Chancellor Joseph Grey looked up from the documents in front of him towards the other people in the room. All the Cabinet members were in the room. Finally, after a few moments of silence, he said "So, we are commiting the most important important move that we are likely to ever do in our entire careers. I hope everyone has done what they were supposed to do?".

Vice chancellor Alexi Gregorov replied " I can guarentee that there won't be any resistance to the decision. What does the Emperor say about it?". Joseph then said "He is willing to accept it, as long as he and his family are treated well and we do not strip the rest of the nobility of their titles and land". Joseph then stood up and the rest of cabinet followed suit."When we next meet, everything should be sorted out".


OBC NEWS

Last night, Chancellor Joseph Grey surprised the nation by abolishing the Monarchy and anouncing the creation of the Osean Federation. The Emperor has announced that he wil not resist the decision. According to sources, the Emperor has been guarenteed to keep most of the land and wealth he owns. The former republics of Estovakia and Pirecco have announced that this will not change their decision to re-unite with Osea.

OOC: The reason the thread is semi-open is so that no one can suddenly invade with a rediculously large force and then say it should be allowed because the thread is open.

OOC: Can a small rogue squad of Cuborg's military attempt to facilitate a change in command?

OOC: They can attempt to, but they must ultimately fail.

OOC: We accept your terms.

Officially, the Cuborg military knows nothing of Osea or even acknowledge its existence. But, off the record, they know more than they let on. In the 70s, the military made plans to (forcibly) use Osea land to store its nuclear weapons, keeping them safe from Vietnamese spies. But the plan was scrapped after considering the international backlash that could follow. But thirty or so years later, the elite cell of counter-terrorists, the Aces, went rogue for some reason and uncovered the abandoned plans to destroy Osea for some yet undisclosed reason...

The cell is lead by master tactician, ex-General Zukihov, a.k.a The Diamond. His five lieutenants are; The Phantom (OOC: Macgruber), master of guerrilla warfare and urban warfare; The Fist, skilled martial artist; The Barrel, profession marksmen; The Rock, a man rumored to be immortal; and The Actor, an assassin with a flair for the theatrics and skilled in diversionary tactics.

Offical video message to Osea:
*The video cuts in to a dark cave-like place, with two masked men in combat gear standing next to a uniformed Russian-looking type. The uniform doesn't appear to be that of any recognized nation. A hooded man is kneeling on the ground in front of the uniformed man.*
Unformed Man: " I am General Zukihov, leader of the Aces. For thirty years, the nation of Osea has been ran into the ground by weak-kneed leaders and corrupt officials."
*Zukihov removes a pistol from his holster.*
Zukihov: "We will save Osea from itself, and to show that we mean business, we will now" *the hooded man's hood is pulled up* "assassinate your Minister of Agriculture. We will come for your president next."
*Zukihov aims the pistol at the Minister and fires. The Minister slumps to the ground and the video ends.*

OOC: Cuborg, my state was a totalitatian empire with a strong goverment untill just now. Both the former empire and the New federation had/have secret police. Expect it to be very hard for you to get anywhere near a goverment minister. Also, while there now is an Osean President, power is actually held by the chancellor.

We thank you your offer of aid. We have recently been threatend by a terrorist group and ask for your assistance in this matter.

OOC: For the sake of starting hostilities with the rogue faction and your nation, let's just say we kidnapped some random TV personalities and executed him.

OOC: Alright, thats fine with me.

IC: The Osean Cabinet finished watching the video. After a short pause, Joseph Grey said" What information do we have on this group?". Felix Uritsky, the Head of the Osean secret police, replied "Considering their intent, surprisingly little. But we are looking up on them through our sources and should find more information soon. The identities of the known members of this organisation have been distributed to local authorities. Meanwhile, I recommend we triple security measures in the capital and any locations that members of the goverment might visit". Joseph didn't bother looking up "Very well, I want this group dealt with immediadly. Now on to other matters...".

The phantom rummages around in his closest and under his bed placing detonators in the explosives he had made over the weeks. he exits his room with a large duffel bag and goes into the basement where he meets up with two other men with similar bags. "The charges are set in your rooms too?" The phantom asks. "Of course all over the 15th floor" the other man replied. "Great all thirty floors should come down with no survivors. OK quickly place the charges and lets go." The phantom whispers to his comrades. the men place all there "equipment" and leave the apartment. the phantom gets in his car with the other men and drive away. 30 minutes later the bombs go off in the apartment and it collapses.

Zukihov radios in to the Phantom. "Diamond here. I trust you've covered your tracks. Report back to The Rock and await for my arrival. Diamond out." Zukihov tossed the radio to one of his goons. He leaned back in his chair, and puffed his cigar. "Get me the Actor."

