OOC: My nation is really known as Rhodesian Africa off the forums. I had problems with logging on to the forums so I'm using Neo-Rhodesian Africa to do posting as Rhodesian Africa. Rhodesian Africa is geographically the entire continent of Africa transfixed upon imagined maps of the NS world. This post should enlighten you on how the nation was created and so on.

It had never been expected that the man who worked so hard to bring Africa into the hands of the British would have betrayed them in the name of expanding British dominion - the man who had once declared he'd build a railway from the Cape to Cairo - had turned his sights on an even more ambitious project. In the spirit of the Americans whom he considered as brothers in blood, Cecil Rhodes declared independence from the British and worked with the Afrikaners to create his own nation, Rhodesia, tucked away within Southern Africa. The British considered Africa, in the end, to be less in importance then India which had been continually threatened by the Russians who, as well, dreamt of greater power over the masses of the world. As the British dueled with the Russians in the last phases of what historians continue to label as the Great Game - that period in history when the two largest empires duked it out - Cecil Rhodes and his associates were rapidly mobilizing the Free Land of Rhodesia. Exploiting the multitude of natural resources found in the land, industrialists and scientists were swiftly imported to help the nation grow into a recognizable power in the region. An army was soon created under the direction of a young and enigmatic general named Henry Bloodsworth who studied in the academies of Britain and who avidly read the strategy books written by men such as Suvorov and Clausewitz.

When Rhodes ordered him to march upward in a campaign to bring the Portuguese dominions under Rhodesian control, Bloodsworth went without a single moment of hesitation. Surprised and outmanuvered by the unknown raiders of the South, the Portuguese colonists surrendered to the Rhodesians who annexed them and then declared them to be fellow Rhodesians rather than a separate people. Over the next several years, while Europe inched closer and closer to conflict, Bloodsworth continued to lead the Rhodesian conquest of Africa. He was finally halted around the region of Bangui in what the French labeled a brief moment of recollection. They couldn't believe - like everyone else that was watching - that the Rhodesians had conquered much of Africa. Bloodsworth's death in 1926 came after World War One forced the British and other powers to reject trying to recapture their African posessions. In 1930, Rhodesian Africa was born under the leadership of a charismatic politician named Edward Bosanquet whose first act of office was to declare the segregation of the races.

Taking the concept of the white man's burden as a literal and ideological foundation for his National Unity Party's platform, Bosanquet declared it illegal for the Africans and Whites to mix in any way -even the most trivial of mixing such as walking past each other on the sidewalk - all of it was to be immediately banned and illegal in the law codes. Bosanquet was deeply touched by the support he recieved in the United States. "Our American brothers are really just like us," Bosanquet once said in a private address, "but we don't bullshit the world like they do." Bosanquet severed about three terms in office before he passed away in the early aftermath of the Second World War with Rhodesian Africa left as a neutral and industrialized power to be reckoned with in world affairs. His successors vigorously maintained their Eurocentric platforms and, indeed, it soon became an arduous task for many non whites to live well in the realm. The nation was even called a European Republic and White refugees from the Second World War were invited to settle in Africa. The director of the Refugee Re-Settlement Program, Thomas Cottrell, publically spoke out in favor of the need to create a white man's utopia in the land of savages. "If the non whites will only accept what we have for them," he wrote to his wife, "and understand that mass white immigration will benefit them then all shall go well."

Is Rhodesian Africa still a racist nation which has no quarrel with proclaiming the supremacy of the white man over the non whites? Yes. If a tourist were to visit this nation in the upcoming vacation they may have for themselves, Rhodesian African law would tell them that whites are the masters of the Africans - specifically through the nationwide apartheid system - multiculturalism was bended to imply support for the multiple European based cultures of the nation rather than all cultures regardless of origin. The current Prime Minister of the European Republic - Vladimir Burton - is an Anglo-Russian statesman best known for her fiery support of the apartheid system. He may have renounced the racialist doctrines of his forefathers but came to believe that only the rigorous maintenance of the apartheid system could prevent mass upheaval. Yes, who was to say that the black man would not rise in rebellion against his white overlords after two centuries of oppression?The capital of the European Republic of Rhodesian Africa was the cosmpolitan metropolis of Salisbury which was built in the early days of the Rhodesian expansion campaigns. It was a city worthy of recognition. A massive statue of Cecil Rhodes stood in the city square in remembrance of that wonderful man, the man who founded Rhodesia, the man who was hailed as a supporter of British supremacism in British based cliques all over the land. It was in this city that Burton was undergoing a meeting with his ministers whose ancestries revealed two centuries of mixing between the European races. Europeans were free to mix while any Europeans who mixed with a non-European expected penalties in society and with the government. Burton, indeed, had no problem maintaining those laws which made interracial romance and sexuality illegal and punishable by stern reprimand.

His father was one of the hardline supporters of the racialist policies and even personally welcomed Americans who felt that Rhodesian Africa could be their new motherland - a land where the whites wouldn't submit to the evils of tolerance and forgiveness - but Vladimir Burton wasn't like that. "It is essential that Rhodesian Africa make the world know that it exists. I am certainly sure that we will find friends despite our devotion to the system of apartheid. The backbone of our society - apartheid - cannot be destroyed merely because a bunch of foreigners want us to dismantle it." Here was a man who was often called the living remnant of the old days. Benjamin Moore had always been a white nationalist and was never secretive about his fanatical support for apartheid or his proposal that non white ambassadors be exempt from the apartheid legislations of Rhodesian Africa. "For the sake of the reputation of our beloved nation,' Hammond explained, 'we need to make sure that we welcome them to our nation. Let them see that Rhodesian Africa isn't evil like some may make us seem. We are simply trying to preserve the roots of our people - the culture and traditions of the Rhodesian people - and I cannot allow a bunch of uptight foreigners - white or non white - to destroy everything we and our forefathers have built."

