((Ok, I'm starting a new nation, just wanted to set up everything and all the fun stuff that is setting up something new. Basically this nation is going to be set in the modern era, and just sort of seeing how things work out from here. Oh, also this is very much open so if you want to jump in by all means.))

Reports have been confirmed that the claims of a small nation being formed in what was once the British Indian Ocean Territories have been confirmed after news agencies around the globe received a transmission from the island chain. The recording was sent anonymously though it has been considered official.

"Recently we have acquired through legal means much of the former British territories in the Indian Ocean. We do intended to strike out on our own on these islands and look to become a haven for science and business alike." A male voice spoke from the recording, a very low quality recording, some of which was hard to understand.

"First let me state that we intend no harm to anyone, we are not some terrorist splinter cell, or rogue insurgency. We are merely a group of business men, some scientists, as well a others who have volunteered to help realize this dream. We will be opening our doors, so to speak over the next few months to any and all that wish to join us here and help build a new nation. Ilois, as we have chosen to be called will turn a blind eye to any transgression offering those who wish, a second chance."The male paused clearing his throat before continuing.

"Currently we are developing based on the island of Diego Garcia, though some have chosen to settle on Egmont Islands. Neither is going to be very easy so we will be seeking support from the international community. We ask other nations of the world for their support as we are small and weak now, but we hope to be a strong and helpful ally in the years to come. We do not have much on these islands, but our word, and we do not intend to break any promises we make. Thank you all."

The recording ended, some static popping and after a few seconds silence.

The next day a video is released by the leadership of the newly formed nation. This time the quality is much better than that of the audio recording and appearing much more professional. A man in his late 60's is seated behind a desk just in front of a large window that overlooks a very pristine beach. The man clears his throat and begins speaking sounding very similar to the voice on the audio recording.

"Hello, I would like to once again thank the international community for being mature about our creation here. Though it is true we have yet to be contacted by anyone we are still optimistic we will be seen as legitimate in our operations here. I am here to confirm that the recording released yesterday was in fact our doing. I would like to also take this time to introduce myself, I am Jacob Clarke, and I am the acting press liaison as it were."

"Once again as I stated yesterday the purpose here is to re-inhabit these islands, and help to build a thriving business and scientific community. It will not be easy, we are spending millions importing food and goods needed to construct our infrastructure. We will need help from the international community if we are to thrive. We will also be looking for anyone who wishes to join us, regardless of age, race, national origin or background."

"Things will not be easy here, but we are dedicated and believe fully that there is no limit to our potential. We are in a key area for trade and economic opportunities, we look to turn these abandoned islands into something far greater than anyone can imagine."

Mr. Clarke paused to clear his throat and flip to a second page of his notes.

"However I am sure some of you watching this are concerned that we may be up to something sinister here. I can reassure you that we are nothing more than a group of investors looking to turn a profit, although we are not so narrow minded to liberty and freedom as money tends to make people some times. True Diego Garcia was for many years a military installation, but the governments that were responsible for maintaining those facilities took great care in cleaning them out. The only remnants of those facilities are the buildings and the airport. We intend only to provide a force to defend our shores, and nothing more."

"Now, I leave you with the assurance we are here to help the world and those who help us. We await the world's response eagerly."

The video ends with the apparent flag of Ilois flying in the background with a seal of some sort representing either Mr. Clarke or his department, though it appears rather hastily thrown together.

Diego Garcia

On the island that was quickly becoming the main focus of the new nation people seemed to be hard at work everywhere. The causeway was busy, every fifteen minutes a new vessel would dock and be unloaded. This rapid pace had been going on for just about two days now as the island was repopulated for the first time in decades. Food, water, and building supplies were being unloaded and stockpiled near by in a makeshift warehouse.

Citizens of the fledgling nation from all walks of life were helping out, some newly volunteered dockworkers doing the brunt of the early work in the surprising heat of the island chain. "Well we may have a paradise on our hands, if we can ever get all this shit unloaded," one of the men observed.

The low roar of airplanes landing could be heard from the causeway less than 500 meters away the runway of the island was receiving traffic bringing supplies to the island every few hours.

On other areas of the island some of the engineers were surveying the grounds trying to find a suitable area on the island to build settlements as well as farms.

"This is no good, the widest part of this island is here where the military base used to be and the surrounding area." One of the engineers commented.