The Cuborg military knew they had a problem. A large quantity of explosives were missing, and so were the entire counter-terrorism squad known as the Aces. After a simple review of the security cameras in the munitions depot, it was clear that Colonel Joesph Granger, one of the guards on duty the night the explosives were stolen, was responsible for the theft. The SWAT converged on Granger's home. They cleared all the rooms, finding Granger strung up like Jesus in his bedroom. Then one of the solos from Carmen started playing. The officers were confused. Officer Johnson found the loudspeaker and stereo, and pushed the 'power' button. The song stayed on. CLICK. WHOOSE. The room went up in purple flames. The officers went to investigate the blast, and a man swung silently from the ceiling down behind them. The man pulled out his Skorpian submachine gun (an inaccurate weapon, but an iconic one) and emptied the magazine into the backs of the cops. He quickly ran out of ammo, and spun around into the next room. A surviving officer pursued him, and was tackled to the ground by the man. Blows were exchanged, and the man sprung up and did a back flip into the hall. The stereo still played its music, the fires still burned in the room, and yet the man began to sing along with the music, sounding much like Pavarotti. He dove through the window, in the standard Hollywood manner, and rolled on impact. The officer ran to the window and aimed his sidearm. "Freeze!" The man threw a small gunpowder bomb at his feet. The officer fired. An extremely loud engine roar overtook the area. The engine died down. The smoke cleared. The officer stared in befuddlement. Where the hell was the guy?

Onboard the C-17, the man known only as The Actor sat comfortably in the cockpit next to his superior, Zukihov. "What the hell was that?" asked Zukihov/The Diamond, not taking his eyes off the unlit 'missile lock' light. "What was what?" responded the Actor.

"That. The music and the bomb and the Sky-Hook? Why have me come all the way out here and possibly get shot down when you just could have got a plane ticket?"

"Well, why did you come, then?"

"Because we need you. But goddammit, you're too overconfident. Stop trying to be so damn flashy."

"All right, all right. When are the others arriving."

"Tonight. If you ever try anything that stupid again..."

The Actor said nothing, and looked out into the sky.

While we are deeply saddened by the abolishment of the Osean monarchy, we are glad that it was done in such a peaceful fashion and with no loss of life. Although we fear that the price for the Osean people ultimately will be heavy, as it once was for our own people, we believe it is every sovereign state's right do decide for themselves what political system suits them best. We hereby recognise the new Osean government as legitimate and confirm our recognition of Osea as a sovereign state.

Official video response to change of government:
*The video cuts in with Zukihov in the same cave as before. A Cuborg flag is draped behind the group. He is standing next to three white men, an African man, and an Asian women in combat gear.*

Zukihov: "You have failed to consider our warning about the changes in government. For that you will pay a terrible price."

*The African man pulls down the flag, and reveals a silver case. The 'nuclear' symbol adorns the sides. The man pops the top off and manipulates several buttons.*

Zukihov: This is a 200 kiloton nuclear device. We will stash it somewhere in your sinful capital. Evacuate your people if you dare, the bridges and tunnels are sure for a surprise."

*The Anthem of the Soviet Union plays for for about 10 seconds and the video ends.*

The tape was sent to the Osea Counsel, and the team of terrorists went to work to make good on their threat. The Rock, one of the white guys from the video, was positioned in the capital, and to remain until the last minute, to ensure that everything goes wrong as planned.

"Rock here."
"Plant the devices and wait until T-minus 20 minutes to retreat. Guard the bombs until then, over."
"Received, over."

Osean police, CSS troops and regular army troops in the city immediadly began searching the city for the bomb and any terrorists in the city. The Osean leadership immediadly began evacuating by helicopters, which were guarded and reguarly searched by trusted CSS troops so that nothing could enter them. Osean aircraft were sent to the city from a nearby airbase to make sure the helicopters wouldn't be shot down. There was no attempt to evacuate civilians. There was too much risk that the terrorists would set the bomb off early if they noticed evacuations.

A man with orders from the phantom fires several shots from a Barrett M82 at the chopper's rotors while they tried to pick up the leaders.

Zukihov check in with his man in the city. "There not evacuating their civilians? Are they truly that heartless to their own? This will serve as an even greater point for our cause. Have your men pull out and activate the devices. Over."

As was the original plan, the bridges and tunnels would have been destroyed as hoards of fleeing civilians were passing through them. But as the Osea government had no interest in the lives of their own, Plan B, the use of the actual nuclear bomb, was set. The Rock, who was positioned on the outskirts of town to oversee the destruction of several key bridges, fell back to the wildness.The 200-kiloton device was triggered. Millions of people died instantly. The leaders who tried to cower away were knocked from the sky. Now the world would listen to the Aces, and see that the Osea government would do nothing to save their own people.