Burton sighed. He knew that trying to keep Moore under his control was going to be a pretty difficult task given his connections with a Social Darwinist influenced white nationalism. That's when he turned to his others ministers who varied in devotion to apartheid but who still fully believed that it was necessary - its existence was one in the same with the existence of Rhodesian Africa. Without apartheid there could be no Rhodesian Africa. The European Republic would be nothing but a Republic - of Africa - and all that work would have been wasted. Vladimir looked over the draft communique that Moore had prepared for the leaders of the world while the other ministers whispered amongst themselves. They were meeting on a Monday afternoon when children were heading off home from school and old people were discussing the old days - the days of their youth - the days of Bosanquet and those who followed him. As you walked down the streets of this lovely capital, you'd find that any Africans on the streets sometimes were abused by policemen. "Get back on your side of the street,' one officer would tell an accidental breaker of the laws, 'lest I give you a whacking with my baton. Don't you see that this is the white man's part of town?" The Burton Administration had never once considered the plight of the Africans to be an affront to the natural rights of Man. They were more concerned with the image of the nation, with the fertility rates of European women, with the education of European children, with everything that was European. "This is a good message,' Burton stated, 'Just send it over to the world's leaders and hopefully we'll get a good result. I don't expect much success, I must admit, because the world probably wouldn't take too kindly to our system."

Moore scoffed. "The world is filled with hypocrites who can't see the beams in their own eyes. Look at the Communists who pollute the world with their outrageous bullshit - it's a great blessing that our forefathers made Communism a banned ideology within our borders. The Rhodesian people will not stand for any rising of parasitic wannabe tyrants." Burton smirked. "I would rather scrap my belief in the necessity of apartheid then scrap my devotion to the unwavering belief of millions: Communism is nothing more than another word for hypocrisy and that it must be ruthlessly halted whereever it tries to spread. The day that a single Communist raises arms against us will be his last."

Eventually the meeting ended. There hadn't really been any long meetings convened by government ministers unless the issue was so urgent that it required hours of discussion. The ministers of the Burton Administration dissipated - going off to their respective routines - while Moore decided he wanted to make sure the communique went smoothly to its destination. Burton, walking down towards the limosuine that usually waited upon him, wondered if Rhodesian Africa was ever going to get recognition. There was more to this nation than just apartheid. It wasn't like they were killing the non whites. It wasn't like they were killing Communists. Rhodesian Africa was a better nation than most around the world and this position was vigorously defended by the nationalists who usually could be found justifying apartheid through their perspective on how it was founded. As Burton sat in his limosuine while reading a newspaper he left in the vehicle around the early morning, Moore sent the usual formula out to the nations of the world. We want embassy exchanges and trade deals. We want nothing more but peace. That's the usual.

OOC: Essentially, Rhodesian Africa is based on the South African nation prior to the reforms which saw an end to apartheid. It is essentially a firm believer in the apartheid system which spread from its birthplace in South Africa to cover the entire continent. If you wish to condemn Rhodesian Africa on the basis that it is clearly a racist nation, you are more than welcome to do so. If your nation sees a potential friendship regardless of the blatant racism, you are more than welcome. I do not support any IC actions/beliefs/etc of Rhodesian Africa. I am working on the origins of the nation so please keep critiques of Bloodsworth's campaign, etc limited if you find them flawed. I apologize if this breaks any rulings of the Mods - I simply felt this idea was a good one. :tongue:

OOC: Rhodesian Africa gets its name from Cecil Rhodes. It was originally known simply as Rhodesia but when it had finally consisted of the entirety of the African continent, it was renamed to Rhodesian Africa.

Actually Rhodesia is mentioned a lot in the lore of the world's second oldest profession. I find it hard to beleive that you never came across any mention of the 'Wild Geese' or Col. 'Mad' Mike Hoare, Africa's most famous merc, in the research. Col. Hoare and the Wild Geese purged the Congo of Communists in 1964-65. Mercs from numerous nations, including American Vietnam vets, signed on to help fight Marxist terror groups (one of which was headed by the current political leader Robert Mugabe). 70% of the military and police forces, with which the mercs were integrated, were black. They were, during that time, the best anti-insurgency force on the planet.

Rhodesia (now Zimbabwe) eventually fell to the Soviet/Chinese supplied insurgency, helped along by the CIA no less. Those same American mercs who fought for a majority-rule system were betrayed by their own home government. Read the book 'The White Tribe' for more information. That is, if you're looking to write a historical background with a NS-style twist as to how the nation itself was formed. What you have so far seems pretty close to what should have happened, with communisum being defeated and all.

The February 2009 edition of Soldier of Fortune also has an article on this incident, along with Col. Hoare's plan to Commie-proof the continent.

