Not that I know of, but it's not hard to get:

PT: Past Tech is anything prior to... well, 1980 in my opinion, although others do earlier or later

Fantasy: Dragons, elves, magic and mythical beasts galore. Usually in a combination with PT, although not always.

Historical: If your roleplay is about real events and you are acting them out(Vietnam War, Cuban Missile Crisis, Hundred Years War), no matter what time in history said event is set in, it is Historical. This is not allowed on the Jolt forums by mod ruling (take a look at the stickies), so if you want to do this (and many people still do), you need to create a forum for it. Most people use InvisionFree or ProBoards free hosting.

MT: Modern Tech is from the end of PT to the current year in the real world +3-10. So, for example, as of December 30th, 2008 the maximum MT year is 2018.

PMT: Post-Modern Tech is from the end of MT to 2050-2075. Some space exploration, sustainable and efficient fusion, limited power armor, et cetera.

Low-FT: Low-Future Tech is the end of PMT to hard sci-fi. No teleporters, no interstellar drives, but lots of space stuff and lasers and other cool gadgets.

FT: Future Tech is anything and everything. There is no limit how advanced you are. This is Star Wars, Star Trek, Battlestar Galactica and other similar things.

Generally speaking you never want to cross the two in the same roleplay. This isn't always true, though, and if you want to do that you should ask the other people in the RP. It's not uncommon to see low-FT fighting PMT, FT or even MT. The greatest strength- and greatest weakness- of NationStates is that there really are no rules. These are all just social laws that the community has drawn up with itself since 2002, when the game started.

There is no set "MT" year as far as I know. MT depends on your interpretation.

Yep MT is the msot difficult to define and even with a +3 or +10 year limit what are you actuall measureing things that are actually in servcie or thigns that are advanced prototype stage? Or do you just use anything that has shown up in a NDIA conference minutes?

And then there is the case of alternative tech i.e. stuff that for for whatever reason never really took off in RL but is perfectly viable.

Basically it all comes down to common sense and what the people you are roleplaying with are comfortable with. If you aren't comfortable "designing" stuff, and there is no reason for you to want to get involved in that unless you want to to just stikcing with RL equippment and technologies is prefectly fine and makes things easier.

Outside of the military arena I would reommend sticking with stuff that is featuring in current research journals and make sure you have a good understanding of the actual science behind stuff before you start attempting to extrapolate.

Uh, that is a horribly put together list that just gets more and more inane as it goes along. I seriously wouldn't recommend using that as a guide.
