The war in Thive had come to an end. Now the recontruction could begin and the discussion on its future. The discussions would take place in Liberty City and would decide on what direction Thive would take. Humanitarian aid was a priority. Most of Thives water had been severed along with its electricity supplies.

President Jack Browning arrived at Platinium House, where the Thive discussions would be taking place. The Platinium Ballroom, the main room of the house, would be the main area, where they would dicuss and debate Thives future. He now waited for the other delegations to arrive.

Firstly, I would like to commend the soldiers and officers of Madurastan for their bravery and determination during the liberation campaign. Without the valiant men of the 1st Parachute Division and the 101st Assault Division, the Zaheranian Empire would have suffered a great loss. On behalf of the garrison of Fort Stahl, I extend our eternal gratitude. Once again, the Republic of Madurastan has proved that it is an true friend of Zaheran.

Secondly, I would like to announce that we will send an delegation to the conferance. As our envoys His Imperial Majesty has chosen His Highness Otto von Camphausen, Duke of Strausbourg, and Admiral Paul von Scheer, commander of the Emperor's forces in Thive.

Thank you for your commendation. Firstly, i would like to commend the Zaheranian garrison at Fort Stahl for its bravery in the face of the enemy. I would like personally to thank the Zaheran Government for its unwavering support of the Republic Of Madurastan. I personally visited the front in the way of flying in one of the C-130s that landed the 1st Parachute Division, where i saw some brave men of the Zaheran Army waiting in the darkness close to the enemy, paving a way for the soldiers to land. I commend their bravery and determination.

Second, i would like to thank you for sending a delegation to the conference, as the Thivean situation is grave at the moment. I will give President Jack Browning your letter and will personally be at the conference myself.

It is with great honour that I accept on behalf of my government the invitation to attend the Liberty City Conference that has been called by the government of Madurstan. I will personally lead Etoile Arcture's official delegation to the conference, and look forward to working with Madurastan and members of the international community on the process of post-war reconstruction and economic regeneration of the former Colstream republic. I furthermore wish to express the heartfelt thanks of my government and it's military towards those of Madurastan, Alfegos, Zaheran and Osea for their professionalism, bravery and honour during the hard fought campaigns in southern Madurastan and Thive.

He entered the Platinium Ballroom and walked up to President Jack Browning, and in good english said "Hello, I am Dmitry Shuvalov, the Osean delegate. It is a pleasure to meet someone of your stature". He then offered to shake his hand.

Security around Platinium House was very high. "Code Black" had been sent out to the Madurastan Security Services (MSS) which now helped co-ordinate security in the capital. More arrivals were yet to come and this conference was of the utmost importance.

A Gulfstream G650 carried the Zaheranian delegation to the conference. As the luxury aircraft entered Madurastani airspace, the two fighter escorts that had accompanied it during the journey broke off and headed back towards their carrier. With all the armed conflicts that had broken out during the latest weeks and days, the Zaheranians were not taking any chances with their high-ranking personnel.

As the plane reached Liberty City, landing permission was requested and given. It began to descend towards the airport below while its human cargo buckled their seat belt and prepared themselves for landing. Sitting in a chair far more comfortable than one could find on a regular airliner, Admiral Paul von Scheer adjusted the tie of his dress uniform and glanced at his companion. The Duke of Strausburg was staring into the air with an absent expression, probably, von Scheer guessed, going through the speech the Foreign Ministry staff had prepared for him, should it be necessary. Scheer was, in a way, glad that he was the junior partner on this mission. No grand speeches for his part. It was a bit of a relief, he was not much of a speaker.

A slight bump signaled that they had landed. The two men waited until the pilot, an Air Force major, said that had arrived. Then they stood up and gathered their coats from the ever-smiling stewards and began to move towards the exit. A limousine from the embassy was waiting outside, along with fifty or so journalists who had somehow managed to get informed of the conference. The latter were promptly ignored by the two men. If they got to close, a glance from one of the three black-clad bodyguards was usually enough to get them to back away.

von Scheer climbed into the front seat and told the driver where they were going. The car drove away from the disappointed reporters. Half an hour later they arrived at the Platinium House. They showed their passes to the guards at the entrance and were waved through. The bodyguards opened the car doors and escorted von Scheer and the nobleman as they walked into the building. They were an impressive sight, the admiral in his white ceremonial uniform with ribbons and medallions covering his chest and von Camphausen in an expensive black suit and a grey coat with his family weapon embroidered on his back and shoulders. The doors to the ballroom opened and they walked in, von Scheer half a step behind his superior.