OOC: I was talking about the nation of Rhodesian Africa as in what I am RPing here. I didn't say that there was no mercenary activity in real life Africa if you had come to that conclusion. I apologize if that isn't the case. Rhodesian Africa has NO connection whatsoever to the Rhodesia of Ian Smith but rather gains its name from Cecil Rhodes. In Rhodesian Africa's history - the nation became known as Rhodesia in tribute to Cecil after he broke apart from the British Empire in the War of Independence. I understand that you may be thinking that I'm talking about Rhodesia as in what Zimbabwe was prior to Mugabe and so on. Yes, I know about Hoare and so on but he doesn't really have a role in Rhodesian Africa, the nation here, which follows the Draka scenario of Stirling's The Domination. Basically, Rhodesian Africa (as you see it here) was founded in the 1800s by Cecil Rhodes whose successors developed apartheid as a way to make themselves look superior over the conquered natives. Over the years that followed, in line with the Draka, the Rhodesians expanded all across Africa and soon claimed it as their own, as Rhodesian Africa, with apartheid being adopted all over the continent.

Otherwise I'm glad you've taken an interest in Rhodesian Africa. My intention is to basically have it go through the process of being accepted and being loathed due to its belief in the system of apartheid. The Burton Administration is more focused on Nation than Race - making a distinction between the two - and believes Apartheid to be necessary for the maintenance of stability in the nation. Without Apartheid, Burton's government believes, the nation would fall apart. The apartheid you will find here pretty much is like the RL version with some modifications I've made - one of them being that there is only "whites" and "non-whites" which means that colored people are simply grouped with the non whites for the sake of convenience in the eyes of previous governments.

Feel free to TG me (Rhodesian Africa, please. NOT Neo-Rhodesian Africa) with questions if you still have concerns, etc. I'd prefer this because I don't want to have this thread cluttered with OOC comments and so on.

Fyren Redwōd, the Kiravian Secriatist of State, looked over some papers on Rhodesia at a desk in his sister's Valëka apartment. The side of the room that he faced overlooked the Empire's largest city via a large, wall-length window.

Redwōd didn't particularly care for Valëka, preferring the cool air and peridot-green forests of his home in the Western Mountains. His job mandated that he live in Kartika, the capital, which he resented at first, but had adjusted to. However, this weekend, the wedding of his sister, a corporate lawyer, had called him to Great Kirav's metropolis.

Rhodesia was, in ways both good and bad, very interesting to the Kiravian government. First of all, they were capitalists who controlled a land rich in natural rescources and cheap labour. This made them good prospective allies. However, there was still the issue of apartheid.

Just as Alastair Campbell would say "We don't do God", a Kiravian politician would be apt to say "We don't do Race". And they don't. The Kiravian Empire, and, indeed, the entire Coscivian world, was spared the racial conflict that continued to plague many nations throughout the world. Most Kiravians were of the Cosciv race, a tall, fair-skinned people. Those that weren't were generally either Khars, Aboriginals, or foreigners. To Kiravians, affiliation with one or more of thousands of Coscivian ethnic groups was not dependent upon race or ancestry, and was more important than both. Immense diversity in the ethnic arena precluded domestic cultural hegemony (In the patch of city within Redwōd's immediate view, the speakers of up to fifty languages might be caught in mid-sentence) As such, Cosciv supremicism was largely a fringe ideology.

Still, the colonialist nature of Kiravian society cannot be denied. Kiravians had a habit for expandign into new territories, populating those territories with ethnic Coscivians, and then imposing plantation-style settler states and gradually Coscivising the natives until they themselves became a dustunct Coscivian ethnic group. Many Kiravians, including many in government, believed in a system of supremacy based on social and cultural achievement rather than race. They would sympathise with the Rhodesian man and his Burden to enforce order and civilise those who did not civilise themselves.

On top of that, Kiravians also had a habit of ignoring bad politics when it meant profit. Indeed, the obstacles in the path of Kiro-Rhodesian diplomacy would be more of a political, international nature, rather than an ethical one. Many powers in the world, including influential ones in Nova, would have a thing or two to say about Rhodesian Africa.

Vladimir Burton was quite pleased to hear that the few responses his nation had attained were positive ones but it was always possible that they secretly had worries about his nation's zealous devotion to the system of apartheid. What was to stop concerned nations from placing sanctions upon Rhodesian Africa? As he sat in his office with nothing but his reports to entertain him, he looked out the window in his office to see the bright sun illuminating the city from which every citizen was taxed and ruled. Salisbury had been the capital of Rhodesian Africa ever since Cecil Rhodes' Pioneer Column founded it in the closing years of the nineteenth century as a fort.

The people who were on the streets seemed quite happy and content with their lives. Schoolchildren were skipping down the streets with Afrikaans language music blaring through their headphones while fashionable women clamored over the new dresses that the fashion stores were selling at half price that week. You could also see elderly people playing cards in cafes and police officers patrolling the streets to make sure everything was in order and, as well, to make sure that apartheid was enforced. Vladimir turned from the window when he saw his daughter barge into the room. It had been Take Your Child to Work Day and he had decided to take his eldest daughter to his work while the other children he had went to school. "Are you still working, Dad?"

Sophia Burton looked over her father's shoulder at the notes he was reading and she yawned before poking his back with her fingers, trying to get him to spend time with her instead of with these accursed reports. After some more pokes, Vladimir turned around and smiled at his precious child. "Look out the window, Sophia, and tell me what you see."

Sophia sighed before she went to look out the window with heartbreak written all over her face. It wasn't like her father never spent time with her because, indeed, he always had. She just didn't like that her father was focusing on his work when they could be having fun. "I see nothing but happy people prancing around being happy, Dad. Is that what you want me to see?"

Vladimir nodded. "I've got to work so that they can remain happy and productive citizens for our nation, Sophia, because all nations require happy and productive citizens to keep it going rather than letting it fall stagnant. If you get into politics then you'll understand why I believe in this. I'll take you around some more once I'm finished."

