The Constitution of The Commonwealth of Ilois
Preamble
In order to establish the security of the Commonwealth and assure the security of it's citizens we establish these articles.
Article I
1. The Assembly shall be the highest office of government.
2. The Assembly shall comprise of five members appointed from the group of initial investors.
3. The High Chairman shall be appointed by a 3/5 vote of The Assembly.
4. Appointment to The Assembly shall be until death or retirement.
Article II
1. Departments shall be established by The Assembly to govern over areas of interest to the Commonwealth.
2. Department leadership shall be appointed by The Assembly.

Article III
1. Each island in the Commonwealth shall elect a governor to establish police on each island.
2. The term of each governor shall be established by the national congress.
3. The governor shall inhabit the island in which he or she governs and be no younger than 35.

Article IV
1. A national congress shall assemble with members elected by each island.
2. Terms of the members of congress shall be 2 years.
3. Each member shall be no younger than 25.
4. The national congress shall govern over domestic issues only.

Article V
1. The Assembly shall have the right to amend this document as they see fit.
2. Congress may propose amendments though they must be approved by The Assembly.

Article VI
All power not explicitly defined in this document shall be assumed to be the realm of The Assembly.

Amendments
Amendment I(2009)
The Iloisan Armed Forces shall be established and directly governed by The Assembly.

Amendment II(2009)
A national police force shall be established and governed by The Assembly.

Amendment III(2009)
The Assembly shall levy a tax of 15% upon all citizens of the Commonwealth.

Amendment IV(2009)
1. Each island in the Commonwealth shall be represented by a number of members equal to population.
2. Each member of congress shall serve no more than five consecutive terms and no more than eight total terms in office.
3. The proportion of representatives to population shall be one representative for every ten-thousand citizens, with one guaranteed representative.
