IFA, its doctrine was simple. Fascist have to stick together but that doctrine could only stay simple for so long before it began to collapse in this new age. An alliance built on a single principle might be strong but with the regulating administration being a single power state it was time for reform. IFA had withstanded attacks of countless nations for many times but it was time for a change.
With GWO's permission Ralkovia would be hosting the first meeting of this 'congress.' Democracy among the fascist's who would have ever thought but no the purpose of the meeting was to strengthen IFA's organization and to make clear the very few rules IFA had. In this day and age new alliances like ODECON, ANTIFA, and others were growing and were threatening what dominance IFA had. No longer was IFA a force to be reckoned without GWO at its helm. So if IFA was dependent on GWO what would happen if he was taken out. IFA would most likely collapse and so with that in mind Ralkovia had convinced the GWO to allow Ralkovia to host this meeting for the benefit of the organization.
Dear fellow IFA members,
You are hereby urged to attend a meeting to better organize IFA and to help make it stronger. The meeting will be hosted by Ralkovia at its capital in Barkanos. There is no limit to the number of representatives that can attend however you are limited to 20 security guards.
Since this meeting is expected to take anywhere from a week to a month you can quarter either at your embassy or at the luxurious Stanton Hotel.

Mark opened the door to his Jeep. He told his driver, "Airport, there is a long meeting to attend.
He sat for a while and waited while the Jeep came to several bumps.
He finally could hear the rushing of the planes. He got out of the car and told his courier, "Take me to my plane."
Together the courier led Mark to his plane. Mark entered through the stairs, and went into the cockpit. He told the pilot "Barkanos, Ralkovia"
The pilot said "Are we clear?"
The speaker said something jumbled.
The pilot engaged the throttle, and taxied to the correct runway, and took off to Ralkovia.

He entered the car and they drove along a highway. They got off on a road and they got out in front of an extravagant hotel.
"Here is the hotel sir. Shall I show you your room?"

"Okay, please follow me sir."
They walked inside the revolving door, and up an elevator, to room 603.
"Here is your room sir."

The study itself was a large room, the walls covered by bookcases reaching up to the ceiling. It was completely dark, apart from the light a small lamp on the mahogany table in the middle of the room. Tara Whyt looked up over a copy of the Wadu Xaan (Templarian Holy Book).
"Commander. I assume the plane is ready?"
"Yes ma'am. Waiting at the airport."
"Wonderful. I do wish they could have been a bit more specific with the date, but no matter." He closed the book and carefully replaced it on a miniture lectern on the desk before following the guard out of the room, getting into a limo once outside the palace and heading to Karasi's main airport and boarding a Boeing VC-25 headed for Barkanos.
As they approached, the cabin crew requested permission to land.

George Orwaltz, Sir Wesley Willis, and their 20-man protection group (5 S.T.F. Grand Guard Agents, 15 members of one of the Federal Guard's SFODs) had already arrived in the capital. They were sent before the meeting had been announced, as they were part of the group that had planned it.
Orwaltz was dressed in his typical uniform; a black, elegant looking one with a neatly pressed trench coat as the top half of the uniform. A "salad bar" was decorating his chest. His arms had no patches on them (As they weren't used on extreme dress uniforms such as the one he was wearing), but he did have a bright red armband with the Swastika depicted, showing his devotion to Fascism. An officer's hat sat on his head, with a steep visor blocking some of his face. ICD higher-ups wore hats like these, while most other officers in the GWO Government wore hats with "Standard bills." Orwaltz was armed, carrying an MI-P45, the newer version of the MI-P57 that fired .45 Long Colt instead of 5.7mm rounds.
Sir Willis was in the same uniform, essentially, though he wore a standard-billed hat simply because he liked them more. His coat wasn't pressed as well, but that was partially because he weighed over 300 pounds and was rather round. Either way, it looked fitting on him. The coat was unbuttoned for the same reason, exposing a grey blend sort of shirt underneath. The shape of his man tits could be seen. He also was packing, with a Smith and Wesson Longbarrel revolver hidden in his coat.
Now all that was needed was the meeting's day to arrive.