"Well we're going to have to make this work, no one said it would be easy."

"I know, I know, but we're talking about a little over two square kilometers at best."

"Look Howard, I am in a position to get a department job when the government is set up, and if we can not succeed here then they will find someone else. I can't let that happen."

"Of course Mr. Frasier." Howard responded, both of the men were dressed quite casually, and who could blame them in the humid conditions. Howard was in his early twenties and appeared to be quite green, both in experience and complexion, as the boat ride didn't set well with him.

"Now we can set up the majority of the community here, with any luck people won't be looking to come here too quickly and the Egmont settlements can take some heat off us if we need them too." Frasier paused lifting his cap off his head and scratching his head. There wasn't much hair left on the middle-aged male's head and what was there was almost completely white now. "If we need to there is an area here, on the southern rim of the island that may support some farming. Of course there is quite a lot of forest there." he said pointing to the small map he held.

"We may not want to disturb that area though. Perhaps if we could convince people to settle in smaller villages we would be able to support them that way." Howard suggested.

"No of course not, this is modern society we're talking about these people aren't nomads, they're human beings. We're going to have to try and keep major settlements off this island, and hope the others are more suitable. Maybe those damn bureaucrats can get some support from someone sympathetic to our cause. That's the only way we can hope to survive down here." Frasier grumbled slightly looking around the island and consulting his map trying to find the answers to his own questions.

Former Military Complex - Diego Garcia

While the shipments continued to stream onto the dock and arrive at the airport, just a few kilometers up the road the military base was becoming the make-shift seat of power. A team of workers and volunteers were painting the ill-kept facility and moving computers and other equipment into the rooms.

Mr. Clarke was one of the key figures trying to help co-ordinate the chaos that was taking place in the buildings. Inside the northern most building on the grounds being cleverly referred to as Building 1, the many offices were being retrofitted to the needs of government. The interim heads of public relations, state, defense, agriculture, tourism, business, energy, and a few other departments would be housed here. Also the group of financial backers responsible for the move collectively referred to as The Assembly would make there offices in Building One.

"Alright, we need to get this place under control as quickly as possible, we need to look legitimate." Clarke said to no one in particular as he walked down the busy halls. Everyone on the island seemed to be doing something and that was important as there wasn't much in the way of a work force.

Elsewhere in Building One, Mr Frasier was making his way to where he office was reported to be attempting to make some sense of his observations on the island. He grumbled running off the workers trying to finish up his office pushing cans of paint and brushes off the pitiful excuse for a desk as he rolled his maps out.

Simpson Point, Diego Garcia

A group of men exited from a helicopter that had recently landed on the beach of Simpson Point. A pair of them carrying M-4's as a group of five businessmen looked around the area.

"This should do." One of the men stated.

"You know that's not for you to decide." A female voice called from the helicopter. Soon the person accompanying the voice departed the helicopter. In her early 30's she was one of the youngest embarking on this project, at least in a leadership capacity anyway. Dressed in business attire herself she didn't look out of place among the men either.

The other men seemed to listen to her, not making too much of a fuss about her comments. After all she was one of the key investors that led to the purchase.

"However, it is quite nice." She said with a grin, "This should make a very nice place for the capitol buildings."

"We will of course have to either remove or remodel those eye sore military buildings." Another male in the group responded.

"Of course, but all in due time, we have more pressing issues to take care of, for starters I would like to be taken seriously. Has anyone responded to our broadcasts yet?"

"Umm," Another member of the group of men started, "Lets see... no, no one yet."

"Damn, alright well... replay the message again, maybe someone will pick it up." She said heading back to the helicopter.

"Well that's a slight problem, we had to send it out as a tape to news agencies, we haven't got our own broadcast equipment set up yet." The first male responded again.

"Alright, well get that done and then make it happen Charles."

"Of course, but that's going to take some time." Charles said dryly.

"We don't have time, make it quick."

Charles nodded and the group got back on the helicopter which lifted off after a few moments and headed back across the island.

After many hours of fighting with the proper equipment and finding a suitable location the small island nation of Ilois was able to up link and broadcast it's message. Rather than waste resources they chose to rebroadcast the message sent out by tape earlier in the week.

Inside the make-shift headquarters everything seemed to halt as the official statement from the Prosperitan government was read aloud by Mr. Clarke.

