New President Elected in Cape State

With the Senate voting 45 for, 16 against, and two not voting, and it passing the House of Commons yesterday, the Parliament of the Cape State voted to select Walter Bledsoe of the Cape State National Democratic Party to be the 14th President of the Republic of the Cape State.

He was later sworn in to “uphold, protect, and defend the Constitution of the Republic of the Cape State, and to defend the freedoms therein.”

In a televised speech to the nation, President Bledsoe said that,

“We have a long road ahead. Previous administrations have highlighted the cracks in our system, a failing healthcare and education system, aging infrastructure, an economy made to meet the needs of forty years ago, rising violent crime rates, the shadows of the racism of the past looming back at us, and skyrocketing AIDS infections. ... People have lost trust in government, became shallow and apathetic.

As president, I will, through effective and smart policy, reverse these trends for to revert, or even create, a more honest, transparent Cape State, where any citizen's voice can be heard.”

I am interested in upgrading our military, however we have our military at less of a priority than fixing our educational system, reforming the economy, or trying to work to see an actual drop in AIDS infections and death rates. Of course, the Cape State military, composed mostly of then new equipment purchased in the Capian economic heyday of the late 1960s, early '70s when we were under minority government, so we should upgrade our military soon.

Any ambassadors between our two nations should be named and announced. Although the we are working on purchasing and zoning land in decayed slum areas in Cape Town to be used as plots for embassies a part of an urban renewal project to eliminate crime in cities. Such a project should be completed shortly. Until then, we would entertain ambassadors to be housed in temporary locations, the costs of which may or may not be covered by the Cape State government.

As for trade deals, any trade deals would have to be heavily discussed as our current economy is not in the best of shape, if one looks at the Capian economy with rose tinted lenses.

However, we do not have the land in Cape Town Federal District ready for being used as embassy spaces. Through talks with various cabinet members and senators, I am entertaining the following ideas: allowing nations to, for the time being, purchase or rent lots to be used as embassies. Our second plan was that as part of an urban renewal project, vacant lots and condemned or abandoned buildings will be purchased and be cleared. We will construct mobile home parks at the state's expense to be used as a temporary “embassy park”. In this “embassy park”, we will allow soldiers to be stationed there for embassy protection, where in the first plan, we would not allow soldiers to be used as embassy guards. We are planning the embassy parks” to have armed guards as that would help deter the inner city crime in Cape Town.

As a foreign nation, what would be your suggestions on our embassy plans, as you would have an embassy in Cape State?

We understand your skepticism as the peoples of our region are very unusual in nature due to isolation. You have to understand that due to this isolation evolution took a very different turn from the bulk of the rest of the planet. Humans did not arrive here until after many other peoples developed sapience, independently, and so did not dominate. In fact the commonwealth has next to no human population to speak of, but that was more due to events in our past I will not go into now.

Where as your people evolved from apes mine evolved from skunks, our prime minister's from vulpines and so on. No one people dominated as the gap between them gaining sapience was small so no one of them had a significant advantage and their other traits made them better adapted for their given environment than any neighboring people.

We are very difference in appearance but have found that once sapience is reached the needs and wants of peoples do not differ that greatly. We all want our families to prosper, feel the need for freedom and create a culture. The fact that we are exchanging these messages, I believe is a good indication of our sapience and our use of technology is a further evidence.

We regret that due to our nature we are unlikely to be able to help much in the medical field as our medical research is understandably targeted at the problems out people have. However we believe we can offer help in the fields of improving infrastructure and development.

You are a very natural resource rich nation, if our intelligence is correct, we are resource poor. However this has caused us to be very inventive and we have a very large manufacturing sector that is always looking for raw materials. I believe that this would make us a good fit as trading partners as we could help you develop your industries, and provide liquidity via our financial sector. You have the natural resources that we need, do not worry it would be a partnership of equals.