Dark, Overcast clouds blackened the sky of a once sunny day on this rainy afternoon, A heavy drenching downpour had been falling for hours on end, causing minor flooding in some of the cities lower sectors and causing hundreds of International and local flights to be delayed.
After the Incident of the Assassin at the last meeting, Fleischer himself was not going on this trip, instead, he had requested for his personal friend And the nations most respected Minister of Foreign Affairs in the country, Mr. William Denton, to attend, He was Accompanied by a large squad of Totengeist for bodyguard duties. Even though he had many bodyguards He still carried a Glock 21 with two spare magazines in a Serpa style holster on his belt, Covered up by his Black Peacoat which he wore over his Suit.
Weather issues had been ignored for his flight as the private government learjet he would be riding on began to do a systems check and warm their engines, He made his way to the correct gate for loading as many Civilians in the terminal were stunned by his presence, snapping photos of him as he walked by.
Political officials were a rare sight in public in Rykaria, They rarely made Public Appearances due to former Assassination attempts and usually were seen on TV, On the radio, Or on other public news sources.
In a short time all of the Bodyguards supplies had been loaded up onto the plane, Mainly their weapons and gear they would need for their High ranking protection duties. Everyone including Mr. Denton had finally loaded onto the aircraft as it began to taxi out onto the runway, And in a very short time it would be airborne And on the way to Ralkovia.

Having arrived a few hours previously, Adan Slater now paced his room in the Fictions embassy in Ralkovia considering how he had come to be here. As a favourite to take over the leadership of Fictions once Mrs. Ellison resigned, which she would everyone knew she would. She had said that if he was to take over the running of the nation he should get to know it's allies and so he was here. He however suspected a different motive, yes the meeting was a convenient way to find out about Fictions' allies, but he suspected that she thought him dangerously ambitious, he knew this because she always seemed to be trying to keep him busy, giving him odd jobs that could be done by others. He believed she suspected him of plotting a coup. This was ridiculous of course he would be getting the nation anyway why be impatient? He glanced at the window then at the clock, and wondered what kind of meeting it would be...

"This is Rykarian P.I. Flight 54, Requesting permission to land with Rykarian Political officials on board." The Pilot of the Rykarian government learjet spoke into his headset, Every personal pilot that was set to fly an important Rykarian official was always taken from Military service, so most pilots that flew officials were aces. The crew members were glad to have finally escaped the bad weather of Rykaria, and into more clearer skies as they approached the runway, awaiting confirmation that would allow them to land.