OOC: I thought you were going to give me a chance to stop the bomb. I did say that you had to fail and I don't see my leaders surviving a nuclear explosion.

OOC: Actually, you did have the chance. But you whisked away your coward leaders while leaving the civilians to burn. The Aces plan all along was to not set off the bomb. But you changed the plans, so they went to their contingency plan. But to be fair, let's say, by sheer luck, a couple of your higher-ups survived?

OOC: I did say that I had sent the Osean police, CSS(security troops)and regular army troops in the city to search the city for the bomb.

OOC: Yes, but surely you couldn't have searched the whole city within mere minutes? Oh, and we will fail, eventually...

Official Message to Osea Government:
You have abandoned your people to the radioactive fires.
You have left your own to die.
You cannot continue to do so.
We will not allow you.
You've had your chances to hand control to another party.
It is too late.
Tomorrow morning, each of your corrupted cities will drink poison for breakfast.

OOC: Minutes? You realise I wouldn't have been able to do anything meaningfull in minutes. Also, when you said that you wanted to have your guys try to facilitate a change in command, I didn't think that would mean you would destroy my capital, which considering the size of my nation would be at least over ten million, with a nuke. I also find it hard to believe that terrorists would be capable of getting a nuke powerfull enough to destroy a city and getting it inside the capital. Also what do your guys want the goverment changed to what exactly?

1)You were able to evacuate your leaders but make no effort for the civilians?
2)Nuking the capital was a contingency plan.
3)The terrorists in question are ex-special forces, with extensive training and knowledge of the Cuborg Munitions Facility. They would have easily stolen the bomb from the place they had once worked at. And getting a device roughly the size of a refrigerator into your country wouldn't be that difficult for masters of stealth and what not...

OOC: put the nuke inside a refrigerator, then detonate. How do ya like that for some irony, huh Harrison Ford (Indiana Jones)? This time the nuke is the refrigerator!

Atlyia, Far Echo Islands

"So what the fuck?" questioned the President-General.

"Well, uuh, it's, ahh, a pretty big change in a medium sized country." replied the aide.

"Yea, when we were roughly the same size, guess what the fuck happened." responded the leader.

"Well, uuh, -"

"Stupid, I came into power and we kicked some socialist ass. Got anything better from that region? No, then, thank you for that report, now until anything else major happens, go have your self a smoke and try not to stutter about it."

"Yes-s-s-"

"Stop stuttering."

"Yes sir."

"Goodbye."

"Bye." said the aide as he left.

Rimferia, Far Echo Islands

The few hung around a Ialan Christian church alter. They were an unexpected bunch, but then again, people hung out with random people in the Far Echo Islands. It was hard to be racist, because if you only made friends with people of the same race as you, you wouldn't have many friends.

"So. Minister Dzon, our mission is to go into Osea, in the middle of a civil war?" began one of the missionaries, he was tall and Arabian looking.

"Exactly Ra'al. Though it is not exactly a civil war, there is a high occurrence of terrorist attacks, but the new government is quite well established; these uncirtian times however, people will second guess anything, and they will be more willing to come onto the rock of the Holy Trinity."

"Ra'al, I do hope you are not fearful, we all know the lord will protect us." said a fellow missionary, one of the three.

"Of course I am not fearful, Isheem. The Lord will oversee those trying to spread his word. "

"He is right to think twice." Spoke the only female missionary from the relative back of the group "Especially if he feels compelled to. This is not a normal missions trip."

"Thank you Nassi. But we must go soon now, we mustn't be late for our flight."

"Before you leave," began the Minister, "Let us recite St. Christoper's prayer."

They began in unison: "May the Almighty and merciful Lord direct us on the road of peace and prosperity and may the Angel Raphael be our companion on our journeey; so that we may return to our home and loved ones with peace, refreshment and all joy.

Lord, have mercy on us.
Christ, have mercy on us.
Lord have mercy on us.

Let us pray: O God, Who led the children of Israel safely through the Red Sea and guided the Wise Men by a star to the Saviour; grant us, we beseech Thee, safe journey and favorable weather; so that , under the guidance of Thy Holy Angels, we may safely reach our destination, and in due time, the gate of eternal salvation. Through the same Christ our Lord.

Amen." They dispersed and said their goodbyes.

Western Osea

The trio did not really stand out in the airport. They dressed casually, and the only strongly identifying marks were the crosses around their necks and emblazoned upon their suitcases. They passed out pamphlets to people in the airport, on them, a briefing about and a toll free number to learn more about Ialanism. They went to the city government and asked for a permit to preach in the town center.

OOC:
Ialanism is a sect of Christianity based on my views on it. It is most similar to Catholicism, but with many key differences, including but not limited to free marriage in clergy and support of birth control. It also has bits from many of the Protestant sects. I just thought it would be a bit of off the norm rp.

