Ministry Office - Fictions
Lord Emperor Havok Agamemnon looked nothing like the Emperor he represented in earlier meetings. Now, in a two piece business suit matched to his frame and height with his silver hair tied in the back to allow a long ponytail, he looked more as a politician than a warrior. His facial expression even changed. Instead of the cold depths of the unknown, emotions could be deciphered from his eyes and the slight grin his lips displayed. His face remained clean-shaven, as per his post, and his walk was less burdened from that of when he had armor. Closing the door to the office of the fourth floor, Havok observed the surroundings he found himself in.
To one side of the office an extravagant view of the city beyond displayed the beauty of Fictions. Up close, no one could tell beauty at this point in time. Yet Havok found solace in the distance of observation. It allowed for a certain dream-like image of the future to come for Fictions once business was done here. To the opposite wall, a large television screen built into the wall was dark and without picture. He considered this a good sign for the diplomacy to take place. To the far wall opposite of the door behind him was the Ministers Desk that was elegantly crafted. Behind it against the wall was a large picture frame displaying some image from Fictions past. Before the desk he noted a chair, taking the liberty to walk towards the chair and place a hand upon it. He smiled, widely, gazing down at the occupant in the Ministers Chair with a hint of a gleaming eye.
"M'Lady," he said in his usual soft tone to the woman seated before him.

Nita smiled a greeting at the man and stood up, holding out a hand and shaking his before they both say down. She seemed far more relaxed than the last time they had met but it was still obvious that she was under a lot of stress.
“Pleasure to see you again, your Lordship” She cleared some papers off her desk and locked them in one of small cabinets under the desk. She was glad he had left that armour behind and chosen something more suitable, she had found it rather hard to talk to him when he was in his knights regalia. Nita glanced at the clock on the wall, where was Slater? He was supposed to be here. A knock at the door sounded. That had better be him.
The man who entered looked around in his late thirties or early forties, he was dark like most Fictonians and wore the uniform of a high ranking military officer. When he entered he saluted in the appropriate manner to both Nita and Havok.
“Lord Havok, this is Adan Slater, I believe I told you about him, he is the one I feel would be best suited to run the country once it is stable, It is for this reason he is here in this meeting”

Havok nodded his head in greeting, his hands clasped together on his lap as he sat in the chair in a relaxed position. He seemed to welcome the presence of Adan Slater in the meeting, maintaining a smile that beamed encouragement for Adan to participate in what was to transpire. He looked back to Nita, "It is a shame you choose to relinquish your authority so soon, but I do believe Mr. Slater is acceptable." Out of the corner of his eye, Havok gave a joking wink to Adan to ensure that his statement was to be taken in a lighter context. "As per the business at hand," he nodded towards Nita concentrating on her, "I am more than proud to represent Anagonia in this meeting."

Nita smiled and adjusted her glasses
"Well, Now everyone is here I think we should get down to business" She glanced up and noticed that Adan still had not sat down "Um... If you would take a seat please?"
He nodded and sat down, he seemed to relax slightly. Nita glanced down at her papers, she was still trying to get used to being supreme ruler, it was not easy and it was little things like this that made it harder for her.
"Well, As I was saying" She addressed Havok "As I was saying, I believe Anagonia offered to give Fictions protectorate status am I right?" That was one thing she found a bit odd. After what her predecessor had ordered, the terror strike, she would have assumed that the last thing Anagonia as a nation would want was to protect them.

Havok crossed his leg casually over the other and nodded towards Adan as he found a chair just a few feet away from where Havok sat. He gazed towards Nita, admiring her attitude for getting to the point rather than wait around for small talk. He tilted his head slightly hearing her question, then nodding to confirm. "Indeed Anagonia has offered Fictions Protectorate Status." His voice never changed, though he kept a smile. "I know it seems odd at this point in history. However, considering the war is long over for us and we want to move on, what better way to reestablish ourselves than to build another nation up?"

She nodded slightly, a part of her almost had to admire their willingness to forgive, something she knew Fictions would not have done in the same position.
"So if I understand you, this will help rebuild the nation? What else would make this a good chose for me to take?"
At this point Adan spoke, it was the first time he did so since entering the room and he seemed to be choosing his words carefully
"If I may pose a question? What about Fictions' sovereignty? It's all very well naming the advantages however if we have no say in our own policies" he paused slightly an looked to Nita as though for confirmation that he could continue speaking "What I mean is, we are already being forced to sign a treaty that essentially seeks to remove everything this country is"
Perhaps an overstatement, but to the members of the current government who see democracy as a weak system, signing the treaty was to them like inviting in anarchy.

