Official Message from the President of the United States, Alexander Kazansky

Dear Friends!

I know that the United States Government has not informed you of this, but I have been broken out from their secret prison facility. I know that you will ask why I needed to be broken out – after all, I pleaded guilty. The answer is simple: traitor-bureaucrats, entrenched in the military authorities of Allanea, working for military intelligence have submitted faulty data to me and my assistants, telling us that dozens of millions of people would die due to the mini-Chernobyl event in Clandonia. This was a dirty lie – but I believed it. That is indeed my fault.

I have resigned from office and agreed to a trial – and then pled guilty – believing myself the murderer of over fifty million allied civilians. People whom I have appointed then signed compensatory agreements based on that premise. Only through the help of Derscon – who gave us more Prussian land than we lost in Haven – and Anghele – who lent Allanea massive monetary support – did we avoid a major crisis.

Now, I have the following announcement to make: As I sit here in Bretton in Chancellor Donner's palace, I would like to thank him for his hospitality and for rescuing me from the prison into which I was cast by the traitors. Furthermore, as my resignation was made on false premises, I hereby announce it null and avoid. I ask the Supreme Court of Allanea to review this situation and to restore me to my rightful, Constitutional title as President for Life.

I know that some people would argue that my return would signify a period of aggression, an attempt to reconquer the proverbial Rhineland. This is, frankly, nonsense. I do not have any plans of grandeur. I do not wish anything for the new inhabitants of Roanoke Island and San Nereiana other than freedom and prosperity, and I will not shed a drop of blood, Allanean, Cottish, or otherwise, to reclaim it.

I wish to make a special announcement for our friends the Cots. I do not hold against you that you claimed San Nereiana. I thank your military personnel, your instructors and officers, for coming to assist Allanea in reorganizing and retraining our navy. I guarantee you that Allanea will remain your friend an ally in all things, regardless of who is in power.

Finally, I am told that the United States is preparing for a possible war against the Grand World Order. My message to the Grand World Order is simply: Fascist scumbags, I am a supporter of peace. If you fold your deployment from Shima and surrender, I will promise you that Allanea will allow you worthless scum to live.

“Aah. It's good to be back.” - smiled Kazansky as his luxury submarine took him to Liberty City, relaxing in the warm miniature pool on board.

“Technically, you're not back yet,” - his faithful spy, Nicolae Carpathia, reminded - “It'll take the court a few days to review – though obviously they'll accept your return. Congress is up in arms, and there are five hundred thousand people parked in front of the court demanding your return. Also, people started retaliating against the traitors-bureaucrats.”

“Oh?” - Kazansky smiled - “So posting the names of the Cottish spies on the Internet was not such a bad idea after all?”

“Oh, it's awesome. Two hundred of them have been killed in the last twenty-four hours – some lynched, others committed suicides. Lots of duels, too.”

“Never thought I'd see the day I'd endorse lynching in Allanea.” - Kazansky shook his head. - “How long until we're in Liberty-City?”

“About eight hours. I think they're preparing a fleet to go to Iron Province as we speak. It'll leave about the time you get in.”

The President smiled. “Tell them to put a camera crew together. I'm having this idea of making an address once I'm back in town...”

The Allanean Message

Ten hours later, the response came. It was a video, displaying President Alexander Kazansky, perched upon what seemed to be a large, impressive throne, wearing a black-and-silver military uniform. At the feet of the throne sat the former Empress Isabella of Ryou, dressed in minimal, black leather clothing. A pair of guards with assault rifles flanked the throne.

And then, the President spoke.

Hey! Fascist vermin! Listen up when a Free Allanean is talking!

The first thing I have to tell you is that you're worthless slimeballs. You're worthless slimeballs who worship a dwarf called Benito Mussolini. A dwarf who invented fascism to satisfy his own failed ego. He didn't even really invent it – he fashioned it from scraps of Marxism and nationalism. Even he himself admitted fascism was only an advanced form of socialism. In other words, simpler for you to understand: Mussolini sucks cocks in hell. Communist cocks.

And then there's your leader and founder, Griffith Artiche. Words do not come to express how hard he failed at everything in his life. The guy betrayed his oath as a Marine to defend liberty and became a fascist scum sucker to imitate Mussolini, the unemployed socialist dwarf. Iron Province

Full alert status had been declared, and every soldier in the province was called up to combat readiness. The northernmost city, the First City of Iron, was running drills on Naval and Air raids. Arms sales soared.

Fleet Admiral Erane Jenvus Buwan, the head of the entire Federal Navy, was arriving with his own fleet and several others to protect Iron Province. When the fleet would get there, the English Channel would be a starry sky of ships, ranging from Buwan's Supercapital ship to Nimitz carriers to frigates, and everything in between. Since Allanea had seen fit to insult Benito Mussolini so many times, the FWS Benito Mussolini would be one of the two Dreadnoughts (GWO version, not gay classic ones) present in the armada. Satellites were placing themselves in orbit around Iron Province, obviously to provide combat support and imaging of the situation. An experimental Funeral of Gatling had been designated to strike if needed, but it hadn't repositioned itself yet and appeared to be uninvolved.

Allanean Fleet

The Allaneans had not yet approached the enemy – so far, they were only about 2400 kilometers from the Normandy beaches. The Iron province awaited them with its warships and aircraft, with its factories and divisions. And the Allaneans needed a way to test out enemy's defenses.

And they had the perfect plan.

From the front ships of the Allanean battle fleet, simple missiles took off – Tomahawk ground attack missiles, two launched from every Allanean missile cruiser. (http://doc-evilonavich.deviantart.com/art/Avatar-Cruiser-37691088) Together, that made 160 missiles.

The target selection process has been... uniquely Allanean. Obviously, the Allaneans had no way to locate or even detect the massive arrays of underground system in the Great World Order. Therefore, they used ordinary Google Maps to locate key industrial factories and other facilities on the Order's West coast. Eighty highway intersections were targeted to be hit with one missile each, and the other eighty missiles were fired what whatever AShM launch sites could be divined from the commercial photography.

