President Ilic was sitting in his leather chair while he awaited a call from the Winterhoff Airport about foreign delegations.

"Rita,why do you think there are wars in the world?"
asked Ilic his Foreign Affairs Minister Rita Elovski

"I know that you are currently into that philosophy crap,but let me tell you something,from the begining of time and creation of man,there were wars,some from stupid and idiotic reasons,some with a good cassus belli,but most of them could have been avoided."

"You still didn't answer my question Rita"
said the President in a non-chalant manner...

"I don't know there will be always good guys and bad guys,but both will always be evil believe me,as in a battle of two evils,lesser one and greater one the only secure victor is evil"

"Wise words you say to be honest and true ones indeed,also there was a question i wanted to ask...Is everything ready for our friend and international diplomats?"

"Yes,mister President everything is ready"

"Good,then send out the usual comunique and invite them to this small International Conference of ours"

Said Rita as she exited the Presidential office of Winterhoff residention.

Joseph Grey, the Premier of the Osean Federation, finished reading the message and then looked up to his foreign minister, Oskar Fischer, before saying "I am surprised we did not think of this. It should be interesting no matter what is achieved". Oskar replied "Indeed, but achieving something would be preferable and there are plenty of important decisions to be made". Joseph then took out a piece of paper and wrote a rough message. He then said "I'm sure you will have your people send this message as soon as possible. These are going to be trying days, so I expect you to make sure you are as prepared as you can be, and limit any drinking untill this is finished no matter how irritating it might become. I will be sure to do the same". Oskar gave a small grin, before leaving to send the mesage.

The Capital Building was being rebuilt after the terrorist attacks, and everything in Anagonia was returning to normal after the war. Neutrality was a blessing, mainly because the United Republic thrived more on diplomacy than wartime. There were times when the opposites switched places. Yet for this blessed time, things ran smoothly. Caster Oblivion was residing in he Imperial Palace in Drekamythia, normally reserved for the Lord Emperor. Having the United Republic's Capital Building destroyed meant that the Acting Chief Governor had to find another place to continue the act of governing the nation. Accordingly, as he sat in the office at the far end of the Palace, information from all over continued to come to him as Caster attempted to get used to the normal operations of being Chief Governor.

One such document attracted his attention. It was a communication mainly towards an alliance and its members, offering diplomacy to other alliances as well. Considering Anagonia was currently in no Alliance, and the fact that it really despised them as they brought unwanted interests, Caster was unsure as to how he'd manage to allow Anagonian interests on the diplomatic meeting. He did notice it allowed Sovereign Nations to represent themselves, therefore debating personally the possibilities. After about thirty minutes, he decided it was best to show Anagonian support instead of actually attending. After all, Anagonia would not be involved in a war for a long time should he continue being Chief Governor.

He promptly sent a reply, making sure it was polite and diplomatic.

Winterhoff:

The Learjet began its final descent for landing. With the seatbelt sign now on, David Langham extingushed his Cigar and put on his seatbelt for landing. As the aircraft landed, he could see the welcome party he was supposed to recieve. As the Learjet halted, he unhooked his seatbelt and got up, smiling as he walked through the exit and down the steps towards the people standing in front of him.

Two rows of the Federational 4th Brigade Guardsmen were waiting for the Madurastan diplomat,between the two rows was a red carpet and a tall,young man was standing on it.When Madarustanian(ooc ok u supose?) exited his Learjet 50 the Guard aimed into the sky and each one of them fired three shots from their M1 Garand Parade rifles.Ther fired in harmony and a huge applause was waiting the Madurastan dplomat.
After the ceremony,the young man aproached foreign envoy and said...

"Mr. Langham i believe?My name is Leon Heinrich,Foreign Secretary,and on the behalf of the Federation of Cukarica's goverment,Welcome to Winterhoff,also how was your flight?"

asked the young man cleary inexeperienced...

The Osean ambassador, Otto Kurakin, exited from the large Osean JU-164. He and his staff were dressed in black suits with trenchcoats over them and their guards were in ceremonial dress. After the usual ceremony was over, they looked around for the main Cukarican representative.

"Are you looking for me gentlemen?Welcome to Wintehoff!Please follow me,we will be traveling in Cukarican armoured limousine along with the Madurastanian diplomat"

a young man said to the Osean Ambassador...

"Also how was your flight?"

Otto and the rest of the group turned to look at the young man. Otto stepped towards him and replied "I believe so. As for our flight, it went well. Also, what is your name?".

"Foreign affairs Secretary,Leon Heinrich at your disposal kind sir,please let me introduce you to Madurastanian delegation,we have much to discuss,also it will be much warmer inside the Ski-Resort."

said Leon as he pointed toward another delegation which had marking of Madurastan.

