Sir/Madam

In a bid to set up diplomatic relations with the wider world, it seems that we have blatantly neglected the simplest option, in that to exchange embassies with foreign powers. This is that opportunity, to set up an embassy within Antigr.

Antigr is, for those that don't know, a nation with a constitutional monarchy system in-place and a democratic socialist government with small-scale capitalist leanings. It has a diverse terrain and climate, with a population of (14th December '08) approximately five and a half billion and growing by the day. The country, in a current form, is almost two millennia of age. In the north, Antigr has an arctic, sub-arctic, or, at the least, northern climate, and it remains north European throughout until the deepest south, when the country abruptly becomes somewhat Mediterranean, even with a few inland and coastal deserts further on. Antigr is of significance on the world stage, still one of the few nations respected and regarded under international constitution to police international waters.
Antigr is a member of the ADAN/ASGARD alliance as well as the Gholgoth Minor regional alliance, and a former member of GASN and the DC.

Embassies

Embassy plots will be in the vast and open flatlands in west Auston, capital of Antigr. Embassy buildings have already being constructed there, although a few plots are not yet built on, and each standard block receives a four-square-kilometre plot of grounds, in no particular shape but respective of other embassies. Alternatively, in east-central Auston, the elegant, newly-constructed twin Embassy Towers, seventy-six storeys high, provide suitable embassy lodgings, each embassy being allocated seven storeys. Embassy staff, including security, are limited to 57 persons.

Embassies are allowed their own security staff, vehicles and weaponry, to a point, although embassies are also guarded by the Royal Diplomatic Police, an armed force, and the national security services, the KRB. Embassies and all contents are expected to be open for inspection. Further details are given in the following charter.

Article I - Regulations

Diplomats of a foreign state are given permanent visas as well as a partial, and partial is emphasised, diplomatic immunity. However, major crimes or any other equivalently authorised investigation by His Majesty's Royal Police, Customs & Excise, Security Services, or armed forces when in accompaniment of any of the above, shall be allowed to proceed unhindered. As with Antigran tradition and law, Customs & Excise officers do not need a search warrant to search a premises. Capital offences can and will be dealt with by any KRB, Customs & Excise, or Police officer of suitable rank or authorisation within the vicinity. Fines as defined and permitted by Antigran law will be issued although embassy staff are granted lenience and a benefit of the doubt for most offences. While weapons are allowed as defined below, carriage of such a weapon under normal circumstances by regular diplomatic staff are subject to the full force of the law as well as deportation. If the home country refuses to accept an offender, then that person will likely be executed.

Article II - Government Intervention

The Antigran government and it's forces are permitted to intervene to deal with a situation at any time, given proper rank and/or authorisation. Similarly, the government and it's forces may, at any time and under similar boundaries, revoke or confiscate any possession of the embassy and it's staff including visas. In addition, any embassy deemed undesirable will be first kindly asked to leave. If the staff agree to do so, then they will be given a paid first class airline transport back to their home country. If they do not agree, then they will be shot, killed, and then, and only then, obliterated by the KRB.

If an embassy, of any status, is found harbouring or hiding a figure wanted by the government, it will be placed under immediate lockdown. If the figure is handed over immediately, punishment will be nonetheless severe but restricted, however should the figure not be handed over the embassy will be subject to storming by an armed force, and failing that, shelling or carpet-bombing, regardless of whether staff are inside or not.

Article III - Security and Weaponry

An embassy is allowed a maximum of fifteen security staff, with no exceptions except to close friends of the state. Weapons allowed consist of any form of hand-to-hand weapon (except heavily electrified weapons) pistols, machine-pistols or submachine-guns, light and medium machine-guns and battle or assault rifles. Weaponry with a calibre of higher than 8mm are prohibited, except those firing pistol cartridges, as are weapons with any default anti-armour capability and NBC weaponry. LMGs and MMGs/GPMGs are permitted, although heavier machine-guns are not, such as those with a calibre of over 8mm or revolver-operation or Gatling-operation automatics. As with other things, Antigr reserves the right to confiscate any of these. Any weapons not permitted in the charter which are found will be confiscated and the holding embassy punished. Note references to carpet-bombing. Weapons of mass-destruction found in an embassy will be delivered back to the home state, armed, and each and every member of the embassy annihilated by the KRB or used to test the effects of the ebola virus when fired from a cannon.

Article IV - Plants and Animals

While permitted, all must be prior declared to the authorities. Antigr reserves the right to refuse any as well as confiscate them. Unauthorised examples found are subject to be taken away and the holder punched in the face by an authorised member of the KRB.

Article V - Drugs

All types of drugs, save ones for purely medicinal use and prescribed by a registered doctor, are illegal and forbidden for use by diplomatic staff. Illegal substances include but are not limited to marijuana, methamphetamine, and cocaine. Anyone found in possession of illegal substances will be heavily fined or shot.

Article VI - Vehicles

All vehicles (Limit of a dozen) that enter Antigr during a diplomatic mission must be allowed to be fully inspected under threat of instantaneous incineration. Once inspected, vehicles may be parked in the Embassy Compound Civilian Lot, where all civilian vehicles are parked. Military vehicles, including but not limited to armoured personnel carriers, tanks, and self-propelled artillery are not allowed in Antigr and will be used for weapons testing if discovered. Unarmed military vehicles, focusing around unarmed armoured cars, are allowed if stated beforehand and allowed to be inspected in detail. There are no illegal civilian vehicles. Aerial vehicles are limited to a medium-sized aircraft with a passenger capacity of no more than 120 people and two rotary-wing civilian-type aircraft under the same restrictions as above. 1 Naval vehicle, unarmed, is allowed with no major size restrictions other than to 'keep it sensible'
