The Scandivan Empire hereby extends the hand of friendship to all the less powerful nations of the world that seek the helping hand of a large nation that can help supply them with economic and/or military support at their request. As well, any questions asked shall be answered accordingly and if there are any special requests made we shall do our best to fulfill them.

Benefits Offered to Member States of the Confederacy:

1. Freedom to use Scandinvan military forces within your nation.
2. In the case of invasion and/or war Imperial Scandinvan forces shall actively defend all territorial interests of that respective country during the course of the conflict and if any land has been occupied during the conflict every effort shall be made it to regain the land occupied.
3. If a famine occurs within your nation Scandinvan agricultural goods will be transported and distributed with said nation, all at the expense of the Scandinvan Empire without anything being required in return.
4. Access to Scandinvan oil at only forty eight dollars a barrel.
5. Scandinvan loans up to a trillion dollars, with the only interest accounted for is inflation.
6. Freedom to trade with the Scandinvan proper and her colonies without any tariffs being imposed.
7. Right to send an observer to the Scandinvan Parliament to represent the interests of your respective country.
8. Can request that Scandinvan be deployed to help subdue violent rebellions or to help maintain order within their respective nations.
9. Every member nation shall have the right to maintain their nation’s own laws and self rule without the interference of other nations that are members of the Confederacy.
10. The right to adopt the Darvian, the standard unit of currency within the Scandinvan Empire, as their own national unit of currency.
11. All Scandinvan military forces deployed in member states, during times of peace or times of war, shall be maintained at the expense of the Scandinvan government, with the exceptions listed in the other articles of this document, and shall also be armed by the Scandinvan military.

In Exchange for Joining the Confederacy:

1. Allow for the sending of a signal Scandinvan observer into the governing body of the nation in order to represent the nations of the Confederacy and the Scandinvan nation itself.
2. If Scandinvan forces are deployed, at the respective nation’s request, during peace time, then they must supply land for a base or an appropriate military base and must also must feed the troops would food that is of quality similar to that served on standard Scandinvan military bases.
3. Cannot impose tariffs that are deemed to high by the Confederate Council on other nations that are members of the Confederacy.
4. Agree that they are willing to help other member states during the event of natural disasters.
5. Agree that they shall not engage in wars or acts of sabotage against other member states.
6. Agree to keep open diplomatic channels with all other nations that are members of the Confederacy.
7. Each member agrees to respect the right of other member nations to establish their own national policies, free from intervention from other members of the Confederacy.

The Confederate Council:

1. Every member state shall have the right to maintain a seat on the council and to appoint any person they deem worthy to serve on the Council for their respective nation.
2. The Confederate Council maintains the right to deem that tariffs against nations that are members of the Confederacy are not justifiable and thus shall need to be revoked by that respective member state.
3. Has the power to deem that the use of the military forces of the Confederacy is not defensible and therefore cannot occur unless if any respective member of the Confederacy agrees to use their own military forces independently of the Confederacy.
4, The Confederate Council shall have the power to eject members, save the founder of the Confederacy, if it is deemed necessary.
5. The Scandinvan Empire shall have the power to veto any attempt to oust a member of the Confederacy if the Scandinvan Empire views the ejection as dilatory to the mission of the Confederacy, though this veto may be overruled by the rest of the Council if two thirds of the members choose to back the ejection.
6. All member stats shall be treated as equals upon the Council and orders of speaking shall be maintained by an automated computer sequence and the Council shall be monitored by a group consisting of persons selected by the two largest nations of the Confederacy and two who are chosen by the other nation states of the Confederacy.
7. The Council shall have the power to call for the use of military force against nations not within the Confederacy itself, though this requires a thee fifths vote to do so.

Emperor Alexius X ripped the meat off the chicken leg in front of him with his teeth, juices splattering on his plate as he plowed into his five o’clock “early dinner.” This would of course be followed by normal dinner, supper, and perhaps a late dinner as well, if the chefs felt so inclined (and they would be—death by hanging was quite the incentive).

As little a role the Emperor played in the day-to-day affairs of the nation these days, he still found himself overwhelmed by the number of papers (seven) he was forced to sign every week, and longed for more peaceful days of feasting and drinking—it was no surprise to anyone in the Imperial family, then, when word reached them of Alexius X’s private letter to the Scandivan Empire concerning Byzantiya’s future role as a Scandivan Protectorate state.

There something else, I’m afraid—something which cannot be allowed to reach the ears of my enemies. For thirty years I have considered myself a Catholic, contrary to the beliefs of my subjects. If this fact were to reach any outside the Great Palace, the consequences would be dire.

With a single motion Alyssa Kyrgiakis ripped the stamped piece of parchment in two, tossing the halves into the fireplace in her office. Gluttonous fool! she thought, fire in her eyes. Her cousin may have been a lazy figurehead, but she never imagined he would stoop to such idiocy. This was an unwelcome development, and it would mean that her plans would have to be put into action sooner than she would have liked.

“Thorakides?” she asked, speaking into the intercom on her desk. “Contact Cynthius in the Scholai and tell him to proceed with our plan now—I’ll be on the next flight to Constantinople.” Alyssa grabbed her bag off the back of her chair and walked briskly outside, throwing the ridiculously large hat she had been forced to wear in her position to the ground as she left the Dēmarcheίo Building.