Jackson Miller and his entourage sat in the Learjet as it began its decent. With him was Guillaume– who had served as his bodyguard while in Zinaire and demanded a transfer when the diplomat had been transferred– and Hans, a Leistungi ODEFOR member. The driver sat a few rows back, talking on a satellite phone. After several minutes, he hung up.

"The New Kereptecean embassy is going to send an SUV to the airport for us."

"Excellent." Jackson said as the plane's landing gear hit the runway.

The plane taxied to a stop before a movable stairway and the door opened. Guillaume, in his black suit and heavy greatcoat was the first to exit, followed by Jackson, also wearing a heavy coat, Hans, who wore only his suit, and the driver.

"They've got to start hosting these things somewhere warmer." Jackson muttered to Guillaume.

Conference room,Winterhoff Ski-Resort

President Srecko Ilic was waiting in the huge conference room of his Winterhoff Ski-Center residence,he was clearly impetitious to start the Conference and to welcome his guests.
He sat in his leather chair,with a Cubban ciggarette in his mouth and was thinking...

"Hmmm....I wonder how should i present our goals?"

He though,but his thoughts were quickly dispersed as a young man entered the room and said:

"Mr.President Osean,Madurastanian and ODECON representatives have landed..."

"Good,direct them to their appartments when they arive ill greet them here"

"Yes,Mr.President ill inform Leon."
said the young man as he exited the huge room...
President Ilic was sitting in his black leather at the head of the huge,round table with a huge CIS flag in the middle,and he returned to his thoughts...

Winterhoff Airport

"Yes i am Mr Heinrich. My flight was very good thank you. I like the reception. Normally i would land without any fanfare. Are you okay? You look very nervous."

"Don't worry about me,kind sir.I'm ok,just a little bit nervous because this is my first reception of foreign diplomats.Please folow me,its realy cold out here in this time of the year i suggest you enter the limousine and head to the Ski-Resort.Ill join you later when i greet other delegations."
After he finished his speech,he saw another Learjet land on runway 42...he thought...
"Hmmm...i supose those are ODECON guys"

Otto thanked Leon before walking up to the Madurastan representative and said "Hello. You are the Madurastan representive, correct? It is good to see you". He then shook the mans hand.

He shook Otto's hand and then spoke. "Nice to meet you Mr Kurakin. I heard you were here from the brief i read on my way here. I am always at the foreign embassy in Liberty City, never been abroad much. The area here is very cold."

Otto replied "Indeed, but there are similar conditions in my country. Still, it might have been advisable to have held this conference in a location with better weather". He thought for a moment and then continued "Still, as long as we manage to achieve something here, the poor weather won't matter".

As the two men talked two armoured Rols-Roys limousines iwth clear goverment markings stoped meters away from them,three men in black coats and black suits exited the first limousine obiously the highestranking man spoke to the diplomats....

"Gentlemen,kind sirs,please enter the vehicles,we are instructed to escort and drive you to the Ski-Resort,it is very cold outside,please enter,i assure you it is very comfortable.."

he said as je made a polite gesture with his hand pointing in a elegant way toward the limousines

Otto replied "Very well. Let us proceed". He went up to the limousine and entered it after David Langham, the Madurastan representative.

Jackson and his entourage made his way across the tarmac. Closer to the terminal, he could make out the other delegates and several cars, including their SUV.

When they arrived at the car, the driver made a show of removing the New Kereptecean flags and replacing them with ODECON ones he produced from an attaché case. Guillaume rolled his eyes.

A small jet bearing the seal of the Hegemony landed on a runway, and taxied to a stop. After a moment in which the movable stairs were put in place, The door opened and Mary Basset stepped out. Behind her emerged three bodyguards, dressed in matching coats.

The Hegemon wore herself a long, black, wool dress coat, under which was an elegant black business suit. She smiled, breathing in. "I do love the mountains." She commented to the men beside her. "If only it was a bit less cold."

"I believe that is Mr. Jackson over there, ma'am." One of the bodyguards pointed out. Mary grinned as she noticed the group crossing the tarmac. "Ah yes, my successor for the ODECON Foreign Affairs Secretary position. I do look forward to seeing him at work."

She began walking across the tarmac, towards the car that had been provided for their use.

I might as well take a plane. Foreign Affairs minister Robert Ochiv popped a claustrophobia pill. What was wrong with my Aston Martin?

The Dassault Falcon 7X quickly landed, with a nice bump at the beginning that made Ochiv promised to himself that he would never fly again. Until the next diplomatic meeting, of course. Darn you PM!

He climbed out of the plane, and decided to run to catch up to the group that seemed to be starting at the end of the runway. Robert was in good health, after all, being around twenty-nine with nice, wavy hair and a good stature.

Jackson looked back across the tarmac. "That's Lady Basset, I suppose I should go say something."