Sophia picked up the message about the Kiravians and read through it with a calm and refined tone of voice typical of the graduates of the Young Woman's Etiquette classes her father placed her in. "The Kiravians are very interested in establishing diplomatic relations with Rhodesian Africa. It is essential that we follow up on their offers."

Vladimir smiled. He always loved to see his children interact with the world around them. This was one of the reasons why he was so devoted to his work. He wanted to make sure that Rhodesian Africa would be a great and prosperous nation for his children and the children of millions to inherit but he always knew that this task wouldn't be so easy for him to accomplish.

Once Vladimir had sent over a communique to the Foreign Ministry - instructing them to send a proposal for an exchange of embassies with the Kiravians - Vladimir took Sophia out for some father-daughter fun.

Being part of the extremely racist Norse First Party James av Haldin had heard of Neo-Rhodesian Africa off hand on a number of occasions, and with the rapidly ascending star of said state he decided that the Scandinvan Empire would be wise to invest in Neo-Rhodesian, regardless of the response that it might create amongst the nations that already found the Scandinvan Empire extremely controversial.

Using his positions as heads of the Scandinvan Foreign Relations Committee and International Investment Board, he decided to extend a hand of Scandinvan friendship to the diplomatically isolates European state.

We are also willing to open our ports to Scandinvan trading ships provided, of course, that we create a mutually beneficial deal between our two nations.

We do not see any need for a loan at the present time but shall keep that part of the offer in mind in case future events warrant us taking such an action. Do not hesistate to contact us further with any questions and/or concerns your nation may have.

The once vaunted concordance system which governed Confederal politics was breaking down before his eyes and Christian Fagerholm, the leader of the currently dominant Progressive Democratic Party, was utterly powerless to do anything about it. Ever since the founding of the Confederated Peoples, the different political parties had governed in a spirit of consensus-building, appointing a Confederal Council which was, for all practical purposes, a permanent national unity government. Now, however, that was all falling apart over Rhodesian Africa. The traditional rotation of the Confederal Council had failed to occur after the last election and the political system was more polarized than it had been in years. The irony was that the very symbol of the Conferated People’s rejection of everything Rhodesia stood for, President of the Confederal Council Sarah Sacker, was also the reason the Confederal Assembly was being so harshly rocked by the controversy. Had Sacker herself been a member of the nation’s white plurality, it would have been politically necessary for her to condemn Rhodesia in the strongest terms. As things were, it was just as necessary for her to call for moderation in order to avoid the appearance of identity politics. It was those very calls for moderation which had the Socialist and Labour Parties in an uproar, the Democratic and Liberal Parties extremely upset, and the Conservative Democrats circling the fray like vultures waiting to descend. Only Democratic Concordance remained with the Progressive Democrats and their support just wasn’t enough.

“What’s at stake here is the very essence of our national dignity,” pronounced Margareta Gansah. The Vice-Chair of the Committee on African Affairs and senior spokeswoman of the Socialist Party on all issues African, Gansah was the perfect example of a champagne socialist. The fair-skinned brunette from Mallada spoke in a crisp, educated tone, barely touched by the nasal quality which defined the Malladan accent. “If we allow the Confederal Council to make any attempt to normalize relations with Rhodesian Africa, then by our acquiescence, we give our stamp of approval to the most flagrant example of naked bigotry in the whole of the world.”

“Surely the honorable gentlewoman exaggerates,” Fagerholm insisted awkwardly as he also stood. He wasn’t comfortable arguing for a friendlier attitude towards the Rhodesians but Gansah’s position was simply untenable. It would leave things a bloodier mess than they already were. “Diplomacy, by its nature, involves dealing with unsavory people, shaking bloody hands. You don’t make peace with your friends. The Council is not pushing for an alliance or some sort of aid package, only the same sort of normal relations which we pride ourselves on seeking with all nations. We allowed Iesus Christi an embassy on our soil and, despite the name, they are no saints.” He smirked slightly at his clever pun. The arrogance of a nation which would name itself after Christ Himself had always galled Fagerholm. “The Rhodesians are certainly as wary of our system as we are of theirs. This is a chance to prove to them that our way of doing things can be the more peaceful and orderly. We can’t do that if certain parties insist on needlessly embarrassing the Council.”

It went on like that for five more hours but Fagerholm and his allies were able to prevent the bill from passing. It was in the context of this open and rather nasty furor, with protesters swarming outside, that the black President of a multi-party, multi-racial Confederal Council, wrote to the President of Rhodesian Africa on behalf of His Majesty, Owain ap Cunedda, by the Grace of God, High King of the Resurgent Dream, Emperor of Nabarro Abarca, and King of His Other Realms and Territories and asked to establish diplomatic relations.

It was an absolute shock to the people of Rhodesian Africa when they heard the news that the Resurgent Dream was willing to open relations with their homeland and that a black President had sent the letter to President Burton, who upon his recieving of the said document, commented on how ironic it seemed to be in his mind. Nonetheless, he quickly made sure that a reply was sent to them. Rhodesian Africa saw potential in a friendship with the Resurgent Dream and it wasn't going to let the looks of the President of the Confederal Council get in the way of such an arrangement. Benjamin Moore wrote to the President and explained that Rhodesian Africa sought trade and an embassy exchange with the Resurgent Dream.

Christianity has long been the dominant religion of our nation with plenty of the denominations of the said religion being found within our borders. You will find that many of the Christian ministers in our government have no reason to deny our nations the benefits of friendship because of your Catholicism. Rhodesian Africa supports religious freedom and, as such, Catholics are ensured the fullest protection under the laws of our homeland.

