OOC:

Normally when the nation in question did something ICly to make your government angry, such as committing genocide on their populace. Otherwise it's a common trend to just invade for some random reason, or if your ally is attacked by said nation to leap on a bandwagon of defensive war.

Well, in general when initiating war it is basically common to just "initiate war". When posting a thread, have some detail into your nations internal workings. Make a good post as to why you want to invade, or whatever reason comes to mind to cause an invasion.

Apply sound numbers to your military that you deploy. As a new nation, it is advised to not have "lot's of ships" as an explanation for a naval group. Furthermore it is advised to not have "lot's of troops". Think of a good balance between your population number on your main NationStates page and how you would imagine your military fits into it. Say, if your a Military Nation, maybe a bit more than 500,000 could be in your military as a new nation. Also apply good numbers to your ship's and aircraft, but don't overdo it. Think as if your a new nation in the world and how buying military equipment would effect your economy, and consider how much money you'd believe you have.

A good source is NSTracker. Log onto Google.com and look up NStracker. Right below should be the page. Just type in your nation name and observe how your nation does, how much defense it puts into it's budget, and how much GDP per Capita it uses.

Finally, read the stickies in International Incidents. They have more detailed instructions and sources to guide you through your Role Playing adventures. Most importantly, have fun!

Technically, you don't need to justify anything. NS is really, really freeform. If you don't have a justification, people will hate you, but not much else. Recommended that you search up casus belli on the Wikipedia for information on that.

If you don't have a casus belli, you can always forge one. Just like you can burn, blow or throw an airplane into your own government palace, using forged evidences and unethical interrogations(torture) to put the blame into foreign commies, you can get a bunch of shady Black Ops to use the flag of the nation your intend to invade and conduct a bogus attack against your nation to forge such casus belli. You can even, should you manage to establish a pervasive intelligence network over your enemy, which however takes lots of time, use some tricks to issue false orders for their Navy to attack your nation. But in such case, perhaps trying to coup it with a puppet rebel faction you funded might be more interesting.

This is essentially an example of how to "justify" a war. I won't give others because this isn't NSG, the " -insert conspiracy theory or joke here - did WTC is old and uninteresting, and because they were beaten like dead horses.