The bodyguards followed as Jackson went back the way they had come, giving a short stately wave to the Hegemon and her posse.

"Lady Basset! It's a pleasure to see you outside the Congressional Hall."

Mary flashed a brilliant smile. "And a pleasure to see you as well, Mister Jackson!" She replied, walking up beside him. "How's the new office?"

"I think you left something in one of the drawers." Jackson joked, "There's this smell that we just can't get rid of." He laughed. "It's lovely though, although mighty cold and they won't let me turn up the heat. How are things with the Hegemony?"

As the two diplomats chatted, Hans and Guillaume attempted to engage Mary's bodyguards in a conversation about sidearms.

The Empire of Orinon accepts your invitation on behalf of the Republic Coalition and hopes that the Emperor's arrival won't cause too much of a fuss.

Mary chuckled. "Yes, I ended up wearing a coat for much of my stay there. Things are running smoothly for now, though I fear that President Watson may be getting dreams of reinstating the old dynasty." Her expression became less cheerful for a moment. "I hope for Greal's sake that my fears upon that subject shall not be realized." She smiled again. "But I am sure that you do not wish to hear me worry about what doom may befall. How are things in your homeland?"

The bodyguards, grateful to meet others who shared their interests, eagerly took up the discussion of the merits of various models of handgun.

"Where's my car?" Robert wondered, glancing at his fine Rolex watch. As if it was planned to be exactly then, a top-of-the-line beautiful Aston Martin DBS pulled up. A valet got out and tossed Robert the keys. Sweet. He lovingly stroked the exterior of the car and took a peek inside. Beautiful. And on the government tab.

"Things are going quite nicely, or so I hear. The woman who replaced me– Valérie Bardet– is just some nobody from the National Assembly. Haven't been nuked yet though, so she must know what she's doing."

Mary laughed. "Yes, that would be a good sign I imagine." He's not the bureaucratic bore I expected then. "So, what is it you hope to get out of this meeting?"

Jackson sighed. "I wish I knew. President told me to come and next thing I knew Guillaume had everything packed and was shepherding me into the car." Jackson leaned in and spoke quietly. "All due respect to CIS, but I don't think we'll be setting world policy today."

"Nor do I, unfortunately." Basset said. "Yet I believe that these nations show potential, they only need..a guiding hand." She smiled. "I am hoping that I shall be able to help in keeping them upon the right path."

Winterhoff Ski-Resort

President Ilic was waiting for quite some time,when one of his assistants rushed into his office and told him that Osean and Madurastanian diplomats have arived and the rest of the diplomatic contigent of other countries is on its way.
He walked away from his black leather chair,and headed down the huge ballroom stairs to the Reception hall where the goverment prepared all the neccesary things for the reception,candles on the walls,huge red carpet in the middle leading to the conference hall,press-hall to the left of the main entrance,Federational Guardsmen on eather sides of the carpet dressed into white ceremonial uniforms,everything was set for the conference.

Let's see... Robert ran his hands lovingly down the steering wheel and turned on the car. Vroooom! He smiled. Now let's see this GPS system... good, there's the reception hall. With a little burning of rubber, he squealed away, driving through the excellent city to the ski resort. Pulling up to the side, he wondered, Has anyone else come yet? Rob decided to wait outside for the time being.

Having arrived back at the vehicles, Jackson offered his hand to shake.

"I think we should be getting on to the resort. I'd offer you a ride, but I don't think we've got room. I'm afraid you'll have to settle for a Rolls Royce. I'll see you at the resort, Lady Basett."

Jackson smiled and got into the SUV. Hans, who had been holding the door, slid in after him, squeezing the diplomat between the two large men.

Otto exited the limo, thanking the driver as he got out. Then he and the other Oseans walked towards the Reception hall where he would likely meet up with the other delegates.

David Langham exited the limousine after Otto and also thanked the driver. He then walked up through the main doors into the reception area where he could see the other delegates waiting for the conference to start.

Kara Hollister of The Twelve Colonies of Augmark, exited her limousine, and entered the reception hall, where the other delagates gathered.

The car rolled to a stop, and the Hegemon stepped out, her three bodyguards forming up behind her. The small group slowly made their way to the reception hall.

People started to pull up. Rob decided to maybe stay back for a little and analyze the delegates. Plus, the longer he stayed outside the longer he was with the Aston Martin.

She stepped into the reception hall and smiled once more at the grand decorations. Her Imperial Highness Princess Cecillia Irahn Serention was dressed in black as usual. A velvet black gown with a blask sash with silver dust across her waist. She wore a stunning white and gray fur cloak over her gown and silver and diamonds sparkling around her neck and on her fingers.

She rearranged her fur cloak and waited to introduce herself to the officials of the host nations.

Thinking to herself what a wonderful place this was, she began to ponder what the nations here would think of her and Laudren.