While some sections of Liberty City International Airport had been turned over to passenger use, any new arrival would soon realise on seeing the missile batteries, sandbagged positions and constant stream of military transports arriving and leaving that the airport was still, for the time being, a military base. Acting as it did, along with the port, as the main logitics hub for the whole country

With so much activity going on around the airport it would be easy to loose among grey-coloured Airbuses and other foreign aircraft a single Airbus A319CJ. Even one decked out in the white and blue livery that marked it as a VIP transport. Occasionally such aircraft would arrive, binging high ranking officers and directorate officials, but the latest arrival carried the highest level delegation to arrive in the country. The Director General of the Diplomatic Directorate, the third most powerful office in the country.

Belying such power and status the current occupant of that office, Dr. Michiko Flax, would seen an almost unsubstantial figure. A man in his early sixties with a mane of silver hair that reached to his shoulders with a taste for dressing in simple but expensive dark suits. The Airbus A319CJ that had brought him on landing veered from the terminal and taxied on to an apron where a mobile ladder and ambassador Dr. Albert Longleat was waiting with a convoy of olive drab M96 trucks.

Pausing only long enough to allow the world media to record his arrival, the Director General boarded one of the military trucks and was whisked out of the airport. Flax was used to all of this from a lifetime of foreign service for the Technocracy. He was man who always went everywhere with square-jawed men in dark Armani suits in tow. The convoy sped through Liberty City's throughfares and roads with little traffic other than other military trucks to obstruct their way. The journey to the Platinuum House proved short and the the Director General and Ambassador left their vehicle and entered. With bodyguards managing to be closeby and discrete at the same time Michiko strode into the Platinuum Ballroom to meet his allies face to face for the first time.

The Etoile Arcture and Zaheranian delegations were welcomed by President Browning. "Welcome Gentlemen to Platinum House. He shook each delegates hand in turn. "If you can take your seats we can begin. I don't know if an Alfegos delegation is coming, but we can start now and then we can bring them up to date if they missed anything. Please follow me."

The two Zaheranians looked at each other for a brief moment, unsure who of them the Osean had been talking to. von Camphausen, as the senior diplomat of the two, was first to speak up and offer his hand.

"A pleasure to meet you, Mr Shuvalov. I am Otto von Camphausen, and my fellow diplomat here is Admiral Paul von Scheer. We will represent Zaheran at this conference."

von Scheer smiled politely and shook the Osean delegates hand. The pair then moved over to the president of Madurastan and the newly-arrived Arcturian* delegate. The usual greetings, handshakes and polite smiles were exchanged. The admiral let von Camphausen handle the formalities, the older man had far more experience with such things.

As the diplomatic small-talk finished and the delegates were asked to take their seats, he followed the nobleman as he moved with Browning and the others towards the conference table(?). The two Zaheranians sat down, while their bodyguards took up positions at a discrete distance.

Around Platinum House, the security tightened considerably. More Madurastan Police Armed Special Branch Units began to deploy around the perimeter to deter any terrorists from entering. A mile around the area was being patrolled by Bell 206 Jetranger Helicopters and a Boeing E-767 AWACs (Airborne Warning and Control System) Aircraft which were scanning the airspace above Liberty City for aircraft that passed through the restrictive airspace and had avoided the protective screen of patrolling F-25C Revolution Fighters.

With the meeting convened both Etoilian diplomats took their seats at the conference table. "I must confess President Browning to being a little surprised at the absence of the Alfegan delegation as," Michiko replied. "If Admiral von Scheer is willing," he then added, regarding the military man across the table to him as he spoke. "As Zaheran is a member of the Fegosian Union it seems natural for you to represent both Zaheran and Alfegan interests at this table. Temporarily, of course. I believe that would allow us to proceed immediately with the urgent work before us."

The admiral nodded slowly, wondering why they had adressed him, instead of his superior. He gave the nobleman a sideways glance, and saw him wink slyly in return. It seemed like von Camphausen had no objections against him acting as the senior member of the team. With an unnoticable sigh of relief, von Scheer nodded again, more confidently this time.