"Oh that," he gave a slight grin and looked down at his clasped hands. He had figured this question would come up, or mention of it. So soon in the meeting, however, caught him slightly off guard thus resulting in his odd display of amusement. He regained his composure and looked to Adan. "That treaty will be null and void if and when you accept our offer, considering you'd be a member of the United Republic and any treaty dealing with your sovereignty deals with the United Republic as a whole."
He smiled, "Concerning your Nations Sovereignty in general, the United Republic would make no move to interfere in your political process and allow you to continue along a course you deem fit for your ultimate pursuit of happiness." He raised a finger, "However we would require Representatives from your nation, chosen either by your People or a fair political process, to be sent to the Grand Senate of the United Republic to allow your Peoples Voice to be heard in a fair and equal fashion." He lowered his finger and hand resuming them to a clasped position, "Other than that, we'd make no move against you to force your governing policies one way or another so long as you don't go genocidal on your citizens."

Nita smiled, null and void. She felt as though a weight had been lifted off her shoulders, perhaps there was hopes for the country after all. She felt almost light headed No democracy, No goddamned democracy!
"So we will be free to continue to run out nation they way always has been done?" her feeling showed in her voice, for the first time in all the times that Havok had heard her speak he had never heard any hope in her voice, but now it was there.

Havok noticed a slight change in the tone of Nita's voice as he turned his attention towards her. He raised an eyebrow as he spoke, maintaining a gentle smile. "Yes Lady Ellison," then he lowered his head for a serious gaze, "So long as past events are not repeated in any manner, if you understand."

Nita bowed her head slightly, neither of them had to say it, they both knew what 'past events' were being referred to.
"I Understand... What happened was a terrible thing and shall not be repeated" Nita knew, or at least suspected, that Havok and everyone else of note did not believe her claims that the government had not been the ones to organize the attack, and they were right in not believing the story, Drabek had indeed ordered the attack against them but Nita would not admit it.

"Good."
Havok resumed his prior posture of formality and friendliness. His gaze returned to a kinder expression, sitting back as he gave a smile. "I'm glad we understand each other," he nodded to them both. "The advantages of being a protectorate are many," Havok said, "especially considering we'd be financing the recovery of your nation along with bringing jobs to your people." He gave an offhand shrug, "There is the minor detail of a military presence in Fictions, but said presence would be for the benefit of adding to the defense of your nation and manpower to get the engineering and reconstruction going."

Slater frowned slightly at the last comment, this had better not mean occupation Fictions had had enough of occupation.
"This military presence..." His voice was slightly tinted with suspicion "What would they be doing exactly? what role would they serve?"

Havok understood Adans apparent display of subtle suspicion. He took it with stride, ensuring that Anagonian Motives would be made clear. "The Military would assist local authorities should any problems arise, contributing to the Peoples needs." He continued to smile, "The Military presence would also extend to allowing proper resources contributed by Anagonia to reach the desired locations. They would also contribute to the rebuilding of Fictions as the Military would be primarily used to transport goods and supplies that are surplus to the United Republic." He shook his head, "The Military would not, in any manner, act as an occupational force. That would be improper considering the simplifications of a protectorate."
He grinned slightly, "The Military would also add to the capabilities of Fictionese personnel by offering training and additional supplies to make Fictions defense first rate and thus an expanded Anagonian military presence unneeded."

This seemed satisfactory, he nodded slowly, there was still one thing on his mind.
"I'm glad to hear that but... We are currently, as you know as Anagonia is one of the nations doing this, we are currently being occupied, and while you have no problem with the way we run our country... Well the other two do, suddenly declaring their treaty nul may not go down very well" And God knows the last thing Fictions needed was another war

Havok blinked. Something about the question hadn't yet registered with him, somehow maintaining a composed expression as he thought it over. It was true that the United Republic had thought about the ramifications of what it was doing with Fictions. However, worse case events were depicted to be diplomatic at best. He let out a sigh, the first for any meeting thus far, and rubbed his temple as he looked to both Adan and Nita. "This is something I've gone over countless times," he said. "It's honestly an unknown factor what the other two powers will do once they find out."
He looked down, rubbing his chin as he thought. "I believe that if we manage to announce this in such a way they will have no reason for war," he looked back at Adan, "but from what I can gather both parties are in this for the land grab and resource allocation. That's something that the United Republic never wanted." He lowered his hand from his chin, clasping them again. "If we go forward on a hardliner basis, we could potentially start a war or force them to back down." He shrugged, "This is a major unknown, something we'll have to confront together."