"It is a new day." Mr. Clarke announced after reading the note. Cheers erupted from some in the building as some of the doubt faded slightly, though not completely. "Now, lets get back to work, we're not there yet."

Clarke headed down the hall and to the room where 'The Assembly' was preparing to respond to the statement.

"Well Ms. Flynn?" Clarke asked looking around the room, everyone seemingly waiting her advice.

"Well, we accept their offer of course. Let them come and see what we have to offer, though inform them of the mess." Ms. Flynn said with a laugh.

"Of course ma'am." Clarke responded and exited the room. Within moments he had drafted and sent the response.

A long bodied aircraft (dull gray in colour) lifted off from John Blanchette Memorial International Airport and disappeared into some cloud. The Prosperitan Air Force VC-10 had a long flight ahead of it. Joining Minister Avitus were Dr Sebastian Kennedy of the Ministry of Research, Science and Development, Antonia Caius of the Ministry of Trade, and Lucia Waldgrave of the Ministry of Foreign Affairs. Dr Ian Stapleton of the National University and Jeffrey Walters from the Council of Business and Industry were also present for the journey. The remaining two members of the official party were a photographer from the Ministry of Information and Avitus' secretary.

Work as being done at a rapid pace trying to tidy up the facilities of Building One, as well as another building on the grounds that would serve as housing and offices of the delegation during their stay. The department leadership, and The Assembly prepared to meet the group when they came to the islands.

The buzz around the islands was seemingly centered on this visit and the few hundred inhabitants were all talking about it. Some even began to take the long boat ride from the Egmont Islands to Diego Garcia to witness their arrival in person.

While preparations for the Prosperitan officials were taking place on Diego Garcia things were a little more relaxed on Egmont. Though relaxed was a relative term as people were still trying to figure out how to establish a nation where nothing was.

"We're not working with much space here. Though luckily for us these islands are almost completely connected. A few repairs to the bridges linking them and we will be set." The man commenting was seated in one of the recently repaired shacks still on the island from when people used to inhabit this place. Gathered around him were a group of people sent to Egmont to help settle it.

The man entrusted to the head the task was Hubert Buckley, a man in his 40's considered to be one of the best organizers among the project. He was also potentially going to be governor of on of the islands, or a department head once the government was established.

"The bridges are very important, we need to make sure they can withstand any storms that come through the area. So I think we need to wait until we can properly rebuild them." A member of the group stated.

"Yes of course, for now let's try to get this village rebuilt somewhat. We at least need somewhere to stay and get out of the rain when it comes. Another big priority is getting this ground to produce food again." Buckley paused looking over some notes. "Powell are you here?"

Buckley looked around the room before another man stepped forward, dressed quite plainly looking as though he was just another worker in his late 50's. "Yeah I'm here."

Buckley looked confused but continued. "Aren't you supposed to be head of agriculture or something? Why didn't they keep you on Garcia?"

Powell seemed equally confused, "I don't know."

"Well take a team and start looking at how we can get this place producing again."

"Alright, will do." Powell said, picking a couple of people from the group before leaving the shack.

"Now, Paul, Steve and Greg, you three get back to work on these buildings. Jerry and Albert you two come with me and let's go take a look at these bridges."

Ilois is glad to be in contact with neighbors of our nation, and would be more than interested in establishing trade contacts with Fatatatutti. At current we are still working on the establishment of farms and in the future look for manufacturing of various products. We are of course looking for supplies for building, steel, brick, timber.

At current our main products, at least that we can afford to spare are not very glamorous but plentiful, fish, sugarcane and coconut products. We do not have a major port as of yet, though Diego Garcia and Egmont each have a small but capable port. We also have an airport that is up to standards on Diego Garcia.

Since we have a large population, we are always interested in new food supplies. We can always use fish and sugarcane but coconuts are one of our major exports already. We do have some building supplies available for export but shipping costs may make them uncompetitive. You may be able to find better prices closer to home.

Fatatatutti is also an island of shallow beaches, so small craft are the norm here. There should be no shortage of suitable shipping. (Air freight is probably impractical due to the relatively low value of the commodities involved.)

Things were looking up for the young nation as they were establishing trade contacts and awaiting the arrival of another delegation. People were still working around the clock attempting to build up from nothing what they envisioned for their new country. Hope and opportunity were strange things in the world these days but they had it in abundance on the islands at current.

