressive? I don't know much about him. Also telegram me. I have a plan.

OOC: In order: Volzgrad is an absolute monarchy, which may or may not meet your definition. But the matter is nearly settled, with the Emperor's impeachment - the Senate was not impressed with his rejection of the idea of peace. So this response should come as little surprise:

Seat of Military Tribunal 1, Kurzweil Province

“Colonel Fleischer!” - the judge could barely hide his disgust - “For ten days, you have been attempting to deny your own identity, in a cowardly attempt to escape our justice. Now, DNA and dental sampling with your personnel file has confirmed – you are, indeed, Colonel Fleischer of the so-called Orderite Army. And now we know why you have been hiding your identity.”

The presiding judge paused to take a sip of water.

“Here are your personnel records. You will no doubt be proud to know they describe you as a perfect gentleman, a loyal officer, and a servant of your leader and nation.”

For a second, the Colonel's face shone with pride.

“It also says here,” - spoke the presiding judge, his voice slowly filling up with rage and venom. - “Upon July 5th, ten years ago, you coordinated the roundup and execution of one hundred, fifty four nekos of both sexes – women, children, the elderly. You received positive reviews from your commanding officers on your performance – especially Brigadier-General Haidegger. Sadly, General Haidegger is currently out of our reach – but at any rate, considering the data in your own official file, I don't see how you plausibly have a defense anymore. Your only chance was to prove you're not actually Colonel Fleischer... do you have anything to say before I close this case and call this a day, you worthless pile of palpitating shit?”

The Colonel saw no point to resist any more. He straightened his back and responded, proudly. “If this is the case, I have nothing to say to you. One day your sick parody of a country will fall apart, and stronger, better people will come, unscrew your head and shit down your neck. I'm sorry I won't be there to see it. But I know it's inevitable. I am proud of everything I did, and I would do it all over again. That is all.”

The Judge nodded. - “Very well. Clerk, add this man's speech to the record. Note he showed no remorse in his crimes. Ladies and gentlemen, based on the overwhelming evidence, I and my colleagues hereby convict this man to death by hanging. Firing squad is too good for this scum. Take him out of my sight!”

In many ways, Colonel Fleischer got lucky – his identity was in dispute, and thus he lived for an extra ten days while the test results came in. Most identities were not in dispute. The Orderite culture of Cybertags, extensive records, and DNA fingerprinting had assured that. It remained only to filter out official Orderite records for those who had committed crimes against humanity – and Allanea had a wide definition of what constituted a crime against humanity.

And so, on a sunny day, six hundred Orderites were brought onto a clearing in the Amazon jungle – fifteen high-school headmasters, two hundred policemen, three hundred soldiers and eighty-five 'assorted others'. They had been forced to walk the last two kilometers to the clearing – though, of course, the Allanean camps had kept them well-fed and rested, so this was not much of an exertion.

They had not been told where they were going. Formally, they were supposed to be transferred to another camp.

Instead, they saw in front of them a large truck with mounted loudspeakers. Upon the bed of the truck they could see five Maxim machineguns, with their brass jackets shining in the sun as if they had been made of gold. A man in a black trench-coat stood upon the truck-bed, microphone in hand, and waited patiently as the camp guards ordered the men to form several lines in front of the truck. Then they positioned themselves between the truck and the crowd – as if anybody was stupid enough as to try to rush the truck. Other soldiers appeared in the clearing, and suddenly there were far too many guns and machineguns poked at them for anybody to even consider running.

“Ladies and gentlemen!” - the man's mocking tone carried well over the megaphone. - “AS you have know, the Allanean government is looking for way to make your imprisonment term shorter, and justice swifter and better available to all of you. Specifically, we have instituted the Computerised Trial. We will screen your records via computer and anybody whose record contains mention of him committing acts of crime against humanity – which includes the indoctrination of young children in Orderite ideology through the guise of mandatory public education, the enforcement of anti-drug and anti-prostitution laws, and the genocide of nekos, as well as any kind of encouragement, aiding an abetting this genocide. Those of you ruled not guilty will be allowed to return to their homes.”

Some in the crowd breathed relief, thinking that they still had a chance for survival, that the trials would somehow clear them...

“Which brings me to why I am here. I am here because you have already been tried. And ruled.... “

There was a pause as the crowd drew its breath.

“Guilty! Fire!”

Before the crowd could break apart, before everybody even realized what was happening, the Maxims awoke into life, spitting out hundreds of heavy steel-core rounds. With the crowd packed so tight, they punched through several rows of prisoners.