Our ambassador fully accepts your gifts and has already been sent to your nation to take up residence at the mansion and to begin fulfilling his duties to our nation. He desires to bring, with him, a tutor for his children unless his children could be allowed to study in Scandinvan schools. OOC: A point of clarification before we continue our relations the Scandinvan Empire practices a widespread work system for those who supported the rise of the dictator Niv and as such four hundred million people, mostly Moslems and minorities, of the Scandinvan Empire, out of approx. 9.4 billion, currently labor as the legal property of the ones who own their contracts. Yet, though it is technically regarded as slavery, in practice their children are free from the moment they are born.

Godfrey himself is currently seeking a bride, but simply has not had the time to find a bride, and due to this Scandinvan Catholicism does not allow the Emperor to travel with a female consort out of respect of the institution of marriage.

To also point out, the Scandinvan Empire is legally a autocracy, but in practice the Parliament holds a good deal of power.

What Margareta Gansah was to Christian Fagerholm, Tony Palmer was to Sarah Sacker. The Vice President of the Confederated People’s and the Labour Party’s senior representative on the Confederal Council, Palmer would be President right now if the concordance system hadn’t collapsed. There was, however, one huge difference between him and Gansah. Palmer was authentic. The gruff, former sailor casually plopped his substantial mass into his chair and met the gaze of the other Councilors evenly. “The reactionary son of a bitch really wants us to trade with him? No union sailor would set foot in that fascist backwater even if I did give the go ahead.”

“If you gave the go ahead?” Sacker asked, straightening in her own chair. “You don’t get to unilaterally set policy, Tony.”

“Industrial Relations is my department, Miss Primus Inter Pares,” Palmer said sharply. “There was no consensus on the Council about even opening relations with the bloody asshats. Just because you and Paraha don’t want to look like you’re just products of the Coalition for a More Representative Nation.”

“Too far, Tony,” said Flora Haber, head of the Justice Department and the Socialist Party’s sole representative on the Council. An old woman who grew up in a very different world from the one the other Councilors had experienced, she seemed quite calm and her level gaze seemed to cool Palmer down as well.

“This policy was instituted because in my opinion it will most effectively serve Confederal interests, including our interest in the promotion of democracy and human rights. The Rhodesians will learn a lot more about the potential for racial harmony and cooperation by observing us in a friendly way than they would from a lot of shrill sermonizing,” Waihoroi Paraha, member of Democratic Concordance and head of Foreign Affairs, said. “For example,” he added, with something of a smirk on his smooth, youthful face, “if the Rhodesians were observing this meeting, they might have their conclusions about who’s civilized and…who isn’t…challenged.” He looked between Sacker and Palmer meaningfully.

Palmer glowered hard at Paraha. Paraha was the youngest, best dressed, and, in most people’s opinions, most attractive member of the Council. He also had a prissy, pretty boy air which Palmer found insufferable even in the best of times. Still, he also might have a point and Palmer made himself pause to consider it. He might be a temperamental man but he was smart and very good at his job. “Alright. But the nomination had better show that. You can’t just give the job to Sir Aert Bacher.”

Sir Nelson King, the only Conservative Democrat on the Council and head of the Department of Infrastructure, straightened angrily. “Surely, Mr. Palmer, even you aren’t suggesting that Sir Aert be denied the job simply because he’s European? Where’s your vaunted tolerance now?”

“He’s not the most qualified candidate,” Paraha said. “I’m nominating Chan Chun-hsia.”

“The Rhodesians won’t like it,” Sir Nelson warned.

“Weren’t you just lecturing us on tolerance?” Palmer snapped.

“I meant because she’s so young,” Sir Nelson said coldly.

Paraha rolled his eyes. “Chan’s the best candidate and she’s ready to head her own mission. If the Rhodesians don’t like it, they can deal. If they expect us to deal with them as they are, they can deal with us as we are. I’ll get a letter ready to send out.”

“Fine,” Palmer and Sir Nelson both said in near identical tones of resignation. They both glared at each other when they noticed. The gruff union man and the grizzled old aristocrat hated any reminder of how similar they actually were in personality.

It is with great pleasure that, on behalf of His Majesty, I am able to accept your offer to exchange embassies. His Majesty has accredited the Honorable Chan Chun-hsia as his ambassador to the European People’s Republic of Rhodesian Africa. Miss Chan is something of a rising star in our Foreign Ministry and we hope you find her easy to work with.

Unfortunately, we cannot immediately grant your request for trade. Although we have chosen to conduct ourselves diplomatically, I must state candidly than human rights are a concern for our people when it comes to our relationship with your nation. On a more practical note, issues regarding the housing and access to public facilities and services of certain Confederal nationals who might find themselves visiting Rhodesia on business or as tourists would have to be resolved because we could enter into a more commercial relationship with your nation. We hope that, although we must decline to accept a closer trade relationship at this time, you will not take it as an absolute refusal. Miss Chan and her staff will be happy to discuss possible ways around this impasse with your government.

I have also been instructed by President Sacker to ask if it would be possible for her to speak directly to President Burton by telephone. The President is eager to begin a productive working relationship but she’s also somewhat anxious about possible issues which might hinder that relationship. She imagines she likely seems as strange to your President as he to her and would like to start things off on a proper tone of mutual respect.

There was a series of editorials in the newspapers of Rhodesian Africa which had various opinions on the issue of diplomatic relations with the Resurgent Dream. While the pro-government writers were more than happy to accept the government's position that the race of the foreigners would not injure the Rhodesian African nation, there were several independent writers who not only belonged to far right organizations but who also condemned the idea of hosting Miss Chan by calling her all sorts of derogatory names. Benjamin Moore had no problem with hosting Miss Chan but he wouldn't let her try to destroy apartheid in Rhodesian Africa.