Egmont Islands, Ilois

Hubert Buckley looked over the shoreline, narrow at this area you could almost lay across the entire span of the island. Buckley didn't look to excited about the prospect that lay before him.

"We're going to have to get Frasier in on this, this isn't much a matter of just building bridges. We're going to have to build up these entire islands. Unless we want this to fail, we're going to need more land."

His two companions didn't seem to argue the point much and listened as the tide went out.

"These islands are essentially sitting on a bunch of rock and coral anyway, shouldn't be too hard to build on top of, most of them provide a natural break from the waves on their own."

"It won't be cheap." one of the others said.

"Neither is buying a chain of islands, money isn't much of an issue for this nation, so we need to move fast before it is an issue."

Eclipse Point, Diego Garcia

Things were finally starting to slow down as the shipments coming in were just by boat now and eventually the only boats were those bringing in the goods from trade. The island was starting to take shape as houses were going up around the military base and planning shifted from unloading to nation building.

At the forefront of this were of course the Department of Engineering and Development led by Mr. Frasier. Also Secretary Bukowski of the Department of Labor and Workforce was helping to direct the building effort.

Within the past few hours The Assembly had authorized for the families of those that had first come to the islands were allowed to make the journey. In a few hours the second wave of immigrants would be coming to the islands and the population was estimate to triple when they arrived.

Minister Avitus glanced out his window at the clear blue ocean bellow. He had lost count of the number of reefs and islets they had passed. The view was certainly picturesque from the air, and no doubt even more beautiful from the surface. Nevertheless, he could not help but feel the remoteness of the place. A ray of sunlight shone in his eyes and Avitus felt compelled to turn away.

In the cockpit, the pilots now had the shores of Diego Garcia in their sights. The captain radioed Eclipse Point: "Eclipse Point, this is Prosperitan Air Force Flight 751 requesting permission to land. Do you copy? Over..."

The radio operator in Eclipse Point sat down his coffee cup and walked back to the radio with a sigh, this was his break time but he knew that plane was important. He sat down and put his headset back on.

"Prosperitan Flight 751, this is Eclipse Point, we hear you loud and clear. You have permission to land. The runway is six meters south of the base, over."

The radio operator winced slightly waiting for the plane to land, he had gotten some complaints about the runway from the other pilots, he knew it wouldn't be good news if this plane didn't land safely.

As things began to slow down and take shape around the islands policy became the next priority of the leadership. Under orders of The Assembly each major department was tasked with drafting plans for the islands. The Assembly also chose to release a statement regarding the governing of the islands.

Statement of The Assembly

It is the goal of The Assembly to maintain order and prosperity on the islands of the Chagos Archipelago. We shall ensure that things remain peaceful and stable in order to assure foreign investors that any trip here will be safe and any business here will be profitable. Also, the prosperity of the citizens of Ilois is a priority, and civil rights will not be infringed upon.

True we do not intend to offer a top-down democratic system as it has been proven foolish for industry. Despite this we will off the people of Ilois ample opportunities for voting and feedback on many of our decisions.

Finally, in the coming days we will present the document being drafted to provide laws and order for our new nation.

Clarke had been sent to greet the Minister when he arrived and was waiting at the runway along with Jim Frasier. The two approached the plane when it came to a halt, Clarke was in front and the first to speak, both wearing similar suits.

"Mr. Avitus I presume? We're glad you survived the landing." Clarke said with a slight laugh, "Welcome to Diego Garcia, I'm Jacob Clarke, and this is Jim Frasier."

Mr Frasier waved politely though he didn't seem to be enjoying the heat very much.

"Ms. Flynn is waiting to meet with you at her office."

Avitus shook Clarke's hand firmly and nodded to Mr Frasier. "It is a pleasure," he said. The others walked across the tarmac and met their hosts.
"As you can see, we are very eager to see what you have to offer us," the trade minister smiled. "Now, I shall ask you to lead the way so that I don't get lost."

Before entering Ms Flynn's office, Avitus slipped his shades off and tucked them into his shirt pocket. He then to took a moment to dab the sweat from his forehead with a handkerchief.
"Excuse me... You must forgive me," he said to the other man. "I am not used to this heat."

Finally, he was ready to introduce himself. He opened the door and stepped into her office.

