A Nuclear threat to the world (Semi open)

After a resent security breach in The Macgruber Computer Defense Programs the plans have been stolen for a RT-2UTTH Topol M (http://en.wikipedia.org/wiki/RT-2UTTH_Topol_M#Equipment_of_Topol-M_with_MIRV) missile. Macgruber fears that they will not recapture the plans before it is constructed and possibly launched against the free world. It is confirmed that the terrorist groups responsible have the resources to pull it off. Even after all this, Macgruber refuses to allow any other countries to intervene. Some even believed that The Macgruber government is behind it and are using it to get away with destroying its enemies.

OOC: The reason it is semi open is to prevent a few large countries from invading with a unreasonably large force and protecting there right to do that because its a open thread. I hope a fun foe will join this thread.

OOC: Iron Fist would be the group interested in procuring the plans, to sell at their next illegal auction. So if terrorists stole the plans, Iron Fist would be dealing with them.

Shortly after the hacking and theft of plans was reported, a public library was broken into in southern MacGruber. Nothing appeared to have been stolen. The cash was left untouched, most of the books and media seemed to be in place, and were it not for the security cameras -- which had been tampered with -- it didn't seem as though any breakin had ever occurred. The incident was mostly forgotten for a few days, until a young man attempting to check out a VHS cassette labeled "The Impossible Planet" ran into difficulties: namely, the cassette didn't appear to be registered with the library. At first the clerk overlooked it, assuming it to be a bookkeeping mistake; but a few hours later, remembering the breakin, she called the police.

The cassette's original contents, an episode of a British sci-fi show, appeared to have been overwritten at a certain point. Immediately after the opening credits, the cassette continued as follows:

[VIDEO TRANSCRIPT]

Setting: A cartoon landscape, with peaceful but monotonous music, watercolor mountains and sunrise, and occasionally a butterfly or something flitting along. A purple cartoon fox saunters into the scene, maintaining a broad grin on its face, and says in an obnoxious voice meant to imitate a little Japanese schoolgirl:

Karatsai the Fox: Hi there! My name's Karatsai. We have recently obtained the plans of a nuclear missile! Now, everyone knows nuclear warfare is dangerous, but don't worry! We're going to keep all of the safety precautions in place! Now, do you know the safety precautions for handling nuclear missiles? 'Cause I do! Let me show you.

Karatsai the Fox: The missile we got is called the Topol. That's a Russian word meaning a poplar tree. The Topol is launched from a big truck (http://upload.wikimedia.org/wikipedia/commons/0/00/Moscow_Parad_2008_Ballist.jpg), but can also be launched from a silo, which is like a big hole with a door on top. appropriate images accompany this You may notice that these are pretty big -- the big truck is twice the length of your school bus, and the holes are very deep! This is because the Topol is a big missile. It can travel thousands of kilometers and it carries countermeasures for lots of different defense systems. Cool, huh?

Karatsai the Fox: But that's not all! The Topol has attached to it not one, not two, but six MIRVs! That's a Multiple Independently targetable Re-entry Vehicle. the words appear on screen with capitals bolded And thanks to our friends at the factory image of factory with smoke cloud we can fire not one, not two, but six Topols. That's six times six equals thirty-six warheads! So keep an eye out for me, Karatsai the Fox. 'Cause I'm going to make a big noise in the world. [giggling] In fact, you could say I'm "da bomb"! [chortling] My popularity will just mushroom! [guffawing, rolling on floor] Okay, I better stop with the puns, before I explode! [slapping knees] All right. See you around!

Video abruptly cuts out to blank screen for two seconds, notice reading "Do not adjust your set", and resumption of The Impossible Planet.

Toutatis was the codename of the government's primary contact in Karatsai. His location and workplace were known, but not his name or other personal information. But he knew well that the government could find him if it wanted to, so he wasn't about to try anything.

Messages began showing up on Youtube, Craigslist, and other mediums with a phone number and a short bit of audio. The computer synthesized audio said, "If you stole the plans for the Topol-M missile, call this number. We're interested, and can pay a lot of money". The number was to a pre-paid burn phone, and wouldn't be answered, as was Iron Fist's standard policy. A clean, unused phone would be utilized to call back, to make arrangements to purchase the plans. The terrorists would be better served using smaller armaments, as they would be able to continue their agenda for years, instead of "blowing their wad" in one blaze of glory.

OOC: Cuborg, stop asking me about the plans. Iron Fist doesn't have them, they're interested in buying them for later resale. Also, you wouldn't know that Iron Fist is involved in the matter, in any way, shape, or form.

And Cuborg make yourself useful and be like the united states and invade us on a rumor. well in all fairness its more than a rumor.

Official message to the Fox: I would like you to set up a meeting with the wanna-be buyers of the missiles. do not sell them it yet. just arrange a meeting, tell them to identify themselves by accepting a Coconut Cream Cake at a bench at Macgruber park

Andrew Capote kept a close eye on his computer screen throughout the workday. It was part of his job; he knew the codes, or could look them up without much difficulty, and all he really had to do was relay information. He got paid surprisingly well for it, too, considering how little effort it required.

An alert informed him that a new chat window had opened.

Capote looked up the codes again in his notes, and his eyes went a little wide.

Shortly thereafter he called, on one of several phones he'd been provided with for that purpose. It was registered to a Dr. Aaron Blodge, resident in Ireland, and was carefully designed to obliterate any positive sound quality in terms of voice recognition.