Benjamin Moore authored the reply to the Resurgent Dream's letter in which he stated that apartheid would not infringe on the safety and well being of any foreign tourists regardless of race but that he could not guarantee that individual citizens would respect such a position. Benjamin Moore didn't want to bullshit these people. He knew fully well that plenty of Rhodesian Africans would always be opposed to anything that went against their percieved ideas surrounding the races. There would be those businesses who would deny non white tourists access to their services, for example.

President Burton sat in his office while looking over the reports about the Resurgent Dream and wondered if he was going to be able to maintain an amiable friendship with this particular nation. He knew very well that he faced some pretty hard opposition from his associates and from citizens concerned about the influx of anti-white influences as one article ascertained. Burton remembered that President Sacker wanted to speak with him over the telephone and so he picked up his phone and smiled before beginning the conversation: "This is President Burton of the European People's Republic of Rhodesian Africa, Miss Sacker. It's nice to be talking with you."

Nothing could have increased Chan Chu-hsia’s popularity domestically more than the editorials about her in the Rhodesian press, especially the language that some of the more radical authors used. Obviously, she was supported by the Progressive Democrats and Democratic Concordance, the proponents of the policy she was sent to put in place. Likewise, the Democrats and Liberals, who tentatively supported the policy, naturally favored her. However, the Socialists and Labour also rallied to her defense as an innocent victim of Rhodesian racism and the Conservative Democrats, despite their electoral reliance on the historically dominant white plurality, were nationalists before anything else and quite incensed that a smaller nation would dare speak of a Confederal ambassador in such a fashion. Chan received endless flowers, event invitations, and supportive cards. She, herself, maintained a dignified silence. When forced to comment, she would only say “I am confident that, despite certain comments made in the media, ordinary Rhodesians, white and black, will accept the Confederal mission, as well as myself personally, in a spirit of mutual understanding.”

“It’s nice to be talking to you as well, Mr. Burton,” Sacker answered, sitting comfortably at her own desk. She spoke, perhaps surprisingly, in the clear, relatively unaccented English of the educated classes in most modern societies. “I imagine my letter took you by surprise?” she asked candidly.

Every year, millions of people choose to migrate to another nation, to another place, due to several different reasons. Some in search of opportunities to earn more than they would in their home countries, others in search of a place they can truly call home, a few to return to their ethnic roots and many to simply find either peace... or a place where they would be treated as human beings, a place free of prejudices which would hinder such the life individual and by extension, the life of his family.

To sail through much of the west African coast with nothing but an improvised raft, to traverse the burdening sands of the Sahara, to challenge human limits, are facts which would only happen given a sufficiently large motivation. A hope of a new place to make a living, a place where people wouldn't be judged by the color of their skin, a place without poverty, an idyllic dreamland which sometimes, like the promised land, seemed too perfect to truly exist. Kwaku Mosi's family journey has been very long and difficult, a journey to become free of the cultural shackles of the Neo-Rhodesian Africa, a journey to find the dreamland, the Utopia, the so called Confederacy of Third Spanish States.

Six days he awaited traveling through the North Atlantic, rowing, praying and comforting his fearful woman and six children who were cuddly together in such cramped improvisation of a vessel. He persevered when others would have given up, and he managed it after much sweat and despair. The weather has been amiable, for he knew the risk of dying in the sea with his entire family, but now he was right ahead of his dream. A bucolic shore, where large patches of trees stood right beyond the beach, apparently untouched by man. And as he stepped through, as his eyes shone in the realization his long journey was over, he had such a burst of joy that he immediately screamed, drawing out all the air from his lungs:

"We are free! We did it!"

He moved with his family, towards the distant sight of a paved road on the horizon, hoping to find some opportunity to begin his life anew, any opportunity. Hoping to discover what was claimed to be a paradise on Earth. Five minutes they moved through the beach, with their hearts filled with hope and happiness, until they heard the distant flapping of helices, and instinctively looked to the sky, noticing as the distant figure of a dark helicopter emerged from the canopy of the forest, moving right towards their direction. Immediately, they embraced themselves, hoping that such would be the people to give them the welcome, and looked at the approaching chopper. It was a simple Eurocopter, and had no symbols or markings, making a discrete coming.

They covered their eyes as the sand disturbed by the helicopter, now ten meters ahead from them, filled the air, and awaited. The flapping became less frequent, and suddenly stopped, as they heard a voice, and Kwaku looked straight at the woman who was greeting them. The entire crew of the helicopter, as he immediately noticed, was of white people, however, he would rather not make any misjudgments like the oppressors of his former nation did, and thus expectingly listened as the woman, dressed in a casual green sweater, spoke.

"Welcome to the Confederacy. I am Isabelle Lima, member of the voluntary vigilante corps, what you may know better as the police. I admire the determination you had to get this far, whenever you may have moved from, but I must inform you the bad news."

She certainly tried to look professional, but she seemed to combine both disgust and pity as she stared at the man and at his excessive family, something he immediately noticed, wondering whether the woman thought the same the whites of his former land thought about his kin or not. However, the mention of bad news stroke hardly against him, as he silently nodded, a mannerism inherited from the culture of subservience he left behind.