War? Nita stared at the two men in disbelief how could the thought of going to war even cross their minds?
"Fictions cannot afford to go to war. We have lost too much already" She nervously tapped her desk, she could see that this may be a problem. She hated the idea of signing the treaty, she has seen drafts of it and they all lead to one thing, the most hated democracy... But not signing it, or signing it and breaking it would lead to war.

"There is an alternative," Havok said after the long moments silence that passed in the room. "Fictions can request protectorate status from Anagonia per official channels, and we'd formally accept and declare all past treaties null and void." He nodded, "This should avoid any unpleasant 'jump-the-gun' situations."

"So your suggesting, us asking you for protectorate status even though you offered it first and are suggesting we ask you?" She said this slowly as though her thoughts were preoccupied "But... If you do that then they will see you as the enemy, they will call you a supporter of fascism and see you as a threat to democracy if you actively allow us to run the country our way"

Havok seemed to have an impatient expression at this point, his legs still crossed but his hands now grasping the edge of the chair he sat in. "With all due respect, Mrs. Ellison, there is no easy way around this." He leaned closer to the table she sat behind, "If you want to allow your nation to resume its proper course of dictating itself, the United Republic offers the only solution and an unwarranted amount of freebies to get your nation back on track." His gaze toward her turned darker in a respect, eyes gaining a reddish hue around the iris. "If you do not want Anagonian assistance, and desire to continue to prolong your nations torture by being force-fed democracy, then I can leave now and have Anagonia fully back a document that will force your nation into democratic servitude."
He slowly leaned back in his chair, gaining back some of his previous calm posture. He did not fold his leg, however. "Make your choice. I tire of the excuses being flung in my direction and time is very short for this to work properly."

Nita remained still and silent while Havok spoke, In the other seat Adan watched the scene with a carefully blank expression. When he had finished speaking Nita lowered her head slightly
“I'm sorry, I did not mean any offence.” She paused for a moment, staring into space “And...you are right, time is short” she paused again “And we will accept you help and become a protectorate...” She tailed off into silence, glancing at Adan who still had on his carefully blank expression.

"Good," Havok replied with a large smile.
Havok Agamemnon had took note of Adan's blank expression, perhaps a signal of internal struggle over a matter. Nita was all together different through out the proceedings, proving to be well managed despite the obvious hints at her emotional state. He leaned forward towards Nita, gazing at Adan as he did so. "I will need one last thing," he said carefully. "I want you to start a press conference as soon as you can. By the time you finish it, Anagonian assets will already be on the way to ensure Fictions continued existence as a sovereign state."

“I can get some people to arrange the conference straight away” she pressed a button on a call box and spoke a few words in her native language, a reply crackled back and she spoke again, she sounded annoyed even though he could not understand what she was saying. There was a silence and the reply came.
“Mjye, Mjye, advi'kan” She turned away from the box
“Preparations are being made, Will you be there?”

Havok nodded. After trying to decipher what had been said between Nita and her counterpart over the box link he realized there would be a lot to learn about Fictions in the years to come. He gave a smile, "I will be there, if only to assure the world that Anagonia now has its hand protecting Fictions now."

The room was a large one, though not as large as the Briefing room that had, until the beginning of the civil war where it had been destroyed, been used for this very event. Standing behind a podium, set with microphones was Nita Ellison, Beside her was Havok Agamemnon.
“It has been some time since the war has ended for us, leaving devastation in it's wake and occupying forces which threaten to change all we know, all we are in our land. The war has caused devastation, none more tragic than the attack on City Espias. An attack that Will sty in out minds forever” She paused for a moment before continuing “But the future is not lost, we have received an offer of friendship from an unlikely nation. The United Republic of Anagonia has offered us protectorate status, which I have accepted. This status was taken with the full understanding that Fictions will remain fully sovereign something which others have not done. With this, the beginning of returning to the nation we once were can begin, we can begin rebuilding our lives and look towards the future, I truly feel that in accepting this offer I have done the right thing” She paused again “Any Questions?”
One reporter from Fictions own news channel FNNN was the first to speak up
“Ma'am, I have heard that Fictions was forced to sign a treaty that would eventually turn us into a democracy. Even if the Anagonians respect our rights to sovereignty, we cannot be truly free to govern ourselves when bound by a contract”
Nita smiled at the reporter
“That may normally have been the case, however, I have been assured that we will not be forced to adopt any system of governance against our will. As such, that treaty will be declared nul, any more questions?”
