Foreign minister Al sent out an open letter:
“Dear dignitaries of nations
As a non-human nation we have trouble knowing which nation our people can trade and make diplomatic relations with. Tourism is a nightmare. So we propose a simple solution.
We propose the setting up of a mutual agreement that will ensure passport carriers of member nations have the same rights as foreigners from nations who are of the same species/type as the nationals of the host nation. Member nations must agree to only grant passports, or similar documentation, to those that are viewed as sapient within their own nation and have the same rights. Possession of a passport of a member nation will not guarantee all of the persons species/type recognition only the bearer's rights.
Member nations may wish to go further, but that is an internal matter. The benefits to nations with a large number of non-human, or entirely non-human, sapient population is obvious. The benefits to human nations willing to join are less obvious but still compelling. A number of non-human nations are wealthy, some are militarily powerful and in many cases cases a nation may simply wish to prove itself forward thinking and open.
Simply put looking good and not limiting trade and alliance possibilities.
