Colonisation of Lûmpalin [Semi-Closed|MT]

Lädras, Lûmpalin Protectorate, Kiravian Empire

Lädras was a small fortified port town on Dälen Bay, the large, protected inlet that dominated Northeast Lûmpalin. It was also the capital of the Lûmpalin Protectorate, a large chunk of the island under Kiravian rule.

So far, Lûmpalin was sparsely settled. Lädras and a few smaller towns could be found on the shores of the Bay, and along the exterior coast. Military posts lined the borders, and a few smaller roadside stations were placed here and there in the interior. About 7,000 Kiravians inhabited the entire territory, most of them militarians or employees of the West Pacifica Company. For a Kiravian, there was little incentive to emigrate to an infertile, wild country. Especially a tropical one.

The vast majority of the country was left unchanged, and was populated by millions of Oompa-Loompas, who lived relatively undisturbed by the tall, white creatures with guns. The Colonial Authority estimated the population at twelve million, while the West Pacifica Company had told its shareholders that thirty million dwelt within the steamy woodlands.

It was already clear to both the Authority and the Company what role Lûmpalin would play in the colonial mercantile economy: Labour Pool. The millions of primitive, submissive, and unimposing natives could be exported for a tidy profit to industrial works and agricultural plantations throughout the Empire, and shipped to other countries for the same purpose, and with the same result.

Of course, not everyone agreed on this. The Intendant of the Colonial Authority, Vurður Ironstone, supported it firmly. But there were many who opposed him. The far left was, of course, appaled. Many in the Senate had spoken out against the exploitation of primitive races. Ethical concerns had been raised by hundreds of Kiravian intellectuals. Emperor Seawind had already noted his disapproval, but this was a Senatorial matter, for the most part. Legislators like Devar Hemlock, who railed against imported human labour gained much political ammunition form the situation.

Let it be made clear: The intention was not slavery. The Senate had already ruled the Oompa-Loompas to be sentient beings, and thus the Slavery Act protected them from unpaid labour. (Futher than that, their civil and legal status remained undefined, but I digress.) They would, in theory, be paid, but by insignificant, non-monetary items and trinkets. The average Kiravian found it distasteful. But the planter or industrialist found it just dandy.

Meanwhile, the Colonial Authority had granted the rest of the island to foreign powers. It would be interesting to watch their colonisation efforts play out.

Before throngs of cheering Berrani, His Majesty Rachid I, leader of all Berrani people, comissioned the first of a number of top-of-the-line fishing boats today in the port city of Daar Bahar. The ship, the Tuna II and her sister ship, the Swordfish are departing Daar Bahar today to an exclusive maritime zone off the coast of Lumpalin, a newly discovered island in the East Pacific.

"We stand confident today that these new vessels will find great opportunities in our new closed economic zone," said Rachid I, "and will continue to suppy Daar Berrani with the smelts, tuna, sardines, anchovies, thornfish, and giant shrimp that we so love."

Speculation that Berrani cruise ships may lobby for a docking station on the coast of Lumpalin have been rife. Yacoub Bakr, head of one of the largest pleasure curise companies in Daar Berrani described the likelihood of this as "remote" but allowed for the possibility, should the coral reefs and clear waters near the island prove as attractive as described by the Kirav Colonial Authority.

The small exportation force continued its prep on the eastern seaboard of Chazakain.

"It may have resources and the like that Chazakain could use and the king always liked a good map."

"New Pergaus its on the southeast part of Lûmpalin. and we are to explore the interior of the island, meet the natives offer them trading relations,etc."

"Well the king also likes to keep his map makers alive."

The mapmaking team quickly finished its preparation and border the ships that would take them to a strange and new world.

"They are people!" President Billson said.
"They are animals!" said Senator Steel.
"I am the President, and it is my descision!"

So it was. The oompa loompas in the Denecaep colony were to be established as citizens. Though they were not as smart as the average human, President Billson planned to change that. Public schools were set up where both Denecaepians and oompa loompas could go to. They were treated as just a different race. Soon, with added intelligence, that is all they would be.

After a few years, things were already changing. The only difference between humans and oompa loompas now was their appearance. Oompa loompas were humans, just of the "Loompan Denecaepian" race. Pretty soon some oompa loompas were even immigrating to Denecaep. Mark Steel had been wrong. These were not animals.

The land that Denecaep owned in Loompaland was used for several things. It was now the 36th state of Denecaep, and was a popular place to live, with its abundance of heavy labor=good pay jobs. The most common jobs in the area were in the fruit industry, fruit agriculture, lumber industry, and of course, the mining industry. The state of loompaep even had established a few cities, such as the capital, Nitsua.

