Alliance for the Protection of Liberty [APL]

The Alliance for the Protection of Liberty is an organization dedicated to the growth of liberty and defense of liberty everywhere. Created in response to growing Communist, Imperialist, and Fascist threats around the world, the alliance is a non-aggressive defensive alliance whose only goal is to preach the spreading of liberty and to defend its members. The APL is designed to operate outside of the traditional liberty power-base in Haven and to provide protection and peace to nations around the globe.
APL Charter
ARTICLE I: Human Rights
Member nations agree to the following.
A) All citizens, regardless of race, religion, ethnicity, sexuality, or any other reason, shall be granted equal treatment under law.
B) Citizens in member nations must be granted the right to a speedy, fair, and unbiased trial.
C) Citizens in member nations shall be granted the right to free speech, assembly, and printing within reason.
D) Citizens in member nation are entitled to freedom of enterprise
E) Citizens in member nations shall be granted the right to vote for elected representatives or on issues, depending on the type of democracy employed by the member nation.
F) No indentured servitude or slavery of any form are accepted in member nations.

ARTICLE II: Economics
Member nations agree to the following.
A) Member nations will follow a capitalist, free market system, or a mixed-market system.
B) Member nations will have complete and open free trade with all other member nations.

ARTICLE III: Alliance Government
Member nations agree to the following.
A) Every issue that arises will be shown to all member nations. Every nation in the alliance has one vote on the issue and a issue can pass by a simple majority of nations.
B) A defense council shall be formed of three member nations. The responsibility of these nations is to ensure the readiness of the Alliance's Rapid Reaction Force.
C) All member nations shall provide troops and monetary aid to the RRF, at 2% of their defense budget. Any more than 2% is voluntary.
D) In the event that any member nation is attacked, all member nations agree to send military help to the member nation without delay.
E) The alliance cannot interfere with member nations internal affairs unless the affairs violate the charter.

Article IV: Joining the APL.
A) All nations agreeing to this charter shall be accepted by a simple majority vote of the alliance members.
B) The first five members to this alliance are chosen by founder nation, after this goal is achieve article A comes into effect.

The Karshenboym Nation wishes to join the APL but has a few concerns:
Will each Member state remain sovereign?
How will conflict between member states be resolved?
If a Member state wishes to leave, will it be allowed to?

State Department Communication

Each nation will remain completely sovereign but must obey the charter. A nation that does not obey the charter will not be invaded or otherwise acted against, except to be kicked out of the alliance from a member majority vote. Any nation that wished to leave can do so at any time without fear of any military, economic, or political actions. Conflicts between member nations can be resolved by mediation from the other member nations.

From the Foreign Relations Ministry of the Constitutional Monarchy of Karshenboym:

Upon clarification, the Constitutional Monarchy of Karshenboym wishes to join the APL and the APL has our full support. We are willing to abide by the charter. Furthermore, we wish to begin in trade with other member states as soon as possible. Our nation has vast Uranium mines as its disposal. We are willing to trade large amounts of uranium for advance military technologies. We also have a very larger information Technologies industry.
