Introduction
The Ministry of Foreign Affairs of The Grand Duchy of Radictistan wishes to extend an invitation to the nations of the world for the establishment of Embassies in our capital city, Nuxenstat. The Government has placed a high priority on the establishment of a foreign diplomatic presence in Radictistan in line with the missions we have established overseas.
All nations which wish to establish a formal diplomatic presence in The Grand Duchy of Radictistan are expected to comply with the following regulations which have been established by the Regulating Foreign Missions Act.
Article One: Sovereignty
All foreign diplomatic missions maintain extraterritorial status. That sovereignty is inviolable under most circumstances. Radictistani security forces will not enter the premises of a diplomatic mission without the consent of the applicable state except for instances where The Grand Duchy of Radictistan believes that a major violent crime or other crime with consequences beyond the confines of that mission has been committed or is in progress.
All foreign diplomatic personnel have diplomatic immunity and may not be arrested or detained by Radictistani security forces, prosecuted under the laws of The Grand Duchy of Radictistan, or compelled to testify in court proceedings. However, diplomatic personnel can be declared persona non grata by the Radictistani Government and ordered to leave the country. Service staff are only granted limited immunities under international law.
Article Two: Location
Nuxenstat is a city of twelve million people located in the heart of Radictistan. Diplomatic missions are located on State’s Avenue and Royal Avenue which run parallel to each other downtown. The Palace of Parliament is a mere five to ten minutes away by car or the grade-separated tram system which covers the downtown area. A subway system is under construction.
Nations wishing to establish a diplomatic mission in The Grand Duchy of Radictistan have three choices as to accommodation. They can a) occupy one of the prebuilt embassies in the diplomatic quarter, b) renovate one of the pre-built structures to their own specifications or c) construct their own embassy. Vacant lots are available for the construction of custom missions but there are only a few of them and no more will be made available once the existing ones have all been used. The foreign nation is required to pay for any renovations or other construction with the exception of an optional helicopter pad on the roof of a prebuilt embassy. The prebuilt structures are six stories tall and built of the local limestone. A wrought iron fence is located in front with a guard post large enough for a single guard and an automatic gate. Custom embassies must not be more than six stories tall and must conform to all safety and other regulations put down by the Ministry of Transportation and Infrastructure.
The following locations are available and may be specially requested or left to the discretion of the Ministry of Foreign Affairs. Addresses in bold represent vacant lots.

Article Three: Security
All foreign mission are permitted up to thirty (30) armed guards which may include members of that nation’s military. The Ministry of Internal Affairs requests that foreign guard details not include crew-served or vehicle-mounted weaponry. All small arms are available as long as they do not possess a capability to deliver explosive ordinance. Vehicles may be armored and have nonlethal defenses as long as these are disclosed with the Application to Establish a Permanent Diplomatic Mission provided below.
Security weapons may not leave the premises of a foreign mission without notification of the Home Section of the Ministry of Foreign Affairs and. Security personnel are expected to maintain full accounting of their weapons at all times and must be in uniform when outside their mission.
The diplomatic quarter is patrolled by both the Nuxenstat Metropolitan Police and the Royal Security Police. 2 Naval Brigade, the elite rapid-response force of the Royal Radictistan Army, is permanently stationed on the outskirts of the city and can respond to any major disturbance within forty minutes.
Article Four: Other Personnel Restrictions
An accredited foreign diplomatic mission may house and/or employ no more than thirty (30) diplomatic and forty (40) service personnel in addition to the permitted number of security personnel described in Section Three. Radictistani nationals may be hired as service staff, however the number of such hires must be disclosed in the Application to Establish a Permanent Diplomatic Mission. Any changes in number of personnel, number and type of vehicles, or infrastructure, must be reported to the Ministry of Foreign Affairs.
