OOC: This is a Request for tenders and an open competition for armatures in your populations, well in truth it's a bit of fun. Fancy designing an airport, a stadium, a race course or an athletics stadium with an Olympic size swimming pool and velodrome?

This is a bit of fun, the judge is me...sorry the new city authority, honest guv. I would put links in but the forum software is bugging (can't figure out how to do a <a name> tag) so, just do a find for Airport, Stadium 1, Stadium 2, Race Course, Athletics stadium and Tram Stops to find the bit your interested in. The Tram stops one is the competition for utter armatures in your population that want to design something utterly impossible just to have there name on it and perhaps win a few bob.

The other projects are likely to be worth a lot to the winning company and nation, in game. They are prestige projects so the cheapest bid is unlikely to win and note the commonwealth's corps aren't short of a few bob.

Please don't be put off by the somewhat large list of requirements, most are pretty self evident. Well you don't put out a RFT just saying build me some where that aircraft can land and hope for the best, you have to be a bit picky. I will assume all the requirements have been met unless one or more has blatantly not been, all tenders will be considered, no matter how outlandish (there will be an unofficial nod for the most insane tender in each project...the most nuts tram stop is likely to be built if the engineers can figure a way of doing it) .

Once you have your idea going the form can be found by doing a find for guess what?

Request For Tender: Airport

Main Public Terminal(s):

Requirements:

The terminal(s) must be of best quality and provide the best user experience possible.
The terminal(s) and taxi ways must allow the already constructed runways to be used to optimum capacity.
It must be possible for some gates to have additional security to allow airlines from nations with higher immigration and/or security requirements to implement these on airport users and their luggage.
The time that it takes for a user to get from the airports station to any gate must not be grater than ten minutes at a brisk walking pace and/or using internal transport.
All current wide body aircraft must be catered for and it must be possible to update the buildings to take future designs such as blended wing aircraft with minimal modification.
Space for no less than thirty retail units must be provided at convenient locations.
There must be ample facilities for the physical and comfort needs of users such as W.Cs, etc.
The needs of disabled/differently built users must be taken into account in any design were reasonable.
Lounge space must be provided for transiting/waiting users.
The luggage handling system must be able to ensure that all luggage is placed upon the same aircraft as it's owner, especially in the case of transiting users and must be able to retrieve luggage should the user go missing.
24/7 operation must be allowed for, with minimal down time for maintenance of any part of the facilities
Security facilities to check on users and their luggage from less trustworthy airports must be provided to ensure the safety of other airport users.

Additional optional:

The possibly to allow for certain groups (sports fans and other large groups likely to be disruptive to other users) to be kept separate.
Shower and bathing facilities.
Sleeping facilities for those with longer stop overs that do not have permission to enter commonwealth territory (minimal).

Not required:

Parking facilities are not required as the city will provided those.
All customs, security and baggage reclamation will be handled in the cities central station (on it's international level) so none is required in the airport itself.
Check in and luggage checking will be handled at the city's central station so the airport need not have these facilities.

Additional Info:

The only means of access to the airport for normal passengers will be via either shuttle trains running every five minutes (or better) from the cities central station (international level) or via conventional sealed trains from other accredited stations.

Freight Terminal:

Requirements:

The ability to handle efficiently all current in service freight aircraft and the flexibility to deal with new designs when they go into service.
The time period between an aircraft landing and unloading to commence must be in the range of five to ten minutes. The terminal and taxi ways must facilitate this.
Additional security checks must be allowed for, for airlines from nations that have higher security and/or stricter importation laws.
As all freight will be delivered via rail from the city's extensive bonded ware house system the terminal must have enough storage space to deal with sudden influxes of material from both the trains and large freight carrying aircraft.
Unusual and/or bulky freight must be catered for.
Unusual/exceptionally large aircraft must be able to use the terminal.
Security facilities to check transiting freight from less trust worthy airports must be in place to ensure the safety of crews and the destination country.

Additional optional:

Facilities for postal aircraft that sort mail on route and their crews.
Sleeping facilities for crews from freight aircraft.
Comfort facilities for crews waiting during loading.

Not Required:

Large scale long term warehousing, this will be provided by the city's extensive bonded ware housing system.
Facilities for lorries and other road freight, this will be dealt with by the city's own freight systems and the freight will arrive ready to load.

VIP Terminal:

Requirements:

Ability to deal with all current private aircraft.
First class facilities that would be expected by users of private jets, such as executive lounges and top class food.
Private meeting rooms.
Ability to deal with larger diplomatic aircraft including wide body aircraft.
Ability to secure the terminal in the case of national/international leaders and work with their security teams.
War Aircraft must also be catered for should an escorted aircraft use the facilities.

Additional Optional:

A Private station so that users of the terminal can quickly and privately get to their destination.
Full luggage and user security checks to ensure that VIPs do not have to pass through public areas.
Private freight link so that VIPs may have their private transport passed threw customs and on the road in a timely fashion.

Airport General:

Requirements:

Facilitates for basing fire suppression and extinguishing vehicles.
Fire suppression and extinguishing systems, both internal to terminals and for aircraft coming in 'hot'.
Law enforcement base.
Emergency evacuation points (sea based) must be capable of fully clearing the airport in less than fifteen minutes.
Port facilities to house rescue vessels for ditched aircraft, though the naval base and city can provide ships local rescue base(s) may save lives if an aircraft over shoots.
Fueling facilities for different requirements.