(Sorry for taking so long. So to make it up I post this doozy)
Senior Director Eity(Pronounced Ee-tie) Donahue sat at his desk signing paper work. The city of barkanos was almost 160 miles away and while he should have been there he was finishing a mountain of paper work.
He was waiting for the IFA representatives to arrive and while he could have enjoyed a drink or some dinner or even a night in the town he was addicted to one thing, his work. Having been the Senior Director of State he worked directly below the Minister of State, Noble Man Judah P. Benjamin. Benjamin was an important man and as such was extremely busy. Right now he was in Ruthmenostan discussing with nationalist rebels some agreement that would stop the fighting that had been going on for almost 80 years. So while gone he had left senior director Eity in charge.
Eity cursed at his so called 'good luck.' Benjamin had left him in charge of what was sure to be a troublesome if not wholly menacing problem that the IFA meeting was sure to attract. However if he should pull it off he would be expecting a pay raise. That was for sure.
He heard a knock at his door. Telling the man to come in, he watched the doors open as his page(messenger boy) came and told him that most of the ambassadors and leaders in IFA had arrived.
He sighed heavily as he pulled his attention away from another death threat by some barely stable country that had a population less than the amount of convicts in a Ralkovian prison.
Several black figures emerged from the dark and surrounded him as he made his way out of his office. The figures wore black armor, boots, and masks. The only colored item on them were their eyes. They were of a bright red at the moment as they walked into the sun but would dim considerably when in the dark. The red discs gave them their thermal and night vision but also gave them the name of Vampyr Soldiers, Death Stalkers, and Bloody Eyes.
The red circles seemed to spin if you looked straight at them but it could just be the hypnotizing effect. Eity felt his blood chill as he looked directly at one of the death guard on his sides. The death guard's head faced front meaning the eye's did to, but Eity's still felt like he was being watched.
He felt all the death guards eyes were on him, even though they dodged obstacles and did not falter in step when coming off of curbs, a direct sign that they were not watching where they were going and must have been watching Eity, he thought to himself. He now knew why the death guard were so frightening in combat, they seemed to be looking everywhere. Any rebel, soldier, or protester felt like they were being singled out, like the death guard were watching them specifically and it was scary to think that they might be the first one to die and not a buddy or a commander or someone near them. It destroyed an individuals morale instantly to know that he would have no forewarning if the death guard opened fire. It would not be to another but to him.
Civilian's and foreigners on the streets alike stayed clear of the death guard and their charge. In fact the street he was walking on was absent of pedestrian life. He watched as people turned the corner, saw the death guard and immediately crossed the street or turned around. Eity felt a shiver in his spine, the death guard were a super weapon in themselves. Anything that was in their path must feel their very existence threatened. In an instant they could be wiped off this Earth.
When they reached the subway system they veered off to the left and were greeted by 4 death guard. While Eity's own bodyguard's should have been proof enough that he was important and belonged to government he was stopped anyway. After a quick search and scan of him and his briefcase he was allowed in. His death guard bodyguard's were stopped and checked as well. However his bodyguard's would not relinquish their weapons, grenade's, or C4 and the Death guard security guards would not allow them to pass until they did. Both had order's that conflicted with each other's and both groups did not want to lose face. After almost 20 minutes of arguing, most of which Eity spent on his laptop typing up a report, a death guard commander[just another name for anyone over an O-5) arrived. His department was classified with the colors on his shoulder. Two vertical bars one purple and one green with a red horizontal bar going through them.
His rank and his department number registered to the resolvement branch. It was a branch created to resolve issues between conflicting orders and with the power to disfranchise(kick them out of the death guard) both groups would listen to him.
After another 10 minutes of arguing and listening to both sides, Eity's body guards won their case. The order not to relinquish their weapons and to protect Eity coming from a secretary government official(Below a senior director) and a death guard Obeshennatz(equivalent to a colonel) while the death guard security force got their order's to not allow any weapon's to pass from a Senior Director but a Death guard Trevelnatz(equivalent to a captain.)
Putting his laptop into his briefcase he headed towards the staircase with his body guards. They came across a 2nd security detail this time numbering 8 death guard and after one of them ran up and confirmed that this group had been approved preceded to check Eity and his body guards again. The security guards stopped his bodyguard's and in a repeat of the first time an argument developed between the two groups. Eity again opened his laptop and worked on finishing his report as the same death guard commander appeared again and worked out the problem.
They passed through with their weapon's with them. This time however they had one extra death guard accompanying them. The death guard commander would follow them until they boarded the train and then he would head back to his station.
The next part of their journey took them to an elevator which brought them down about 50ft. They arrived in front of a 3rd check point a group of 10 death guard forming the security detail. They were armed with machine gun's and heavy assault rifles. Eity passed through easily and opened his laptop and began to work on his report knowing what was to happen. He was correct as his bodyguard's were stopped and asked to hand over their weapons.
This time however his bodyguard's were forced to hand over their weapons. The 3rd security detail had received order's from a senior director and an Angotkynatz(Brig. General) and after a 4th and final check where Eity was asked things about himself to confirm his identity he and his escorts were allowed on the special government train line.