But that was only the beginning. Forty of the high-value Khan missiles were launched – not at any warships, of course, but at targets surrounding the Iron Province's nuclear reactors. The reactors themselves were left intact – but the missiles were aimed at the power substations that fed power from the plants to the cities and factories of the province.

Return of Kazansky: Fall of Allanea

Allanean ex-president, or should we say current president, Kirillovich Kazansky created Allanea and destroyed it. Through his policies he managed to carve a nation that was taken advantage of because it was weak, but at the same time managed to propagate power beyond the ability of many other nations. Allanea under his rule was an enigma. His policies were erratic. Allanea’s allegiances could change within the hour. He managed to remain friendly with the Second Empire of the Golden Throne, but at the same time the Imperial administration in Fedala did not always agree with his decision. Allanea had been cordially invited to the Fedala Accord, but instead Allanea decided to pledge allegiance to the likes of nations such as Praetonia, Questers and Clandonia – nations which were just as willing to carve Kazansky’s sate up. In the end, it seemed that his strange policies came back to bite him in the behind. Kazansky was unofficially (or officially, depending on who you ask) forced to resign his presidency and was put in prison. Fedala offered to hold him in the Empire, safe from those who would have liked to do him harm, but Allanea’s interim government decided against that. Now, Kazansky himself informed the world of his return and he is now defacto ruler of Allanea once again. Just when we thought his era was over and a new chapter would begin for his fledging nation, we turned out to be wrong. Instead, just another paragraph of the old chapter is being written; one that will spell the end of Allanea.

Kazansky has not only just returned to the presidency of Allanea, but he has also managed to embark his nation into a brand new war. Allanea’s economic development is largely subsidized by Greater Prussia, a group of largely economically ineffective and politically tyrannical countries which should really be looking for somebody to subsidize them before they themselves go bankrupt. The massive amounts of government waste, through the expenditure of a ready-to-collapse fiat currency which can barely be backed by the respective government, is only produced by redistributing wealth from the general population to the growing government bureaucracy. That is Greater Prussia. It is one giant house of cards ready to collapse, and Kazansky is using it to his advantage. His return is being funded by the Greater Prussian state of Derscon, which is admittedly an ally of the Second Empire of the Golden Throne (although relations are hardly more than ceremonial, now that the Second Empire no longer belongs to Greater Prussia). And so, while the people of Allanea continue to starve and whatever could have been of economic recovery is put on hold, Kazansky has decided to wage war anew. This time, against “The Grand World Order”. The sad part is that Kazansky thinks that the world will be on his side this time, and he hopes to use this war against “fascism” to legitimize hew new rise to power. What he fails to realize is that the world already hates him. Kazansky is guaranteeing the fall of Allanea.

What Allanea needs is not Kazansky, but a leader who is truly interested in making Allanea a great nation once again. Kazansky has proved that he is only interested in his own power, and any ambitions with Allanea are purely to aid him in his own agenda. The worst part is that Kazansky doesn’t understand that development is a long-term process and believes that through the wanton expenditure of foreign money he can both wage war (and in some sense reclaim martial prowess, believing that this will gain him respect internationally). What Allanea needs is a leader who knows that it will take many decades to put the nation on par with even the most mediocre economies of the world. Alone, the Allanean economy is in shambles – its production was either destroyed or transplanted. The entire process was one huge government-funded program, ensuring future cartelization of their market. Any attempts by the private sector to rebuild what they lost in Haven are being undermined by Kazansky’s insatiable appetite for power. And he is not only bringing his nation down with him, but the nations which support him. Ultimately, this fiasco will not only be economic, but political and military – it is inevitable that another great coalition rise against Kazansky’s madness and again force him to step down. And this time he will not have the allies he once had. And the allies who remain will be far too poor to even commit to his defense.

Allanea should be focusing, as I’ve been attempting to infer, on economic development. It certainly has the foreign investment for a “quick” (relatively) recovery. This foreign investment is poor investment on part of Allanea’s allies (government funds which are invariably collected through taxation), but to Allanea this is of almost no concern (although ultimately the faltering economies of Allanea’s neighbors will have an adverse effect on the economy of Allanea itself). The point is that this massive money should be injected into the economy by giving it out to the consumer. The provider of the goods and services will come naturally, even if slowly at first, but the money to spend will be there. Besides, foreign companies will invest in Allanea to gain a piece of the pie, so to speak, themselves. There is a lot of money to be made. Instead, this money is being squandered on pointless wars. The worst part is that the military being used to fight these wars has been freshly constructed out of green troops and brand new equipment. Kazansky is building a quagmire Allanea might not be able to get out of as easily as it has in the past. Foreign funding will come to an end when those governments realize they have no more money to give out. Because of this, it would make more sense for Allanea to take full advantage of what it can get now, open its economy to foreign investment from other nations and begin to develop ties with the wealthy through peaceful manners.

Although the inevitable economic ruin which will befall Allanea is a people’s tragedy, the means of the country’s end will probably be political. It is likely that the nations which once took Kazansky out of the picture will return to finish the job. There are too many foreign leaders itching for an opportunity to settle scores. This time they will not be as lenient. It is predictable that Kazansky’s rule will be short – “the hundred days” come to mind. Even former allies, such as Emperor Fedor I, have expressed their concern of his return. Most were getting used to the new “Allanean order” and forming cordial relations with the former government. Now, they will have to deal with Kazansky once again. In this case, the problem is not Kazansky himself, but the mistrust most nations have with his policies. Kazansky has already proved to be an extremely erratic ally. For example, politically the Second Empire will not invest in establishing a personal relationship with the new government. They will continue to expand relations economically, but that will be up to the businesses. These too are wary of investing in a nation which may be invaded at any time. There is no confidence in Kazansky. In fact, his leadership alone (regardless of what he was to do) has meant a freeze in most foreign investment except from the most adamant of allies. Kazansky is bound to find himself between a sword and a rock. He should have seen his incapability of leading Allanea from the very beginning, but perhaps the lure of power was just too much for him to handle.

