The Elizabeth Islander Government Buildings.
It was a cool, calm night in the capital city of Hernesia, New Manchester, as it was across the whole of the Hernesian region of the Pacific Ocean. It had been a beautiful day. The sun had brightened up the day, with the great sandy beaches of Hernesia being opened for the young and old to dip their toes in the clear blue waters of the Hernesian Sea. Who would have guessed today would have been the day for the founding of a new Hernesian super state, the Commonwealth of Hernesia.
Inside the large buildings of the Elizabeth Islander Government Buildings, the twenty-two head of states of each Hernesian country were meeting. Whenever colonisation of the Hernesian Region had began in the 1800s, each moderately-sized island had been declared its own independent state by one person or another. All that was about to change.
"So we are agreed?" asked the Prime Minister of the Elizabeth Islands, Jonathan Wilson, a grin about to come to his face.
The others nodded and, in the space of ten seconds, they all mumbled in way or another ‘Yes’. Those mumbles were the creation of a nation.
"You are now citizens of the Commonwealth of Hernesia and the First Minister of each of the islands you were Prime Minister of only moments before," replied Wilson. "Until elections can be held in February, I will take the role of Acting Prime Minister."

With each island being so small, all the economies of the Hernesian Region had been quite fragile. With no offers of trade from any economically powerful nation extending to any islands, each government had decided that the Hernesian Union, which only a few years before was a weak, powerless union, would have to grow closer and form the Hernesian Commonwealth. Of course, one or two islands hadn't agreed to the idea of a Hernesian super state, so they had merely left the union and collapsed economically and politically.
Hernesia was a collection of 22 islands in the Pacific Ocean. The first to discover the Region were the British back in the 1800s, which had quickly colonised it and declared each island its own country, most named after some old monarch or something similar. Stuck in a climate which had forced snowy winters, wet springs, hot summers and breezy autumns, the main industry of the nation had became agriculture, thanks to the extraordinary amount of farmland on most if not all of the islands. All in all, life on the islands was rather good.

The new Acting Prime Minister, the conservative Jonathan Wilson, walked through the calm night to the crowds gathered outside the government buildings - no renamed the Hernesia Parliament Buildings - and after the usual waving to the crowds and shaking of hands, he started his speech.
"My fellow citizens,"
"I come here today with a new announcement. Our neighbours in the Hernesian Region, through the Hernesian Union, have signed the Commonwealth Act, which will see the creation of the Commonwealth of Hernesia, a Hernesian super state which has been created for the common good of the people."
"For many years, all of us have been through hard times. The Hernesian Wars, which saw thousands of people killed, the Marxist Troubles, which saw the poor people of George Island slaughtered by mad Marxist terrorists and the fragile state that all of our economies have been in since the nineteen seventies. The Commonwealth will give birth to a new era of co-operation, peace and prosperity through the entire Region."
"Blood was shed on the very spot I am standing on. The second Prime Minister of Elizabeth Island, Alexander Cameron, was assassinated by Frank Roberts, which resulted in the First Hernesian War in nineteen fifty-four. The bloodshed which we have experienced is now permanently ended."
"For now, I will be assuming rule of Acting Prime Minister with the former William Islander Prime Minister, Daniel Williams, will be taking the role of Acting President. The next elections will be taking place in late February, in which the different parties - the Conservatives, the Liberals and Labour - will be elected by you to decide the first elected leaders of the Commonwealth of Hernesia."

I feel it is my duty to you all to announce the creation of a new nation. The Commonwealth of Hernesia was founded several hours ago by the signing of the Commonwealth Act by the twenty-two now former leaders of the different islands scattered across the region of Hernesia, located in the Pacific Ocean. The Commonwealth was founded through the Hernesian Union, which had made a dramatic turn from a powerless organization into a super state in a mere eight years.
The Hernesian Region – or Archipelago, depending on your tastes – was discovered by the British in the 1800s and was quickly colonised by the Empire. However, around the 1920s, the different colonies – all islands – had started declaring independence, and founding their own small island nations. However, peace did not hold, and the Seven Hernesian Wars, the most recent in the 1990s between the communist state of Gregory Island and the Hernesian Democratic Defence Organization, the HDDO, a democratic defence-oriented organization which is now nonexistent.
The creation of the Commonwealth will see the beginning of a new era of economic progress, co-operation and general prosperity across our region. The lives of many had been destroyed by the Hernesian Wars and other conflicts, such as the Judeo-Christian Troubles on Cleopatra Island, but the Commonwealth will see the destruction caused will never happen again.
As Acting Prime Minister of the Commonwealth, I wish to request that diplomatic relations and friendship between the Commonwealth and all of you, regardless of ideology, religion or indeed anything.
I await your response eagerly.