"Sir, it may not look like, but the ecosystem of the Confederacy is extremely delicate. We maintain a careful balance of what I and my people," she said reinforcing clearly how he was not part of her people, " have built with much hard work from nothing, to avoid it to collapse, for an artificial ecosystem is not trivial to build, or to maintain."

Finally his silence ended as in a stroke of curiousity overrode his clear perception the woman wasn't particularly fond of immigrants.

"What is an ecosystem?"

Sighing, the woman stared at him in the way very similar to which most white Rhodesians would stare at black people when scolding them for their ignorance, as she said in an extremely arrogant manner:

"The question is, are you intelligent enough to understand it and to perhaps be a contribution to the Confederacy and its gene pool rather than another useless waste of social welfare and donations, or not? And equally, are you honest and fair enough as an human being to be granted residence here? Those are things that you'll have to prove if you want to live here."

Mosi had veins jumping from his neck as he heard such disrespectful insinuations about his intelligence and moral worth, pondering whether the woman would treat him the same way should he be white, and it was becoming clear that the entire struggle may have been for naught, and that perhaps such Confederacy was nothing but a closet for white supremacists. Regardless, his will to succeed was greater, and thus he said:

"Handle me whatever tests I must pass to immigrate."

Taking a palmtop from her pocket, the woman them began to operate it for some reason, as she touched it with a pen and seemed quite concentrated at it. Until she finally asked, in a cold manner:

"Your name?"

"Kwaku Mosi" he replied, as the woman continued to use her portable computer. Five minutes of worry passed as the woman finally looked at him with ravenous hatred and explained:

"Look Mosi... I'll let you know this. I would have done the same if you were Caucasian or Asian, and this is not about your skin color. You betrayed a rebel group which sought to overthrow the apartheid through a violent revolution once, I see... and truth be told, no matter the circumstances or the consequences should it have succeeded, there is no greater crime than turning on freedom fighters to fascist and racist tyrants... It saddens me to discover you have done it, and what I must do for the peoples of the world, and for justice."

A distress finally came at the woman's expression as she observed the six children of the man and her woman looking worriedly at her, as if expecting something bad would happen. She felt unable to do what had to be done, what would be necessary for the sake of justice. Instead, she looked at the man, and said:

Come with me, we must talk in private.

Thus she led him towards the thicker part of the nearby forest, far from the sight of his family, and Isabelle then prepared for the emotional stress such act of justice would convey.

Emotions cannot impair true justice she repeated multiple times on her mind as the man looked fearfully at her, afraid she would try something that would harm him. He prepared himself to run, to escape, as she said:

"You have provoked suffering and death to those who have entrusted you... in exchange of selfish rewards they would give you to turn them. And now, look at what you have earned. I presume they never honored their part of the deal, or you wouldn't try to come here. I helped a little Isabelle to think about the negative consequences that would have been averted from making it silent... and quick. It was a justification for the hairy mean she would resort to at such moment, a genuine belief that sometimes killing people was an act of mercy, a nearly nihilistic monologue that disdained the sense that preserving life was of utmost importance... a portrait of what would be considered warped ethics in any other place than the Confederacy.

As the message was sent, and a positive reply, which although less than enthusiastic consented with her decision, she took a submachinegun from her backpack, as she observed the family, unaware of her presence so far, at about forty meters ahead. It would be a tough decision, and even more difficult to execute.

Her eyes scanned the seven individuals appearing on the sight of the scope she attached to the submachinegun, and her finger was already at the trigger guard, ready to commit, but unsure. Seeing such young children, and the woman embracing them was extremely detrimental to what she intended to do. It is said the first desire is the true conscience of a person, and if such is true, she didn't follow hers as she tried to visualize in her mind... every of those children as thugs killing innocents, and her mother as a beggar and destitute who lost the will to live... it was an exercise learned to sway ethics and feelings when doing the rough tasks.

And it finally worked, as a moment Isabelle would never forget was triggered by her finger... it was as quick as possible, and soon she realized how far she went for what she believed to be the best for those who actually struggled to build the Confederacy... they couldn't alienate people from swarming to the successful revolution of others instead of staging their own revolutions.

However, a part of Isabelle would go with the seven innocents she killed, and whose deaths were covered up by her with the help of her friends, far, far away from the eyes of the ravenous international media, based on a prediction about the future that could be wrong, and the burden... the sight of the children and woman killed by her hands, would never, ever depart from her mind, as every day she prayed and hoped a situation like that would never, ever repeat again... a full-fledged psychological depression would be a matter of time, and although the pain would diminish, the wound on her psyche would never truly heal.

Does the means truly justify the ends? Is a question which reality has not completely answered yet. Their diplomatic principle that "Actions speak louder than Words" mean no statement would ever be released about the apartheid, and the same would mean they would never trade with Rhodesia on principle... just like they would dismiss most black people trying to immigrate to their land because they are either criminals or "too stupid". Even more ironic would be to consider this policy of diplomacy where "Actions speak louder than words" in the light of what happened with one of the nameless and forgotten immigrants who attempted to settle in the Confederacy, and to his family.

What separates Utopia from Dystopia is mere perspective... and the Confederacy could probably be classified as both depending on the point of view. Every year, millions of people choose to migrate to another nation, to another place, due to several different reasons. Some in search of opportunities to earn more than they would in their home countries, others in search of a place they can truly call home, a few to return to their ethnic roots and many to simply find either peace... or a place where they would be treated as human beings, a place free of prejudices which would hinder such the life individual and by extension, the life of his family.

