good point.Plus they have quite the early advantage.
We've got to establish two things: A setting and antagonist (villain). So... our possible settings are really in Tocrowkia and Ustio, by the possible villains.

Hey, why does everyone think i'm the villain? :(
And as for settings, I think it'd be a bad idea to set it in Ustio, as SRPA have way too much power there (Governmental Infiltration FTW). If it was set in Tocrowkia, as his character is the leader, he can pretty much do anything, maybe SRPA could help those individuals with powers fight back?

Tocrowkia would also have the entire government of his nation under his control.So a different nation is needed for the setting.

Mine wouldn't work. My government tries to capture and replicate the abilities of the Empowered. And they have pretty much complete control over the populace

Or we could just do like heroes, and set in different parts of the world in groups of characters that eventually come together.