The sanest thing that could happen now is that all support for this madman cease to exist. Greater Prussia should not look at supporting him. Their allegiance to the president is largely feudal in nature – based on some honor code. It’s difficult to understand how they could sacrifice their own position by supporting Kazansky’s tyranny. Then again, Greater Prussia has never been known for its ability to act based on logic. In any case, it would make far more sense for the GPE (Greater Prussian Empire) to remove Kazansky from power and instead put their support behind a new leader – even if it’s one that is not in line with the leading nations of Haven. Ideally, they should also cut their ridiculous monetary support and instead look at reforming Allanea from the inside (such as the liberalization of the market). And, they should all know that war at this point is suicidal for all of them. None of them are in conditions to win a major war, and another loss could be disastrous for their regimes. It’s wonder that their people have put up with the ineptitude of their dictatorial regimes to date. Or perhaps it’s a testament to their ability to hold power against the odds – something that even Fedor I hasn’t been able to do (as we can see with his own liberalization of the Macabee economy). In short, Kazansky is not beneficial to anybody at this point in time.

For the sake of the people of Allanea, who will bear the brunt of the consequences, we hope that this situation resolves itself soon. Otherwise, I make the wholehearted suggestion of leaving that collapsing nation.

The Tomahawks had been sighted not long after being launched by the Allanean ships. The first response was a series of Anti-Missile missiles of varying kinds. Whatever made it through would be targeted by shorter-range anti-missile batteries, such as Patriot missiles. If anything would survive the large amounts of anti-missile missiles inbound, they would be subjected to ground-based laser sites and CIWS systems (All featuring AHEAD shells).

For the counteroffensive, a swarm of dummy missiles mixed with varying Cruise Missiles was launched, targeting Carriers mainly, using satellites to help find the targets. A small group of F-35s was hiding in the sea of RADAR signatures, looking for any ship of higher value to the Allaneans to hit with their more accurate AShM strikes. The dummy missiles launched had minor, cheap explosive charges, and could be built and launched thousands at a time thanks to their cheapness. Their charges were enough to kill someone, but not enough to cause any real structural damage to hardened buildings. Of course, the Cruise Missiles snuck in and the AShMs could spell death for a ship.

Just yesterday, searching through my various news subscriptions, I came across my Díenstad Informative e-mail to read a rather critical piece, attacking not only Allanea, but Derscon, and the Greater Prussian Empire as a whole. I must say, I nodded in agreement with quite a lot of the column. Kazansky is making a terrible decision, fighting yet another war when Allanea is in such dire straights. But this is Allanea. Allanea has, is, and always will be one of a kind in this universe, which is why I find it silly, but not reprehensible.

However, to suggest that all of Prussia consisted of "inefficient economies" and "politcal tyrannies," well, I literally laughed out loud.

Before I go further, and while I can really speak for no one but myself, I must say that the Macabee's newspaper has it wrong. They have always been a friend to the Dersconi people, and will continue to be viewed as such, even if the government does not.

Which transitions nicely into my next point - political and economic tyrannies? Really? How is it any nation in the world could consider Prussia a "tyranny" when the most powerful country is an anarcho-capitalist society? There was no fiat currency involved, no government-supported aid - there is no government. It was all a matter of private individuals purchasing and homesteading on behalf of the Allaneans.

For a nation that has been consumed by civil war for most of modern history, the Macabee's has little to no right to calling anyone economically inefficient, or politically tyrannical.

And by the way, there has been no official support or funding of Allanea on behalf of the Prussian Empire. Only private interests within Derscon bothered to care about the plight of the Allaneans. Indeed, I'm sure the Pantocratorian Emperor, the heir apparant of the Greater Prussian Empire, would much rather see Allanea burn.

It is amazing how many errors can a single article complain. Let us omit the picture of a ruined house supposedly situated in 'old Allanea' – nevermind it's not clear where in 'old Allanea' this house is situated or what it was ruined by. The architecture is clearly not Allanean in its formation – Allaneans hate and despise apartment homes, which is the entire reasoning behind Allanea's expansionism and wars.

The author goes on to claim that Allanea's development was 'subsidized' by Greater Prussia. It is true that the Prussians donated a vast amount of real estate to us, but it is not they who provided most of the money. The Confederacy of Sovereign States provided Allanea with over 24 trillion dollars, and about forty trillion dollars were provided over the course of seven years by Anghele, who also built homes and provided various consumer items for the displaced, allowing for most of the money to be used on investment.

The notion that the Greater Prussians utilize fiat currency is nearly insane – a fiat currency requires, at the very minimum, a government. I dare anybody to try and locate one in Derscon. Or a 'massive government apparatus'.

But let's observe the article's main claim. The majority of Allaneans – over 12 billion people – have never been affected by the struggle in Haven. Their jobs are still there – the funding for the relocation and compensation of those who moved were provided by Allanea's allies. The exports of Allanean automobiles alone circle around sixty trillion dollars every year. In seventy nations throughout the world people eat our burgers. Yet that is ignored in the author's rush to conclusion – that Allanea should somehow 'open her doors to business'.

Let us ignore here the claims that Allanea is fighting a war with 'green troops' and 'brand new equipment'. It's not clear where this even came from. Let us look upon the fact that the author is calling for the United States to liberalize its market!

How, precisely, is the market in the United States not 'liberal'? Is there a graduated income tax? Is there a fiat currency? Is there a property tax? No, no, no, and no. Tariffs are reciprocal only. The right to property is respected.

Let's do the numbers, again. Let us assume a GDP of $40,000 per capita (lower by 20% than the pre-war value, but hey) and a population of 12.47 billion people (again, and underestimation. This would give us a GDP of 498.8 trillion dollars – or a military budget of 25 trillion dollars, assuming it pegged at 5% of the GDP. Of course, the real-world Allanean GDP is slightly bigger than that, and the budget is actually smaller, being currently estimated at 22 trillion dollars.

Obviously “Ph.D.” Manias Terhal doesn't have a clue what he's talking about. Maybe, before 'liberalizing' our market, he should consider working on passing market reforms in the Kingdom itself.