The first of which would be a joint research agreement between our two governments. The Ministry of Research, Science and Development is eager to assist in your engineering and development programmes. In return we ask for new technology and knowledge to be shared. The second initiative is a working holiday scheme that would afford young Prosperitans the opportunity to live and work in Ilois for up to 12 months. I shall present further details of that scheme later. Finally, several Prosperitan corporations have expressed interest in securing contracts. We have expertise in agriculture, construction, telecommunications and shipping."

" Ms. Flynn paused a moment thinking over the work exchange program, "The holiday scheme as you call it, sounds of some interest, we will of course need to hammer out the details fully before it can be implemented. "As for the sharing of technology, we are already in an agreement with other nations that would mirror this. We of course will respect your wishes if you want to keep your designs separate from that."

The visa would allow a stay of up to 12 months from the date of first entry. The type of employment individuals entered would be at the discretion of your government. Are there any particular conditions you would wish to apply to such a scheme?"

The city, especially the near-by harbor and airport were busy as people streamed to the islands to start a new life, as well as diplomatic missions both incoming and out going. There was of course the massive amount of supplies being move to the islands, so it was difficult to tell just what was going on around Diego Garcia.

The Iloisan Police Force was busy trying to keep order around the area and the officer didn't seem too pleased when he was approached. "I'm not a tour guide." he grumbled. "Check the main city." he snapped and pointed the woman up the road toward Eclipse Point, roughly 6m away from the airport.

Sam turned her back on the policeman. Interesting that they don't check either passports or luggage around here, she thought. I could be smuggling pineapples for all that little stuffed shirt knows. That's one black mark for the report anyway.

Away to the south, there seemed to be some greenery. Otherwise the island seemed very flat and featureless.

She noticed a man in a flowered shirt, smaller than her but with a bigger smile, leaning on a small car, a bit like the one she had wrecked on her last adventure. "Taxi?" she asked.

His smile grew even bigger. "I can take you anywhere you want to go," he said in an accent she couldn't quite place. "My name is Ramon."

"My name is Sam. I'm looking for a place to stay. The people at the airport aren't very friendly."

"I'm very friendly," Ramon beamed. "You want a big hotel? Expensive hotel?"

"I don't need any stars. All I want is a bed and a shower. And maybe a door."

"My brother has a place. Get in. You have luggage?"

"This is all I have," Sam said. "I travel light."

The little taxi, if indeed it was a taxi, whirled away into the crowd.

The taxi sped up the road, all around the islands small taxi services were being started up, along with numerous other businesses as people tried to make a dollar anyway they could. The taxi pulled to a stop in front of a three-story building that had a wooden sign hanging on the front that said 'hotel' painted on crudely, the building was hastily build and looked to be of substandard construction.

"Here we are." The driver said getting out and opening the woman's door.

Sam lay back on the bed, hands clasped behind her head. The room was clean, even if the hotel seemed ready to fall down at any time. If the building boom was temporarily outpacing inspections, that was forgivable. More important, the staff was friendly - if Ramon's brother and his wife could be called a staff and if the man who looked nothing like Ramon was indeed his brother.

Later that evening...

Sam had suspected that Ramon would be easy to find again any time there was a dollar to be made. Sure enough, she had hardly stepped out of the slightly air-conditioned hotel into the humid evening when his car pulled up beside her. It looked somewhat better than it had that afternoon, either because of the darkness or because he had washed it.

She got in. "What's the police situation?" she asked as he drove away without asking where to. "The ones I've seen so far seem mostly interested in directing traffic and picking their noses."

"Are we planning something... illegal?" Ramon asked, with no sign that he was averse to the prospect.

"Not necessarily." Sam sat half facing him, hardly glancing at the traffic. "If we were to drive past, say, the Assembly Plant, would they take any notice?"

Ramon dodged another small car. "The Assembly Plant has security of its own," he said, "but unless somebody tried to get into the Assembly Plant, I don't think there would be any problem."

"Okay." Sam ignored the truck that missed them by less than a meter. "How about construction sites? Are there any construction sites near the Assembly Plant?"

"Yes," Ramon answered. "I think they're expanding already."

"Okay."

"Do you want to go to the Assembly Plant?" Ramon asked.

"Do you know what 'the scenic route' means?" Sam asked casually.

"Yes, I think so." Ramon glanced sideways at her. "It's where the tourists go. Not by the Assembly Plant."

"Mm hm... But after we see the scenery, if we were to take a shortcut back to the hotel, that wouldn't be hard to explain to the police, would it? Just in case the police were to ask."

