Greetings, people of the world. It is my pleasure to address you in this fine day that will surely move our war-torn region a new step forward towards more peaceful times.

Today, as per the International Cooperation Act of 2008, the socialist states of the World Soviet Party are proud to announce their plans to develop a series of "Soviet Friendship Associations" in all and any willing nations to join in, at absolutely no cost for the host nation. Indeed, this project will be completely funded by the Soviet state and voluntary donations world-wide.

The associations are expected to act as mean of fomenting and cementing relations between the soviet people and their counterparts abroad and to help them achieve a better understanding of each other's cultures and ways of life.

This organization is not, and I repeat, not aimed at "exporting" political or economical ideologies and, therefore, all signatory nations shall be presented with a copy of the list of available activities as well as the construction plans. The first payments will be wired as soon as the project is approved so as to initiate the works as soon as possible.

Having had the pleasure to make this announcement, I must now bid you farewell. I can only hope that this small but significant move helps make our lives a little bit calmer than they already are.

While I personally do not like Communism, I am heartened to see one of the many whom follow the teachings of Marx seeking peaceful intentions, not war. I must ask you detail further exactly what this associations will do. I understand the mutual understanding of culture, but how will this be accomplished?

Hail, Emperor Alexis Darsin the Fourth.

Please allow me to thank you for being the first to answer our international call for peace, I will do my best to clear any doubt you might have about this project.

The goal of this organization, as I stated in my previous communique, is to help the people of the World Soviet Party connect to the rest of the world and vice versa. And experience has taught us that the best way for people to learn how to live with each other is by doing so.

Thus, the "Friendship Associations" will act as a social club of sorts, offering a wide range of activities such as sports, dances, parties, readings. The construction plans include two to three pools, a complete library with special sections dedicated to prominent local and soviet authors, a gym and several acres of open fields for both children and their parents to enjoy.

We hope that by spending time with each other, the citizens of the world will learn to tolerate and respect each other.

I see. That is a good cause and I applaud you for this initiative. In the desire for and pursuit of peace, I formally announce through this letter that these Friendship Associations are welcome in Telros. You may have your organization contact construction companies within Telros to begin building operations and such. I will warn that I do not tolerate any extremism or militant Communistic intent, such as fermenting revolutions and such. I do not think this will be a problem but the warning must be said.

I'd like to make a final explanation, since I seem to have forgotten to do it when we first communicated. The World Soviet Party is not a communist nation nor does it follows Marx's ideals, instead, it's a working social democracy, what some might call centre-left leaning.