"Of course. Until the Alfegan delegation arrives, I will speak on their behalf."

"Right, now thats sorted out we can begin. First, the current humanitarian and security situation in Thive. As of today, 300 Million tonnes of supplies have been landed in Thive. In Thive City where the Madurastan Army currently occupys, we have reinstated the police force under our instruction and have begun training recruits. However, we have limited supplies. We would like a small force from each country to enter a set zone, with the intention of training security forces in their zone. Would this be achievable?"

The admiral thought about it for a moment.

"We can provide training for Thivean police and military forces in our designated zone. It will take a while to get specialised instructors, but basic training should be able to start within a week. If you want, we can provide an officer training course at Fort Stahl. I think the facilities there should be able to accommodate at least seventy-five cadets. When it comes to humanitarian aid, I think my colleague here is better suited to answer that question."

von Camphausen smiled slightly and gave the admiral a humourous bow.

"That may be correct, admiral. Well, gentlemen, food production has risen 5% this year, and we have a quite excellent supply capacity at the moment. Combining these factors, we will have no problems to supply the quantities of foodstuffs you require. In fact, I think we may be able to provide up to three thousand tonnes in the next two weeks. Would that be sufficient?"

"Etoile Arcture can also commit to a million tonnes of food aid for Thive and an equal amount for Madurastan, though this will be primarily dry and tinned stores. We envisage Liberty City's port and airport remaining the primary logistics hub for this phase of the operation, but if President Browning can open other ports to land supplies, especially in southern Madurastan, this would allow us to distribute aid faster to those areas. My military commander's are also insisting that there is a complete decontamination of the Thive City port area, and will provide CBRN decontamination units for this purpose. In the meantime we can fly in aid albeit in smaller quantities at the main international airport there.

"Our armed forces are already transitioning to peace support operations and will provide assistance to local police forces in Thive and south Madurastan.. We are progressively rotating our combat units out of theatre to be replaced with gendarmes. This had already begun in Gosport and will be expanded to include Triesa and Jutral, and then to the rest of south Madurastan. We are also willing to contribute units of the Gendarmerie Force to Liberty City and Thive City as well. I would suggest that a police plan is drawn up between all of us, dividing parts of both nations into zone's in which each of our police contingents operate in. I would also request from President Browning that he pass a decree to provide a legal basis and authority to allow multinational police to operate in your country as part of the existing court and justice system.

"Ultimately, I believe I share with everyone the desire to rebuild Madurastan and Thivean capacities in regards to defence and law enforcement. Our gendarmes will seek to conduct joint patrols and training with the Madurastan and Thivean police in our zones of responsibility. In regards to rebuilding military capacity, Etoile Arcture is also prepared to expand the current tank traning battalion and operational conversion squadron into proper army and air force schools. Following discussions with Sequoia Weaponworks I can also announce that the Etoile Arcture government is prepared to subsidise production there over the next 2 years to supply equipment to the Madurastan armed forces and police for its rapid re-equipment.

"Once the security situation is stabilised the final matter is that of post war reconstruction and economic regeneration. At current we have several construction battalions operating primarily in or around Liberty City, and at the Sequoia Weaponworks factory. These units can be immediately freed to conduct emergency civil engineering works to restore power, sanitation and drinking water in the large cities, but it would be more beneficial if Madurastan and Thivean workers conducted the large infrastructure efforts. Therefore, the Etoile Arcture government is willing to make a first grant to the Madurastan government of 100 billion US dollars in economic aid towards reconstruction, the aim being to generate new jobs as well as repair and rebuild the civilian infrastucture. These projects we propose to be overseen jointly between Madurastan and Etoile Arcture authorities, and any other nation contributing funding. My government can also open the doors, as it were, for foreign investment by companies from Etoile Arcture in Madurastan, though this would strictly be a matter between commercial entities and seperate from the reconstruction program I propose, but equally important as far as economic regeneration is concerned.

"Gentlemen, it falls to us to find a way to heal the damage done by the terrible tragedy that has befallen Madurastan and the former Colstream lands. I will do everything in my power, as I am certain is the prevailing mood around this table, to assist President Browning in the unenviable task that lies before him."