"No," Ramon agreed. "I don't think so."

"And if that shortcut happened to pass by the Assembly Plant, and the construction site, that wouldn't be hard to explain to the police, would it?"

"No," Ramon said, with a hint of a twinkle in his eye. "I don't think so." He put his foot on the brake suddenly, the car stopped and narrowly missed a pedestrian who shook his fist at them and was still swearing at them in some incomprehensible language when they drove away. "The roads are a mess," Ramon continued. "Maybe we couldn't go the way we wanted. That's why we went by the Assembly Plant."

Sam nodded. "Your English is pretty good. You must watch a lot of movies."

The First Iloisan Assembly Plant was indeed currently expanding, under the careful watch of the Iloisan government. The Iloisan Police Force-Eclipse Point were sent on patrols around the area of the Assembly Plant from time to time though they were not the primary guards of the facility.

Being a military installation it was the primary duty of the Iloisan Defense Guard to protect the building. The soldiers tasked with the protection of the building and construction site were the 1st Light Infantry Division, 2nd Brigade, 1st Battalion. Roughly 800 soldiers trained to use a wide array of light weapons.

Else where in the city as darkness fell upon the island, the police presence seemed to increase, roughly doubling the number of officers that were out earlier in the day. The Iloisan Defense Guard was also dispatched along side the IPF-EP. The 1st LID, 2nd BDE, 2nd Battalion was given the policing roll that afternoon, each of the four Companies taking a different section of the town. Charlie Company was patrolling the area of the plant, putting the total number of guards somewhere beyond 1,000 when the 1st Battalion, IFP-EP and 2nd BAT Charlie Company were all in the area at the same time.

She straightened up and went into the hotel. Lots of drama tonight. You'd think they were expecting trouble. She smiled to herself.

She wondered if the lock on her door worked. It didn't matter much, she decided, since the door looked like it would fall off anyway if somebody wanted to get in. She wondered if there was any hot water.

The delegation arrived in Pacifica exiting the small jet that had brought them from Ilois. It was a small group, two guards dressed similarly to the other delegates who were all wearing suits. There were seven people in the group, the head of the team was Robert Tapert who checked his watch looking around, "Well this is where we're supposed to meet whoever, now where are they?" he held a briefcase in one hand as he looked around. The others in the group seemed to be trying to organize yellow sheets of paper from a legal pad.

Sam woke up early. There was no sign that anybody had been in her room.

When she walked out of the hotel, just as if they had had an appointment, there was Ramon. "Three items on the agenda today," she said. "Last thing first.... Do you know anybody who has a boat?"

"My cousin has a boat."

"Good. I'd like to go fishing. But first, breakfast... and then a quick trip down to the docks."

The harbor and the surrounding area was becoming more heavily regulated, the Iloisan government was set to make a considerable amount of money off the fishing industry and they were currently hemorrhaging funds from illegal fishing. The Iloisan Police Force had deployed more vessels to try and crack down on this.

Only a few moments after the boat was away from the dock a small boat approached along side and one of the officers aboard began speaking over the loudspeaker, "Please cease your actions." the boat moved closer and a pair of officers stepped onto the rear deck armed with M-2 rifles. "Any attempt to navigate away from our vessel will be considered an admittion of guilt and appropriate action will be taken." the voice over the loudspeaker stated. "We will board your vessel, proper identification must be presented."

The officer over the loudspeaker continued to explain the process as the Iloisan Patrol Boat came along side the small boat and a third officer armed with a SMG-1 came out onto the rear deck as one of the first officers stepped onto the boat. "Lets see some identification, and your boating and fishing licenses." The officer demanded as the others still on the Iloisan boat watched the two carefully.

The officer shoved the passport in the front pocket of his vest and looked at Sam, as he tied a length of rope to the canoe and stepped back onto the boat tying the rope off to a rail. "So why didn't you stop at customs when you got here?" The officer inquired looking her over carefully as the boat headed back to the harbor.

The officer wasn't humored or impressed as the boat came to a stop in the harbor and the three officers were met by another pair and the entire group lead the two down the harbor. Just between the harbor and the airport was a structure going up, the first two floors looked mostly finished and it was clear they intended to build it larger. The steel and concrete building was expanding horizontally as well.