The incredible power of the World Order's missile salvo – such as it was – could not have passed undetected by the Allanean armada. And of course, they had something to say about it. The first answer, of course, was 'missile spam' – five Sea Sabre.38E launches from each one of the Type 165 AA cruisers and one from each of the Type 27 AA frigates even as the enemy missiles entered RADAR range – 2,300 missiles in total . To follow up on that, the cruisers launched ten Sea Dagger missiles at anything that survived - 3,600 more missiles.

The Close Air Patrol groups of the carrier aircraft – between them, the carriers had 300 planes in the air at any given time. And the pilots knew their jobs. They launched their anti-air missiles at the incoming assault, firing two of them each at the surviving missiles.

But that wasn't even the main issue here. The main issue was that the Allaneans had a variety of jamming systems operating around their ships. As enemy missiles approached, their active RADAR would confront massive amounts of noise, and their IR systems would notice dozens of extra heat sources – and to top it off, decoy launchers on the aircraft carriers and cruisers started launching dozens of decoys. Where the RADAR signatures of the real ships where muffled as much as possible, the decoys almost screamed: “LOOK AT ME I AM A CARRIER!” or “I AM A CRUISER! HIT ME HIT ME HIT ME!”.

Still, there was damage. The aircraft carrier Mutilator lost part of its superstructure and two hundred crew members from an unfortunate missile strike.

After that the Allaneans, seemingly having learned their lesson, began to retreat. By the time the enemy aircraft returned home they would increase the range between them and the enemy by sixty kilometers.

Clearly, he was oblivious to the fact that a good number of GWO Highway sections in more remote areas had just been blown apart by the Allanean missile strikes. He was responding to reports from the Directorate of Reconnaissance and Intelligence about the loss of the Allanean aircraft carrier. While it wasn't much, an Aircraft Carrier was possibly the most valuable ship in a fleet; not only was there the crew, but the air wing aboard the ship would be rendered useless if the ship was put out of commission.

Approaching the English Channel

Fleet Admiral Buwan looked over the few ships within sight of his giant ship. His ship was more for showing of force, but it certainly could pack a punch. His ship wasn't supposed to actually be in the fight, though. While it would provide support via its aircraft on board and its VLS tubes, it was almost strictly for commanding the fleet. Even though he couldn't see it, the Admiral knew that his fleet was positively gigantic, possibly one of the largest GWO fleets ever assembled (The largest was when literally half of the Navy was to converge on Magna Polis to fight a UWR and friends fleet). Similar to the Allaneans, he had hundreds of planes flying CAP at one time. It would only be a bit longer before he was in the port of First City of Iron...



After reviewing reports from the F-35s, the Provincial Command decided that it would be wise to up the number of air patrols above Iron. F-22s and EA-18G Growlers dominated the skies, ready to pounce on whatever came within their reach.

The icy waters broke against the bow of the Nessus as she plowed through the sea. Aft and to port sailed her sister, Aquallor. The pair were alone as they traveled through the Prussian waters, but they were as each as powerful as entire navies were at the time of their construction. They were practically ancient, but their might was unrivaled once again; all of their contemporaries had long since been sunk in battle.

From the high, well armored bridge, land could finally be discerned through the morning fog. The early sunlight reflected off of millions of windows as steam rose into the sky from just as many smokestacks. The Allaneans, it seemed, were hard at work before most peoples were even out of bed. As well they should be, the ship's captain thought, for the forces of tyranny were not known for sleeping. Several hours passed as the ships came closer and closer to the great megalopolis. Countless fishing vessels and cargo ships passed as the buildings that marked the highly developed shoreline grew larger and larger.

Several jets screamed overhead as the Allanean military made it a point of reminding the two ships that they were being watched. It was only one of dozens of sorties sent to track the ships in the past week since entering Prussian waters. Eventually however, the ships were contacted and guided into port. The two massive ships required equally massive piers, but such things were in no short supply in a nation as known for excess as Allanea. While the boatswain's mates traded lines with the Allanean longshoremen, the rest of the more than six thousand crewmen of each vessel stood along the decks in their dress uniforms at a constant state of parade rest. The Shanderan flag waved gently in the morning breeze as gangways were put into position and the commanding officers of the two vessels descended onto the Allanean soil. They were met by their Allanean counterparts and shook hands.

"My government understands that you are having trouble with the enemies of freedom, Admiral. My colleague and I have been sent to transfer control of the Nessus and Aquallor over to your navy." explained the Nessus's CO. As he spoke, the captain of the Aquallor signalled to the two ships. Every one of the twelve thousand men went to attention and a boatswain's whistle sounded off. While the Shanderan national anthem played over the loudspeakers, the two massive flags flying from the masts of the ships were lowered for the last time.

"Be sure to take good care of these vessels. They're antiques and probably belong in a museum."

The whistle sounded off once again and the former crews of the two great dreadnoughts fell out of formation in a surprisingly orderly manner given their numbers. They returned to their bunks and packed their things into duffel bags before leaving their ships for good and heading into Liberty City for, oddly enough, some well deserved liberty.

Now, the Allanean strike was delivered. It consisted of 50 B-22 bomber aircraft, passing over the Allanean fleet at full speed and altitude. Escorting them were five B-22J aicraft and two AWACS planes. Far overhead, at an altitude of 21 kilometers, flew five Arbiter II strategic stealth aircraft.

As they passed over the Allanean fleet, the B-22J turned on their key equipment – incredibly-overpowered jammers, powered by the immense engines of the strategic bombers. Four of them jammed various enemy RADAR frequencies, and one jammed radio communications.

At the range of one thousand kilometers from the enemy shore, the B-22 strategic bombers' wing pilons came alive and their bomb bays opened – but they didn't drop bombs bombs, nor did they launch missiles.

From their bomb bays, the bombers dropped two tons of chaff each. From their pilons, they launched four decoys each - ADM-20 Quail (http://en.wikipedia.org/wiki/ADM-20_Quail), designed to imitate the cross-section of a bomber. Even if the enemy RADAR somehow got past the jamming, they would detect not fifty-seven, but 575 enemy strategic aircraft – assuming they weren't obscured by the giant white spots where the chaff was laid. The likelihood of anybody detecting – much less shooting down – the five high-altitude stealth bombers in the whole mess was... the words 'needle' and 'haystack' came to mind.