Estanbe was the heart of the Tolvanic holdings in Africa and Government House was the seat of Commonwealth rule over the area. Tolvanic involvement in Africa was rather limited as the Commonwealth lacked the desire to embroil itself in the sundry unpleasentries of that unfortunate continent. However, for various reason, the Commonwealth found itself in possession of limited colonial holdings of just over 825,000 sq. km and some 2.8 million Crown subjects. Despite it's widespread overseas holdings, the Commonwealth was not overly imperialistic. In fact, very few Tolvans actively supported colonialism, most were quite apathetic and many were firmly opposed. Tolvanic Africa was effectively self governing, with little interest from the Home Islands. In light of the limited interest placed on the area by the Government, Tolvan had even less interest in the happenings in the surrounding nations. At least officially, the large degree of autonomy granted the local government allowed them to effectively formulate and carry out their own foreign policy completely free from Foreign Office oversight. It was this fact that made tonight's meeting possible.

The three men were seated in large leather chairs in the Governor General's private study. Each man held a glass with a generous serving of John Brown Grey Label Whiskey and two were smoking expensive San Delgado cigars. Governor General Lord Andrew Housley (The Eighth Earl of Scarborough), Major General Tomas Hernandez, and Sir Benjamin Cowley were proably the three most powerful men in Tolvanic Africa and such men enjoyed the trappings of power and the exercise of that power even more.

Cowley, the NDI's (National Directorate of Intelligence) Regional Field Director for Sub-Saharan Africa contemplated Hernandez's rant for a moment. "Perhaps you're right Tomas, but this Bledsoe chap seems all right. He's a populist, but most everybody in these parts is these days. However, he shys away from the Marxist tripe and doesn't appear to have the nasty Black Supremacy streak we've seen in a few places. I've got me people looking into him in more detail, let's see what they dig up and if he proves to pose a threat we'll consider acting. Do you agree Governor?"

Lord Housley sipped his whiskey and replied in his smooth baritone. "Yes Benjamin, have your people look into and we'll act accordingly. While that's in the works I think a small exercise near the border will send the proper message to our neighbours about just who they share a border with."

After due consideration on the part of the Foreign Ministry of the Kingdom, we have named our ambassador to the Republic of the Cape State as being Miss Magena Khoras who we have judged to be not only a professional diplomat capable of the duties attached to her post but also as a woman who will fully respect the laws of the Cape State as you have laid them out. She will be accompanied by about ten to fifteen armed guards; they will carry nothing more than assualt rifles, tasers, and batons and she will have a pistol to use in case that her safety is ever at risk.

OOC:Tolvan as a far older and thus larger nation do you think perhaps we have not riddled said nation with spies before contact? We have proven to have intelligence in an earlier posts as to their resources, so I would have though it made it clear that we did have intelligence from some where.

Do you think we would waste resources in mapping the nations resources or just bribing key personnel to get such information? The same people that passed us your message?

A furry nation dealing with humans is not going to make a move unless they know the ground. Best not be treated like animals as many human nations would, check the ground.

All of the field officers of the Royal Intelligence Agency were, by custom if not so much as law, accorded the nominal multi-branch rank of “major,” and were subsequently entitled to requisition such materiel or personnel as that rank afforded. It reflected the much more direct approach taken to field work by the RIA, when compared to many other foreign intelligence services.

Upon arriving in his office, Gordon, as the RIA’s head for Southern African Operations—a reward, his superior had told him, for his extensive role in the Fourth Chimurenga crisis a couple of years ago—was not surprised to see that his first order of business involved an election in some backwater African state. Somewhat surprised to see that a peaceful transfer of power had occurred and even more surprised to see that there had been no attempted coups or political violence, he frowned. A small voice in his mind chided him for possible racism, but he ignored it. He knew full well that Africans were just as decent as white folk, far more so in some cases, thinking back to some of the men who’d served the Commonwealth during the Fourth Chimurenga. Even so, political correctness aside, he saw no reason to ignore the sad reality of post-colonial Africa.

Lost in his train of thought, it took him a few minutes to focus again on the communiqué sent by the Commonwealth’s Ministry of Foreign Affairs to the new President of the Cape State.

However, the occasion has served to highlight the lack of direct diplomatic relations between the Commonwealth and your Republic. If you wish, an embassy may be dispatched to Cape Town, and one of your own received in the Commonwealth at your earliest convenience.