Optional Additional:

An integrated user transit system.
Multi-lingual signage and/or simple symbolic representation.

Additional Info:

The current thinking is a three plus terminal design would be best, but designs that manage to use less would be considered equally.
The airport is a prestige project so the new city council is willing to pay over the odds for it.

The two main runways are a quarter longer than needed for current wide body jets to allow for future developments in air travel.
The private aircraft runway is also longer than any current private aircraft requires so it can accommodate escort war aircraft and if needs be work as an airbase.

Request For Tender: Stadium 1

Requirements:

The stadium must be capable of hosting rugby, soccer, American football and other such team sports.
The stadium should also be capable of hosting large scale concerts.
The capacity must be in excess of sixty thousand.
Private boxes, corporate and VIP facilities must be provided.
No less than eighty concession spaces must be provided, though more will be looked well upon.
It must be possible to evacuate the stadium in less than five minutes when at full capacity.
Fire suppression and extinguishing systems must be in place.
As the vast majority of the spectators will be coming by rail the stadium must be able to deal with the pulsing nature of the ingress of the spectators.
Sufficient facilities must be provided so that enough police officers and stewards can maintain order at the games.
The stadium must be all seated and, if necessary, it must be possible to keep spectators segregated. This will require a second station (and separate park and ride points, but the city will look after that side of things). In most cases will not be required.
Media and television coverage must be catered for.
Rapid ingress of security forces must be possible.
Sufficient medical facilities must be provided within the stadium to deal with injuries both on and off the pitch to deal with all reasonable eventualities.

Additional Optional:

Facilities to host corporation events.
Retail space.
Bars and night clubs.

Not Required:

Parking as the city can provide parking and we do not want many of the spectators driving knowing their propensity to drink.

Additional Info:

The stadium is in the city's green belt so an environmentally sympathetic design is likely to do well.

Request For Tender: Stadium 2

See stadium 1, but with only half the minimum capacity, and a similar cut in concessions, etc.

Request For Tender: Race Course

Requirements:

Facilities to stable race horses.
Veterinary facilities to check for doping and ensure the health of the horses.
A stand to house at least five thousand with private boxes, VIP and corporate facilities.
Space must be set aside for private tents.
No less than eighteen concession sights must be made for bookmakers in the main stand.
Sufficient facilities must be provided for the excise department to monitor the bookies working in the area out side the stand.
Provision must be made for media and televisual coverage of events.
Evacuation of the course must be possible in less than fifteen minutes, including horses.
Fire suppression and extinguishing systems must be in place.
Rapid ingress of security forces must be possible.

Additional Optional:

The use of the middle of the race course as a golf course would be looked well upon.
Like the other projects the course will have it's own station, but a VIP one might not go a miss along with helicopter parking.

Additional Info:

No parking is envisioned at the sight other than for horse boxes, as the city can provide that.

Request For Tender: Athletics Stadium

Requirements:

A stadium capable of holding no less than twenty thousand.
Private boxes, VIP and corporate facilities.
An Olympic sized swimming pool (indoor and heated), changing rooms, life guard facilities and medical facilities expected at such a pool.
A separate diving pool.
An indoor velodrome.
At least five squash courts.
At least four multi-purpose halls at least one hundred meters by twenty meters.
Seven playing fields, three of which should be usable for baseball and cricket teams.
Five gyms.
Two dance studios for dance and aerobics.
Changing rooms and shower facilities, half of which should be segregated by sex.

Additional Optional:

Space for vending machines.
Space for restaurants/cafes.

Not required:

As the centre will be connected to the mass transit system of the city there is no need for parking.

The competition: Tram Stops

Requirements:

All entries must be made by people not involved in the design business professionally.
All designs must give space for at least one ticketing machine, these machines are two hundred and fifty centimeters by two meters is visible area and three hundred centimeters in depth.
The platform that each stop has is fifty centimeters in hight.
Platforms run between ten to fifty meters in length.
The prize for a wining a ten meter platform is two hundred meeps (~400 NS$) , twenty meter four hundred meeps (~800 NS$), a thirty meter platform five hundred meeps (~1000 NS$), a forty meter platform seven hundred meeps (~1400 NS$) and for the few prestigious fifty meter platforms one thousand meeps (~2000 NS$).
The winners' designs will be built and accredited to them, though engineers might have to make changes to make them practical and this is contingent on following rules.
Any changes made will only be done if the winner nods them threw.
Impractical and idiot winners will not have their design built but will keep their prize money if they refuse to work with the engineers in a sensible way and so will not be credited with any construction.
Consideration for the disabled and differently built will make a design more likely to win.

Additional Info:

Practicality is not an issue, the engineers will make the designs happen if the designer is willing to work with them, this is about ideas.
The aesthetics of a stop is more important than the practicality, that can be fixed.
Uniqueness is valued.
It is almost impossible to offend the judges, though gratuitous use of distasteful imagery will lose points as uncreative and passé, they have seen it before.
Most of the stops will be under cover so weather protection in most cases is not required, though in some cases might win one of the spots.
