It wasn't long before Karou was sworn in as the new Prime Minister of Kanami. As such she was planing to execute one of her campaign ideas, to get Stevid to recognize AHSCA. Remove AHSCA as unfriendly from their Embassy Detail, and put the past to rest at long last. Before Kanami took control of the TRBI AHSCA and Stevid almost met up again for a second round of battle. Fortunately crisis was averted. But Stevid had agreed to come to the negotiating table along with AHSCA.

The secret service had readied everything. Shino was personally flown in by private Air, Stevid's envoy arrived in good time as well.

"We have them on the ground and enroute."

"Copy."


When the song of dance of arrival was completed the office doors were closed with both of them sitting. Shino was a prisoner of war under Stevid's ally Independent Hitmen, Stevid's soldiers had been taken by the AHSCA militia. All were released when the treaty was finally signed.

"Welcome both of you. You know I am now Prime Minister Kamiah. We all met up mostly under my predecessor Minister Romney. Now this is my first major meeting with the both of you as a Prime Minister, instead of Foreign Minister."

Shortly after the Festival had concluded and the first major storm threat had passed, Shino received a message from Kanami.

"What is it?"

"It's from Kanami, they want us to sit with Stevid and begin the negotiations to get them to recognize us as a state." Stevid often still sent shivers down Shino's spine. During the war this nation was exceptionally cruel. They blasted the poorly defended islands with heavy artillery, their Knights had hung people for their Religion, to top it off, their loyal ally took Shino as a POW. Even when everything was said and done Stevid still didn't recognize AHSCA's right of a state, they displayed AHSCA as unfriendly in their embassy archives. Shino took in a deep breath. "I suppose now is finally the time we can meet. Call an emergency meeting with all the Island Leaders, please."

"At once, Milady." Her guards exited.

Before too long everyone was gathered in the main chambers.

"It's about Stevid and Kanami again."

"Oh boy." Haruhi sighed. "What did we do to piss them off now?"

"Surprisingly nothing. Kanami has convinced Stevid to sit down and talk about recognizing us."

"Fine timing too." Haruhi said.

"Well I suppose Stevid is more willing," Aya contemplated. "We don't have any of their soldiers prisoner still."

"Don't forget," Anja said. "These are the same people that harbor those Blood Sucking Knights."

"I agree, the Templar is something to be reckoned with." Shino agreed.

"What should we do, demand war reparations?" Ayla asked

"Now were pushing our luck." Marco said.

"Marco might be right, Ayla, demanding reparations could blow this."

"Of course, milady." Ayla complied. "Just my though."

"The shadow of them has always hung over us," Marco began "Now if we can sit down and talk this out, maybe we can put most of the citizens at ease."

"My island will want some justice, you can count on that." Anja stated.

"I know." Shino said. "This won't be easy."

"Even with Stevid forgiving, we still have to be weary of RedTide2." Haruhi grimly reminded.

"That's true. There's no gurantee Stevid would fight for us anyway. But one less enemy is better."

"You have a point." Marco stated.

"We're all agreed?"

"Agreed." They stated.

"Any treaties, I will bring back to Congress, to vote on." Shino stated.

"Lady Shino, you be safe now when you depart." Haruhi reminded.

"Thank you Haruhi. I knew even you could be capable of liking me."

Haruhi couldn't help but crack a smile a bit. Indeed they disagreed a lot, but Haruhi still had heavy respect for Shino.

"Milady, you should present them with a gift. Something to show our gratitude for peace between us." Haurhi said. "I give my Katana to it." Haruhi implied.

"That's very nobel of you, but that is your sword, Haruhi. It's your symbol of power for the Animalpolis."

"Maybe we should all give a gift?" Ayla stated.

"Let's not give Shino any more heavy baggage." Marco insisted. "Something to represent all of us?"

"We're dirt poor, we have nothing decent to offer." Haruhi said.

"Something lasting. I'm sure I have something to give." Shino insisted.

"A copy of our constitution?" Marco inquired.

"Not a bad idea. Just afriad it doesn't have much meaning."

"We'll think of something. Get going, you have go get ready to depart." Haruhi said.

"Yes. Thank you all as always, it's great to see us together. We're finished."

Like that Shino met up with the Kanami air crew and was flown to their capital.

The Boeing 747 especially adapted for Stevidian diplomatic flights touched down in Kanami without incident, indeed Prime Minister David Conroy was onboard in place of MP George Williams- his foreign advisor. PM Conroy have learned that Shino of AHSCA was personally attending the talk and it would look improper if Conroy decided against attending personally as it may have caused offence to simply send a dignitary.

