The planet was bloodied, great scars running across its surface. A great desert of green glass encircled a nearly pristine city, while mountains of basalt erupted like warts in seemingly random locations, remnants of crust burster impacts from a long-ago battle. Numerous temple complexes dotted the surface, empty save for the native fauna, which picked over the bones of tens of thousands of dead Hyperboreans.
Once, the planet had been known as Tankai, a holy world of a sort. Now, abandoned by its previous inhabitants, it was New Jigoku, a world claimed by the Otagian Regency, but inhabited only by ghosts and silence.
Temporarily, of course.
The fiery trails of ships entering the atmosphere streaked across the sky, noted by a few grazing deer and an unmoving Herakles Avatar, waiting patiently in the ruins. Springing to life after years of silence, the Avatar began the process of reformatting its interior systems, dismantling weaponry in exchange for fabricator arrays, drone bays for effector shovels. Around it, dozens of other Avatars resumed motion, spooking the local fauna into a mass exodus of the city.
Walls began to mend, and in the distance, new spires began to grow around the landed vessels, the miles-tall, impossibly complex webs of softly glowing glass contrasting sharply with the existing Hyperborean architecture. In the temple complexes, broken floors where vegetation had encroached upon the artificial were repaired, skeletons tidily consumed to power the fabbers of the housecleaning Avatars.
Within a day, a new, vacant city had been born, and Hyperborean temples and cities were repaired, pristine again- Except for one. The streets of the glass-circled metropolis were empty of obstructions, but the occasional building was still shattered, windows remained free of glass, while the prismatic tendrils of the Otagian megacity crisscrossing in the sky above, a silent monument to the downfall of the previous inhabitants of the world.

Construction of habitat and port facilities on the Otagian museum world of New Jigoku has been completed. In the interest of promoting trade and cultural awareness, these facilities have been opened to use by any non-belligerent nation.