The two were lead into the building, two officers taking the owner of the boat one way down the hall and the other three took Sam to a section of the building that seemed to be overflowing with traffic and they took her past the main area and beyond a series of small rooms leading her into one of the rooms that had a pair of chairs at a small table.

None of the officers said anything as they stood by the door waiting on someone it seemed.

Sam sat down in one of the chairs, leaned back and put her feet up on the table. She folded her arms across her chest. All of the police seemed to be about twelve years old. You're getting old, Sammy, she told herself.

After a few minutes of waiting a customs officer entered the room and sat down across from Sam, "So is there any reason you decided to skip out on coming to visit us here when you first arrived?" He asked looking at the rather relaxed woman.

It had not been very long at all before a woman in a suit came into the room, her hair pulled back and she wore a pair of glasses. She was silent when she entered the room though everyone seemed to take note of her. She said something to one of the officers and he handed her Sam's passport and left the room. The customs officer and the other policemen left following the first. "Sorry to interrupt your vacation Ms. Smith."

As the woman moved around the table she sat on the side of it nearest Sam, she didn't seem interested at all as a group of soldiers moved into the room and closed the door behind them. From the insignia they wore they were from the 1st Operations Division, 1st BDE, 1st BAT with the nickname "Black Ops" on the insignia.

"So what brings you to Ilois? It says here you're from Fatatatutti, I wonder how they would react to your terrorist actions?" She said as she was handed a folder from one of the five soldiers in the room and she flipped through some of the papers inside it. The soldiers in the room seemed much more professional than the officers had been, calm and not seeming to react to anything at all.

The Secretary led the Iloisan delegation to an elevator which took them to the fifth floor. She led them down a hallway to a conference room, “Please take a seat anywhere.”

Talpert nodded and followed her through the building and sat down on one side of the table, the rest of his team taking seats along the same side, "So we have quite a bit to cover, any preferences one where we start?" Talpert asked with a bit of a grin, "Or teams is supposed to put emphasis on some sort of economic plan as well as any sort of trade or science and engineering agreements you might be interested in."

The woman laughed calmly as she placed down several photos showing Sam in Ramon's cab driving around the city. Another few pictures showed her dressed in dark clothing and walking around. "Well these are rather suspicious actions you took. Besides Ramon and his family are known criminals, we have picked them up quite a few times for petty crimes over the past few weeks. In fact, his cousin whom you were with today is a suspect in a murder that happened just two days ago."

She picked up the photos and placed them back in the folder, "Plus all of this with the fact you failed to check in a customs when entering the country, it all seems a bit suspicious doesn't it?" The woman grinned slightly taking a seat behind the table across from Sam, "So, you tell me, just what are you doing here?"

We’re interested in investigating whether a free trade agreement will benefit both Iloisan and Pacifican markets. Pacifican corporations have expressed interest in opening their doors in the Iloisan marketplace. These corporations are from retail to industrial plants.”

I do not know quite what you are thinking at this current hour, though some indication of your sanity would be appreciated. We have taken note to your protests already, we have acknowledged sure concerns and feel that they have been properly addressed. However, sending someone without our knowledge to our nation to conspire with criminal elements in our own nation is beyond anything we can accept.

We have testimonies from those she conspired with proving terrorist actions and any government that condones such will be treated as such. I and my fellow members of government cannot properly express how betrayed we feel at the current hour.

This time we have sent home this woman, next time we will not be so diplomatic. This is your warning, we do not much appreciate those we share our money and resources with treating us this way. We will not sit quietly while something like this happens.

We believe it’s important to provide foreign aid to your country for infrastructure projects,” Laugier wrote 3.5 billion down on a piece of paper and passed it over to him. She folded her hands together and continued, “We believe it’s vital for a relatively young nation such as yourselves to have adequate and state of the art domestic infrastructure such as roads, ferry terminals, etc.

"With your approval of Pacifican corporations operating in the Commonwealth, other projects will be available at the private levels. Ilois’ economic stability, is required for regional security and other such purposes.”

"I'll let the Tourist Bureau know how you treat visitors," Sam smiled, resisting the temptation to break an arm or two. "Y'know what I said to myself when I first got here? I said it feels too much like Dr. No and not enough like Pardon My Sarong. I'm not sure what it is, but there's something wrong with this place. You're not what you pretend to be."

The woman left the room and the guards escorted Ms. Smith from the building and onto a small private plane preparing to send her back from which she came.
"You have got to be kidding." Sam made a face at the plane and at each of the guards. "Do you people have even a tiny clue where Fatatatutti is? That little kite wouldn't get halfway there."