And now it was time for the Allanean planes to do their work. Ten minutes later, the B-22's fired their weapons – twenty AS-79 (http://forums.jolt.co.uk/showpost.php?p=13166557&postcount=31) missiles each,[/url] or, specifically, one thousand missiles. The Allaneans chose their targets carefully, firing from maximum range of 800 kilometer. Even if the planes were detected, and the F-22's could intercept, the enemy fighters would be venturing far out of their combat radius. Coming back would be an issue.

Despite the amount of missiles, only one target was selected – the FWS Benito Mussolini. Sure, the missiles were expensive. But a superdreadnaught would cost more - and the damage to the enemy's pride would be priceless.

Cut back to Sam. "But apart from the political repercussions, what will the physical consequences be for Steelian citizens?" Background cut to images of a large military base. "Here at Alyrion Military Base, over a thousand ships have already been mobilized, with many more to go, and millions of logistical personnel are working overtime to get immense standalone air wings and several Tactical Battalions fully mobilized and prepared for departure, which the Council of Twelve has estimated to be in less than two days. As final preparations are made, the Council is expected to issue a citation to Lieutenant General Marianne Marsh, who orchestrated and commanded this truly titanic logistical effort, although since nobody really cares about the logistical side of things it's unlikely to get much notice in the media.

"Commentators have estimated that a sustained conflict with a force this size could cost the Anarchist Military Junta nearly a trillion dollars, and that's assuming the best possible conditions. Considering Steel and Fire's yearly GDP in the hundreds of trillions of dollars, however, we can assure citizens that the sacrifices they will need to make will be minute, and it'll be worth it for the glory a successful campaign will shower upon Steelia, President Walrustitty and the Council. GWO Armada

The GWO RADAR operators knew they had been jammed when the RADAR signatures of their own units disappeared randomly. A warning was quickly sent out to the entire fleet, and close to a hundred more F-22Ns, EA-18Gs, and F-35s were scrambled to see what was coming. They had no real clue of what they would be up against, and their favorite weapons (The MBDA Meteor and AIM-120 AMRAAM) were rendered useless at the moment.

When the sight of the army of decoys came upon the pilots, a huge sigh of relief could essentially be felt. However, this meant they had to find whatever the source of them was. Considering the sheer amount of Quails, it was likely a bunch of bombers.

The F-35s and F-22Ns began scouring for hostile aircraft within the horde of Quails. It wouldn't be hard to spot a bomber when it presented itself, as a Quail looked very different than a bomber.

And they were still oblivious to the stealth bombers above.

When the missiles flew at the Mussolini, the CIWS systems quickly reacted, decoys were lobbed, but to limited avail. The sheer amount of missiles of whatever had gone through the fighters had literally ripped the ship into four pieces, sending the ship into a sinking state quickly. Survivors were seen leaping off the decks, MABs were helping pick up floaters, and the Commodore had barely escaped, having gone to the Grand Justice to speak personally with Admiral Buwan. The destruction of the Mussolini would incite a relatively famous naval term that came to use soon after the Pearl Harbor attacks: Dead ships sail. The ship would be salvaged later and refitted, but for now it would simply sit a couple hundred feet underneath the surface.

Retribution would come soon, as a fleet of B-1B Lancers, B-2s, AWACs, and Tu-160s was being prepared to conduct virtually the same type of operation, but on a larger scale.

As the air group started taking off, another massive salvo of fake missiles and decoys was being prepared. The air group was essentially copying the Allaneans by using the huge amount of decoys and RADAR jammers.

The bombers quickly activated their RADAR jammers before getting within range of the Allaneans. A signal was given to the dummy missile sites to start launching, so that another needle-in-a-haystack situation would occur. This would make it the third time since an attack in this style had been used.

Once the bombers were in range, more cruise missiles and AShMs would be fired (Targeting the carriers, of course), using the AWACs as an external RADAR source. The AWACs were being cautious of anti-radiation missiles, so crewmen aboard them had their hands ready to initiate countermeasures as soon as a threat came up.

Now, the Allanean stealth aircraft were passing over their targets – the ships of the enemy fleet. As they approached the enemy, their bomb bays opened, releasing – not missiles at all, but 1000-pound Paveway II (http://en.wikipedia.org/wiki/GBU-16_Paveway_II) bombs. Each of the aircraft carried 96 of these bombs, and they dove straight for the enemy ships. 350 of the bombs were distributed evenly between the seven enemy aircraft carriers, and the remainder – 130 bombs – were directed at the remaining superdreadnaught.

Some time later

The enemy attack did not pass undetected – the downside of RADAR jammers is that the enemy detects the fact that he's being attacked, just not the means of the attack and the exact angles of approach. As it was heard, alert fighters were scrambled, armed with home-on-jam, HARM and IR missiles. Soon enough, about 500 fighters took off towards the impending enemy bombers. The air defense craft readied their weapons and waited.

The strategy was simply for the fighters – go out to greet the bombers. Once they were in range – their job was to launch a single home-on-jam missile and a single R-27 HARM missile each at the enemy AWACs.

Behind them, literally hundreds of shipboard decoys were launched – three from every Allanean ship, all posing as high-value ships – carriers and missile cruisers. The Allanean air defense cruisers armed their missile launchers and waited – once the enemy missiles came into range, every single Allanean AA cruiser would launch 20 Sea Sabre missiles. Though they were heavier (and thus, more expensive) than the light missiles the cruisers had, they also were armed with IR guidance packages rather than solely RADAR packages, enabling them to assault the enemy missiles despite the insane jamming. 20 missiles had been launched – which meant every cruisers had only 98 missiles of this kind left in their magazines, and only about a 12 directly in their launch boxes.

One could only hope the Allaneans succeeded in taking down at least part of the AWACS aircraft.