Conroy was an old warhorse of politics now, still only in his late forties his approval ratings had done substantially better after the end of the War of Golden Succession, it was during the war that Stevid and Kanami first clashed heads and it hasn’t been till very recently that relations had taken a turn for the better. Conroy stepped off the plane and breathed the air of a country that was becoming more and more familiar but thankfully this territory was far friendlier and inviting that it ever had been in the past- in fact there was a time when the Stevidian government had contemplated full military action against this Republic. If history had been different, bloodier and less diplomatic then it might be a Stevidian flag flying from one of the polls of the airport.

The Stevidian delegation of around twenty civil servants, one MP and the Prime Minister were quickly driven off into the capital to meet the Kanami and AHSCA delegations.

Stevid and AHSCA never got on, not since the incident with Truce Island. The waters around those islands were contested and the archipelagos of islands themselves were unaligned and unruly with dangerous men in control of several. A stray rocket was fired at a Royal Navy vessel which did not retaliate but the local warlords on Truce Island thought it was an allied naval vessel and began mass killings of the local population. The situation escalated with Stevid landing Marines to quell the warlords, local islands responded to the attack and soon Kanami, Aqua Anu and Magic Sorcery attack Stevid and her allies in the name of fending of Imperialism. Reports of war crimes on the Islands were not uncommon but it was chaotic on the ground. The Island Chain of Hanover was also attack by a small army brigade belonging to Magic Sorcery but the local air force destroyed a third before taking prisoners in what became known as the Second Hanover War.

However in a bid to end the war in their favour, Kanami and her allies pushed for unification of the islands and after only a few days of negotiations AHSCA was formed and claimed to be a sovereign nation. The Holy Empire and her allies protested saying that the islands were already occupied and under the invaders jurisdiction, also Stevid claimed it was more a military alliance of all the islands so as to band them together to fight the invaders rather than bind the islands together as a single state. All of this denied by Kanami and AHSCA. Since then Stevid has reluctantly allowed AHSCA to have an embassy within the capital but refuses to recognise AHSCA as a state.

This was about to change. The Empire needed friends, particularly now when international allegiances were being tested and probed, the last thing the Holy Empire needed was more unfriendly people and needed to balance the books. AHSCA was costing MoD and MI6 a fortune in surveillance and espionage, the Navy also kept tabs on the small republic too- the costs mounted and it would be easier for everyone if bygones were bygones.

The delegation sat at the table knowing full well AHSCA would be making some accusations, plenty of them true but Stevid was here to recognise them as a state. Anything else was secondary but this was a diplomatic table- everyone would get their say.

“Thank you for having us in Kanami PM Kamiah.” Conroy said after the Kanami PM had finished. “I’d also like to extend my profound relief and hearty welcome to the AHSCA delegation. The Holy Empire is pleased to have made a positive contact with your country so as to get you all here to talk about past events and to put those bloody days behind us… I open to you Shino- I’m sure you have a fair bit to say about those days and how things can be fixed.”

"Yes, thank you Mr. Conroy. I'm glad I'm able to attend now to bring peace with you and Kanami. We had put a lot of thought into it, we debated what we should and should not bring up. Well to get it all in the open now, we haven't forgotten the horrible things that came from the war, and likely we will all bear the scars forever. Between you, your allies, the Knights, the failed promise of protection, it was a very rough time. But as such, holding a grudge is equally tiring. We want to put the past behind us. First and foremost, we want to be displayed as Friendly or at the very least neutral in your embassy Que. We want our sovereignty recognized as a legitimate state, not as a military alliance, but as a fully functioning federation. We want to have strong diplomatic ties with you."

"Diplomatic ties may be difficult to achieve quite so quickly but we are willing to open diplomatic dialogues with your embassy because at the moment we have virtually no contact with your embassy- it's merely on our soil at the moment to save face. But we're more than happy to now formerly request hearings with you ambasador every four months.
"As for the status you have on our embassy listing... consider it done.
"As for your sovereignty. That's why we're hear with Kanami providing space for this meeting, while I and the majority of Parliament do not want to recognise you we feel that the constant unfriendliness between our two states on a technicality is very expensive, esspecially for my country where everything seems to cost more on a weekly basis sometimes! My cabinet do not fully agree but we are here to recognise your country as a legitimate one. But please bear in mind- the Holy Empire does this somewhat reluctantly."

"What can we do to convince your parliament? After all the AHSCA has adopted a constitution, a declarative for independence, they have a functioning congressional government and a fully operational federal government. They have embassies around the world, they have a complex of their own, they have allies and trade deals. In addition all prisoners of war have been returned to their home soils. With all due respect Minister Conroy, I and Shino really fail to see why your Parliament can recognize them. What would it take to convince you? Why won't you recognize?"

