A swarm of press men had descended upon downtown Easen, and stood, nearly silent in the vast city center. The quiet of the cool summer's morning remained unmarred by the usual loud conversation of press men. They were here for something special, but they didn't quite know what, yet. All they knew was that the President of the Imperial Republic of Greston had called a press conference two hours ago, and there they were. Each had been assured that this press conference was of the utmost importance, and now, as the President stepped onto the stage, the quiet in the city center could have been cut with a proverbial knife.
The President's tenure had surely left a dent in Striker's aging process. Striker had entered the office a tall, bright, opened man with shining black hair. As he stood in front of the press he was a tired, gray haired, hunched 50 year old man with a very important announcement to reveal to the public.
"When I was sworn in as President, I made a promise to my nation. I made a promise to protect and defend the Imperial to the best of my ability, and to do all I could to defend my nation. And, today, after many months of deliberation, I'm pleased to say that I have been a part of the rebirth of something that is for both the defense of my nation and the defense of the world. I bring you something greater than the end to a major evil in the Mediterranica, I bring you the unity of nations that they world hasn't seen since the second LION was formed. The whole world over has been waiting for the moment that an alliance can bring back the power bloc that was lost in the mist of a massive war."
"Ladies and gentleman, I am proud to announce the official formation of the Alliance of Maritime Nations, or AMNAT." Lightbulbs flashed, and a clamoring rose in the crowd. Striker smiled. This, indeed, was one of the best press releases of his career.
"AMNAT will boast the pure, unbiased politics that LION lacked. AMNAT will prevail with the peaceful conflict resolving that LION could not show. AMNAT will be comprised of non-warmongering, respectable nations and the whole world over will look to us as AMNAT is the new bastion of hope and civilization in the world and in the sea!
No man, no God, no alliance will stop this union. I present to you one true power, one true alliance, I present to you, AMNAT!"

Preamble
The nations of the world with the manpower and economic ability to suppourt such causes to bring peace and to save succeeding generations from the scourge of war, which numerous times in our lifetime has brought untold sorrow to mankind. Let it be known that we, the members of the Alliance of Maritime Nations do herebye unite ourselves in the name of peace and prosperity on the ocean and in the name of a new golden age of trade and alliance. Let the eternal light of the sea guide us through all conflicts, our trifles, our victories, and to glory for us all.
Article I -- Economic Policies
Section I
Trade
Members of AMNAT shall not levy tariffs exceeding more than 3% against fellow member states and nations under going development by the Social and Economic Council. Whenever possible, tariffs should be abolished entirely. This Charter shall not infringe upon the right of member states to engage in trade with non-AMNAT states. Trade between member states shall be free of quotas, regulatory legislation, except where previously mentioned, and subsidies which seek to give certain factors of production an advantage over others. Member states shall have free access to market information. Member nations are obliged to participate in funding and organizing the organization as well as the several organs of the alliance so listed in Article II, Section I.
Section II
Business and Investments
Investments made by an investor from a member state into another are granted a number of guarantees, including fair and equitable treatment, protection from expropriation, and free transfer of means. Investors who feel their rights have been infringed shall have their case brought before the AMNAT Supreme Court rather than suing the nation in question in their own courts. Furthermore, nations suspected of disregarding the funding of the alliance and not giving a reasonable contribution to the economic council shall be tried and aquitted.
Article II – Administrative and Leadership Policies
Section I
Representation
Each member state shall send four representatives to serve in the AMNAT Parliamentary Assembly. The Assembly has the express power to propose new legislation related to AMNAT functions to be vetoed or accepted into international law by the President. All votes are by a simple majority. The Parliamentary Assembly is from there split into various councils to cover various fields of expierence. Such councils membership will be voted upon by the Assembly. The councils in which are implemneted, listed in order of importance, are the following:

Security Council
Social and Economic Council
Judiciary Council
Trusteeship Council
Section II
Administration
The Multilateral Council (MC) is a council comprised of the four ruling governances and the appointed members. The council is comprised of the President of the League, Foreign Affairs Minister, Secretary General, and Speaker of the Assembly. Together they have the power to declare war in a 3/4 majority vote. The positions of leadership to elected upon by the Parliamentary Assembly are as follows

All of the listed positions serve a specific purpose, they also are given a seat in the Security Council. All of the positions, if not already a member of the Mulitary Council, are granted observer status and are allowed to watch, but or not allowed to engage in voting or debates in the MC.
Section III
Parliamentary Assembly
The Assembly is comprised of the four representitives from every member nation. The PA votes and debates upon laws regarding the AMNAT and situations in which it is involved or may wish to involve itself in. The President of the Alliance has the authority to veto any bill passed up to him or her. However, the PA may over ride the president if voted upon a second time and received and majority vote of ¾. The PA is currently located in the Grestonian capital of Easen in the Aquaticus-Poseidon Building. If agreed upon this may be changed however.
Article III – Military Policies
Section I
Defensive Pact
The primary goal of the alliance being to protect the territorial sovereignty and freedom of her member’s citizens and establish some form of peace through whatever means, AMNAT member states shall maintain the ability to protect themselves from armed attack. Any member state has the ability to call together an emergency meeting of the Security Council to decide on a course of action should they come under foreign attack or domestic insurrection. The Security Council has the authority to declare a state of conflict should the SC decide that they present a clear and present danger to the continued security of any AMNAT member state or area of developement. Should a state of conflict be declared, it is the duty of every AMNAT member state to comply with the order and treat the foreign threat as it was a threat against their own nation. No nation may choose to ignore the threat lest they risk expulsion from AMNAT. If a nation is for any reason physically unable to come to the assistance of an ally, they may be exempt from this rule. For the purposes of international security and defense, AMNAM shall be established as a security force free of any one nation’s control. AMNAM shall consist of at least 50,000 soldiers and an additional 15,000 peacekeeping forces from each member state and shall be under the joint control of the Lord High General and Mulitary Council. AMNAM shall be an organization funded by the pooled treasury of AMNAT. Fifteen percent of the total AMNAT treasury shall be dedicated to the purchase of equipment and joint training of AMNAM soldiers. Salaries of the soldiers shall be paid by their respective governments and not by the AMNAM.

International Affairs
If a threat exists which is so immediate and pressing that the very future of the organization hinges on its destruction, the President reserves the right to suggest an offensive war using the combined power of all member state militaries and AMNAM. This must be passed by a three-fourths majority in the Parliamentary Assembly. No two nations in AMNAT may engage in hostilities with each other under any circumstances. If they do, the aggressor nation shall be expelled and treated as any other foreign power with threatening status would be. It is hoped and urged that As many disputes be settled as peacefully as possible, large scale offensives are discouraged while use of weapons of mass destruction and checmical/biological weapons is stricly prohibited and may result in the disarming of the nation in question through force in necessary.

In order to be considered for the AMNAT membership, a nation must first undergo a screening process, ensuring that they have shown a determination to safeguard freedom and democracy, protect the weak, and live in peace with their neighbors. Any nation with a strong history of violence and aggression, unless it has recently undergone a regime change, shall not be accepted. A population of 200 million is required for AMNAT membership. (OOC:*RS nations see below*) The ability to pay a flat tax in the order of one percent of the nation's GDP to the AMNAT treasury is required. Nations must prove that they are able and willing to defend their fellow member states in donating troops, ships, and medical supplies to AMNAM and Foreign Peace Development Programme (FPDP), respectively. Prospective members shall have their applications reviewed by the Parliamentary Assembly and a simple majority shall be used to decide on application. A tie always goes to the negative in the application process. However, if not accepted at first, try again at a later point.