Chairman: "If memory serves me, it has been some time since the Berrani Dominion began sending fishing vessels into the restricted economic zone set up to the west of the newly discovered lands of Lumpalin. Here, they found vast and untapped treasure troves of seafood: screaming crabs, albino squid, red-striped barraccuda, oysters of paradise, and colossal axesfish, all of which have been snapped up by hungry citizens from fresh fish markets in the port of Medina Hoat. For today's challenge I have chosen the rarest of these catches. A single specimen goes for upwards of 1,000 Heklos of gold. Today's secret ingredient is: RED-STRIPED GARLICTOPUS!

(A sheet is whipped away to reveal a tank holding several garlictopi. They are nearly 7 feet long, with 8 thin arms covered in suckers, covered in a lumpy brownish-gray skin. A red stripe runs down the front of their bulbous, disgusting heads, between their huge, milky eyes and down to the beak full of razor-sharp needleteeth.)

"Attention, this is breaking news from DNN. Are oompa loompas being treated too equally? Maybe this is just another breakthrough in civil rights. Are they truly human? And most importantly, how did an oompa loompa become elected to the Denecaep house of representatives? Yes, it is true. Ompla Trooma is now one of the representatives for the state of Loompaep. This is the first ever oompa-loompa that has achieved a role in government. Some people are saying, 'well, they are a populous race in that state,' but that is no excuse for this amazing happening today. If it happened there, could it happen in other states? This is the big question Denecaepians are asking. Now 44.749% of Denecaepians say they would vote for an oompa-loompa.
Trooma won by a vote of 78%, probably accounting for the large population of oompa-loompas, who were just granted the right to vote. Back to you Rob..."

"I hereby call to session the one-hundred-and-thrity-fifth session of the Imperial Senate for the year 21198," declared Chancellor Evergreen. After the formalities were addressed, the Chancellor called for any legislation to be introduced.

The Senator from Sänt-Xavier stood.

"In the right of my constituency, I would like to introduce a bill concerning the native inhabitants of the Protectorate of Lûmpalin."

"Very well. The Holy Colony of Sänt-Xavier is recognised for ten minutes."

The Senator walked to the dais in the centre of the Senate Chamber, and began to present his colony's proposal.

"Some time ago, the Empire acquired territory on the islands of Lûmpalin, which was incorporated as the Lûmpalin Overseas Territory, and subsequently the Lûmpalin Protectorate by the Lûmpalin Act, and the first ammendment to that Act respectively. Within this territory, there reside some twenty to thirty million creature known as Oompa-Loopmas. Our scientists have proven them capable of cognitive thought and simple linguistic abilities.

The self-awareness of the Lûmpic race is undeniable, though their intelligence is far inferior to our own.The first section of my proposal, the Oompa-Loompa Act, recognises their sentience by law, as well as the natural rights that go along with that sentience. Further clauses call for granting them KE nationality and Meticship, as well as the establishment of educational institutions to bring the Lûmpic race into the modern era of Coscivian civilisation."

The Iscardian Senator began the debate. "Aye. They are sentient, and giving them nationality would be neccessary to subject them to our laws. But meticship and education are going too far. These people cannot grasp the complexity of civil society or the Coscivian languages. They are lesser hominids, and are better suited to their current lifestyle, or labour aborad."

In the end, the Oompa Loompa Act was passed as a heavily edited form of the bill brought before the Senate. Oompa Loompas were recognised as persons, but legal minors. No Imperial investment in education would be made, nor would any meticship or citizenship be granted.

The first shipload of Oompa-Loompas left Lädras Harbour. The Oompa-Loompa Act left voluntary export of Oompa-Loompas legal, and so the West Pacifica Company began its profitable venture. A village of three-hundred individuals had been coaxed into consenting to transport, loaded onto a passenger vessel, and shipped off. This pioneer group was bound for Saar-Silverda, the Empire's central port on the West Coast of Great Kirav. The Company planned to sell principally to the Colonies and abroad in the future, and the shipment to Saar-Silverda was more of a test run to see if Oompa-Loompas could survive the voyage.

Today, his Majesty Rachid I, attended a traditional festival put on by the capital's small, but growing, Oompa Loompa population. Dressed in the traditional Loompa Liederhosen and with his hair dyed green as a symbol of friendship, the Leader of all Berrani Peoples dedicated the first school in the Dominion to teach exclusively in the Oompa Loompa language. With a capacity of about 50 students per year, the school is modelled on similar schools catering to minority populations throughout the dominions.

"This school will enable and facilitate the assimilation of the Oompa Loompa people into Berrani culture, yet preserve important aspects of this noble people's lifestyle." Said Rachid. "We must never forget that anyone, regardless of color, height, or proclivity for singing, can become a Berrani citizen."