To sail through much of the west African coast with nothing but an improvised raft, to traverse the burdening sands of the Sahara, to challenge human limits, are facts which would only happen given a sufficiently large motivation. A hope of a new place to make a living, a place where people wouldn't be judged by the color of their skin, a place without poverty, an idyllic dreamland which sometimes, like the promised land, seemed too perfect to truly exist. Kwaku Mosi's family journey has been very long and difficult, a journey to become free of the cultural shackles of the Neo-Rhodesian Africa, a journey to find the dreamland, the Utopia, the so called Confederacy of Third Spanish States.

Six days he awaited traveling through the North Atlantic, rowing, praying and comforting his fearful woman and six children who were cuddly together in such cramped improvisation of a vessel. He persevered when others would have given up, and he managed it after much sweat and despair. The weather has been amiable, for he knew the risk of dying in the sea with his entire family, but now he was right ahead of his dream. A bucolic shore, where large patches of trees stood right beyond the beach, apparently untouched by man. And as he stepped through, as his eyes shone in the realization his long journey was over, he had such a burst of joy that he immediately screamed, drawing out all the air from his lungs:

"We are free! We did it!"

He moved with his family, towards the distant sight of a paved road on the horizon, hoping to find some opportunity to begin his life anew, any opportunity. Hoping to discover what was claimed to be a paradise on Earth. Five minutes they moved through the beach, with their hearts filled with hope and happiness, until they heard the distant flapping of helices, and instinctively looked to the sky, noticing as the distant figure of a dark helicopter emerged from the canopy of the forest, moving right towards their direction. Immediately, they embraced themselves, hoping that such would be the people to give them the welcome, and looked at the approaching chopper. It was a simple Eurocopter, and had no symbols or markings, making a discrete coming.

They covered their eyes as the sand disturbed by the helicopter, now ten meters ahead from them, filled the air, and awaited. The flapping became less frequent, and suddenly stopped, as they heard a voice, and Kwaku looked straight at the woman who was greeting them. The entire crew of the helicopter, as he immediately noticed, was of white people, however, he would rather not make any misjudgments like the oppressors of his former nation did, and thus expectingly listened as the woman, dressed in a casual green sweater, spoke.

"Welcome to the Confederacy. I am Isabelle Lima, member of the voluntary vigilante corps, what you may know better as the police. I admire the determination you had to get this far, whenever you may have moved from, but I must inform you the bad news."

She certainly tried to look professional, but she seemed to combine both disgust and pity as she stared at the man and at his excessive family, something he immediately noticed, wondering whether the woman thought the same the whites of his former land thought about his kin or not. However, the mention of bad news stroke hardly against him, as he silently nodded, a mannerism inherited from the culture of subservience he left behind.

"Sir, it may not look like, but the ecosystem of the Confederacy is extremely delicate. We maintain a careful balance of what I and my people," she said reinforcing clearly how he was not part of her people, " have built with much hard work from nothing, to avoid it to collapse, for an artificial ecosystem is not trivial to build, or to maintain."

Finally his silence ended as in a stroke of curiousity overrode his clear perception the woman wasn't particularly fond of immigrants.

"What is an ecosystem?"

Sighing, the woman stared at him in the way very similar to which most white Rhodesians would stare at black people when scolding them for their ignorance, as she said in an extremely arrogant manner:

"The question is, are you intelligent enough to understand it and to perhaps be a contribution to the Confederacy and its gene pool rather than another useless waste of social welfare and donations, or not? And equally, are you honest and fair enough as an human being to be granted residence here? Those are things that you'll have to prove if you want to live here."

Taking a palmtop from her pocket, the woman them began to operate it for some reason, as she touched it with a pen and seemed quite concentrated at it. Until she finally asked, in a cold manner:

"Your name?"

"Kwaku Mosi" he replied, as the woman continued to use her portable computer. Five minutes of worry passed as the woman finally looked at him with ravenous hatred and explained:

"Look Mosi... I'll let you know this. I would have done the same if you were Caucasian or Asian, and this is not about your skin color. You betrayed a rebel group which sought to overthrow the apartheid through a violent revolution once, I see... and truth be told, no matter the circumstances or the consequences should it have succeeded, there is no greater crime than turning on freedom fighters to fascist and racist tyrants... It saddens me to discover you have done it, and what I must do for the peoples of the world, and for justice."

Since then sixteen ambassadors have represented Pantocratoria in Rhodesian Africa, the latest of whom is Gaston Brôche, first appointed as ambassador to Rhodesian Africa in 2002. Monsieur Brôche still serves as the Pantocratorian Ambassador. Relations between the two countries have always been rather neutral, and while Pantocratoria has never previously sought to economically isolate Rhodesian Africa, neither has it ever particularly sought closer trade relations.

"It is not a problem in my mind for the nation of Rhodesian Africa to host Miss Chan but, indeed, I cannot guarantee that individual citizens will find her presence to be anything more than horrid. Yet, rest assured, that I guarantee her safety and well being during her stay in our beloved homeland. As I see it, she is a foreign diplomat and, as such, deserves the rights belonging to such people. We'll be sending you an ambassador within the week or so, depending on how things turn out on my end. Do you have any questions, Miss Sacker?"

Listening to Sacker explain the essence of her thinking in relation to the appointment of Miss Chan was something that Burton did find to be relatively interesting albeit he had really wanted to discuss another topic rather than continue to focus on this debate over race and representation, so Burton began to inquire further into Sacker's intention in calling upon him. "What sort of policy details did you wish to discuss with me, Madam President? I've got plenty of time at the moment. As for Miss Chan, let us end our discussion about her - it'd be a shame to have wasted our first conversation on something like that, at least in my own personal opinion.
