I myself as well as the rest of the Reich's government finds your brash, and threatening demenour towards the new government of Ralkovia troubleing.

Further I find your calls for bounties on government officals appalling and unacceptable, you are nothing more than a petty criminal calling for hits on decent men as though it is calling for the death of a rival gangster. Your actions show your lack of morality, intelligence, and that you lack all the qualities which are needed to lead a civilized society.

Open Communication to All Nations

It is clear to me as I am sure it is to you all that certain states, particularly those that make up the barbarian horde that is the IFA that would seek to stamp out democracy, opress the free people's of the world and bring pain and suffering to many.

I propse collectively, or perhaps through a formal gathering that we come together as one voice against the tyranny of the IFA, and others and begin to discuss if not implement measures to weaken and hamper the spread of the dangerous idealogy which such groups seek to spread.

Ralkovia thanks Heirosoloa and would be more than welcome to have the protection during this transition. Ralkovia would also permit Zinairian Forces into ralkovia as well.

Ralkovia plans on emancipation of slaves at a slow interval. The first ralkovian revolution happened when the Royalist took back control and decided to release the slaves who took up arms and attacked the government. The last thing we need is another civil war.

However we will not give freedom of press. The press control the flow of information and are still overly fascist, due to our Treaties of Press we cannot simply remove them from power. Though we can control what comes out from them. If we were to allow them freedom of press they would quickly turn on us at every corner.

It is sad to see both sides going to such lengths over a government change. If anyone officially announces a bounty, are we not supporting terrorism and all the other evils of the world that we decry so much in this day and age? Using the tactics of those who are too short-sighted to see that the people deserve to choose their government that will best suit them and that a democracy best suits most peoples, will only bring you down to their level.

We support the Ralkovian change in government and we offer support, be it in economic packages, peacekeeping missions, or if it comes to it, military aid. If the people of Ralkovia truly want a democratic government, then let them have their choice. I would support the same if they chose a fascist government, or even a Communist government, no matter how fierce my opposition to Communism is. We condemn the actions of the Fighter4u administration, for they are only aiding terrorism. Any agents caught by our forces will be jailed and given the due process of law. However, we will note that they do have a point that many liberally-minded governments have seen fit to go to war over such actions and violate the sovereignty of many nations. It pains me to see such actions happen, but we cannot be hypocrites. We cannot complain about national sovereignty then take away a country's right to it the next.

The troops were all fully armored, wearing the latest of the ZMA's purchases. Only now it is a elected government where EVERY single party running for government office supported things that were a breech of human rights. Something that I thought ODECON did not stood for. I thought ODECON was to protect the neturalness of international waters and to safeguard them agaisnt attacks. Also as of now thirty passengers ships escorted by frigates are enroute to Ralkovia to pick up our people currently in the area. Ignoring the fact that your last communication appears to have been written by your dictator's three year-old son, I find myself in a generous mood, and will respond.

Firstly, a democratic Ralkovia does not benefit us one iota. The Federal Republic does not require Ralkovia as a trade partner, and it considers a democratic Ralkovia beneficial only to its people. The issue here is that of the "lesser of two evils"--yes, it is indeed true that the newly-formed government does not allow its people all the freedoms we would like them to have, yet is it not worlds better than a single-party non-elected dictatorship? Of course it is. It is a step in the right direction, and we applaud the resolve of the Ralkovian people in throwing off their tyrannical government.

Secondly, the two hundred nautical mile exclusion zone around Leistung applies only to your ships, as it is you who presents the threat to our homeland security. Do not mistake our actions as those of anything other than self-defense. On that note, please bear in mind that you have placed a bounty illegally (in response to which we have seen fit to brand you as a criminal) upon the head of the Ralkovian president--if you approach Ralkovia, we must assume that you are doing so to murder the elected government, as you have claimed.

Finally and in regards to your approaching convoy, they will be escorted by vessels of the Bundesmarine until they can make port in a city of your choosing. At that time, you will pick up your citizens, and you will leave promptly. Should any Fighter4u soldier attempt to leave the convoy for whatever reason, we will have no choice but to assume that they are attempting to carry out the orders given to them by the Fighter4u government and moving to kill the elected head of state of Ralkovia.