The station was packed with government workers both low and high in status. He passed the Minister of War accompanied by his entourage of 40 guardsmen. After about 20 minutes his train rocketed off at almost 450 mph. The train ran on an advanced form of maglev making 160 miles pass within minutes as he finished the report he had worked on while his escorts had been stopped.
Finally, they arrived under Rodchester Castle. It was small compared to most of the castle's in Ralkovia and was almost as old as New Barkanos District was and New Barkanos district was built almost 500 years ago. Still it served an important role in government which was as a meeting hall and headquarters of the department of state.
When Eity had entered the castle/palace for the first time he had been amazed at the architecture and just how big it seemed. Now after visiting it and hundreds of castle/palace's like it it didn't hold much awe to it anymore. The palace grounds extended out almost 3 square miles and the palace was in the middle.
The grass which had been a pristine green when he had first arrived lost its color after becoming the 4th busiest castle in Ralkovia. Thousands of people entered and exited the building every hour in a flow that would put river's to shame.
The 3 mile grassland had been trampled on, built on, and driven on. The large forestland that covered the front when he had first visited was now filled with a forest of cars and trucks. He didn't know whether to feel depressed or happy at Ralkovia's remodernization.
It was true that the plant life was reserved to a few acres instead of sprawling across the grounds but when it did fill the land Ralkovia was a poor nation in the middle of a civil war and a war with balkov. Even in the middle of the wars it still had an unemployment rate of almost 22% and an economy that would make a country like Haiti look like a power player. In fact Ralkovia was on the brink of selling its colonies to pay off its debt. A democratic regime had been in power and when the monarchy had taken over it seemed like the Emperor had breathed life into Ralkovia.
Through Emperor Joshua's "Destroy to Create" and "Everyone is not Equal" plans Ralkovia destroyed what the democrat's had done. He had taken every single dollar from the enviromental, social welfare, and social equality budget. No longer would government pay for people to sit on their ass and get government money.
The democratic government had the list of names of those who had received the easily accessed money in the welfare fund. Government 'workers' would arrive and 'observe' the recipients. If they did actually try and look for work they would receive a low standing but paying government job. If they were one's who had taken advantage of the system they and their families would be sent to a sort of debtor's army where they and their families would be split up and sent across Ralkovia to work off their debt's to the government. Men would either be forced into the military, construction, mining, farming, and manufacturing industries. Women into the textile, cloth, and packing industries or if they were beautiful into the prostitution ring. Children would either be forced into one of those industries as well.
The plan certainly destroyed the idleness and corruptness of Ralkovia. Millions of lazy citizens applied ending labor shortages across ralkovia. Only 1 or 2 million who didn't think the Emperor would do such a thing found themselves in shackles working in this debtor's work and when the first few hundred thousand were forced into labor the majority found themselves running to every help wanted sign and applying. Of course Josh was humane enough to not include the elderly which numbered about 8 million in Ralkovia at the time.
Ralkovia had also become super aggressive with almost 67% of its budget going to the military(combine law and order and defense) and in the span of Joshua's 8 year reign Ralkovia had conquered most of Asia, Africa, and South America. It had gone to war 18 times in his reign. That was almost 3 times a year and while it was true Ralkovia had almost tripled the amount of territory it held it had lost close to 69 million men and women plus millions of death guard. It had spent nearly 36 trillion dollars in these wars and had destroyed so much. Yet Ralkovia had lost it's independence while gaining the shackles of a protectorate state under its tocrowkian overlords. However, Ralkovia held the distinction of an almost 2 trillion dollar surplus and an unemployment rate of under 5%.
So had the destruction of the land really been necessary to help Ralkovia was
not Eity's true concern. His concern was did Ralkovia's remodernization mean Ralkovia's people had been brainwashed with Joshua's slogans. Were they really ready to destroy more and believe they were going to create. The younger generations had been brainwashed with his slogans and now most of them were 18 and wanting to join the military.
But with Joshua's death and his daughter Maria's ascendance to the throne a veil of peace had been thrown over the ugly face of Ralkovia's bride, war. For the past 2 years there had been a suppression of force, with the exception the Qing standoff but now Ralkovia was a hornet's nest ready to burst.
General Expanion's Exhaustion and General Fighter's Fatigue had worn away and now both were ready to fight and expand. The 69 million dead had given way to over 80 million eighteen year olds ready to join the world packs strapped to their back and assault rifles in their hand.
Eity thinking so hard had totally forgotten what he was supposed to be doing. Lately, he had been doing that and his work had been piling up. He now remembered his job which was to send the invitations to the ambassador's. A journey of 160 miles had been necessary to keep this event from getting out.
Last time an assassin had been sent to kill the participants. This time the event was closed but that didn't mean an assassin would try to get in. The death guard had taken that objective to heart and that was why the meeting would be swarming with death guard.
Eity sent death guard messengers(unarmored as to look civilian) to the different IFA ambassador's locations. Each one addressed and tailored to the individual and his or her country. Each death guard also carried 21 special cards that would allow the ambassador and 20 of his staff or guard to come with him. The meeting would be held in two day.
With that Eity made himself comfortable in his quarters and slept.