An hour ago Alyrion Joint Military Base had been overflowing with activity, a hubbub and insanity scarcely comprehensible to those politicians who like to think war is an orderly affair of going out, shooting the other guy, and coming back home. But now the activity was dying down. The last few trucks were being driven onto the transports, cranes had reduced the cargo to be lifted onto the arsenal ships to the point where it was no longer visible from outer space, and a million and a half or more soldiers of the Steelian Army (to be more precise, three tactical battalions, plus several additional black-ops divisions) had been loaded onto their transport ships and were now gathered to hear their instructions from the commanding officers.

On board his flagship -- the Super-Ultra-Mega-Hyper-Giganto-Dreadnaught Mostly Harmless -- General George "Jeep" Parker turned away from one of the CinC windows and surveyed his bridge crew, nodding in approval. "Everything set?"

"Affirmative, Sir," said his XO, not looking up. "All of the crews are aboard, they're performing the last checks on the ships and aircraft, and they're sending the bombers out from Black Isle in about ten minutes."

"Good. We'll set sail as soon as they're ready."

They were ready in twelve minutes; as the last cranes disengaged and the little harbor boats withdrew, the huge fleet slowly flexed itself, moved, and began to accelerate. Approximately fourteen hundred ships made up the fleet, ranging from the ridiculously overpowered Mostly Harmless to small minesweepers and patrol hovercraft. Submarine forces numbered several hundred attack subs, plus whatever missile submarines the Steelians had been able to muster for this purpose and whichever ones were routinely in the area anyway as part of Steelia's doctrine of being able to launch nuclear strikes anywhere in the world if for some reason it was required to do that and had lost its satellite capabilities. There were no crowds standing there to wave them off. Crowds weren't permitted on Alyrion.

As the fleet departed -- continually maintaining at least six squadrons on CAP -- another larger air group was taking off, flying in that dead zone which air search radars cannot see due to the curvature of the earth and sea search/OTH radars are at their least useful for the same reason. Operating under EMCON and guided by fourteen or fifteen EWACs, the air group consisted of a few hundred heavy bombers (essentially, redesignated and painted B-22s) escorted by a larger force of strike fighters. Radar jamming was in effect, and they were following a predesignated flightpath looping around to the north that would bring them about midway between GWO's Iron Province and the Allanean Fleet, so when radar was activated it was usually one of the EWACs, for a short sweep lasting only a few seconds, and long enough between the sweeps that it was hard to tell there was anything there.

Their goal was to launch a strategic first strike, to ensure Steelian air superiority in the region or at least make life that much more difficult for the enemy.

For the purposes of this RP, Steel and Fire occupies roughly Quebec, Labrador, Newfoundland, Nova Scotia, and some made-up islands in that region. Maps can be provided upon request. /OOC

OOC: Because my naval spending takes up 90 percent of my spending, my naval budget is 80 times larger than the US Navy/Marine Corps. budget. My ships are generally old, so I figure I can have at least 80-90 times as many ships than the US navy has. The cash that would be normally alloted to marine corps instead goes to coastal defenses and anti-air material, along with fielding a 60,000 man marine corps that is actually weaker than most army groups (just ground troops armed with AK-47 and AK-103 rifles, still no armor or protective headgear). The consequence of my massive naval spending is obviously a weak ground force with Lee-Enfield rifles, and an airforce that isn't very impressive.

All Across the Atlantic Coast, East Congaree

East Congaree's navy was, simply put, massive. It ate up 90 percent of its defense budget, and it fielded a massive fleet, especially massive when most of its ships were mass-produced older and less technologically advanced ships. Today, it was figured, it'd have its first taste of major war since the 1970's. Gathering forces from both Savannah and Hampton Roads, the East Congaree navy would steam for Allanean waters and challenge her fleet. The operation was tagged "Atlanta".

Reaching the end of their preassigned flightpath, several of the EWACs switched on their radars at once, performing a quick sweep of the area and alerting anyone listening hard enough to the fact that there were planes out there (although they wouldn't know what direction the planes were going or how many of them there were). Then the air group changed direction, heading towards the Allanean fleet. From now on, at odd intervals, a single EWAC aircraft would activate its radar for a quick sweep, then turn it off again; while anyone listening in that direction could detect it, the radar jamming they were operating over the air group, plus the fact that they were in the fleet's dead zone and thus likely to be dismissed as interference, helped ensure that it would not be considered a big deal.

However, the closer one gets to something the size of a fleet, the more the dead zone narrows, until very close to the fleet air and sea search radars overlap, providing no areas where an object cannot be detected. Well before reaching that point, three hundred and twenty of the bombers dropped twenty-five RFM-67 Moderately Large Long-Ranged ECM-Capable Airdroppable Anti-Shipping Missiles (MLLRECAASMs) apiece (8000 in all), targeting the carriers and air defense frigates. At this point they were more than seven hundred kilometers from the enemy fleet. Having done this, the bombers turned around and began returning home.

The MLLRECAASMs followed where the bombers had not gone, continuing through the dead zone until it became useless, and accelerating to about Mach 6. Their built-in ECM could distract anti-missile missiles, et cetera, et cetera. Estimated reaction time would be something between thirty and forty seconds anyway, and the locations of ships had been pinpointed previously by the EWAC's sweeps, so there was less chance of the missiles hitting decoys. Nonetheless, the strike was not expected to do much more than soften up the carriers and frigates, despite being essentially immense amounts of missile spam.

The departure of the other bombers left about forty, including eight refitted with jamming equipment to conceal the air group's existence. Thirty-two that had actual weapons attached. In addition, however, there were more than seven hundred strike fighters, carrying a combination of anti-air and anti-ship ordnance. As the air group proceeded (a distance behind the missiles) into a zone where it could be detected on active radar, it momentarily took no precautions; the jamming had continued, sophisticated enough that nothing appeared out of the ordinary, and far enough out from the Allaneans that no aircraft would be mysteriously disappearing.