The Aces had made their point to the world. Now the entire world knew that they meant business. But the attack on the capital meant that it would be harder for the Aces to move their men and equipment throughout Osea. And the nations stating that they were 'terrorists' would quickly take action to defend Osea from them. But the plan for tomorrow's not-so-surprise attack were set: the barrels were ready, the path to the water filtration plan was paved, the diversions were set, and the strike team was prepared for martyrdom. Another show of force to discourage the Osea into stepping down. The only way to stop the disaster, was to give in...

OOC: Cuborg, I think its obvious that none of my leaders could have survived. Its simply impossible. Even if they magically survived the blast, they would get radiation poisoning. Also, I put why they didn't evacuate civilians. As I said in my post they feared your guys would set off the bomb if evacuations were attempted. They thought they would have more success if they tried to find the bomb rather than try to evacuate several million people without you noticing. Also, are you going to tell me what these guys want exactly or not? You really are making an effort to make sure I don't have any other option.

1)Perhaps a leader was lucky enough to have taken shelter in a bunker or used an escape pod or something like that (hint).
2)If we told you about the nuclear bomb, civilian evacuation would have obviously been anticipated/encouraged.

OOC: First I'll deal with point 1. My nations MT, so no escape pods. I'm also sure that any bunkers, except really deep and expensive ones, would only really help with radiation. Point 2, thats why my people didn't evacualte civilians. If a terrorist organisation told you that it had put a nuke in your capital, would you trust them not to have something set up so that you couldn't evacuate? Also please answer this:-

OOC: The Aces want your men to step down from their positions in the government, and they wish to put their own in control. I know you will not allow this, which is why we will eventually fail.

"Team one, report."

"All teams converge on the water filtration plant. Teach them another lesson."

The two groups of thirty men moved silently through the sewers of [GENERIC OSEA CITY]. Team one made it to the gated-off tunnel that would take them to the water plant. The men ate through the gates without a noise with thermite and continued on. They reached a ladder and two men climbed up. Ropes were cast down and small cylinders of liquid were hoisted up. The rest rushed up the ladders and waited in the shadows. The main building was in clear sight. The thirty men crossed the street, climbed the fence, and move towards the main building, occasionally firing a suppressed .45 at the night shift. Team one entered from where the raw sewage came in. They'd have to make it to the final stage of filtration to insure success. And within five minutes, they'd be there...

OOC: This plan is under the reasonable assumption your cities have filtration plants.

OOC: My main problem isn't that you are trying to kill my leaders, it is that you decided that you could blow up my capital and saying its possible because your guys are uber-spec ops. My guys would have to be extremely incompetent and your guys would have to be unbelievably skilled for you to get a nuke even in the country, let alone the capital. On that note, I'm having army troops at the generic water filtration plant. Because I can.

IC: The Osean troops noticed that some of the night shift security guards had not reported in recently. The regular guards said it wasn't anything to worry about but the troops decided otherwise. The troops immediadly rushed to the main sewage building. Barely two minutes before the terrorists would have reached the main building, the Osean troops found them and the first squads moved in, firing their AK-74s.

OOC: Smuggling contraband into a country really isn't all that difficult. And how many troops do you have in the water plant?

"Damn, hit the deck!" shouted the commander, as the first barrage of bullets slammed into the front three men. The men holstered their suppressed pistols, and unslung their AKS-74U rifles with after-market M203 under barrel grenade launchers. They took cover behind the filtration equipment and returned fire. "Fight your way to the output pipes!" The commander checked his watch, and shouted again. "Move it!" A flash bang was thrown towards the soldiers, and the terrorists pushed toward...

OOC: Nuclear weaponry isn't what people normally smuggle into countries, especially when the state in question is very paranoid. It is going to be at least a Company(about 200 men). Honestly, I'm tempted to retcon this thread. Its just been a horrible mess.

OOC: Well it was smuggled. It wouldn't have been that difficult. Retcon it if you're really having trouble with an army that specifically stated they would lose in the long run.

OOC: Thats the problem. By saying in the long run, you could have your guys run amok and as long as they don't manage to take control of my country, even they manage to kill more people than the amount that have been killed in some modern RL wars in the process. Also, you just keep saying that your bomb was smuggled. I have basically replied that my state is as paranoid as hell, and if you don't get it, this means they have tight security and are constantly on the lookout for even the most implausable schemes due to their distrust.

You keep acting as though smuggling nuclear weaponry into a country is plausable and there is nothing wrong with the idea that someone could smuggle WMDs into a first world country as easily as your guys have. Due that issue, I can't trust that you won't give your guys ludicrous combat skills. You have already had your guys smuggle in WMDs without any trouble and detonate them. Finally I'm involved in other threads and soon will have less time to RP due to RL.