Rachid's eyes narrow and his hands inadvertently curled into fists. Through clenched teeth he added "As long as they follow our many, many laws."

The school will be staffed by veterans of fishing expeditions to the Closed Economic Zone around Lumpalin, well-versed in the Loompa tongue. Those wishing to visit the school must apply for a permit from the Ministry of Foreign Naturalization and arrange a time with a state-approved monitor.

The subject of Colona Lumpalin, and it's oompa loompa inhabitants was a touchy one within the Allied States. Yes, they were sentient, and that was undeniable, but they were also non-human. The Allied States had long held a position of animosity toward sentient non-humans, and it was likely that that would continue into this colony.

Justland City - Colona Lumpalin

The first boat of colonists had arrived just weeks ago, but the colonial capital, Justland City, already was a bustling metropolis, at least in colonial terms. The first thing constructed was a dock, which jutted out into the bay and expedited the landing process exponentially. After the dock was constructed, ships arrived with prefabricated buildings, which formed the backbone of the city. The people began exploring the territory, exploiting the resources and quickly forming industry. The city grew as more and more colonists arrived, attracted to the prospect of a new beginning, as the always were with the colonies. More and more towns began sprouting up, along the highways and roads the the first inhabitants of the colony, the Kereptecean Colonial Guard, had cut through the forests.

The oompa loompas were of little concern to the colonists. The few times they were encountered, they fled immediately. That didn't stop people from debating about what they were going to do about the oompa loompas however. It simply delayed the action. It was decided that, at such a time that the oompa loompas became a serious threat to the wellbeing of the colony, as many of the more conservative inhabitants predicted they would, that the oompa loompas would have to be restricted to a specific portion of the island, designated as a reserve for their future inhabitance. This made many people angry: there were demonstrations for oompa loompa rights, but a decision was a decision, and the protesters were content to wait until the dubious conditions of the descision were met.

Loumpelande Ponentienne

At the request of the King a claim had been made in the newly discovered Loompaland. Already other foreign powers had begun carving up the islands and had discovered the existence of small anthropoid creatures known as “oompa-loompas”. The 12 Ponentean islands were observed from the air and from satellites, which only revealed the islands were all thickly forested.

An expedition group was assembled to make contact with and gain information on these people. The group of around 18 different experts of various fields came from all over the nation, they started on the beach at early morning and made their way into the thick of the largest island’s jungles.

The party stopped at midday after trekking all morning. They removed their packs and began to take lunch when a rustling noise was hear, a sound of something moving quickly through the forest. Guns were pointed towards the origin of the sound and around them. Several small brown figures broke into the clearing shouting, running past the group totally ignoring them. There was a short pause before a fierce roar close by sounded. The expedition quickly followed the smaller figures through the jungle. Until they came to small city built high in the trees and vines. Smaller figures looked down at them from the trees. Ropes were sent down and the researchers and soldiers climbed up. Then they saw what had been chasing them. There were two, horrible beasts that were the things to be seen in nightmares. They looked up and the larger of the two let another blood-curdling roar before they vanished back into the growth in search of easier prey.

Dr. Georges Rambouillet, the leader of the expedition, looked to his hosts and members of his party. “I believe we’ve found the Oompa-Loompas, but what the hell were those?” He said simply.

The government of His Majesty, Rachid I, Leader of all Berrani citizens, Defender of the Faithful, Head of the Berrani Orthodoxy, and Rightful Heir of William LXX, is pleased to sign the treaty proposed by the Denecaepian government. Those Oompa Loompas which have chosen to emigrate to Daar Berrani have already become a peaceful, industrious, and hard-working portion of Berrani society. Further, their aid in the Closed Economic Zone to the east of Lumpalin has been indispensible, and without this aid the record-breaking 700 kg Bananafish caught last week would never have been tracked town.

Further, the government of his Majesty urges a complete freeze on the imperialist dismemberment of Lumpalin, leaving the "unclaimed territory" in the center of the island to be a soverign nation composed of, and ruled by, Oompa Loompas in accordance with their beliefs and customs.

The vessel laden with Orange Gold, as WPC officials called it, unloaded her cargo in Saar-Silverda's magnificent harbour. All of the Oompa-Loompas had survived the journey, proving that they were durable enough for export to the Colonies and the World.

Ecmalsär, Lûmpalin, Kiravian Empire

The government wasn't making any efforts to educate Oompa-Loompas, but a group of Ieurlev-Eórlev missionaries were certainly trying. Calling themselves the "Ibeurian Spiritual and Educational Society", this group of ten had travelled to Lûmpalin and built the hamlet of Ecmalsär near the northern part of the bay. They had set up a school to teach Basic Coscivian, an extremely simplified artificial Coscivian language, to the Oompa-Loompas. Most of their students were able to grasp the rudiments of the language, but progress further than that was nil. They could not grasp abstract concepts or writing, nor could they understand the significance of affixes in the largely agglunative Coscivian language.