"Parliament still sees it as a potentially 'iffy' region. Let's not forget that the war was started because of rebellious communists who them committed mass genocide. AHSCA was former through coalition governments which have roots in its short history that come from those bloody times. My government has made every effort to promote recognising you new country but other parties in Parliament are not completely convinced. But The motin was passed in the House of Commons to allow this discussion to take place. Further more AHSCA has public support with nearly 87% percent of Stevidians and other Imperial citizens, that includes Kurona, support government action to open diplomatic ties. AHSCA should also feel gladdened that you have many allies canvassing support in the House of Lords who have the final say on proposals. The King also voices his support. So neither Kanami or AHSCA should worry about the minority feelings of Parliament unless there is a change in government. That is unlikely since my party are favourites to win if an election were to be called tomorrow.
"The Holy Empire of Stevid will fully recognise AHSCA is is willing to discuss other matters regarding our former hostilities... it only seems fair and just. Trade embargos are also lifted so free economic trade that makes capitalism so great can now be exchanged between AHSCA and Stevid. It should take long for a few Imperial corporations to become interested in your country."

"Well I can understand there is some concerns over the potential for more insurgents. Fortunatley most of the former insurgent cells were killed in the first coup and then during the war. And with our militia we've been able to keep any other potential underground groups at bay. I do have to say I also have to take any deals with Stevid back to AHSCA for our Congress to vote on. I can't gurantee everything we negotiate for would be put into place, but at the very least we want a peace between us."

"Peace is one thing we can be sure of back in the Empire. Of course trade concessions and other political and economic ties will have to be worked on very hard. I don't intend to push through economic moves in Parliament in fear of having my head bitten off by those dogs on the opposition front bench!
"But the news of the milita is indeed good and true to the words you speak, our intelligence hasn't reported that there are any partisan movements currently operating in your country - or least not that we know of. In time Parliament may consider AHSCA safe for full diplomatic relations on par with those we share with our closest allies and other political friends. Until then, regardless of the fact partisan and other rebel movement being practically non-existant in AHSCA, you are going to have to make do with the terms we have laid out. Stevid is officially recognising you as a state, anymore then becomes difficult to bring to Parliament."

"That's certainly beneficial to the Holy Empire. AHSCA is a significant drain on resources for my country what with my current region teetering on the brink once again. Stevid can't afford to keep old enemies simply on grudges and motives long forgotten. Kanami keeping tabs on the local situation would relieve some pressure of the Empire's shoulders and makes us feel more secure about AHSCA's island chain.
"I share your optimisim for the islands' future and I always hope for the best... experiance sadly has taught me to expect the worst. Stevid is a highly religious country and has a culture of slight paranoia- the two go in twine when foreigners of international tensions are caught in the mix. It's probably the only reason why we were keeping the grudge in the first place."

"Likewise in Stevid, but the best interests of the country have to be put before the people sometimes. Many people in Stevid would like to see our flag flying above your islands and truth be told it could be acomplished. But it isn't beneficial or cost effective to either on either political or economic level. This is why the Holy Empire has decided to recognise your sovereignty- people who dislike it are just going to have to cope with the fact that you exist. To pretend you don't is foolish particulary when your population is as large as it is and your influence on the world stage is steadily growing."

Thousands of thoughts were still racing through her head, war crimes, the Knights Templar, the case of abducted citizens that have never returned but it was in the best interest to remain silent. "No nothing further. Any thing more we can discuss later. I imagine, Prime Minister Kamiah, there is a press conference for us to tell we are ready to normalize?"

Conroy's mouth twitched ever so slightly into the faintest of smiles but disappeared as quickly as it appeared. He sensed she was holding something back, she looked sligtly uncomfortable and he was pretty sure he knew what was going through the young lady's head.

He said nothing to provoke her further.

"Yes, something for the cameras. Something to make it publically official. It's been a very satisfactory conference everyone!".

"Yes, Mrs. Villa, Mr. Conroy, please follow me to the Rose Garden." (Much like the White House Rose garden)


Press and media were aligned on the long along with several others.

"We're awaiting that confirmation with Prime Minister Kamiah, as well as Lady Villa and Prime Minister Conroy to normalize relations with AHSCA. Just an hour ago we saw them walk in, much in good spirits it looked like, this is a major step in continuing the normalization of relations of Kanami and Stevid after a bitter war in the South Seas over the former protectorate state which is now AHSCA. Jeanen I've just been told by the Secret Service that the meeting has completed and they are preparing to come to the garden to make a statement."

Karou stood behind them both.

"All right, for the photo op both of you will shake hands and I will place mine upon both of yours."

And they did just as appeared and allowed photos to be snapped.

"It's my pleasure to be here as your Prime Minister. This is the first major Foreign Relations step of my new administration. I'm pleased to bring about normalization of relations further between the three of us. It was a hard fought war, many lives were selfishly claimed because we couldn't work out our squabbles. Now hopefully we can atone for our past sins, and let peace flourish. I'm proud to present Mr. David Conroy, Prime Minister of Stevid, and Mrs. Shino Villa, Grand Duchess of AHSCA."