A few minutes later the missiles hit home and the bombers launched numerous decoys, following a time-honoured strategy. Now the Allaneans would start looking. Meanwhile, brief sweeps continued, with the EWACs searching to obtain targeting solutions on aircraft in the area. There were a few minutes left before the strike fighters would reach the shooting range. And while they hadn't been detected yet, a large patch of interference could be detected, which meant nearly the same thing.

Off the shore of Iron Province

Salvage crews had already headed to work on the Benito Mussolini. Divers and submersibles (Many belonging to civilian contractors) were already down, shining lights on the fresh wreck. There wasn't much wear on it, besides the odd scorch, barnacle, or rust, but it wasn't terribly much. Cables and the like would eventually be fastened to it, but not before Marine divers took photos to assess the cost of repairing the ships.

It seems only half a year ago, our nation was humiliated by the events of the Clando-Prestonian war. When I returned to my lawful office, chaos and ruin were predicted by foreign sources. And what has been the result?

We intervened in the Shima conflict, causing a triple war. One with Steel and Fire – which ended in that nation surrendering after losing sixty aircraft to our ten and damaging some of our ships. One with the Grand World Order, causing the loss of one aircraft carrier and 250 personnel on our side and three thousand troops, three aircraft carriers and one superdreadnaught on theirs. I cannot but commend Grand Admiral Karishima for her valiant actions in securing these victories for Allanea. But that was not the end of it.

The United States – thanks to my leadership – secured a surrender in the long-term Rejistani Stand-Off with no casualties on either side. And finally, the war against East Congaree.

I cannot but marvel at our achievement here. Beset upon all sides, attacked by a navy that far outnumbered our own, we fought – and won. We destroyed over 47,000 enemy ships on the water and killed at least a million crewmen – and our navy did not leave our national waters for a second. We destroyed hundreds of aircraft. We burned down the enemy capital. And our casualties? Twenty-four men against an estimate of about 72,000,000 enemy casualties. Not even in the Yurka war did we accomplish such a success.

But I accomplished more than just victory on the fronts. Through diplomacy and military victories, I raised a sum of money sufficient to give everybody in Allanea a tax cut of twenty-eight percent for the next five years, and a permanent five percent tax cut! This is because I am Alexander Kazansky, and I am the President of the United States of Allanea! And more importantly – because I was assisted in this enterprise by Freemen in the Navy and Air Force and Diplomatic Service.

Across the GWO

The familiar Telescreens that dominated GWO cities had sparked to life, their slight blue glow attracting the masses everywhere. The GWO Anthem played, before a silhouette with a large red light where his left eye should have been (The light and the backlight were the only sources of light; the person's face wasn't visible). The populace immediately recognized him as their Grand Commander. Everything seemed to stop as people paid attention to their TVs, public telescreens, et cetera.

"I appear today to announce that the Order has once again triumphed over the vile forces of Democracy and Communism. Once again, an invading army has failed to dislodge us; once again, our brave soldiers have killed yet another group of leftist swine. Yet again, the Order's flag flies high. As it always will.

The Province of Iron is still within our complete control, and still is consistently manufacturing tools for the Enlightenment of the world. The Yokai nation? Why, they're a pitiful little feudal anarchy that doesn't even own a single rifle. Even muskets are advances in technology there! But, take a look at Iron Province. Iron Province is in the process of manufacturing a Fusion Generator for energy production; this technology is still experimental across the world, and while even we have not mastered it, it is far more advanced than a pitiful country whose eyes have only seen energy in the form of mere fire and lightning. What have we lost? A couple of ships to the invaders, and the lives of 3,211 lives. What have they lost? They deployed an armada for nothing but failure. They lost several of their precious carriers to our air force. They lost a slew of their bombers.

While I cannot speak for our fallen friends in the nation of East Congaree, I certainly can, and will, speak for us.

We have taken minimal casualties, and have strategically only lost the chance to inherit a bit of farm land. In return, we have saved a metropolis that thrives with capital, society, people, and production.

I will now leave with one quote intended for economics, but having a universal value. A penny saved is a penny earned. And we've saved a trillion dollars and sacrificed a penny to do so."

The screens faded, showing the GWO Seal, before a voice announced "This has been an announcement from the Spire," before the ending of the national anthem played. Then, the screens seemingly violently shut down, the image compressing into a line before disappearing.


Meanwhile, the Directorate of Reconnaissance and Intelligence was secretly planning for DRI agents to take up hiding in Yokai for later events.

Just yesterday, searching through my various news subscriptions, I came across my Díenstad Informative e-mail to read a rather critical piece, attacking not only Allanea, but Derscon, and the Greater Prussian Empire as a whole. I must say, I nodded in agreement with quite a lot of the column. Kazansky is making a terrible decision, fighting yet another war when Allanea is in such dire straights. But this is Allanea. Allanea has, is, and always will be one of a kind in this universe, which is why I find it silly, but not reprehensible.

However, to suggest that all of Prussia consisted of "inefficient economies" and "politcal tyrannies," well, I literally laughed out loud.

Before I go further, and while I can really speak for no one but myself, I must say that the Macabee's newspaper has it wrong. They have always been a friend to the Dersconi people, and will continue to be viewed as such, even if the government does not.

Which transitions nicely into my next point - political and economic tyrannies? Really? How is it any nation in the world could consider Prussia a "tyranny" when the most powerful country is an anarcho-capitalist society? There was no fiat currency involved, no government-supported aid - there is no government. It was all a matter of private individuals purchasing and homesteading on behalf of the Allaneans.

For a nation that has been consumed by civil war for most of modern history, the Macabee's has little to no right to calling anyone economically inefficient, or politically tyrannical.

And by the way, there has been no official support or funding of Allanea on behalf of the Prussian Empire. Only private interests within Derscon bothered to care about the plight of the Allaneans. Indeed, I'm sure the Pantocratorian Emperor, the heir apparant of the Greater Prussian Empire, would much rather see Allanea burn.

I write to you to express concern at your choice of words in your recent editorial, published in the periodical the Eagle's Herald, a copy of which is attached to this letter.