President Browning smiled and then spoke. "The Madurastan Army has expanded to 20 Divisions with 250, 000 soldiers and 20,0000 support soldiers in each division. We would like to have construction contracts for the M8 L1A1 Lariat ‘Long Arm’ MBT, M344 Wolverine APC and the F-25 Revolution Fighter as they have been proved to work well during combat operations in Thive. We will gladly pay $2 Billion for the contracts. A bill will be passed which will give us as long as we need to bring Thive back to normal. Liberty City Military Base and Liberty City International Airport will be the main hub of supply. Washington Army Base just north of Liberty City and inside our second largest City Washington, will be another hub of supply. I will pass a decree to provide a legal basis and authority to allow your police to operate in our country as part of the existing court and justice system. My government will also open the doors, as it were, for foreign investment by companies from Etoile Arcture in Madurastan. What opinions do we have about the Police Plan?"

(OOC - ...yes. Sorry for lack of postage any and everywhere, but I have had my reasons - firstly, the previous war thread was a difficult one for me to work out due to the pace you were taking it. I prefer to RP with nice big, detailed posts, meaning that a timescale of 1:1 is not really practical. Fluid time is much more adequate. With this, you caught me when I was on holiday, and now when I have mock exams for a couple weeks. However, since I have bugger all in the way of exams tomorrow and the day after, I shall use this evening to play a bit more catchup. This post, therefore, will be rather long.)

The government aircraft carrying the War Ministry Council team roared in at Liberty City International airport, slowing down rapidly as it deployed airbrakes, wheel brakes and a pair of drag 'chutes' to reduce its speed to one manageable before the end of the runway. Being a modified JS-22 supersonic aircraft made for flight past the sound barrier in an effort to deliver its charges on time, the craft had for the majority of its flight from Ol'vi International Cosmodrome been travelling above the speed of sound, slowing down as it entered Madurastani airspace to reduce air disruption and give it a fair chance of slowing down in the air before landing at high speed. The passengers aboard the armoured jet plane, painted brilliant anti-flash white, were impatient for arrival, a crash landing on the main runway from a military interceptor meaning an hour had to be spent clearing the modified tarmac before even the priority flights could take off, commercial flights delayed or cancelled as repairs took place on the damaged tarmac.

Hours late, it finally taxied to a halt on the concrete aircraft parking line, the surface clicking and banging as it cooled down and the engines banging as they were cooled externally by hosepipe. The craft was relatively small, yet appeared to hold a large party of people headed for the location of the 'Thive Crisis Talks' with due haste. The purposeful lack of notice, save to the correct officials, meant there was no press pack to swat away, cars sent from Ge'fegos already waiting for the group that made their way down the unfolded steps over to the motorcade. A security car at the front of the column was meant for the marked security officials, wearing No.2 Parade uniforms and concealing TASERNET stun pistols, an armoured sedan like the rest and painted dark black with the Ge'fegos flag painted upon their doors. Following them, minor officials and clerks mingled with unmarked security officers, then sandwiched in the middle the main members of the council itself: at the lead, a tall man with vibrant blonde hair and lighter skin than the rest - General Tha'ka Un'soi, the Thive Operational Head. Behind him, the War Minister and Colonial Defence Head, umbrellas hiding their dark faces from view. Behind them was a women in a dark No.2 Uniform - Colonel Ta'xla Yu'lo'mha, from the Internal Ministry, keeping an eye over proceedings.

The motorcade finally moved off as the crew changed, checking over the aircraft in the event of it being needed for a rapid takeoff. The engines by now had cooled down safely, the hydrogen turbojets modified to take afterburners and to be partially oil cooled, all contributing towards the excessive heat produced. The motorcade itself quickly arrived at the talk location, the press this time being there in force to capture the faces of the officials that left the vehicles as they professionally moved into the building, making their way quickly to actual hall itself.

Minutes later, the General entered the room, the plain-clothes security officers following the main officials and their clerks as they made their way to vacant seats.
"As I said, all present, the Alfegan Delegation make their profuse apologies known, and hope that this has not caused too much of an inconvenience. If possible, could we have a summary of what has been discussed so far in these talks, so that we can see if any amendments are needed in any opinions stated by our Zaheran and Etoile Arcturian counterparts."