She shook off their half-hearted grasp. "I'm going to take the regular flight." She turned and started toward the terminal. "Feel free to tag along if you like."

"Mr. Waverly, please," Sam said. "It's Mrs. Dee." She had taken the time to find a phone booth where her back wouldn't be to the crowd, not because she felt vulnerable but because she liked to watch people while she was waiting. There were no phones in the hotel rooms. She wondered if it was because the building couldn't take the extra weight.

A man passed by selling tacos or something similar. He shoved one at her but she shook her head and flashed a polite smile. It occured to her that he looked more like Ramon than Ramon's supposed brother did. Why did everybody look like Ramon? Or was she losing her mind?

The breeze was picking up. She could see the harbour and the flag on the Fatatatutian ship was standing out unmistakeably now. She made a mental note that Plan B would probably not be necessary.

"Mr. Waverly? I's me.... I'm fine.... Yes, I have the package.... No, no trouble.... Okay. I'm on my way." She hung up the phone.

The breeze plucked at her short hair. She wondered what this low island would be like in a real blow. If nothing went wrong, she wouldn't be there to find out.

Thirty thousand feet:

Sam closed her eyes. The sound of the engines was far away. She wondered momentarily how they did that and wished momentarily that she had paid more attention in science class.

So bad things don't necessarily come in threes, she thought. The Mastedon Lands' descent into anarchy and the massacre in Unibot were just a coincidence, not her fault. One successful mission in three wasn't a brilliant record but one was better than none. She remembered the old Fatatatutian warrior's dictum that her father had taught her: In war, there is no winner and no loser. There is only alive and dead.

Alive was better than dead - and it felt like a win. She slept as the clouds slid by below.

We do not take lightly the mistreatment of Fatatatutian citizens.

No evidence has been produced to show any wrongdoing whatsoever on the part of Ms. Smith. Indeed, no charges of any kind have been laid, despite the gravity of the allegations. The bizarre accusations against Ms. Smith appear to be a transparent attempt on the part of the Iloisan Police to cover up their own incompetence and dishonesty.

I am personally calling for a Parliamentary enquiry into your actions. In the meantime, my office is advising citizens of Fatatatutti and all civilized nations to avoid travelling to Ilois. Your police state is not conducive to good international relations.

Sam walked beside the duck pond with her hands in her pockets. "Our lumber is definitely being used in their arms industry. The same trucks loaded at the dock and unloaded at the construction site."

'Waverly' stopped to feed some bread to the ducks. "And they're only allowing commercial fishing? We'll see what the Cabinet has to say about that."

It was sad and amusing at the same time, Sam reflected. We don't want our resources used for violent purposes - and they think we would use violence to prevent it.

Official Government Release

Let it be known, that from this point forward the relationship between The Commonwealth of Ilois, and the so-called government of Fatatatutti is stretched beyond the point in which The Assembly can withstand. Recently an unnamed citizen of their nation was found within the borders of Ilois cavorting with known criminal elements and found to be plotting terrorist actions.

The government of Ilois, at all levels, will not be found to be associating itself with a nation that would condone terrorist actions from it's citizens. The fact that we have maintained cordial relations with Fatatatutti and conduct beneficial trade with the nation and they have not come down harder on this terrorist is even more insulting.

Due to the nature of this offense the Iloisan Government is hereby withdrawing all ships from Fatatatuttian waters and recalling them home. The government of Ilois also asks that any Iloisans that may be in this nation return home at once. The nation of Fatatatutti is hereby regarded as a "Black Zone" there will be no passports issued for those that wish to leave Ilois for this nation, and travel will be restricted. All trade agreements between Fatatatutti and Ilois are considered to be null and void.

Fatatatutti has chosen to condone terrorist actions and thus will be treated as such. The Assembly and the other levels of Iloisan government do not, and will not negotiate with terrorists, those that condone terrorism, and those that harbor terrorists. We will not be caught off guard, and we will not be so foolish again.

In addition to the above-mentioned items and/or their monetary equivalent, we demand an official apology from the Government of Ilois for the mistreatment of Ms. Smith during her stay in their country, including but not limited to harassment, false arrest and false imprisonment.

If the Government fails to comply voluntarily, we will procede to the fullest extent of the law.