The riflemen snapped their weapons to their shoulders and started firing at once, pumping dozens of rounds every second into the bodies of the Orderites as they attempted to flee. Some rushed the guards, only to be shot by them or mowed own by the machinegunners. Others attempted escape, only to be shot seconds later without reaching the edge of the clearing.

Within seven seconds, the crowd ceased to exist. There was only a pile of mutilated, still-quivering bodies – and a handful of survivors, running madly to the edge of te clearing.

The black-suited officer drew his pistol – a .50 LCL Lyran Hellhammer – aiming it one-handed at the back of one of the fleeing men, and pulled the trigger just once.

By the time the man collapsed on the damp jungle floor, his comrades were already dying.

Other crews did the same across Kurzweil promise. Within the first ten days of the new program of operation, five thousand men were ruled not guilty by the courts and released, and eighty thousand proven guilty and executed through the Computerised Trial Program. 60,000 of them were executed by the end of the month. A prison riot in one of the camps had cost the lives of an additional five hundred prisoners.

The Allaneans had dealt with the problem of not being capable of trying everybody fast enough – but the CTP was clearly outpacing the capacity for execution.

Something had to be done – again.

Liberty-City, Greater Prussia, April 19th

Many, many centuries ago, the ancestors of those men that were today's Allaneans had arrived on the shore of what would become – in the future – Port-Allanea. They came from Old America, from Old Europe, from other nations – seeking the future of long-promised liberty. Then, upon the desolate shore of an unclaimed land, they were only refugees, seeking something that could have turned to be but an empty mirage.

But the gamble paid off. Now, the United States of Allanea had finally become a true Empire of Freedom – with Old America, the Allanean homeland, firmly in the grasp of the Freemen. San-Nereiana had been lost to the Allaneans – but the lush New Bavarian colonies had more than rewarded them for that loss. And there had been other conquests: New France and Rothbardia in Arterus, the Tirecean Islands in Mediterranica – and now, finally, twenty Orderite Provinces had fallen into the hands of the Allaneans.

On April 19th – as in every year – the Allaneans celebrated their nation's successes.

For this purpose, Jefferson Avenue had been closed to traffic, and – as in every year – a massive military parade had been prepared.

After the First Congarese war, massive victory arches had been cast and erected over the 24-lane road, cast from the steel of East Congarese submarines – in the image of human hands with massive pistols, crossed over the line of traffic. Two submarines had been used up to cast each arch, and six of them have been erected along the street.

As the parade opens, along the line of travel... – the announcer's voice rung out across the airwaves, as five different TV channels and sixteen online radio stations rebroadcast what was surely among the most popular events in the United States. As usual, Army Radio's famous Hugh Douglas, the man who voiced all the wartime government broadcasts, had been contracted to read out the news.

...the Victorious Troops now enter, in parade formation, carrying the battle-banners of surrendered Orderite Army and Police units. The honor is given to sailors of the Allanean Navy. In the Battle of Magna Polis, they defeated upon the seas five thousand Ralkovian vessels, eliminated three rings of the enemy's Air Defense, and enabled the Treaty of Magna Polis to be signed, losing only about two hundred and fifty men dead to the enemy's onslaught – one man dead to every twenty enemy ships sunk...

The men and women passed by the crowds of cheering Allaneans, their heavy boots pounding heavily on the sidewalk as the Freemen threw flowers into their pass. Every one of them carried an ornate banner, belonging to a GWO Army division – a symbol of Allanea's triumph in yet another conflict. From the sidewalks, people shouted:

"Long live the Navy! Long live Marshal Watanabe! Long live Grand-Admiral Karishima! Long live Marshal Al-Ghazi!”

And indeed, there they were – seated on proud warhorses, victory medals and epaulets gleaming as they rode past the crowd. As was the custom, they saluted the crowd as they went – for now, they were not merely commanding officers of a triumphant military. They were a symbol of Allanea's government, and they had to remind others – and themselves – that it was not they, but the cheering crowd before them, that was the master. They were merely faithful servants.

Following the marshals go our famous troops – here march a selective joint battalion of our nation's elite Special Forces, and their commander, Colonel Thomas Morrison. It is their behind-the-scenes-action that secured our Army the Kergolastani Territory and that is even now bringing our forces victory in Egyptiannstan...

And they were followed – by Mechanized and Airborne Infantry in black trench-coats, with gleaming bayonets and rifles at port-arms, by slow-crawling super-heavy battle tanks that took over at least a dozen lanes, by Nakils and Samsons. Overhead, Ouroboros cargo aircraft flew, escorted by fighters and bombers that seemed dwarved by their enormous wingspan.

Following these came the Confederate Infantry – troops contributed to the Joint Confederate Armed Forces by members of the Confederacy of Sovereign States. Allanea was the leading state of the Confederacy, and thus a nominal presence of CSS troops at its parade seemed as a proper symbol of Allanea's position in the world – wealthy, powerful, independent, leading an alliance of over twenty states.