After the initial mapmaking report was sent back to control. The monarch decided that the first order of business would be the construction of military bases throughout the claimed region, these would mostly be used to train Chazakain troops the basics of defending shores/against invasions and invading islands and coasts.

The jungle on the southern most island claimed by Chazakain was quickly razed and an airbase set up. Another island was scheduled to be converted into naval base, and yet another into an army/marine base or at least that was the plan...

On further exploration of the islands, they were not only home to the Oompa-Loopas but also to horrid beasts such as Hornswagglers and Snozwangers and rotten, wicked Whangdoodles. After almost being devoured at the hands of a pair of snozwangers the group had stayed with their hosts for several days before heading back to the ships to report their findings.

The question of what to do about these monsters and Oompa-Loompas was much debated, matters would probably have to be taken to Aquileilia to decide what to do next. This greatly disrupted military plans.

"This is ridiculous," said Falir Thule, the Governor-Protector, "Treaties giving the Oompas Human status, admitting the colonised portions of the island as states with Oompa-Loompa citizens, and now creating a sovereign state? When the Company finds out, they're not going to be happy. They were planning on expanding their trading areas into those quarters."

"What do you think we'll do?"

"We've got enough Oompas in the Protectorate to satiate the Company, as long as they let them breed, and don't ship them all out overnight. Actually, if all the other powers on this island grant them citizenship and all that, it gives us a monopoly over the Oompa-Loompa market."

The Kiravian Empire admires the motives behind the movement to create a Loompic state in the central regions of the island, we point out that this would achieve only the same ends as colonisation, minus the profit.

While we doubt the qualifications of Oompa-Loompas to run a nation, the truth is debatable. However, what is undeniable is that Oompa-Loompas are a collection of tribal peoples, not a united ethnic or national entity.

As such, we propose that in order to allow the currently independent Oompa-Loomic peoples of the interior to retain some semblance of their precolonial existance, the area should not be made an organised state, but rather an Indigenous Culture Preserve. This would be an off-limits, human-free zone whose status would be vouched for and whose borders would be maintained by the colonial powers on Lûmpalin. Human interference with the internal affairs of the ICP would be prohibited, and it would be left up to the inhabitants whether or not they become a nation-state.

The man walked into the cafe. Dusty and travel-worn, he carried only a smallbrown suitcase, and his beige suit was wrinkled and a little strange in this weather. Fanning himself with his hat, he ordered a drink; his voice had a subtle foriegn accent, though from where is not clear. Over the course of the next few hours, he would sit and sip his drink, listening to other patrons talk and occasionally asking innocent questions about the layout of the city, Oompa Loompas, and so on.

That night, in a room on the second floor of a dusty hotel, the man would stand in the dark for long hours, peering out across the city with binoculars and thinking. Pausing to jot something down in a small notebook, then peering out over the thick Lumpalinian forests.

Across Lumpalin, this scenario is playing itself out in all of the major cities and any rural areas to which a civillian can gain access.

Let Them Speak
The Let Them Speak program is now alive in Denecaep. This is attempting to make sure all Oompa-Loompas learn English at an early age. All adults without knowledge of English are encouraged to go to free night schools.

After complaints from labour representation organisations, various Senators, and a host of Kiravian economists, the Senate passed the Nonhuman Labour Act.

The Nonhuman Labour Act, codified in response to concerns about Kiravian workers being displaced by the far cheaper Oompa-Loompas, banned Oompa-Loompas from

-Living in Great Kirav or any colony with a Coscivian population of over ten million.

-Holding jobs anywhere in the Kiravian Empire, with the exception of Lûmpalin.

-Owning land outside Lûmpalin

In addition, the NLA banned nonhumans from obtaining employment or land in the Kiravian Empire. Exceptions were given to Cetaceans (Who are recognised as fully sentient citizens), Kal'Har, and nonhuman citizens of states classified as "Sovereign Nonhuman Nations" or "Naturally Species-Plural Nations" by the Strategic Sociology Agency.

The things (http://forums.jolt.co.uk/showthread.php?t=577223) had attacked as the second base was being built, carrying off many of the construction crew or outright killing them, only a few survived long enough for a military response to evac them and chance the things out of the base, a total of 20 were dead, another 10 were missing with only 3 getting away.

The adviser quickly left the room, making sure to look extra terrorized. After making sure he was far enough way, he doubled back.

"Indeed, the poison you are slipping into his drink seems to be working."
"Shh you fool, he's not that diluted yet to have disbanded his spies."
"Of course, do you think it was wise to send for those things? They caused quite a scare 6 years ago."