Plus also i have to open another thread because Leocardia pushed in with an invasion that he had no permission for. I had end that thread and make a new one. ;)

President Browning smiled. "Well we have decided that we will each send police officers from our nations to train a new police force in a desginated zone yet to be decided. We will also bring more humanitarian aid into Thive and a bill will be passed giving us as much time as we need to get Thive back to normal. The next subject after we decide whether all parties accept the offer of our police forces training Thivean recruits is whether we establish a combined permenant base in Thive like we did during the Colstream era to keep security."

"I think it not too premature to say we have made good progress on the policing arrangements," Michiko replied. "I also agree it would be wise for a military presence to be left behind in the region. To avoid accusations of a foreign occupation or violation of Thivean soveriengty that permission is sought from their government and the land used be leased for a fixed period with the option of extension. Such a base could then act to provde security to both Thive as well as the nearby Alfegan and Zaheran interests in the area. I would also agree to a joint adminstration of the base between all the parties here and in the future Thive as well."

"Thats a good idea. The interim Thivean government would like a permenant base in Thive which houses all of the military presence to conserve land for agricultural purposes. Also at least we won't have to worry about logistics if all areas of the base are in one place."

Also the idea of the base being near the sea is brilliant. Hervia's Capital, Hervian City is also by the sea and its port would be ideal to ship materials along the southern coast and to the planned building area. We have for the siege requirements, 3 130mm Siege Guns that were left in a Thivean Army warehouse and were found by Madurastan Soldiers during our arrival into Thive City. They will be transported to the site once the walls are completed and mounts built. We also suggest having deep underground bunkers that have concealed entrances outside the walls to in case of siege, to send raiding parties to capture supplies."

"In the case of an external force being present to police the state until stability is achieved, the delegation agrees in both its necessity and its urgency. Where we differ is on the size and placement of such a force.

As we all know, the nation force has become unstable many a time, primarily due to the strong radical opinions that many hold in regards to the occupying force and the nations of Alfegos and Madurastan. The belief of the people is that the foreign military presence is malignant, to infringe upon their sovereignty. As such, their presence as a police force is merely not enough.
Whilst Alfegos would be willing to deploy a force of up to five thousand peacekeepers to keep law and order, based at the major international airports, it will not be enough to just do that.

The restarting of a successful economy after this conflict is paramount to the acceptance of the foreign force. Thus, any force that is deployed must also be able to do the following:
- Repair damage to infrastructure, improving it to the highest standards in the most visible areas.
- Create new jobs for the local people, improving their well-being.
- Guarantee their security from crime and attacks.
- Educate the people, especially children, of the dangers of extreme views and of the benefits of the presence of such a force.

Due to the problems of the past, it is likely that a permanent base in addition to Fort Stahl should be set up. We propose that the Thive City International Airport be utilised as a military installation as well, extra space being made to upgrade the airport to a major economic hub as well as a station near to the capital being provided to allow for a rapid military deployment in case of another uprising, and deter any attacks on the military by placing it in proximity to a major point of the economy.

This should be done by making sure that the living conditions of the average Thivean are significantly improved. We should also make sure that the Thiveans do not return to the kind of system they had before. For this purpose, I believe we should act to make sure the old goverment is sufficiently disgraced so that no Thivean goverment will ever seek to run Thive in the same style again".

As President Brown pointed out, the land around the Fort has already been cleared, and it occupies a strategic location in the proximity of the Hervian border and the Madurastani forces astationed there. Before construction can start, however, the minefields the garrison constructed during the conflict has to be cleared, as they can be a hazard to the construction crews. "The officer corps should be replaced entirely, with new officers trained by the multinational forces. I think that everyone in this room agrees that no officers with ties to the communist government should remain in service, as they could be a hazard to the stability of Thive. The new cadets should be trained at the bases established in Thive, so that we can discover and remove recruits with undesirable political ideas. Until a native chain of command has been established, the Thivean forces would be commanded by officers from the coalition. Gradually, the command over the army would then be transferred to Thivean commanders.

"Naturally, this new army would have to be equipped with modern military equipment. The war clearly showed that a smaller, mechanised force with ample air and artillery support quite easily can defeat a numerically force using outdated equipments and tactics. My suggestion in this matter is that all units in the new army should be mechanised to some degree, preferably with modern Lyran, Alfegan or Etolian equipment. This, of course, doesn't come cheap, so His Imperial Majesty's government is willing to allocate seventy billion reichmarks, approximately one hundred twenty-eight billion USD, to the Thivean government for purchase of military materiel."