As the limo came to a gentle stop, the two bodyguards got out of their car and opened the door. Out stepped Amellie.

"well guys, here we are. Lets get moving, for I fear we are terribly late"

"Yes Miss. Amellie" said the two bodyguards, almost in unison

Hans held the door and Guillaume stood in front of it as Jackson slid out of the SUV. Hans slammed the door and the group of three went inside.

The driver pulled around into the parking lot for a day of satellite radio and magazines.

Now Miss. Amellie walked to the front of the building. there she entered toward the reception area.

"wow, how many people are here? I'm sure I should go and introduce myself."
Then one of the guard pointed out to Otto, Laudren had given information on what they thought the leader of the CIS, and Amellie was told to properly introduce herself and represent Laudren in the highest of manners.
"Ah yes, the first whom I must meet. Boys(referring to her guards) stay here."
Both guards did as told. The guards knew of Miss.Amellie as a rather independent sort, and of course to not offend they did as told.

Considering Ventares entrance to this alliance, it has been deemed essential to attend this conference. The director is sincerely sorry that he will arrive to the conference late. However, we do not wish to burden you and we will provide ourselves with transportation and accommodations. Before arriving, the director wishes to request a new addition in the agenda concerning the name of the alliance. By definition, an independent state is one not involved in any complex international agreement such as an alliance. By entering into an alliance, a nation would lose its status as an independent state. Therefore an alliance of independent states is impossible because the act of entering the alliance prevents them from being an independent state. Unless the director's opinion on this topic is flawed from lack of information, it is requested that this topic be brought up to discussion or vote at the conference.

First, we like to inform you that we are happy to have you at the conference and that your late arrival will not be too much of a problem. As for our name, I first wish to point out that many states go into agreements similar to the kind made by becoming a CIS member but they are usually mostly free to do what they want. The name refers to the fact that one of the main purposes of the alliance to ensure the independance of its members from anyone who would try to conquer them. It also refers to the fact that this alliance will not intend to restrict the independant decision making of its members, as long as it is not to the detriment of other members.

David Langham stood watching the delegates greeting each other. It was his first time abroad and he didn't know what he could do now. He walked over to a snack machine and checked the display. It wasn't filled."Damn. This just isn't my day." he thought. "First they ask me to come to this conference, now no-body will talk to me." We, as a country, are a parlimentary democracy, with a large economic focus on technology, primarily development and manufacturing, with a 'green' streak and a small financial sector. We were formed as a colony back in the sixteenth century, but then separated from our masters in the seventeenth along with our neighboring country, the 101st paratroopers. That's pretty much it. What about Laudren? I haven't heard much about it. You must be relatively new on the world stage." Hmmm... this lady looks pretty beautiful... I am dressed snazzy, right? Kara Hollister of Augmark, stands around doing nothing, waiting for the conference to start. She sees a lone delegate by the refreshment table, and goes over to attempt a conversation, before the conference.

Robert watched as the lovely Miss Amellie walked away. "I'm sure we'll meet again!" he called out as he watched another woman walk up to her. He turned around and looked at the crowd gathering. Do I have the courage to make the plunge?

Otto decided to get to better know a few of the delegates before things began. He walked up to one of the ODECON delegates, the Zinaire delegate, Jackson Miller. He then said "Hello, I am Otto Kurakin, the delegate for Osea and also the CIS. You are...?". He also extended his hand forward as an offer to shake his hand.

Otto replied "Well, it is good to meet you. Unfortunatly, there has not been much time to prepare, as the Cukaricans decided to hold this conference rather unexpectedly. Hopefully, this will not cause any problems, but I thought I should inform you beforehand". He then took a look around the room before saying "Would you like some refreshments? If you would, I can get them for you".

David Langham walked past the delegates and into the room where the conference was held. He knew most of them from hearing their discussions and he hoped that the conference would start so he could put his opinions in on how the problems could be addressed.

Otto and his staff walked in to the conference room. There, they waited for the other delegates to take their places and for the conference to begin.

David Langham sat at his place, looking at the other delegates taking their seats. He could see in front of him a document, but decided to wait for an instruction to open it.

"Well, I'm just a representative, but i knew the emperor and i know the vice Roy of Laudren, so i guess that counts. What about you, are you politically in charge?" asked Amellie in a timid way


"Ahh, well it does count.".

She continued, "Well no I am not in charge of anything currently. My duties really cover reprsenting my nephew the current Emperor in several overseas ambassadorial affairs, especially conferences and at the World Assembly.
Because I am related to him and I know him well enough, also add to that my past experience in foreign relations makes me one of his trusted advisors in foreign relations." Cecillia said.

A number of Cukarican aides moved around the reception room, trying to get the delegates into the conference room in an attempt to get the conference started.