And here they come – they are approaching the Congressional building!

Allanea's Congress was a gigantic, domed white building capable of housing thousands of Congressmen inside its main dome. Standing upon its massive steps was a large, imposing chair – almost a throne, one would say – and perched upon that was President Alexander Kazansky. Seated or standing to his sides and behind him were hundreds of men and women – Congressmen, Senators, state Governors, businessmen and celebrities – the social elite of Allanea.

The Allanean troops approached – and, as customary, dropped the banners upon the white marble steps before the President – the Orderite banners of GWO, the green flags of Kergolastani and Egyptiannstani islamofascists. And Kazansky got up and walked down towards them, trampling the enemy flags as he did. Behind him, the various wealthy Allaneans followed, grinding the flags underfoot.

And Kazansky did something nobody expected.

He approached the soldiers, stepping off the white marble steps and onto the parade ground, and reached out to one of the soldiers, embracing him like a brother.


There was no speechmaking. Alexander Kazansky, famous for his speeches, said only two words.

“Thank you!”

There was a pause as it sank in, and then, several other men – a Senator, a company CEO, and a famous actor- descended onto the square and joined Kazansky in embracing and cheering the victorious Navy men, lifting them on their hands and carrying them up the stairs and into the Congressional building, as the crowds cheered.

The celebrations went long into the night and, in some places, into the morning of the next day, and they were as loud and boisterous as you can expect parties in Allanea to be.

We are pleased to announce the closure of Camp Green, Camp Brown, and Camp F in Kurzweil Province. Throughout the operation of the facilities, electronic trial augmentation has allowed us to filter and resolve the cases of 600,000 former police and military personnel, as well as 700,000 other 'public servants' employed with the former Orderite Government. The following are the statistics of our justice system:



Of the 600,000 former police and paramilitary personnel, 400,000 have been found guilty of crimes against sapient-kind related to the extermination of furries, nekos, Cazelians, and members of the political opposition. 100,000 have been found guilty of crimes against sapient-kind inrelated to various Orderite wars and mistreatment of civilians therein. In addition, 50,000 have been found guilty of crimes against sapient-kind related to Orderite anti-prostitution and anti-drug statutes. 35,000 personnel have been killed during attempts of escape, prison riots, and similar occurences. 15,000 Orderite personnel have been found not guilty and released. Those ruled guilty were executed.

5,000 former truancy officers, 100,000 school teachers, and 10,000 administrative personnel have been ruled guilty of aiding in the enforcement of compulsory attendance laws, forcible exposure of young children to state propaganda, and participating in acts of genocide. 20,000 personnel were executed, and the rest sentenced to various terms of imprisonment. Further, 30,000 Orderite school staff had been killed during the so-called Teacher Riots – an attempt of personnel at Camp F to overwhelm the guards and escape en masse. 35,000 prisoners were acquitted and released.

200,000 various public servants – postal officers, traffic inspectors, and so forth – have been ruled guilty, based on their official records as compiled by the Orderite government, of organizing, and participating in, anti-furry pogroms, shooting and killing furries and socialists, and other similar crimes. A volunteer Neko unit has been formed to execute them and dispose of their corpses, known as the Constitutional Militia of Kurzweil Province.

200,000 public servants of various descriptions have been found guilty of functioning as Orderite police informants. They have been given prison terms ranging from five years to life, and about 15% of the pool have been executed.

30,000 former public servants of various descriptions have died during transport to the camps, died during attempted escape, and so forth. 70,000 have been found not guilty and released.



We will continue operation at other facilities. Less than a third of the former Orderite
military personnel and slightly over a half of the public servant case files remain to be investigated.

Such were the dry press releases of the Allanean government. They did little to conceal the true horror that lay behind them. Though many people – more than go free in most countries' legal systems – were released, those who haven't been released suffered a terrible fate.

Most were executed simply – shot, bayoneted, hanged. Some – those whose crimes were too horrible for mere death, those who were responsible for hundreds of war crimes – were tortured. Quartering, flaying of the living, and the Blood Eagle returned to the shores of Kurzweil province.

More terribly, the bodies of the dead Orderites were forfeit. Those who committed crimes against sapientkind lost their humanity in the bargain. The bodies of those who fell were not even allowed the dignity of rotting in a Latin American swamp – at least not after their heads, skins, bones, and sometimes other parts were harvested as trophies by their executioners. The members of the Neko Militia soon began sporting suspicious-looking boots, and hundreds upon thousand of skull-cups started appearing back on the Allanean mainland.
