My nationstates dossier claims that I have spent $0 on defence, but that isn't true. I've spent some money on defence, and I do have an army. Is there any reason for this?

Maybe you're like Fatatatutti and your defense buget comes from bake sales instead of taxation.
You might have cut the defense budget so low that the game registers it as negative. If that happens, you need to raise defense spending more simply to get it positive again.
But in the end, the NS Dossier is simply a tool, it isn't dogma, so feel free to within reason set your own defense spending. To do this, look at other RPers and the RL defense spending of nations and choose a realistic amount.

It's propaganda put out by your government to lull invading powers into a false sense of security, so that they will underestimate your military capabilities.