Specifically I wish to draw your attention to the phrase near the end of the article, which I quote:
"Indeed, I'm sure the Pantocratorian Emperor, the heir apparant of the Greater Prussian Empire, would much rather see Allanea burn."

Although no legislation exists prohibiting it, and none is planned, I would ask that in the future you, and other journalists and writers employed by your publication, observe the following protocols when writing about His Majesty the Greater Prussian Emperor in a political or foreign policy context:

1) No opinion should be ascribed to His Majesty the Emperor except by the way of direct quote, given in full and in context.
2) No speculation as to the likely opinion of His Majesty the Emperor on a political or foreign policy issue should be entered into.
3) His Majesty the Emperor should be referred to as His Majesty the Emperor of Greater Prussia, or the Greater Prussian Emperor, or other appropriate form of address, respecting His Majesty's role and imperial dignity.
4) His Majesty the Emperor has no nationality and should never be referred to as "Pantocratorian", "French", "Greek", "Roman", or any other nationality.
5) His Majesty the Emperor should not, in general, be referred to as the "Pantocratorian Emperor" or "Emperor of Pantocratoria" in an article pertaining to his role as Emperor of Greater Prussia or King of Reichskamphen. If reference to Pantocratoria is made in the appellation accorded His Majesty in the article, it should be accompanied by reference to Greater Prussia, with Greater Prussia accorded a place of precedence. A suggested style in such circumstances is "His Majesty the Emperor of Greater Prussia and Pantocratoria".
6) Reasonable editorial judgement should be shown in regards to the responsible portrayal of His Majesty the Emperor of Greater Prussia and all members of the Imperial House.

As you can see, the phrase I quoted from your editorial breaches these suggested guidelines. Specifically, comments to the effect that His Majesty would like to see Allanea burn, and the use of the term "heir apparent" (which suggests His Majesty is not Emperor), are inappropriate.

Naturally, you were not to know of these guidelines and thus no offence has been caused by your comments. Nevertheless, now that you and the staff at the Eagle's Herald have been advised of these guidelines, I hope and expect that you will choose to comply with them.

Darak Nezhinsky sat at his desk thinking about his newest column on the Buttatavsraad when his manager approached his office, grinning. Nezhinsky looked up inquisitively, yet mildly annoyed at the interruption.

"Writer's block, Darak? This should cheer you up." It was all the manager could do to hold back his laughter when he put the letter from Benedikta. Darak did not bother to hide his smirk.

"Well, at least we know our paper is read around the world, eh? The Buttatavsraad can wait, this will sell better." The manager nodded, still smiling.

"Agreed. Just run it by me, first. I don't want to create an international incident over this." Darak scoffed.

"The Pantocratorians won't dare touch me, and even if they could, they won't."

Greetings once again, loyal readers, I bring you good tidings of amusement. As I'm sure most of you recall, I recently wrote an editorial on the current Allanean crisis in response to a Maccabean newsletter. In this op-ed piece, I made the following comment:

Indeed, I'm sure the Pantocratorian Emperor, the heir apparant of the Greater Prussian Empire, would much rather see Allanea burn.

Evidentally, opinion in opinion columns is okay as long as it doesn't offend the uptight bluebloods in Pantocratoria, in which case it is to be censored - not officially, of course, but everyone knows what a "polite suggestion" really means in international politics. The Herald has published the letter in full, just opposite my column, for your enjoyment.

Naturally, the patronizing Pantocratorians will be ignored. Last time I checked, here in Derscon, even when we had a government, no one attempted soft censorship in the form of oppressive protocol or political correctness. At least, not in an editorial. It would not surprise me in the least if the aging autocrat Andreus manipulated these "protocols" in order to silence any real dissent.

Due to the anarchic conditions in Derscon, each individual is his or her own sovereign. Therefore, it is up to each individual to choose his or her own leader. I don't recall picking Andreus to be mine. In fact, while many other newspapers - the Prussian Times, Dersconi Mail, and soforth - have come out in support of the Pantocratorian crown, the Eagle's Herald has maintained a suitable counterweight. Oh, did I mention that Andreus was never coronated? If the bluebloods are so concerned about protocol, they shouldn't be declaring themselves Emperor before the coronation.

Not that they would have any power in Derscon, crown or no crown. Unless, of course, House Saryudin manages to dominate the Buttatavsraad and sell out the nation to the Pantocratorians.

I note your latest editorial published in reply to my previous letter. I can only thank your editor for having the decency to print my letter alongside your column, so that your readers could see how you misrepresented what I wrote.

Although I do not presume that you are interested, for clarification I would like to point out several factual errors in your editorial.

First, although I was born in Pantocratoria, I reside in Reichskamphen and am in the employ of the Bureau of Correspondence of the King of Reichskamphen. I cannot say whether the Eagle's Herald is read in Pantocratoria or by whom, but I can assure you that "the uptight blueboods in Pantocratoria" have no sway over this office.

Second, in regards to your statement to the effect that His Majesty should not be accorded the title Emperor prior to his coronation, which is impending, as you know, His Majesty has already been proclaimed Emperor of Greater Prussia by the triumvirate of Consuls von Leibnitz, de Centreville and Brune. The Government of Reichskamphen is constituted with His Majesty as Head of State. The fact that His Majesty's coronation has not yet taken place has no bearing over the fact that His Majesty is Emperor of Greater Prussia. Emperors and kings are not presidents or premiers made or unmade by oaths, inaugurations or other such legal formality.

Naturally, His Majesty has no government in Derscon and thus claims no practical authority over it. Even in Reichskamphen, the suggested protocols for the press are not compulsory and hold no legal status. They are merely advisory protocols which this office provides to editors in the hope that the articles they publish are in good taste. I have extended the same courtesy in sending those protocols to you as I have to every other publication in every nation state in Greater Prussia.

You are, of course, free to ignore them, just as this office is free to ignore requests for interviews and information from any publication as it sees fit.

OOC: This is incorrect. Reichskamphen cannot access the forums, so I am e-mailing him the posts from the various threads, and he e-mails his responses, and I post them for him. To say I'm "managing" the nation for him makes it sound like I'm actually writing his posts.
